Additionally, the officer will follow up on the attendance of the health workers, and collect their attendance sheets to raise the payment of their incentives every month.</li> <li>Ensure all the activities are accomplished as per the detailed implementation plan (DIP), with continuous and regular referral to the line manager for the guidance and support.</li> <li>With Pharmacist officer support, prepare procurement plan for medical items and process it after getting approval from senior managers when required, and this mainly will depend on the consumption reports, and through analyzing the data of programs within the health facilities.</li> <li>Ensure proper management of the provided assets, pharmaceuticals, medical supplies, and nutritional commodities. This will include rational use of medicines, follow-up stock movement through stock cards and consumption rate, and ensuring the quality of warehouse management at the HFs level.</li> <li>Ensure timely and quality implementation of activities in compliance with the defined project and Country Strategy as per the SCI and donor guidelines.</li> <li>Ensure proper communication, coordination, and harmonization of tools with the different stakeholders involved in health /nutrition activities. Ensure minimum standards are maintained in accordance with humanitarian relief and MoPH guidelines. </li> <li>Conduct the Health Key Performance Indicators (KPI) on a monthly basis, and ensure to sharing the assessments and ways of improvement with the Project’s coordinator. All the documents must be archived, and fully documented.</li> <li>Provide technical support to H&N project assistants, partners, and government authorities on the planning, implementation, and management of the Nutrition and Health programs.</li> <li>Attend weekly meetings with Health and Nutrition project staff, to monitor progress in implementation, exchange information, discuss challenges and plan forward. </li> <li>Ensure that staff responsibilities are clearly defined, and understood and objectives are set against work plans and regularly monitored.</li> <li>Ensure that staff at health facilities perform well and are monitored daily to fulfill the required indicators of the program.</li> <li>Maintain and strengthen established links with NGOs and other agencies including government ministries and agencies. <p><br></p><p>Brief about the Project</p><p>The THRIVE Project has been developed alongside the DG MENA-WASL Project to strengthen climate-resilient livelihoods and inclusive agriculture systems in Taiz Governorate through an integrated watershed management approach. The program adopts an area-based strategy that recognizes the interdependence between natural resources, agriculture production, local institutions and market systems. The project is implemented by a consortium of international and national partners under the leadership of SI, alongside BCFHD and Al Tawasul. Under the SDC-funded component, the project directly supports efforts to improve local market resilience, agriculture production and gender equity.</p><p>The THRIVE Project requires an implementation-oriented assessment to better understand the opportunities, barriers, and enabling conditions for women's economic empowerment within the target districts.</p><p>Objectives of the Consultancy Assignment</p><p>The overall objective of this assignment is to conduct a comprehensive Women's Economic Empowerment, Agency and Enterprise Ecosystem Assessment that generates the evidence required to strengthen women's economic inclusion and inform the THRIVE Project's implementation. Specifically, the assessment aims to:</p><ul><li>Assess women's roles, participation, leadership, agency, bargaining power, and decision-making across relevant agricultural and livestock activities, value-chain functions, post-harvest activities, value addition and enterprise development with a focus on the priority value chains selected through the program process.</li><li>Assess women's access to and control over productive assets, natural resources, agricultural inputs, technologies, extension services, information, financial services, VSLAs, enterprise financing, and digital financial ecosystems, and identify barriers to their economic participation, financial inclusion, and resilience.</li><li>Analyse the social, institutional, cultural, household and gender-related factors influencing women's economic empowerment, including gender norms, mobility restrictions, unpaid care responsibilities, literacy and digital literacy, intra-household decision-making, control over resources and income.</li><li>Identify the specific constraints, risks, vulnerabilities, and economic opportunities affecting women from different social groups, including female-headed households, young women, women with disabilities, IDPs, Muhamasheen communities, and women breadwinners.</li><li>Assess safeguarding, economic violence, exploitation, indebtedness, exclusion, elite capture, and other risks affecting women's safe participation in livelihoods, enterprise development, financial inclusion, and market systems.</li><li>Assess and map the gender-relevant enterprise and financial ecosystem influencing women's economic empowerment, identifying practical opportunities for sustainable market engagement and partnership.</li><li>Identify evidence-based pathways for beneficiary targeting, sequencing, graduation, financial inclusion, market integration, institutional coordination and adaptive program implementation.</li></ul><p>Key Responsibilities of the Consultant (Methodology, Scope of Service, Tasks)</p><p>Methodology: The assessment shall apply an integrated women's economic empowerment and market-systems analytical framework that distinguishes: (i) access to, use of and control over resources and services; (ii) participation, influence, leadership and collective voice; (iii) entrepreneurial interest, readiness and commercial feasibility; and (iv) immediate constraints and their underlying household, institutional and market-system causes. One of these services is Energy services. Our client will be responsible for the design and implementation works of PV solar systems and diesel gensets that will increase the targeted facilities reliability and service capacity. All of that to be done ensuring highest standards in design, and respect of state of the art requirements for aesthetics, safety and sustainability. To hire professional Consultant Engineer able to provide a variety of engineering services required by the Our client under instructions and directions of the Project Manager, Renewable Energy Specialist and City Engineer. The engineering services desired include, but are not limited to:</p><p>Role objectives The scope is to prepare technical designs, Bill of Quantities (BOQ), and tender documents of solar system and/or genset system solutions to target facilities in accordance with UNOPS guidelines and standards. This will include but not limited to:</p><ul><li>Carry out field visits to target facilities - which may include traveling to various governates- to:</li><ul><li>a. Inspect and verify the actual needs;</li><li>b. Consult with the facility s management and administration about the expected needs.