Position: QC Inspector – Civil (Road)<br><br>Location: Qatar<br><br>Industry: Oil & Gas / Infrastructure / EPC Projects<br><br>Position Overview<br><br>We are seeking an experienced QC Inspector – Civil (Road) to oversee quality control activities for civil, structural, infrastructure, building, roadwork, and pipeline construction projects. The successful candidate will be responsible for ensuring all construction activities comply with approved specifications, project requirements, quality standards, and applicable international codes.<br><br>This role requires extensive experience in quality inspection and testing within large-scale Oil & Gas, Petrochemical, Industrial, Infrastructure, or EPC projects, with strong expertise in civil construction, concrete works, road construction, underground utilities, pipeline-related activities, and quality assurance processes.<br><br>Key Responsibilities<br><br>Quality Inspection & Compliance<br><br>Inspect and verify civil, structural, architectural, infrastructure, and pipeline construction activities to ensure compliance with:Approved drawings Project specifications Inspection and Test Plans (ITPs) Method statements Company procedures Applicable international standards and codes Ensure construction activities meet quality requirements throughout all project phases. Support the implementation and maintenance of project Quality Management Systems (QMS). <br>Concrete & Batch Plant Quality Control<br><br>Conduct Batch Plant Prequalification Audits. Verify calibration, production processes, material storage practices, and quality systems of concrete production facilities. Witness and review Concrete Trial Mix Designs to confirm:Strength requirements Workability Durability Project specification compliance Inspect reinforcement, formwork, embedded items, anchor bolts, concrete placement, curing, and finishing activities. Monitor grouting works, including installation of non-shrink grout beneath equipment foundations and supports. <br>Civil & Structural Inspection<br><br>Inspect:Foundations Equipment and machine foundations Transformer foundations Structural pedestals Concrete structures Verify dimensional accuracy, tolerances, workmanship, and compliance with approved drawings. Inspect structural steel fabrication and erection activities including:Alignment Levelling Bolt tightening Welding Installation tolerances Monitor passive fireproofing applications for structural steel and equipment supports.<br>Roads & Infrastructure Inspection<br><br>Perform quality inspections for road construction activities including:Subgrade preparation Sub-base and road base installation Prime and tack coat application Asphalt paving Compaction testing Thickness verification Survey and level checks Pavement testing Inspect civil infrastructure works such as:Culverts Drainage systems Retaining structures Channels Utility corridors Associated infrastructure facilities. <br>Pipeline & Utility Works Inspection<br><br>Inspect pipeline construction activities including:Trench excavation and preparation Bedding installation Pipe lowering operations Initial and final backfilling Padding and post-padding works Conduct Right-of-Way (ROW) inspections to ensure compliance with project alignment and environmental requirements. Inspect pipeline crossings including:Road crossings Utility crossings Railway crossings Wadi crossings Inspect bund walls, dyke walls, containment systems, and associated earthworks. Verify GRE (Glass Reinforced Epoxy) piping installation and leak testing activities. Inspect HDPE piping installation, welding, visual inspections, pressure testing, and commissioning activities. <br>Materials & Testing<br><br>Verify incoming material inspections and material acceptance processes. Review:Material Approval Requests (MARs) Mill certificates Test reports Calibration certificates Inspection records Ensure proper storage, handling, preservation, and utilization of approved materials. Witness and monitor laboratory and field testing activities including:Soil compaction tests Field density tests Concrete slump tests Compressive strength tests Aggregate testing Asphalt testing Other project-required quality tests.<br>Quality Documentation & Reporting<br><br>Maintain and review:Inspection reports Quality records Surveillance reports Punch lists Turnover dossiers Coordinate inspection schedules, hold points, witness points, and quality surveillance activities with project stakeholders. Raise and track:Non-Conformance Reports (NCRs) Quality observations Corrective Action Requests (CARs) Monitor corrective action implementation through successful closure. <br>Stakeholder Coordination<br><br>Liaise with:Clients Consultants Engineering teams Contractors Subcontractors Third-party inspection agencies Support project teams in maintaining quality and HSE compliance throughout construction activities. Monitor contractor compliance with approved Quality Plans, Procedures, Specifications, and Quality Management Systems.<br>Requirements<br><br>Bachelor's Degree or Diploma in:Civil Engineering Structural Engineering Architectural Engineering Geological Engineering Or an equivalent discipline. Formal Quality Control training is preferred. Membership in a recognized professional institution or engineering body is an advantage. Minimum 10 years of experience for Bachelor’s degree holders or 15 years for Diploma holders in Quality Control Inspection of Civil, Structural, Architectural, and Pipeline construction activities, preferably within Oil & Gas, Petrochemical, Industrial, Infrastructure, and EPC projects. Extensive experience in inspection, testing, and quality assurance of civil and pipeline construction works, including concrete works, road works, building construction, underground utilities, storage tanks, and related infrastructure Proven expertise in Batch Plant Prequalification Audits, Concrete Trial Mix Design Witnessing, material approval processes, field inspection, and quality documentation. Strong knowledge of international codes, standards, and specifications, including QCS, ACI, ASTM, AASHTO, API, ASME, BS, ISO, and project-specific requirements Demonstrated capability to work effectively within multidisciplinary and multicultural environments, coordinating with clients, consultants, contractors, subcontractors, and third-party inspection agencies.
Support production activities by preparing BOMs, purchase requisitions, route sheets, time sheets , ITPs, and related documents. Update production schedules, track job progress, and coordinate with workshop teams to meet customer and engineering requirements. Ensure compliance with Quality Management System (QMS) processes.<br><br>Job Responsibilities<br><br>Ensure compliance with company quotation, customer purchase orders, and applicable standards Prepare BOMs, purchase requisitions, route sheets, ITPs, and Production receipt, invoices for jobs. Maintain production monitoring reports, planning sheets, and update job progress as per production schedule. Coordinate with Operation Manager, workshop teams, QC, procurement, and Field service team to ensure smooth Production execution. Support manpower planning and monitor job progress, utilization, time sheets and completion status. Review scope of work, shutdown requirements, and pricing alignment with company commercial offers Prepare MOMs after client meetings and provide regular updates to management on production and invoicing status. Ensure timely material procurement for projects and maintain production registers and documentation. Liaise with internal teams and subcontractors to track job status and highlight any delays. Ensure compliance with QMS processes and maintain all job related documentation. Support general housekeeping and perform other duties as assigned. Comply with all company and client Quality, Health, Safety, and Environmental (QHSE) management systems, policies, and procedures always. Ensure all accidents, incidents, near misses, and hazards are immediately reported and properly documented as per company requirements. Supporting construction and commissioning teams to monitor the progress of the sub-system/system into systems completion data base.</p>

<li>Monitor and track the Integrity of the Systems Completion Database (SCDB), monitor changes, data integrity and reporting.</li>
