Contribute to the implementation of plans and policies by setting clear goals; coordinate processes for budget and programming activities in compliance with WFP and functional strategies.</p><p>2. Review budgets for accuracy, appropriateness, cost containment/effectiveness and completeness in line with available guidelines, flagging any shortcomings and providing comprehensive feedback to the main stakeholders as needed.</p><p>3. Review and release budgets in WFP s corporate systems ensuring that all budget-supporting documents are available, and address received comments and recommendations before relevant resource data is recorded in internal systems for reference.</p><p>4. Support the preparation of funding proposals through donor trend analysis against operational shortfalls, proposing fund prioritization options by activity and modality as necessary.</p><p>5. Analyze CSPs/RBPs closure activities, ensuring actions are taken for the receiving of resources transfers and the timely start and closures of activities.</p><p>Pipeline Management</p><p>6. Review and analyze commodity pipeline requirements including Advance Financing requests in collaboration with stakeholders at the operational level to ensure timely shortfall coverage and efficient utilization of contributions.</p><p>7. Review monthly pipelines, participate in meetings and provide feedback to the CO/RO teams on resource allocations and corporate stock replenishments to maximize operational effectiveness, escalating based on severity of pipeline shortfalls and using relevant pipeline management tools.</p><p>8. Coordinate and consolidate information for the monthly, cross-functional, pipeline working group, (across Area Offices, Sub Offices and Field Offices as needed), that proactively discusses resource availability and upcoming shortfalls, while recommending timely mitigation measures.</p><p>9. Participate in meetings with internal stakeholders to discuss the utilization of foreseen contributions and support the process of developing funding proposals.</p><p>Funds, Performance Management, and Reporting</p><p>10. Advise spending units on the timely and appropriate programming and utilization of funds, to align with funding proposals and donor conditions, proposing timely recommendations and possible corrective actions that enable reporting in close collaboration with the Partnerships teams.</p><p>11. Monitor fund sub allotments as per available procedures and guidelines, to avail funds to spending units for timely commitment.</p><p>12. Coordinate and consolidate inputs for the CO/RO Resource Management Committee (RMC) which reviews and prioritizes resources against the Country Portfolio Budget (CPB) implementation plans, as per agreed timelines.</p><p>13. Contribute to the preparation of interim, progress and final reports as stipulated in various contribution agreements between WFP and specific donors, particularly for those locally negotiated contributions, in close collaboration with CO and Global HQ counterparts as required.</p><p>Other</p><p>14. Where needed, contribute to the activation/deactivation and management of Global Commodity Management Facility (GCMF) supply lines, participate in knowledge transfer activities in support of the facility and facilitate decision-making for the allocation of corporate stocks.</p><p>15. Supervise, guide a small-sized team, coaching and providing/delivering training to build capacity and increase expected level of operational support, acting as a first escalation point on more complex analysis and queries.</p><p>16. Collate and analyze data and contribute to preparation of accurate and timely reports, to enable informed decision-making and consistency of information presented to senior management and external stakeholders.</p><p>17. Implement proposed developments and improvements of systems, techniques, tools, processes and procedures to better monitor, manage and report on WFP budgets and resources.</p><p>18. Perform other relevant duties as required.</p><p><strong>Desired Candidate Profile</strong></p><p>Experience performing analytics of medium complexity and presenting the information to meet various audience needs. Experience preparing, managing and reporting on operational budgets. Experience in working with large datasets, extracting information from them in an easy to interpret manner. A demonstrated and adequate understanding of information and financial systems and how those support the implementation of operations. Thorough understanding of operational planning and business processes, rules and procedures and applying them consistently in the implementation and support of programme interventions. Adequate knowledge of programme operational requirements and how these translate into resource management requirements, enabling the proposition of recommendations for improvement in a proactive rather than reactive manner. Experience coordinating operational planning and fostering discussions around resource projections and implications on a programme-wide level, integrating trend analyses and ongoing discussions to drive the way forward. Ability to consolidate and share resource management information in a way that supports decision making and emphasizes accuracy and consistency in numbers across teams. Ability to coach, train and mentor a team of staff to deliver at expected levels.</p><p>Education: Advanced university degree in Business Administration, Statistics, Finance, Economics or any other relevant field. Additional professional trainings in project management, statistical analysis and/or operational planning and management are desirable.</p><p>Experience: At least 7 years of post-graduate experience including 3 years of professional experience related to Budget and Programming, humanitarian/development programme management and capacity building.