And share all the means of verification (MoVs) of the training with the Data Management Officer.</li> <li>Raise all the required Purchase Requests of the project as per the plan and available budget, ensure tracking of the process, and follow up with them till the stage of the distribution, and paying to the suppliers.</li> <li>Provide technical support to the health workers at the field level, ensure the quality of service provision is in place, and keep improving the health workers throughout the On-the-Job training. Additionally, the officer will follow up on the attendance of the health workers, and collect their attendance sheets to raise the payment of their incentives every month.</li> <li>Ensure all the activities are accomplished as per the detailed implementation plan (DIP), with continuous and regular referral to the line manager for the guidance and support.</li> <li>With Pharmacist officer support, prepare procurement plan for medical items and process it after getting approval from senior managers when required, and this mainly will depend on the consumption reports, and through analyzing the data of programs within the health facilities.</li> <li>Ensure proper management of the provided assets, pharmaceuticals, medical supplies, and nutritional commodities. This will include rational use of medicines, follow-up stock movement through stock cards and consumption rate, and ensuring the quality of warehouse management at the HFs level.</li> <li>Ensure timely and quality implementation of activities in compliance with the defined project and Country Strategy as per the SCI and donor guidelines.</li> <li>Ensure proper communication, coordination, and harmonization of tools with the different stakeholders involved in health /nutrition activities. Ensure minimum standards are maintained in accordance with humanitarian relief and MoPH guidelines. </li> <li>Conduct the Health Key Performance Indicators (KPI) on a monthly basis, and ensure to sharing the assessments and ways of improvement with the Project’s coordinator. All the documents must be archived, and fully documented.</li> <li>Provide technical support to H&N project assistants, partners, and government authorities on the planning, implementation, and management of the Nutrition and Health programs.</li> <li>Attend weekly meetings with Health and Nutrition project staff, to monitor progress in implementation, exchange information, discuss challenges and plan forward. </li> <li>Ensure that staff responsibilities are clearly defined, and understood and objectives are set against work plans and regularly monitored.</li> <li>Ensure that staff at health facilities perform well and are monitored daily to fulfill the required indicators of the program.</li> <li>Maintain and strengthen established links with NGOs and other agencies including government ministries and agencies. And build a good relationship with district health offices by multiple meetings, and inviting them into joint supportive supervision visits.</li> <li>Coordinate with logistics, administration, and finance units to procure all equipment, supplies, and materials required to implement the project activities, ensuring cost efficiency and accountability in compliance with SCI and donor regulations and procedures.</li> <li>Ensure effective and efficient use of all SC resources to keep costs low and ensure safety in the workplace.</li> <li>Provide support and work closely with the MEAL team in carrying out assessments and evaluations, accountability, and information sharing.</li> <li>Comply with SC policies and practices with respect to child protection, code of conduct, child safeguarding, health and safety, equal opportunity, and other relevant policies and procedures.</li> <li>Perform any other tasks as required by the line manager or technical manager that are related to the position, or when there is an urgent situation that requires all team efforts.</li> <li>Embed counter-fraud and ethical controls in all operational processes, ensuring compliance with donor and legal requirements, while collaborating with Finance and Counter-Fraud teams to mitigate risks and conduct assessments for high-value programs</li> <li>Bachelor in Medicine or Public Health and Nutrition/ public health professional or, Bachelor in medical science (pharmacy, Medical Assistance, Nurse, laboratory, Nutrition, etc) with at least 3 years experience in a similar position.</li> <li>At least 3 years experience in implementing emergency health and nutrition programs with NGOs or INGOs (Required).</li> <li>Good writing and speaking English skills (Required).</li> <li>Training courses or experiences in CMAM, IYCF, EMONC, EPI, and IMCI are highly (Preferred). </li> <li>Experience in staff training and capacity building preferred by having a TOT course (Preferred).</li> <li>Skills and experience in project management or getting similar certificates (Preferred).</li> <li>Understanding rights-based approaches and participatory concepts and practical experience in a similar context. </li> <li>Ability to communicate and maintain tactful relations with relevant local authorities in political and militarily sensitive environments. </li> <li>Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties. <p><b>About the job</b></p><p><br></p><p>Overall purpose of the role:</p><p><br></p><p>The Deputy Chief of Party (Programmes) will provide strategic leadership and oversight of the implementation of the Cash Consortium of Yemen (CCY) programme, ensuring the effective, efficient and harmonised delivery of Multi-Purpose Cash Assistance (MPCA) and livelihoods interventions across Yemen. Reporting to the Chief of Party, the DCOP will be responsible for translating the consortium's strategic objectives into high-quality programme implementation, while maintaining the technical excellence, consistency and accountability that define the CCY approach.</p><p><br></p><p>The DCOP will oversee the consortium's programme delivery functions, providing direct supervision to the MEAL, Information Management and Economic Recovery teams to ensure integrated programme management, evidence-based decision-making and adaptive programming. Working closely with consortium partners, the DCOP will promote harmonised implementation, monitor programme performance, identify and address operational bottlenecks, and ensure that programme quality standards are consistently applied across all partners.