<p><span><strong>Position:</strong> Data Entry Supervisor</span></p><br><p><span><strong>Duration: </strong>Between 12 to 21 working days</span></p><br><p><span><strong>Location:</strong> Aden</span></p><br>Role Objective:<p><span>The Data Entry Supervisors will be responsible for managing the progress and quality of data entry operations, in coordination with the technical team of the project and field offices. The primary responsibility is to ensure that the data entered is complete, reliable, and accurate.</span></p><br><p><span>Quality Assurance Focus: Data Entry Supervisors will be assigned roles in quality assurance to standardize and ensure that the data entered reflects the aggregated data accurately, and according to the strict field verification logic in data entry forms. They will communicate any errors related to the data entry process, and the discrepancies between the aggregated data and the target for each area, in addition to the immediate reporting of technical and logical errors in data entry forms.</span></p><br>Main Responsibilities:<ul> <li><span>Data Accuracy Supervision: Oversee the data entry team to ensure the accurate translation of all project data from original documents to the data entry platform.</span></li> <li><span>Management of Sample Reception and Pre-Verification: Coordinate the flow of paper and digital field assessments, to ensure the verification of writing from clarity and completeness of the samples before distributing the samples for entry into the system.</span></li> <li><span>Workflow Improvement and Evaluation Rates: Monitor the outputs of individuals and the team to ensure a consistent daily evaluation rate, and proactively manage workloads to achieve goals and prevent the accumulation of unentered field data.</span></li> <li><span>Tracking and Organizing Record Flows: Create and maintain a centralized tracking system for completed physical and digital samples to ensure no records are skipped or lost or entered twice by the team. Ensure the organization of outlier forms and error forms in separate files containing school identification information.</span></li> <li><span>Implementation of Quality Assurance and Immediate Checks: Ensure the quality and consistency of the entered data through the implementation of a precise and predetermined surprise inspection process (as agreed with the information systems officer), and systematically audit the inputs against the system logic and source text.</span></li> <li><span>Standardization of Regional Statistics: Collect and verify data entries at the level of the region completed by writing, and compare totals with targeted standards, and report any deficiencies or excesses to the Head of the Research and Educational Development Center and also to the information systems officer for the project.</span></li> <li><span>Technical Issue Escalation: Act as a focal point for platform performance; collecting and verifying and estimating direct reporting of coordination errors identified by the team, or delays, or logical errors to the Head of the Research and Educational Development Center and also to the information systems officer for the project.</span></li> <li><span>Enforcement of Data Protection Protocols: Maintain strict oversight of data protection protocols for beneficiaries, to ensure the team handles all files securely and does not leave data entry screens unmonitored.</span></li> <li><span>Supervision of Workspace Orders and Document Security: Manage the physical data entry environment, to ensure that employees maintain an organized work environment to avoid the risk of damage or loss of paper forms.</span></li></ul>Qualifications and Experience:<ul> <li><span>University graduate or intermediate diploma.</span></li> <li><span>At least one year of experience in a basic administrative role, preferably with a non-governmental organization or a local organization or government environment.</span></li></ul>Technical Skills:<ul> <li><span>Fast and accurate typing skills for language (texts/numbers in Arabic and English).</span></li> <li><span>Basic knowledge of computer devices, internet browsers, and data entry interfaces (such as KoboToolbox or customized database forms).</span></li> <li><span>Basic knowledge of Microsoft Excel (navigating sheets, entering data, and using basic search and lookup functions).</span></li> <li><span>Languages: Arabic speaker with basic understanding of English text in data entry forms (if necessary).</span></li></ul>Core Competencies<ul> <li><span><strong>High Attention to Detail:</strong> Ability to detect minor errors in writing, or missing numbers, or quickly flipping numbers.</span></li> <li><span><strong>Reliability:</strong> Consistent performance when dealing with repetitive and high-volume writing tasks.</span></li> <li><span><strong>Clear Communication:</strong> Ability to inform the PMIS officer clearly when a form is not saved, or when the target does not match, or when an error appears in the system.</span></li></ul><p><strong>Application Information:</strong></p><br><p>Please attach a copy of your CV and cover letter with your application, and include details of your current remuneration and salary expectations. