Sectors of implementation cover Protection, Camp Coordination and Camp Management, Economic Recovery, Humanitarian Disarmament, and WASI (Wash, Shelter and Infrastructure). Overall purpose of the role: The Grants and Partnerships Coordinator role has a country focus and ensures compliance with DRC-led Consortia procedures, donor regulations, and internal DRC guidelines. The role contributes to the development of consortium strategies and supports their translation into action plans and day-to-day tasks for consortium partners. The Grants and Partnerships Coordinator provides technical support and guidance to DRC-led Consortia members, with a strong emphasis on partner management, coordination, and quality assurance. Key responsibilities include; • Leading the development of high-quality funding proposals for the DRC-led Consortia, ensuring compliance with donor and internal requirements, overseeing donor reporting processes, strengthening information management systems, responding to adhoc donor meetings and related preparations and supporting grants-management capacity-building efforts. • The Grants and Partnerships Coordinator manages the consortium agreements with partners, works closely with consortium partner grants teams on project cycle management, proposal development, donor reporting, program strategy, and assists in advising and supporting field teams to ensure the effective and successful implementation of all activities. • The role also supports communications and visibility efforts, ensuring timely production of high-quality communication materials and compliance with donor visibility requirements. Duties and Responsibilities: Grant Management / Compliance & Reporting • Provide strategic oversight on donor and government compliance requirements, ensuring DRC-led Consortia and partners operate within a consistent, compliant framework aligned with broader consortium objectives. • Lead strategic communication with consortium partners/members on donor policies and compliance shifts, anticipating implications and advising on risk mitigation and adaptive measures. • Ensure donor formats, tools, and guidelines are fully institutionalized across consortium structures, and strategically guide staff and partners to internalize donor expectations in program design and delivery. • Shape and review key grant agreements including sub-agreements, teaming agreements, and MoUs ensuring they reflect strategic priorities, risk parameters, and partnership standards. • Lead donor negotiations related to programmatic or operational changes, ensuring alignment with consortium strategy and coordinated input from all partners/members. • Strategically design and facilitate grant lifecycle processes including kick-off, mid-term, and closure reviews to foster shared understanding, alignment on deliverables, and forward-looking planning across partners. • Ensure systematic follow-up on key grant actions, strategically escalating issues, tracking risks, and enabling timely decision-making by senior management and partners. • Strengthen continuity of grant operations by institutionalizing documentation processes, clarifying decision pathways, and ensuring information flows support strategic accountability. • Lead and coordinate donor reporting cycles, setting reporting standards, guiding partners on consortium-wide messaging, and ensuring narratives are analytically strong, coherent, and strategically aligned. Funding Opportunities & Proposals • Monitor and strategically assess emerging funding opportunities, advising CMU leadership on positioning and engagement based on consortium priorities and external trends. • Conduct targeted research to inform the consortium s fundraising strategy, mapping donor landscapes, thematic openings, and partnership opportunities across institutional, multilateral, and private sectors. • Maintain and analyze the consortium s fundraising pipeline, identifying strategic pathways for resource mobilization in alignment with medium- and long-term goals. • Develop and oversee a strategic Grants Portfolio Dashboard to support informed decision-making on program performance, financial health, compliance risks, and operational bottlenecks across the consortium. • Lead or oversee the development of competitive, strategic proposals and concept notes including narratives, budgets, and annexes ensuring coherence with donor agendas and cross-partner strengths. • Coordinate consortium partners throughout the proposal and reporting cycles, ensuring strategic alignment, harmonized inputs, and evidence-driven contributions. <p>The TFM is responsible for all operational aspects of his/her assets including the following.</p>
<p>Technical responsibilities and oversight</p>
<ul>
<li>Responsible for daily management and supervision of operational activity, ensuring safety and quality of EOD and MMC operations.</li>
<li>Supports the HDP Operations Manager in the planning and tasking of operational assets.</li>
<li>Manages, mentors and supervises national staff ensuring that they carry out their duties in a responsible manner. Ensure all teams are fully compliant with IMAS, NMAS & DRC HDP SOPs.</li>
<li>Delivers and monitors training to build capacity within the national staff in consultation with the OM.</li>
<li>Regularly conducts internal quality assurance of EOD providing corrective action where necessary.</li>
<li>Daily reporting of all HDP activities to OM and IM unit.</li>
<li>Monitor and analyse productivity and report back with recommendations for improvement</li>
<li>Supports the process of accreditation of DRC HDP in xx country according to legislative requirements, as required.</li>
<li>Assists the OM in the revision of National Standards and DRC HDP SOPs.</li>
<li>Advice, assists and guides other DRC sector staff to mitigate mine and ERW risks when operating in contaminated areas, as required.</li>
<li>Implement security measures in accordance with the security plan and coordinate with the OM.</li>
<li>Support capacity building of national partners through training and mentoring.</li>
<li>Ensure that priorities set by the programme, and NMAA are met, and the requirements of the donors and beneficiaries are taken into consideration</li>