</p><p><br></p><p>The DCOP will play a central role in operationalising the CCY Strategy, strengthening programme quality assurance, promoting innovation and learning, and ensuring that programme evidence informs decision-making and continuous improvement. Across the Arab region, several countries have made notable progress in establishing legal frameworks governing e-transactions, trust services, data protection, cybersecurity, and related areas. Nevertheless, the continuous emergence of new digital applications such as cloud computing, mobile platforms, digital identity systems, and artificial intelligence (AI) has requested countries to continuously upgrade those laws to align with the best international practices and the evolving requirements of the digital age. At the global level, the UN continues to promote the responsible, inclusive, and trustworthy use of emerging technologies in support of sustainable development. In September 2024, during the Summit of the Future, world leaders adopted the Pact for the Future, together with its annexes the Global Digital Compact (GDC) and the Declaration on Future Generations. The GDC underscores the importance of digital trust, secure and interoperable digital systems, and effective digital governance. These objectives depend fundamentally on robust e-transactions legislation that provides legal recognition to e-communications, signatures, trust services, and contracts mechanisms, thereby enabling safe participation in the digital economy. The UN ESCWA has a long-standing engagement in supporting its member States in the field of cyber legislation. In 2007, UN ESCWA published the study Models for Cyber Legislation in UN ESCWA Member Countries , which reviewed regional and international legal developments and introduced practical templates for assessing and reforming national cyber laws. The objective of those templates is to support Arab countries in drafting and harmonizing national cyber laws. Through its technical cooperation program, UN ESCWA remains committed to assisting member States in strengthening legal and institutional capacities related to the digital and emerging technologies. Recently, the Ministry of Telecom and Information Tech (MTIT) in Yemen requested UN ESCWA s advisory services to develop e-transactions and trust services law aligned with international standards and regional best practices. In response, UN ESCWA is engaging a qualified legal consultant to provide specialized expertise in the area of e-transactions and trust services, with a particular focus on the Yemeni legal and institutional context. The consultant shall use as primary reference frameworks the ESCWA Cyber legislation directives, UNCITRAL Model Law on Electronic Commerce (1996), the UNCITRAL Model Law on Electronic Signatures (2001), and the UNCITRAL Model Law on Electronic Transferable Records (2017), supplementing these with the EU eIDAS Regulation and relevant Arab country implementations. For the purposes of this consultancy, 'trust services' include: qualified electronic signatures and seals, electronic timestamps, electronic registered delivery services, website authentication certificates, and preservation services for electronic signatures, consistent with the eIDAS framework or its functional equivalent. <br><b>About the mission</b><br>SI opened its mission in Yemen in 2017, establishing its coordination in Aden. Since then, SI expanded the geographical scope of its intervention, and established offices in Al Mokha, Taizz and Marib, and operational presence in Hodeidah, Lahj, Dahle, Abyan, Shabwah, and Hadramout Governorates. The mission has a forecasted budget of about 21M Euros for the year 2024. It operates from Aden, where the coordination is based, and 4 operational field bases located in Taiz, Marib and Al Mokha with Emergency team also stationed in Aden. The mission is composed of approx. 20 expatriates and about 150 national staffs. Objectives for the mission for 2024 is to build on its Emergency Response capacity to expand in hard-to-reach areas and develop qualitative interventions responding to emergency and protracted needs, while enhancing resilience. SI is currently undertaking 11 different projects in Yemen, financed respectively by the ECHO, BHA, UN-OCHA, CDCS, SDC, DUTCH MOFA, CIAA and DG INTPA. SI implements emergency and resilience WASH programs with activities of water trucking, rehabilitation of water network, construction of emergency latrines and showers, distribution of hygiene kits, hygiene promotion, and cleaning campaigns. Under its FSL portfolio, SI distributes unconditional, multi-purpose cash to IDPs and host communities, support the livelihood component by supporting in Income Generating activities. SI has been one of the first humanitarian actors to access the West Coast and remains as of today positioned in hard-to-reach areas close to the frontline of Marib, Hodeidah and Maqbanah. SI aims at maintaining this positioning and further expanding its presence.<br>About the job<br>General objective:<br>Ensure proper grants' management from inception phase to final reporting. Ensure compliance towards donors' regulations. Foster donors' network and support representation towards donors. Enhance donors' mapping and develop opportunities' development plans. Build on the partnerships' strategy of the Mission and support the reinforcement of SI's partnerships in Yemen both with national and INGOs<br>The main challenges:<br>The Yemen Mission has been working on an increased diversified resource mobilisation stratgey and is expected to potentailly have 5-6 new grants (CDCS Taiz, SDRPY Taiz, DG MENA Marib, DG MENA Taiz, FCDO, FRDL, SDC - Taiz) as well increasing new local partnerships (5-6), and two new consortia set ups, with SI being the lead.. Donors are not present in-Country and representation takes place remotely or through visits in Amman or other locations. Humanitarian funding is expected to decrease, while development donors have increasingly expressed interest to continue to support (e.g. EU, SDC). The push for cost-effectiveness pushes all INGOs towards consortia while the kicking in of the localization agenda imposes the development of local partnerships.<br>Priorities for the 2/3 first months:<br>1) Steer the Partnership strategy with a decisive step towards implementation of new integrated approaches an consortia over 2026/27<br>2) Facilitate the development of key propositional concept notes to forward the mission strategy in particular towards development donors<br>3) Work on the development of a more sustainable Grants department (so far relying on international staff only)<br>Security constraints:<br>The security situation in Aden remains unstable and volatile notwithstanding the distance from frontlines. Risks related to high proliferation of weapons, radicalization and potential jihadi attacks remain significant. Due to the above, movements for international staff remain highly constrained, with a limited number of public places (some cafes, restaurants and supermarket) validated for movements during daytime.
