Key Responsibilities 1. Cooperating Partner and FLA Management Lead and manage the end-to-end Cooperating Partner (CP) engagement and onboarding process through UN Partner Portal (UNPP)/Partner Connect, including Expressions of Interest (EOIs), Requests for Proposals (RFPs), direct selection processes, due diligence, capacity assessments, and Cooperating Partner Committee (CPC) submissions. Review due diligence, capacity assessment, and Protection from Sexual Exploitation and Abuse (PSEA) documentation, identify risks and gaps, and ensure quality assurance and completeness of CPC packages and onboarding requirements. Manage the contracting process, budget review, FLA amendment, extension, suspension, and closure of Field Level Agreements (FLAs) across all programme activities, ensuring compliance with corporate and donor requirements, and provide regular progress updates, identifying bottlenecks and recommending corrective actions to management. Support the rollout and adoption of Partner Connect digital modules and provide technical guidance and user support to partners and staff to enhance partnership management efficiency and compliance. 2. Cooperating Partner Performance Evaluation Lead the planning and implementation of annual and periodic CP performance evaluations in coordination with Field Offices and cross functional units. Review and update evaluation tools and methodologies for different programme activities. Ensure timely completion of CP evaluations and follow up on outstanding inputs. Oversee the consolidation of evaluation findings, generate overall performance ratings, and prepare analytical reports for management. Provide regular updates on evaluation progress, challenges, and required management actions. 3. Capacity Strengthening and Improvement Planning Develop and disseminate partner improvement action plans based on performance evaluation findings. Review and strengthen recommendations from Field Offices and technical teams to address identified performance gaps. Coordinate capacity-strengthening initiatives covering PSEA, integrity, gender, protection, supply chain, risk management, compliance, and other organizational requirements. 4. Risk Management, Assurance and Compliance Oversight Support the development and regular updating of CP risk assessments and mitigation plans. Coordinate risk-based assurance and spot-check plans in collaboration with relevant units. Liaise with audit firms and partners during spot checks, audits, and assurance reviews. Monitor corrective actions arising from audits and spot checks and ensure timely resolution. Disseminate donor compliance requirements and partner accountability standards. 5. Knowledge Management and Cross-Cutting Compliance Ensure the integration of cross-cutting priorities, including PSEA, gender, protection, environmental and social safeguards, into partnership processes and agreements. Develop guidance materials, standard operating procedures, templates, and communication tools to support staff and partners.