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>Overview of position Our client is undertaking a project that aims to restore access to critical urban service in selected cities within the Republic of Yemen under Yemen Integrated Urban Services Emergency Project Phase two (YIUSEP-II) . One of these services is Energy services. Our client will be responsible for the design and implementation works of PV solar systems and diesel gensets that will increase the targeted facilities reliability and service capacity. All of that to be done ensuring highest standards in design, and respect of state of the art requirements for aesthetics, safety and sustainability. To hire professional Consultant Engineer able to provide a variety of engineering services required by the Our client under instructions and directions of the Project Manager, Renewable Energy Specialist and City Engineer. The engineering services desired include, but are not limited to:</p><p>Role objectives The scope is to prepare technical designs, Bill of Quantities (BOQ), and tender documents of solar system and/or genset system solutions to target facilities in accordance with UNOPS guidelines and standards. This will include but not limited to:</p><ul><li>Carry out field visits to target facilities - which may include traveling to various governates- to:</li><ul><li>a. Inspect and verify the actual needs;</li><li>b. Consult with the facility s management and administration about the expected needs.</li><li>c. Cooperate with electrical engineer to identify the required space for system required components such as Solar PV panels, distribution and control boards, batteries, Diesel generators and fuel tanks.</li><li>d. Cooperate with the electrical engineer to Identify possible cable routs and any possible obstacles.</li><li>e. Instruments. The engineer shall be familiar with measurement instruments and apparatus required for such assignment including Surveying Equipment such as TOTAL STATIONS.</li></ul><li>Prepare appropriate civil and steek structural designs for target facilities based on proposed energy system either solar or gensets - and according to site suitability. This will include the following:</li><ul><li>a. A full description of the target facility including its location (with GIS coordinates), existing capacity, functionality, provide photograph for the available areas for the required civil and steel structure either rooftop or on ground.</li><li>b. AutoCAD drawings for the available areas presenting the south direction and azimuth, illustrating the proposed location and details for the panels, steel structure(s), Battey or Generator rooms.</li><li>c. The design shall consider HSSE and aesthetic concerns.</li></ul><li>Provide technical and administrative support throughout all stages of designing processes and respond for any inquiries and modification requests from design review team through UNOPS energy specialist until getting final approval and design certificate.</li><li>Working in coordination with UNOPS Renewable Energy Coordinator, City Engineers and Social Safeguard Officer.</li><li>The consultant will prepare and deliver the required documents in a professional way within specified working period which will include but not limited to:</li><ul><li>- Technical assessment report.</li><li>- High quality digital photographs.</li><li>- AutoCAD detailed design using approved layout templates.</li><li>- Sizing Calculation sheets.</li><li>- Bill of Quantities (BOQ), including detailed specifications and cost estimation.</li></ul><li>All team s members shall working side by side and perform all tasks assigned cooperatively.</li><li>Protecting the confidentiality of work.</li><li>Any additional duties required as needed within the scope of the project.</li></ul><p>Project Supervising: The minimum criteria in regard to the duties responsibilities and expectations of the supervising during the implementation phase of the hybrid solar system project in accordance with UNOPS guidelines and standards. The position operates with a high degree of independence, contributing to strategic and policy discussions, supervising staff, and supporting the delivery of complex Programmes and partnerships. Job Purpose To provide technical leadership, quality assurance and Programme oversight for resilience, livelihoods, ecosystem restoration and value chain development operations, ensuring high-quality design and implementation of Programmes, strengthened government systems and partnerships, effective management of Programme risks and performance, and evidence-based decision-making in support of WFP's resilience agenda. Key Accountabilities: 1. The Country Office’s Climate Change, Water, Energy, and Environment (CCWEE) portfolio is a core pillar of UNDP’s programming, focused on restoring essential services, strengthening local governance, and improving livelihoods through climate-resilient, inclusive, and sustainable development solutions. The portfolio works closely with national and local partners to implement integrated interventions across water, agriculture, energy, and institutional strengthening to address the interlinked drivers of fragility, inequality, and environmental degradation.