Since 2015, the country has experienced severe economic contraction, institutional fragmentation, and declining public sector capacity, further exacerbating vulnerabilities across key sectors.</p><br> <p>Public institutions under the Internationally Recognized Government (IRG) continue to face major challenges, including weakened governance systems, limited institutional capacity, fragmented administrative structures, and increasing fiscal pressures. These challenges have affected the government’s ability to deliver services efficiently, implement reforms, and respond to evolving development priorities.</p><br> <p>Critical public systems—including public administration, statistical systems, public financial management (PFM), human resource management (HRM), and institutional coordination mechanisms—require substantial modernization to improve efficiency, transparency, accountability, and service delivery. Existing systems remain fragmented, largely manual, and constrained by outdated processes, weak infrastructure, and limited technical capacity.</p><br> <p>In response to these challenges, UNDP is implementing the project “Modernizing Public Institutions and Systems in Yemen (MPISY)” to support institutional strengthening and systems modernization across key government functions. The project aims to enhance institutional effectiveness, improve governance systems, strengthen public sector performance, and support sustainable capacity development toward increased national ownership and resilience.</p><br> <p>The project contributes to strengthening public institutions and enabling more effective, accountable, and responsive governance in Yemen.</p><br> <p><strong>Position Purpose</strong></p><br> <p>The Project Manager will lead the overall implementation, management, and coordination of the project “Modernizing Public Institutions and Systems in Yemen (MPISY).”The incumbent will report directly to the UNDP Programme Manager / Governance Team Leader and will be responsible for providing strategic, technical, and operational leadership to ensure successful project delivery.</p><br> <p>The Project Manager will work closely with government institutions, implementing partners, development partners, and relevant stakeholders to ensure coordinated implementation of project activities. This includes the Resilient Economies and Sustainable Livelihoods for Empowerment in Yemen (RESOLVE) project funded by the Swiss Agency for Development and Cooperation (SDC) ; the Local Governance for Area-based Development (LoGABD) project funded by the European Union (EU) ; and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, also funded by the EU. These projects are designed with a synergistic, area-based approach to maximize impact and efficiency.</p><br> <p>RESOLVE (SDC) focuses on strengthening the resilience and economic empowerment of vulnerable communities in Marib and Hadramout governorates by promoting sustainable livelihoods through agribusiness development, agricultural value chain strengthening, improved access to finance, and enhanced local economic governance.</p><br> <p>LoGABD (EU) aims to strengthen the capacity of local authorities across seven governorates (Aden, Hadramout, Lahj, Marib, Taiz, Al Mahrah, Socotra) to effectively plan, budget, finance, and deliver public services, manage IDP populations, and foster climate resilience. It focuses on institutionalizing training hubs, improving public financial management, completing community-prioritized public works, and operationalizing Local Economic Development Councils and Local Development Funds.</p><br> <p>SANABEL (EU) is a joint FAO-UNDP project focused on climate-resilient agriculture and job creation. Additionally, the officer will follow up on the attendance of the health workers, and collect their attendance sheets to raise the payment of their incentives every month.</li> <li>Ensure all the activities are accomplished as per the detailed implementation plan (DIP), with continuous and regular referral to the line manager for the guidance and support.</li> <li>With Pharmacist officer support, prepare procurement plan for medical items and process it after getting approval from senior managers when required, and this mainly will depend on the consumption reports, and through analyzing the data of programs within the health facilities.</li> <li>Ensure proper management of the provided assets, pharmaceuticals, medical supplies, and nutritional commodities. This will include rational use of medicines, follow-up stock movement through stock cards and consumption rate, and ensuring the quality of warehouse management at the HFs level.</li> <li>Ensure timely and quality implementation of activities in compliance with the defined project and Country Strategy as per the SCI and donor guidelines.