</p><p>Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language). This role ensures strategic alignment, effective coordination between partners, and successful delivery of the ECHO HIP 2026 project deliverables and other potential funding Background Yemen continues to face one of the world's largest humanitarian crises after more than a decade of conflict. Damage to and disruption of water, sanitation, and hygiene (WASH) services have increased the risk of waterborne diseases, including cholera and acute watery diarrhoea (AWD), as well as malnutrition, particularly among children under five and other vulnerable populations. To address these challenges, the Yemen WASH Consortium (YWC), composed of Oxfam, NRC, and YFCA, is planning to implement an integrated WASH interventions in eight districts across Hajjah, Al Hudaydah, Ibb, and Marib governorates. Building on the partners' extensive humanitarian experience and long-standing presence in Yemen, the consortium works to improve access to safe water, sanitation, and hygiene services for crisis-affected internally displaced persons (IDPs) and host communities. The programme aims to reduce morbidity and mortality associated with waterborne diseases and malnutrition through sustainable, climate-resilient, and shock-responsive WASH interventions. It seeks to ensure equitable access to quality WASH services while strengthening community resilience to future emergencies and climate-related shocks. Office/Unit/Project Description </strong></p><br> <p>Yemen is experiencing one of the world’s most severe humanitarian crises, shaped by prolonged conflict, political instability, and deep economic decline. These factors have severely undermined state institutions, fragmented governance structures, and reduced fiscal capacity, contributing to widespread poverty, food insecurity, and vulnerability. Social cohesion remains under pressure, particularly in rural areas where access to livelihoods, employment, agricultural resources, and basic services is severely constrained. Environmental fragility and increasing exposure to climate shocks further exacerbate vulnerability, particularly for communities dependent on agriculture. </p><br> <p>Short-term humanitarian interventions, although indispensable for alleviating the immediate impact of the emergencies on vulnerable communities, cannot steer more fundamental recovery nor address the underlying underdevelopment causes of the conflict. Situation analysis reveals critical gaps in transitioning from short-term humanitarian assistance to sustainable development approaches. </p><br> <p>According to a recent UNDP study (2024), the prevailing focus on immediate food assistance has not sufficiently addressed structural vulnerabilities, as there is a weak correlation between the scale of humanitarian aid and improvements in food security. Cash assistance programs provide short-term relief but often contribute to inflation and do not resolve the underlying causes of poverty. Governance deficits, logistical challenges, bureaucratic barriers, and insecurity further limit effective aid delivery, especially in remote and hard-to-reach areas. </p><br> <p>As a result, there is a pressing need to integrate longer-term interventions in the local food systems that promote food security through economic development, enhance productivity and value addition, support private sector growth, and create sustainable livelihoods, while strengthening the supply of goods and services. </p><br> <p>This project responds to these realities by adopting a resilience-oriented approach that integrates the Humanitarian–Development–Peace (HDP) Nexus. The intervention scope focuses on sustainable livelihoods and value chain development through agricultural support (technical innovation, seed distribution, irrigation rehabilitation, livestock care, and crop diversification); agribusiness development (strengthening value chains, institutionalizing climate-resilient practices, and shock protection); strengthening the business enabling environment (collaboration between agribusinesses, private sector, and local authorities); microfinance (microloans, savings groups, and financial literacy); and support for vulnerable groups including IDPs, women, and youth through inclusive, gender-sensitive livelihood opportunities.</p><br> <p>The RESOLVE project is implemented in close synergy with the Local Governance for Area-Based Development (LoGABD) project and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, forming an integrated portfolio under the Area-Based Development (ABD) framework. The Gender Analyst will therefore be expected to ensure gender mainstreaming coherence across this portfolio, working collaboratively with gender focal points and technical teams across all three projects to maximize synergies and avoid duplication.</p><br> <p>Gender equality is a significant objective across all components of this project and engagement, and empowerment of women is key to achieving the aimed results.</p><br> <p><strong>2. Description </p><br> <p>Yemen continues to face a severe humanitarian and development crisis driven by prolonged conflict, economic decline, and institutional fragility. These challenges have weakened governance systems, disrupted economic activity, and increased poverty, food insecurity, and vulnerability across the country. </p><br> <p> While humanitarian assistance remains essential, sustainable recovery requires longer-term investments in livelihoods, economic resilience, local governance, institutional strengthening, and climate-resilient agriculture. </p><br> <p> UNDP is implementing a portfolio of complementary projects to address these interconnected challenges. This includes the Resilient Economies and Sustainable Livelihoods for Empowerment in Yemen (RESOLVE) project funded by the Swiss Agency for Development and Cooperation (SDC) ; the Local Governance for Area-based Development (LoGABD) project funded by the European Union (EU) ; and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, also funded by the EU. These projects are designed with a synergistic, area-based approach to maximize impact and efficiency. </p><br> <p> RESOLVE (SDC) focuses on strengthening the resilience and economic empowerment of vulnerable communities in Marib and Hadramout governorates by promoting sustainable livelihoods through agribusiness development, agricultural value chain strengthening, improved access to finance, and enhanced local economic governance. </p><br> <p> LoGABD (EU) aims to strengthen the capacity of local authorities across seven governorates (Aden, Hadramout, Lahj, Marib, Taiz, Al Mahrah, Socotra) to effectively plan, budget, finance, and deliver public services, manage IDP populations, and foster climate resilience. It focuses on institutionalizing training hubs, improving public financial management, completing community-prioritized public works, and operationalizing Local Economic Development Councils and Local Development Funds. </p><br> <p> SANABEL (EU) is a joint FAO-UNDP project focused on climate-resilient agriculture and job creation. It aims to increase crop and livestock productivity through Climate-Smart Agriculture (CSA) and ecosystem-based adaptation (led by FAO) and strengthen climate-resilient agricultural value chains to generate decent jobs, formalized businesses, and inclusive economic growth (led by UNDP). </p><br> <p>By combining these three projects under one management umbrella, this position will ensure coherent and integrated implementation, maximize synergies, and leverage UNDP's expertise in governance, economic recovery, and resilience building. Scope of Work </strong></p><br> <p> Under the direct supervision of the Project Manager, the National Project Specialist will play a critical leadership role in the successful implementation of the integrated project portfolio.