<p>Logistics</p>
<p>The TFM is to ensure the logistic requirements for his/her assigned assets are planned for and correctly managed. Specifics are as follows:</p>
<ul>
<li>Ensure the serviceability of equipment for assigned tasks.</li>
<li>Ensure timely replacement of defective equipment for assigned tasks.</li>
<li>Ensure long-term planning for equipment that has expiry restrictions.</li>
<li>Follow up on requisitions to HQ for his/her assigned tasks.</li>
<li>Ensure damage and losses are reported correctly.</li>
<li>Ensure logistic procedures between the field and HQ are being followed.</li>
<li>Be the Logistic focal point to coordinate with the Logistics Manager in HQ for his /her assigned tasks.</li>
<li>Assist the OM and Logistics Manager in developing plans for maintenance and turnover of operational equipment.</li>
</ul>
<p>Administration / Human Resources</p>
<p>The TFM is responsible for monitoring various aspects of admin and HR of his/her operational assets including the following:</p>
<ul>
<li>Discipline and welfare of assigned staff including Code of Conduct, absenteeism and determining the root cause and effect on operations.</li>
<li>Ensure correct staff levels are maintained for tasks.</li>
<li>Identify staff that have potential for advancement and make recommendations to the OM.</li>
<li>Conduct annual appraisal of staff as directed by the OM.</li>
<li>Document staff work and leave records on a monthly basis.</li>
<li>Facilitate the recruitment of field-based staff in your field location.</li>
</ul>
<p>Finance, the TFM is to monitor the financial aspects of his/her operations with the following responsibilities.</p>
<ul>
<li>Ensure correct financial procedures are followed at field level.</li>
<li>Verify and sign all field vouchers and payments at field level.</li>
<li>Monitor operational expenditure at field level.</li>
</ul>

<p>Experience as a trainer and supervisor of mine action technical staff in EOD is required</p>
<p>Experience in logistics and the safety of personnel and assets is required</p>
<p>Fluency in written and spoken English and Arabic with excellent writing skills required</p>
<p>A high degree of computer literacy is required</p>
<p>Working experience in the humanitarian sector is highly desirable</p>
<p>Substantial documented professional technical experience in mine action</p>
<p>Basic first aid</p>
<p>Basic radio communication skills</p>
<p>Excellent command of the most common methodologies to identify, assess and monitor activities, with proven record of achievements</p>

<br><b>About the mission</b><br>SI opened its mission in Yemen in 2017, establishing its coordination in Aden. Since then, SI expanded the geographical scope of its intervention, and established offices in Al Mokha, Taizz and Marib, and operational presence in Hodeidah, Lahj, Dahle, Abyan, Shabwah, and Hadramout Governorates. The mission has a forecasted budget of about 21M Euros for the year 2024. It operates from Aden, where the coordination is based, and 4 operational field bases located in Taiz, Marib and Al Mokha with Emergency team also stationed in Aden. The mission is composed of approx. 20 expatriates and about 150 national staffs. Objectives for the mission for 2024 is to build on its Emergency Response capacity to expand in hard-to-reach areas and develop qualitative interventions responding to emergency and protracted needs, while enhancing resilience. SI is currently undertaking 11 different projects in Yemen, financed respectively by the ECHO, BHA, UN-OCHA, CDCS, SDC, DUTCH MOFA, CIAA and DG INTPA. The ongoing conflict in Yemen has caused significant disruptions to the supply chain and to the overall availability of services. In light of the reduced or even absent provision of public services, communities have adopted various coping strategies, including using alternate water and energy sources, relying on alternate service providers, and community-based service delivery initiatives to address the shortfall. Physical damage to infrastructure and the lack of functionality in one sector often spills over into other sectors with significant consequences on both the access to, and quality of services, which are often interrelated. Given the above continued needs, our client is therefore undertaking a project with the following scope: Role objectives The project is financed by BMZ through the KfW Development Bank to strengthen the operational capacity of the supported health storage warehouses at the national (central) and sub-national (governorate) levels through rehabilitation works of the warehouses infrastructure and provisions of equipment and capacity building training.