</p><br> <p>In this context, the <i>Integrated Water Resources Management for Enhanced Resilience in Yemen (IWRM-ERA)</i> Project, funded by KfW, aims to strengthen climate resilience and improve water resources management in targeted areas of Taiz and Lahj governorates. The project supports sustainable water management, watershed rehabilitation, community engagement, and climate-resilient livelihoods to improve water security and enhance resilience to climate change.</p><br> <p>Furthermore, this position will also provide targeted cross-support to communication and visibility activities for other strategic initiatives under the broader CCWEE portfolio (including GEF, GCF, and other bilateral donors), ensuring unified thematic messaging.</p><br> <p>To enhance project visibility, stakeholder engagement, knowledge sharing, and advocacy, UNDP seeks a Communications Analyst to lead the development and implementation of communications and outreach activities.</p><br> <p>The Communications Analyst reports directly to one of the Project Managers, while maintaining a direct strategic and operational matrix reporting line to the CCWEE Team Leader to facilitate portfolio-wide thematic synergy.</p><br> <p><strong>2. Office/Unit/Project Description </strong></p><br> <p>Yemen is experiencing one of the world’s most severe humanitarian crises, shaped by prolonged conflict, political instability, and deep economic decline. These factors have severely undermined state institutions, fragmented governance structures, and reduced fiscal capacity, contributing to widespread poverty, food insecurity, and vulnerability. Social cohesion remains under pressure, particularly in rural areas where access to livelihoods, employment, agricultural resources, and basic services is severely constrained. Environmental fragility and increasing exposure to climate shocks further exacerbate vulnerability, particularly for communities dependent on agriculture. </p><br> <p>Short-term humanitarian interventions, although indispensable for alleviating the immediate impact of the emergencies on vulnerable communities, cannot steer more fundamental recovery nor address the underlying underdevelopment causes of the conflict. Situation analysis reveals critical gaps in transitioning from short-term humanitarian assistance to sustainable development approaches. </p><br> <p>According to a recent UNDP study (2024), the prevailing focus on immediate food assistance has not sufficiently addressed structural vulnerabilities, as there is a weak correlation between the scale of humanitarian aid and improvements in food security. Cash assistance programs provide short-term relief but often contribute to inflation and do not resolve the underlying causes of poverty. Governance deficits, logistical challenges, bureaucratic barriers, and insecurity further limit effective aid delivery, especially in remote and hard-to-reach areas. </p><br> <p>As a result, there is a pressing need to integrate longer-term interventions in the local food systems that promote food security through economic development, enhance productivity and value addition, support private sector growth, and create sustainable livelihoods, while strengthening the supply of goods and services. </p><br> <p>This project responds to these realities by adopting a resilience-oriented approach that integrates the Humanitarian–Development–Peace (HDP) Nexus. The intervention scope focuses on sustainable livelihoods and value chain development through agricultural support (technical innovation, seed distribution, irrigation rehabilitation, livestock care, and crop diversification); agribusiness development (strengthening value chains, institutionalizing climate-resilient practices, and shock protection); strengthening the business enabling environment (collaboration between agribusinesses, private sector, and local authorities); microfinance (microloans, savings groups, and financial literacy); and support for vulnerable groups including IDPs, women, and youth through inclusive, gender-sensitive livelihood opportunities.</p><br> <p>The RESOLVE project is implemented in close synergy with the Local Governance for Area-Based Development (LoGABD) project and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, forming an integrated portfolio under the Area-Based Development (ABD) framework. The Gender Analyst will therefore be expected to ensure gender mainstreaming coherence across this portfolio, working collaboratively with gender focal points and technical teams across all three projects to maximize synergies and avoid duplication.</p><br> <p>Gender equality is a significant objective across all components of this project and engagement, and empowerment of women is key to achieving the aimed results.</p><br> <p><strong>2. support technical quality reviews for key education interventions such as teacher professional development, classroom-based support, foundational literacy and numeracy, remedial learning, reading