</li><li>c. GENERAL INFORMATION JOB TITLE: Program Consultant (Emergency) - CSTII TYPE OF CONTRACT/LEVEL: Consultancy Contract CSTII SUPERVISOR: Programme Policy Officer UNIT/DIVISION: Programme DUTY STATION (City, Country): Aden, Yemen DURATION: 11 Months BACKGROUND AND PURPOSE OF THE ASSIGNMENT: Food insecurity and malnutrition remain at critical levels in Yemen as the population continues to experience multifaceted vulnerabilities and intense exposure to shocks and stressors, including active conflict, political fragmentation, severe economic contraction, widespread poverty, collapsing social services, and climate change. In this highly fragile context, WFP is currently implementing its Interim Country Strategic Plan (ICSP), which entails one of the organization s largest emergency portfolios globally. This massive operation is structured around an unconditional targeted food assistance intervention, and the Rapid Response Mechanism (RRM) to address sudden-onset shocks, all complemented by preventive and targeted nutrition supplementation; local frontline capacity strengthening and linkages with social protection and resilience agenda to reduce humanitarian needs. To ensure the effective management of these critical safety nets, the WFP Yemen Country Office is seeking an International Consultant to lead its Emergency Food Assistance team and operations. The incumbent will serve as the designated Activity Manager (URT1) currently based in Aden, driving day-to-day operational excellence, supervising technical field teams, leading and coordinating complex retargeting exercises. JOB PURPOSE To provide strategic leadership, operational oversight, and technical direction for WFP s Targeted Emergency Food Assistance operations in Yemen. The incumbent will manage resource pipelines, oversee cooperating partners, lead a multi-disciplinary program team, support Field Offices and steer modality shifts toward digital cash transfers. Additionally, the position acts as a primary technical interlocutor with de facto and internationally recognized government authorities, UN sister agencies (UNICEF, UNFPA), and international financial institutions (World Bank) to advance social protection systems, emergency preparedness, and joint safety net integration across the country. ACCOUNTABILITIES AND RESPONSIBILITIES Under the direct supervision of Programme Policy Officer managing Emergency, School feeding and Nutrition units, the incumbent will be responsible for the following core duties: Operational Management & Financial Oversight (URT1): Lead all aspects of the Country Office s Targeted Emergency Food Assistance operations. Oversee operational planning, quality control budgeting, resource/pipeline management, and expenditure controls. Direct Cooperating Partner (CP) management from the requesting unit end, including selection, budget negotiations, performance monitoring, and formal evaluations. Engagement with Line Ministries and Authorities: to ensure an effective, neutral, and principled implementation of the emergency portfolio while preserving essential humanitarian access and operational space. Team Leadership & Capacity Empowerment: Strengthen, lead, and empower the Country Office Emergency Food Assistance team. Enhance deep technical collaboration with GFA teams across all Field Offices to drive rigorous program delivery while executing systematic, high-frequency field monitoring. Digital Identity & Retargeting Controls: Coordinate closely with the Targeting and Digital Solutions unit to drive steady progress on the full-fledged household retargeting exercise. Operationalize critical Identity Management (IDM) assurance measures to ensure beneficiary registries and distribution cycles are fully digitalized during the first semester. Cash-Based Transfer (CBT) Realignment: Operationalize required shifts in the positioning and utilization of the CBT modality within the TEFA framework. Spearhead the expansion and transition to digital cash transfers where operationally viable. Social Protection Systems Interoperability: Advance dialogue and operational synergies with national Social Protection and Cash and Market Working Group actors around three strategic entry points: Mutualization of data collection efforts for household retargeting. Articulation of emergency relief with shock-responsive social protection programs, promoting consolidated deduplication mechanisms (UN Building Blocks). Transition to unified, digital cash transfer mechanisms. Emergency Preparedness & Response (EPR): Lead the Country Office's emergency preparedness efforts alongside a dedicated international Program Policy Officer (PPO). Represent WFP to enhance the relevance, targeting, and effectiveness of the multi-agency Rapid Response Mechanism (RRM) led by UNFPA. </p><p><strong>Desired Candidate Profile</strong></p><ul><li>Advanced University Degree (master's or equivalent) or University Degree in International Relations, Development Studies, Economics, Social Sciences, Business Administration, or another relevant academic field.</li><li>Minimum 7 years of progressive professional experience in humanitarian operations, emergency program management, or food security assistance.</li><li>Proven experience leading large-scale cash-based or in-kind operations in complex, high-risk, or conflict-affected environments is highly valued.</li><li>Prior experience in the Middle East region or Yemen context is a distinct advantage.</li><li>Deep technical understanding of emergency food security interventions, targeting methodologies, and digital identity management systems (e.g., SCOPE or equivalent beneficiary databases).</li><li>Strong capability in managing multi-disciplinary, diverse national and international teams under high-pressure environments.</li><li>Demonstrated diplomatic negotiation skills with government counterparts and de facto authorities.</li><li>Familiarity with UN-IFI collaborations (e.g., World Bank social safety net systems) and cash interoperability frameworks.</li><li>Fluency (Level C) in spoken and written English is mandatory.</li><li>Working knowledge or intermediate proficiency in Arabic is highly desirable.</li></ul>
