<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><br>Established in April 2019, the Humanitarian Hub in Marib City serves as a crucial center for aid operations in Yemen. It houses 9 UN agencies, providing office space and accommodation for UN personnel working in Marib, as well as short-term lodging for expatriate International Non-Governmental Organizations (INGO) staff when needed. The International Organization for Migration (IOM) maintains a substantial presence there, with 4 international and approximately 127 national staff members. They implement various activities, including health, WASH, shelter, and protection services for internally displaced persons and other vulnerable populations in Marib and nearby regions.<br>Under the overall supervision of the Chief of Mission and the direct supervision of the Field Coordinator (Liaison, Emergency & Recovery Programmes), the Hub Coordinator will be responsible for the management of the overall Humanitarian Hub in Marib.<br>Responsibilities<br>1. Support the coordination with partners and agencies regarding the day-to-day needs identification of the Humanitarian Hub.<br>2. Contribute to planning and provide practical recommendations to support the Hub s objectives.<br>3. Support the day-to-day operations of the Humanitarian Hub, ensuring facilities remain functional and well-maintained.<br>4. Coordinate the repair, maintenance, and installation of infrastructure, both conventional and temporary installations, with building contractor, procurement, and logistics; monitor contractor performance, checking adherence to agreed specifications and quality standards; and closely collaborate with logistics and procurement staff for the effective management of contracts.<br>5. Monitor cost recovery processes, closely collaborating with finance staff to ensure accurate and timely invoice processing.<br>6. Review proposals for additional requests for space and advise best practices for space standards within the Humanitarian Hub.<br>7. Social cohesion remains under pressure, particularly in rural areas where access to livelihoods, employment, agricultural resources, and basic services is severely constrained. Environmental fragility and increasing exposure to climate shocks further exacerbate vulnerability, particularly for communities dependent on agriculture. </p><br> <p>Short-term humanitarian interventions, although indispensable for alleviating the immediate impact of the emergencies on vulnerable communities, cannot steer more fundamental recovery nor address the underlying underdevelopment causes of the conflict. Situation analysis reveals critical gaps in transitioning from short-term humanitarian assistance to sustainable development approaches. </p><br> <p>According to a recent UNDP study (2024), the prevailing focus on immediate food assistance has not sufficiently addressed structural vulnerabilities, as there is a weak correlation between the scale of humanitarian aid and improvements in food security. Cash assistance programs provide short-term relief but often contribute to inflation and do not resolve the underlying causes of poverty. Governance deficits, logistical challenges, bureaucratic barriers, and insecurity further limit effective aid delivery, especially in remote and hard-to-reach areas. </p><br> <p>As a result, there is a pressing need to integrate longer-term interventions in the local food systems that promote food security through economic development, enhance productivity and value addition, support private sector growth, and create sustainable livelihoods, while strengthening the supply of goods and services. </p><br> <p>This project responds to these realities by adopting a resilience-oriented approach that integrates the Humanitarian–Development–Peace (HDP) Nexus. Over 80 percent of Yemen’s population is estimated to need humanitarian assistance, and more than 2.5 million Yemenis have become IDPs. The ongoing conflict has destroyed much of the institutional ability of key ministries, governorates, and local authorities to deliver essential social services to citizens. Public service restoration is also essential for a smooth transition to recovery, as a political agreement is being negotiated. Combining communities’ own efforts with whatever limited state institutional capacity remains are needed to both curtail further humanitarian deterioration and the political ramifications of total state collapse. Yemen is one of the most food insecure countries in the world. Around 20 million people (70 percent of the population) are facing hunger, a 13 percent increase from 2017. The current conflict has led to a decline in the national economy. Gross Domestic Product was cut in half since 2015, and more than 80 percent of the population living below the poverty line. The fighting around the country’s seaports and the ensuing suspension of commercial imports and supply shortages, the depreciation of the Yemeni riyal, which is now worth barely a third of 2015 level, have combined to push the food prices up. Only half of health facilities are functioning, and many Yemenis in need of critical treatments especially for malnutrition are too poor to access the ones that are open. Beyond those at risk of famine, many millions with only emergency food assistance to survive, face a collapse in their immune systems – especially children and the elderly – increasing their vulnerability to malnutrition, cholera and other diseases. Chronic water shortages exacerbate food insecurity and risk of famine in areas where people depend on agriculture for food and income.</p><br> <p>This heightened crisis is calling for scaled-up support to address the immediate needs while also leveraging and enhancing national capacities and systems for resilience-building for populations in Yemen with increased vulnerabilities that can complement a largely insufficient humanitarian response and at the same time for the need to maintain the existing capacities and mechanisms at local and national level to maintain the foundation for future reconstruction and recovery.</p><br> <p>The World Bank funded projects aim to Improve access to food and, nutritious diets, social protection, economic opportunities, food security and effective management of water sector in Yemen. This is done through several activities including infrastructure rehabilitation, support to improve agriculture production and quality by reducing post-harvest losses and improving climate resilience and access to markets</p><br> <p>While ensuring direct support in a fragile context, UNDP, in partnership with the WB is also strategizing to ensure that short term benefits are translated into longer term development impact.<br> </p><br> <p><strong>Position Purpose</strong></p><br> <p>UNDP is seeking to recruit a Chief Technical Advisor to manage three World Bank funded projects. S/he shall work under guidance of the Deputy Resident Representative for Programme, and shall provide strategic advice and technical oversight for the projects under his/her responsibility to ensure that all outputs are of high quality and consistent with the delivery of results according to the Project Documents and Project Result Frameworks and will provide coordination and technical guidance to projects team consisting for successful implementation of the outputs and activities. He/she shall engage proactively with Yemeni institutions partners and provide guidance on further engagement and programme development.</p><br> <p>The Chief Technical Advisor shall keep abreast of good international practices in the area of projects under responsibility and integrate/build similar practices within the projects, build and manage partnerships, facilitate knowledge management and sharing and support and facilitate the elaboration of other initiatives of UNDP.</p><br> <p>UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Audit Preparedness, Compliance and Documentation Support</strong></span></p><br><p><span>• Support preparedness for internal audits, external audits, donor-specific audits and authorised third-party reviews by coordinating document retrieval, sample preparation, archive review and evidence collection from Aden and field offices.</span></p><br><p><span>• Assist the Finance Coordinator, Finance Officer and Area Finance team during internal audits, external audits, donor specific audits and any authorised third-party review of financial records.</span></p><br><p><span>• Support audit preparation by retrieving documents, organising samples, responding to document requests and ensuring a clear, complete and well-documented audit trail.</span></p><br><p><span>• Follow up on audit sample requirements with field offices and relevant departments to ensure requested documents are submitted on time and in good order.</span></p><br><p><span>• Support the review of audit samples before submission to ensure completeness, consistency, proper authorisation, correct coding and compliance with SCI and World Bank requirements.</span></p><br><p><span>• Escalate any missing documents, weak supporting evidence, repeated filing gaps or compliance concerns to the Finance Coordinator or Finance Officer for timely action.</span></p><br><p><span><strong>3. completion, coding corrections, beneficiary payment issues and required supporting evidence.</span></p><br><p><span>• Review official emails daily, respond to queries from suppliers, banks, service providers and colleagues in a timely and appropriate manner, and raise critical issues with the line manager at the earliest opportunity.</span></p><br><p><span>• Maintain effective working relationships with staff, suppliers, banks, financial service providers, partners and other external stakeholders to support smooth financial implementation.</span></p><br><p><span>• Support field offices when needed through remote follow up, document review, sample checking, archiving support and coordination of finance requirements.</span></p><br><p><span>• Attend world bank finance and
