<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>FAO's office in Yemen is responsible for developing, promoting, overseeing and implementing strategies and programmes that address food security, agriculture, fisheries, forestry, and rural development priorities throughout the country. The FAO Representation works closely with government institutions, development partners, and other stakeholders to support sustainable development and humanitarian response efforts. The Administrative Assistant position is based in Sana'a, Yemen, and provides administrative, logistics, and operational support to ensure the efficient functioning of the office and compliance with FAO administrative procedures and corporate requirements. Under the direct supervision of the Chief of Mission (COM) and under the technical supervision of the Office of Staff Security (OSS) as represented by the Regional Security Officer (RSO) based in the Regional Office in Cairo, the Field Security Officer will be responsible and accountable for providing expert support to enable IOM s activities in the Country Office with all aspects of security risk management. The Field Security Officer will be expected to implement appropriate safety and security management procedures that will effectively address issues that could and have impact on the security of IOM personnel, premises, assets, and operational activities.</p><p>1. Establish and maintain effective working relationships with security officials of other United Nations Security Management System (UNSMS) organizations, government counterparts and partner security services, country United Nations Department Safety and Security (UNDSS) office and all appropriate Security Focal Points, in order to obtain up-to-date security-related information that is beneficial to the Country Office.<br>2. Provide accurate and up to date assessments of the security situation in the Country Office and provide advice and recommendations to the COM/ Head of Office (HoO) on how to prevent and mitigate against identified threats and risks.<br>3. Develop, implement, and regularly test a functioning warden system. Warden testing methods should include multiple systems, including SCAAN.<br>4. In coordination with the RSO, COM /HoO, prepare Country-specific training activities, seminars, briefings, coordinate staff participation, and ensure that security training is carried out professionally within IOM and UNSMS learning/training standards.<br>5. Provide security briefings for IOM personnel deployed to and travelling within Yemen and coordinate all travel security requirements for the Country Office relating to all IOM operations, including assessments of road, air and river transport networks, medical evacuations and international staff travel within and from/to Yemen.<br>6. In coordination with the RSO, regularly review and monitor compliance on the UN Security Risk Management Measures (SRMM) and Residential Security Measures (RSM). This includes proactively participating in the Security Cell Meetings and actively providing guidance to the COM/HoO on issues raised in the Security Management Team (SMT), ensuring that IOM-specific operational requirements are considered for implementation of security measures and that a people-centred approach is mainstreamed in security risk management.<br>7. Support the COM/HoO by providing security-related inputs into the Country Office s Business Continuity Plan, proactively advising the COM/HoO in its regular testing.<br>9. According to the 2026 Humanitarian Needs and Response Plan (HNRP), an estimated 22.3 million people require humanitarian assistance, including 18.3 million people in need of food security and livelihood support. WFP's response focuses on saving lives, protecting livelihoods, and improving food consumption among the most vulnerable populations through life-saving food assistance and nutrition interventions. To support evidence-based programming and strategic decision-making, WFP Yemen's Vulnerability Analysis and Mapping (VAM) unit leads food security monitoring, assessments, and analysis across the country. <p>Yemen remains one of the world s most severe humanitarian crises, after more than a decade of conflict, economic decline, climate shocks, and political instability. In 2026, over two-thirds of the population require humanitarian assistance, including 9.4 million people identified as most in need of life-saving support.</p>
<p>The health system is under extreme strain, with only 59.3% of health facilities fully operational and 19.3 million people requiring healthcare services, including more than 660,000 pregnant women in need of urgent care. Environmental fragility and increasing exposure to climate shocks further exacerbate vulnerability, particularly for communities dependent on agriculture. </p><br> <p>Short-term humanitarian interventions, although indispensable for alleviating the immediate impact of the emergencies on vulnerable communities, cannot steer more fundamental recovery nor address the underlying underdevelopment causes of the conflict. Situation analysis reveals critical gaps in transitioning from short-term humanitarian assistance to sustainable development approaches. </p><br> <p>According to a recent UNDP study (2024), the prevailing focus on immediate food assistance has not sufficiently addressed structural vulnerabilities, as there is a weak correlation between the scale of humanitarian aid and improvements in food security. Cash