Office/Unit/Project Description </strong></p><br> <p>UNDP Yemen operates in one of the world’s most complex and protracted crises, where overlapping challenges of conflict, governance, and climate change create deep vulnerabilities for communities across the country. The Country Office’s Climate Change, Water, Energy, and Environment (CCWEE) portfolio is a core pillar of UNDP’s programming, focused on restoring essential services, strengthening local governance, and improving livelihoods through climate-resilient, inclusive, and sustainable development solutions. The portfolio works closely with national and local partners to implement integrated interventions across water, agriculture, energy, and institutional strengthening to address the interlinked drivers of fragility, inequality, and environmental degradation.</p><br> <p>In this context, the <i>Integrated Water Resources Management for Enhanced Resilience in Yemen (IWRM-ERA)</i> Project, funded by KfW, aims to strengthen climate resilience and improve water resources management in targeted areas of Taiz and Lahj governorates. The project supports sustainable water management, watershed rehabilitation, community engagement, and climate-resilient livelihoods to improve water security and enhance resilience to climate change.</p><br> <p>Furthermore, this position will also provide targeted cross-support to communication and visibility activities for other strategic initiatives under the broader CCWEE portfolio (including GEF, GCF, and other bilateral donors), ensuring unified thematic messaging.</p><br> <p>To enhance project visibility, stakeholder engagement, knowledge sharing, and advocacy, UNDP seeks a Communications Analyst to lead the development and implementation of communications and outreach activities.</p><br> <p>The Communications Analyst reports directly to one of the Project Managers, while maintaining a direct strategic and operational matrix reporting line to the CCWEE Team Leader to facilitate portfolio-wide thematic synergy.</p><br> <p><strong>2. This involves procuring and coordinating photographers, videographers and designers to create assets for use by regional and HQ partners. For example, similar roles have handled procurement and deployment of consultants to produce photos, videos, animations and other communications products.</li> <li>Coordinate closely with the UNDP Yemen Communications & Advocacy Team to ensure that CCWEE messaging and outreach activities align with the Country Office’s communications strategy and UNDP branding.</li> <li>Emphasize CCWEE’s development and resilience work – not just humanitarian relief – helping to shift the narrative towards long-term solutions for climate, water and environmental challenges.</li> </ul> <p><strong>3- Promote advocacy and communications campaigns</strong></p><br> <ul> <li>Design and roll out innovative advocacy and awareness campaigns linked to CCWEE priorities (e.g. water conservation, renewable energy, biodiversity). This includes social media campaigns timed to international observances (Climate Week, World Water Day, etc.), policy dialogue events, and project launches.</li> <li>Plan and execute national-level advocacy initiatives to promote CCWEE themes and influence public and stakeholder understanding. Campaigns should engage diverse media channels and community networks.</li> <li>Develop creative content (videos, photo essays, blog series) to increase engagement. Protracted conflict, economic deterioration, climate-related shocks, and constrained access to essential services continue to drive widespread humanitarian needs. In Yemen, approximately one in two people experience acute food insecurity, as declining household purchasing power, inflation, and disrupted livelihoods leave millions unable to meet their basic food needs.</p> <p>Nearly 5.4 million people are experiencing IPC Phase 3 or above (Crisis or worse) acute food insecurity between June to September 2026, with 1.6 million people experiencing IPC Phase 4 (Emergency).</p> <p>The M&E Officer is part of the Planning, Monitoring, Learning, and Evaluation (PMLE) Unit at WFP Yemen. The role involves overseeing end to end field monitoring, managing analytical and reporting processes, building capacity and promoting the use of data and evidence to inform programming and decision-making process. <p><br></p><p>General context of the project While the armed conflict entered its 12th year, Yemen remains one of the largest humanitarian crisis. The country s deteriorating economy, the protracted conflict and crumbling basic services are exacerbating humanitarian needs across the country. Meanwhile, climate shocks, increased regional tensions and chronic underfunding of critical humanitarian sectors are further worsening people s vulnerability and suffering. Four years since the UN- brokered truce, international non-governmental organizations (INGOs) operating in Yemen warn that humanitarian conditions are more fragile than at any point since the peak years of the response. Over 22.2 million people 1 continue to face dire humanitarian conditions, struggling to meet basic needs and access essential services amid protracted crisis, economic deterioration, aid cuts, displacement and climate-related shocks. Furthermore, the escalating conflict in the Middle East and the wider region threatens to exacerbate the dire economic situation and could trigger a resumption of large-scale armed conflict within Yemen. These regional shifts risk disrupting vital humanitarian and commercial supply chains and inflating the cost of essential goods. INTERSOS, in collaboration with local partners, has been providing essential health, nutrition, protection, water and sanitation, as well as livelihoods support for the vulnerable people across Yemen since 2008. While INTERSOS operational presence has been impacted by the signficant funding downsize in the last few years, the integrated programming serving the most vulnerable communities (IDPs, migrants, people at hightened protection risks) continues providing essential lifesaving aid.