KEY AREAS OF ACCOUNTABILITY :  A. Monitoring: <ul> <li>Implement Monitoring Checklist of project activities. Translate it into local language, if required.</li> <li>Collaborate with program staffs on project related monitoring and accountability routine activities; PRIME reporting and indicator performance tracking.</li> <li>Organize frequent field visit to monitor project Quality Benchmarks and observations and reports to concerned project management team based on quality and accountability findings and incorporate inputs from project team in action agreed plan.</li> <li>Support project staff to strengthen joint planning and monitoring with stakeholders.</li> <li>Contribute to the quality of project design – reviewing log-frames, results frameworks, project plan, strategic plans, MEAL Plan, etc.</li> <li>Technical support in collecting quality data and analysis against the performance indicators and targets on periodic basis</li> <li>Ensure the quality of reporting data and verify those data and information from sources periodically on sample basis.</li> <li>Carry out follow-up monitoring visits to materialize agreed action in the action plan; also maintain Monitoring-Action Plan Tracker' at field level.</li> <li>Maintain close coordination with MEAL Coordinator on Quality and Accountability issues. Share all information (monitoring reports, FRM database preliminary inquiry reports) with MEAL Coordinator.</li> <li> B. Evaluation: </li> <li>Assist the MEAL team in all formative, operational, and contextual assessments and situation analysis reviews.</li> <li>Assist the MEAL team in preparing and conducting profile studies.</li> <li> C. Accountability: </li> <li>Establish an effective functional system for complaints/feedback handling and response mechanisms at community level in the support of the MEAL Assistant.</li> <li>Ensure the Feedback Response Mechanisms are functional and accessible to beneficiaries.</li> <li>Develop regular accountability trend analysis of feedback at organizational level and share it with program team as per protocols.</li> <li>To assist MEAL Coordinator  in carrying out preliminary first verification report in case of serious nature of complaints filed by beneficiaries/communities and support for investigation of that types of complaints as per FRM protocol.</li> <li>On quality and accountability issues, share all information (monitoring reports, preliminary verification reports, etc)</li> <li>Share MEAL findings & FRM issues in each monthly meeting as defined in the protocol.</li></ul>D. Learning: <ul> <li>Assist the MEAL team in developing quality reports and findings.</li> <li>Ensure the key learning's are incorporated in upcoming plan and interventions.</li></ul>E. Financial Operations, Payment Processing and Control: • Assist the Finance Coordinator and Finance Officer in maintaining complete and accurate financial records in line with the SCI-Yemen Country Office Finance Manual, World Bank requirements, internal controls and applicable laws and regulations. • Support the preparation, review, registration and processing of bank and cash payments in line with the valid Scheme of Delegation, SCI-Yemen procedures, World bank compliance requirements and official regulatory requirements. • Ensure that all payments are supported by complete documentation, correct coding, proper budget availability checks and full authorisation from the respective Budget Holder before processing. • Review invoices, programme payment requests, procurement supporting documents, contracts and other financial documentation to ensure accuracy, completeness and compliance before payment processing. • Support the review and processing of advances, settlements, reimbursements, supplier payments, programme payments and other routine financial transactions. • Ensure all cheques, cash payments, bank transfers and payment vouchers are properly stamped, cancelled, filed and documented after payment completion. • Assist the Finance Coordinator and Finance Officer in the submission of internal and external financial reports by collecting documents, updating trackers and providing required supporting information to ensure a smooth flow of payments. 2. Audit Preparedness, Compliance and Documentation Support • Support preparedness for internal audits, external audits, donor-specific audits and authorised third-party reviews by coordinating document retrieval, sample preparation, archive review and evidence collection from Aden and field offices. • Assist the Finance Coordinator, Finance Officer and Area Finance team during internal audits, external audits, donor specific audits and any authorised third-party review of financial records. • Support audit preparation by retrieving documents, organising samples, responding to document requests and ensuring a clear, complete and well-documented audit trail. • Follow up on audit sample requirements with field offices and relevant departments to ensure requested documents are submitted on time and in good order. • Support the review of audit samples before submission to ensure completeness, consistency, proper authorisation, correct coding and compliance with SCI and World Bank requirements. • Escalate any missing documents, weak supporting evidence, repeated filing gaps or compliance concerns to the Finance Coordinator or Finance Officer for timely action. 3. Coordination, Query Resolution and Cross functional Support • Coordinate with Finance, Programme, Supply Chain, Awards and field teams on payment processing, document completion, coding corrections, beneficiary payment issues and required supporting evidence. • Review official emails daily, respond to queries from suppliers, banks, service providers and colleagues in a timely and appropriate manner, and raise critical issues with the line manager at the earliest opportunity. • Maintain effective working relationships with staff, suppliers, banks, financial service providers, partners and other external stakeholders to support smooth financial implementation. • Support field offices when needed through remote follow up, document review, sample checking, archiving support and coordination of finance requirements. • Attend world bank finance and project coordination meetings when required and provide updates on payment status, pending documents, archive readiness, sample tracking and follow up issues. And build a good relationship with district health offices by multiple meetings, and inviting them into joint supportive supervision visits.</li> <li>Coordinate with logistics, administration, and finance units to procure all equipment, supplies, and materials required to implement the project activities, ensuring cost efficiency and accountability in compliance with SCI and donor regulations and procedures.</li> <li>Ensure effective and efficient use of all SC resources to keep costs low and ensure safety in the workplace.</li> <li>Provide support and work closely with the MEAL team in carrying out assessments and evaluations, accountability, and information sharing.</li> <li>Comply with SC policies and practices with respect to child protection, code of conduct, child safeguarding, health and safety, equal opportunity, and other relevant policies and procedures.</li> <li>Perform any other tasks as required by the line manager or technical manager that are related to the position, or when there is an urgent situation that requires all team efforts.</li> <li>Embed counter-fraud and ethical controls in all operational processes, ensuring compliance with donor and legal requirements, while collaborating with Finance and Counter-Fraud teams to mitigate risks and conduct assessments for high-value programs</li> <li>Bachelor in Medicine or Public Health and Nutrition/ public health professional or, Bachelor in medical science (pharmacy, Medical Assistance, Nurse, laboratory, Nutrition, etc) with at least 3 years experience in a similar position.</li> <li>At least 3 years experience in implementing emergency health and nutrition programs with NGOs or INGOs (Required).</li> <li>Good writing and speaking English skills (Required).</li> <li>Training courses or experiences in CMAM, IYCF, EMONC, EPI, and IMCI are highly (Preferred). </li> <li>Experience in staff training and capacity building preferred by having a TOT course (Preferred).</li> <li>Skills and experience in project management or getting similar certificates (Preferred).</li> <li>Understanding rights-based approaches and participatory concepts and practical experience in a similar context. </li> <li>Ability to communicate and maintain tactful relations with relevant local authorities in political and militarily sensitive environments. </li> <li>Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties. MdM France operates through three offices: Sana a (coordination office), Aden, and Marib. Each location presents distinct operational dynamics and access considerations. In this context, the program coordinator plays a key role in anticipating access-related risks, supporting contingency planning, and ensuring that programs remain flexible, compliant, and responsive to the evolving humanitarian situation.