assistance programs provide short-term relief but often contribute to inflation and do not resolve the underlying causes of poverty. Governance deficits, logistical challenges, bureaucratic barriers, and insecurity further limit effective aid delivery, especially in remote and hard-to-reach areas. </p><br> <p>As a result, there is a pressing need to integrate longer-term interventions in the local food systems that promote food security through economic development, enhance productivity and value addition, support private sector growth, and create sustainable livelihoods, while strengthening the supply of goods and services. </p><br> <p>This project responds to these realities by adopting a resilience-oriented approach that integrates the Humanitarian–Development–Peace (HDP) Nexus. The intervention scope focuses on sustainable livelihoods and value chain development through agricultural support (technical innovation, seed distribution, irrigation rehabilitation, livestock care, and crop diversification); agribusiness development (strengthening value chains, institutionalizing climate-resilient practices, and shock protection); strengthening the business enabling environment (collaboration between agribusinesses, private sector, and local authorities); microfinance (microloans, savings groups, and financial literacy); and support for vulnerable groups including IDPs, women, and youth through inclusive, gender-sensitive livelihood opportunities.</p><br> <p>The RESOLVE project is implemented in close synergy with the Local Governance for Area-Based Development (LoGABD) project and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, forming an integrated portfolio under the Area-Based Development (ABD) framework. Submit contracting proposals to the Logistics Contract Committee (LCC) and prepare well drafted and explained minutes. Compile the quarterly Committee on Supply Chain (CSC) reports and in conjunction with the relevant Logistics Officer and Head of Contracting to have the reports submitted/cleared in a timely manner. Maintain a tally of contracting cases which will require submission to the CSC. In conjunction with the Operations Section of the Logistics Unit, ensure clear periodic allocation plans for any tariff system contracts are put in place. Similarly, periodic reports detailing any deviation from the initial allocation plan are completed. Establish and maintain good working relations with all shortlisted/contracted logistics service providers. Build service providers understanding of their contractual obligations (RFQ terms and conditions) and how WFP business process works. Analyze logistics service provider performance, in coordination with relevant logistics functions, against contractual terms, tariffs, allocation plans, capacity commitments, and escalate concerns to the Head of Contracting with proposed corrective actions Guide support staff, acting as a point of referral and supporting them with analysis and queries. Protracted conflict, severe economic deterioration, currency instability, climate-related shocks, and constrained access to essential services continue to drive widespread humanitarian needs. Within these areas, approximately one in two people experience acute food insecurity, such as declining household purchasing power, high inflation, and heavily disrupted livelihoods leave millions unable to meet their basic food needs. The humanitarian situation remains critical through the end of 2026. Data indicates that 5.4 million people are experiencing IPC Phase 3 or above (Crisis or worse) acute food insecurity between June and September 2026, with 1.6 million individuals pushed into IPC Phase 4 (Emergency). Despite the onset of the harvest season, these urgent needs are projected to persist and deepen in severity from October to December 2026, with the population in IPC Phase 3 or above remaining stuck at a staggering 5.4 million people. To deliver targeted assistance accountably within this intense operational window, the Marib Field Office requires a dedicated Programme Officer to provide operational support, track data compliance, and ensure the efficient execution of WFP's safety nets. Job Purpose: To provide everyday technical, operational, and data verification support for the implementation, tracking, and monitoring of WFP assistance programs within the Marib area of coverage. Reporting directly to the Head of Field Office, the Programme Officer (Consultant Level 1) will act as a key technical resource to ensure field-level food, cash, and nutrition activities are executed smoothly. The incumbent will focus on tracking cooperating partner data, monitoring distribution sites, resolving field bottlenecks, and supporting beneficiary registration and retargeting workflows to guarantee that life-saving assistance is delivered in strict alignment with the approved Country Strategic Plan and corporate compliance guidelines. Accountabilities and responsibilities: Under the direct supervision of the Head of Field Office, the incumbent will perform the following duties: Programme Support & Implementation: Support the day-to-day implementation of field-level food, cash, and nutrition assistance activities in Marib, ensuring tasks align with the Field Office Operational Plan. Logistics & Distribution Coordination: Assist in coordinating everyday activities between the Programme and Logistics teams to support timely delivery schedules and verify adherence to WFP distribution rules.