</p><p>General purpose of the position Support the Head of Mission in the development, definition and management of the mission program in accordance with INTERSOS strategies, plans and policies. Lead the development of new concept notes and project proposals in collaboration with the Regional Programme Coordinator and Senior Management Team. Supervise, coordinate and provide quality support to Project Managers/Program Managers in order to develop and implement the program in the mission.</p><p>Main responsibilities and tasks:</p><p>Country Strategy & Portfolio Development</p><p>Co-Lead the formulation, adaptation, and execution of the INTERSOS Yemen Country Strategy in line with global organizational goals, values, and localized humanitarian needs.</p><p>Active member of the SMT, working alongside the HoM to define organizational vision, set programme targets, and improve operational performance.</p><p>Conduct continuous context analysis (humanitarian needs, socio-economic dynamics, donor trends) to design innovative, integrated programming, and lead assessments for rapid response or portfolio scale-up.</p><p>Lead the design and writing of high-quality proposals and concept notes in close collaboration with Technical Coordinators and Specialists, Finance, HR and Logistics teams.</p><p>Lead the roll-out of the mission s Localization Strategy, ensuring strategic oversight, capacity assessments, and sub-grant compliance for local partners.</p><p>Grants & Fundraising Management</p><p>Alongside the HoM, proactively identify funding opportunities, analyze donor guidelines/priorities, and oversee the mission s grant pipeline to ensure sustainable growth.</p><p>In coordination with Project/Programme Managers, support the preparation and conduct of project kick-off meetings, grant agreement reviews, and partner capacity assessments.</p><p>Take full responsibility, with support from the regional office, for all reporting processes, from programme data to ensuring strict compliance with grant contract provisions and donors guidelines.</p><p>Programme Management</p><p>Oversee the coherence, alignment, and execution of the entire Yemen programme portfolio, ensuring targets, work plans, and quality standards are met.</p><p>Guide and directly support Project/Programme Managers through all phases of Project Cycle Management, including regular field visits and project milestone reviews (kick-off, mid-term, and end-of-project reviews).</p><p>Monitor the level of progress achieved by each project. Over 80 percent of Yemen’s population is estimated to need humanitarian assistance, and more than 2.5 million Yemenis have become IDPs. The ongoing conflict has destroyed much of the institutional ability of key ministries, governorates, and local authorities to deliver essential social services to citizens. Public service restoration is also essential for a smooth transition to recovery, as a political agreement is being negotiated. Combining communities’ own efforts with whatever limited state institutional capacity remains are needed to both curtail further humanitarian deterioration and the political ramifications of total state collapse. Yemen is one of the most food insecure countries in the world. Around 20 million people (70 percent of the population) are facing hunger, a 13 percent increase from 2017. The current conflict has led to a decline in the national economy. Gross Domestic Product was cut in half since 2015, and more than 80 percent of the population living below the poverty line. The fighting around the country’s seaports and the ensuing suspension of commercial imports and supply shortages, the depreciation of the Yemeni riyal, which is now worth barely a third of 2015 level, have combined to push the food prices up. Only half of health facilities are functioning, and many Yemenis in need of critical treatments especially for malnutrition are too poor to access the ones that are open. Beyond those at risk of famine, many millions with only emergency food assistance to survive, face a collapse in their immune systems – especially children and the elderly – increasing their vulnerability to malnutrition, cholera and other diseases. Chronic water shortages exacerbate food insecurity and risk of famine in areas where people depend on agriculture for food and income.</p><br> <p>This heightened crisis is calling for scaled-up support to address the immediate needs while also leveraging and enhancing national capacities and systems for resilience-building for populations in Yemen with increased vulnerabilities that can complement a largely insufficient humanitarian response and at the same time for the need to maintain the existing capacities and mechanisms at local and national level to maintain the foundation for future reconstruction and recovery.</p><br> <p>The World Bank funded projects aim to Improve access to food and, nutritious diets, social protection, economic opportunities, food security and effective management of water sector in Yemen.