</li> <li>Ensure proper communication, coordination, and harmonization of tools with the different stakeholders involved in health /nutrition activities. Ensure minimum standards are maintained in accordance with humanitarian relief and MoPH guidelines. </li> <li>Conduct the Health Key Performance Indicators (KPI) on a monthly basis, and ensure to sharing the assessments and ways of improvement with the Project’s coordinator. <p><br></p><p>General context of the project While the armed conflict entered its 12th year, Yemen remains one of the largest humanitarian crisis. The country s deteriorating economy, the protracted conflict and crumbling basic services are exacerbating humanitarian needs across the country. Meanwhile, climate shocks, increased regional tensions and chronic underfunding of critical humanitarian sectors are further worsening people s vulnerability and suffering. Four years since the UN- brokered truce, international non-governmental organizations (INGOs) operating in Yemen warn that humanitarian conditions are more fragile than at any point since the peak years of the response. Over 22.2 million people 1 continue to face dire humanitarian conditions, struggling to meet basic needs and access essential services amid protracted crisis, economic deterioration, aid cuts, displacement and climate-related shocks. Furthermore, the escalating conflict in the Middle East and the wider region threatens to exacerbate the dire economic situation and could trigger a resumption of large-scale armed conflict within Yemen. These regional shifts risk disrupting vital humanitarian and commercial supply chains and inflating the cost of essential goods. INTERSOS, in collaboration with local partners, has been providing essential health, nutrition, protection, water and sanitation, as well as livelihoods support for the vulnerable people across Yemen since 2008. While INTERSOS operational presence has been impacted by the signficant funding downsize in the last few years, the integrated programming serving the most vulnerable communities (IDPs, migrants, people at hightened protection risks) continues providing essential lifesaving aid.</p><p>General purpose of the position Support the Head of Mission in the development, definition and management of the mission program in accordance with INTERSOS strategies, plans and policies. Lead the development of new concept notes and project proposals in collaboration with the Regional Programme Coordinator and Senior Management Team. The position ensures quality services to clients in line with SCI Policies and Procedures.</span></p><br><p><span><strong>SCOPE OF ROLE: </strong></span></p><br><p><span><strong>Reports to:</strong> Director of Finance</span></p><br><p><span><strong>Staff reporting to this post: </strong>N/A</span></p><br><p><span><strong>Dimensions:</strong> Yemen CO is a high complex country, with multi-member interest, and an annual budget of around $25+m, and approximately with 200 staff members.</span></p><br><p><span><strong>KEY AREAS OF ACCOUNTABILITY: </strong></span></p><br><p><span><strong>Financial Accounting, Reporting and Control </strong></span></p><br><ul> <li><span>Review the monthly payroll calculation sheet, process the payroll, prepare staff salary transfer letters, and send them to related banks.</span></li> <li><span>Review staff entitlement documents, verify the calculation, and prepare the check or bank transfer letter.</span></li> <li><span>Maintain the control accounts and ensure the balance is zero before the hard close.</span></li> <li><span>Check the debtor and creditor accounts and reconcile them.</span></li> <li><span>Monitor cash balance KPI and ensure having less than $100k balance at the end of each month. </span></li> <li><span>Responsible to prepare the monthly financial report (MFR), provide any explanation needed for the items in the report, have it signed, and saved on the shared folder for the Global Team.</span></li> <li><span>Work with the Finance Manager and the Director of Finance to adjust any coding errors for posted transactions in the system when and if needed.</span></li> <li><span>Update staff on any new SOFs and DRCs opened or closed in the system through sharing the Data Validation GLOSS sheet on regular basis.</span></li> <li><span>Ensure smooth and proper closeout of CO books on monthly basis and by end of each month.</span></li> <li><span>Responsible for the communication and coordination with the Tax authority regarding our income tax file, answer their queries if any, and submit the audited financial statements.</span></li> <li><span>Answer queries from the RO or/and the Centre related to our finances.</span></li> <li><span>Ability to identify weaknesses and drive continuous improvement.</span></li> <li><span>Ability to coach, mentor, delegate appropriately, and provide developmental guidance to supervised staff where applicable</span></li> <li><span>Assist in other tasks reasonably required by the Director of Finance.</span></li> <li><span><strong>FMS, ER/CAM, TIM and Financial Data Quality </strong></span></li> <li><span>Review and check the financial data in Agresso on regular basis by generating and reviewing the Traffic Lights Report and Data Quality Assessment Report.</span></li> <li><span>Update the monthly exchange rates for specific awards with donor rules for FX when needed.</span></li> <li><span>Being the CO focal point for Agresso and communicate with the Global Team, the Centre, or/and FMS Support any issues we face and can't handle in Agresso.</span></li> <li><span>Being the CO Finance ER Super User.</span></li> <li><span>Run the invalid Timesheet Data Report throughout the month and ensure all employees correct any invalid codes before timesheet submission.</span></li> <li><span>Review the Timesheet Summary Report (TSR01) to identify any incorrect coding for both awards and the shared cost SOF. This review can be done throughout the month on bi-weekly basis, but must be completed before timesheets are approved by line managers and salary allocation process is run on the 5th working day following the end of the month.</span></li> <li><span>Responsible to do the single account reconciliation for the CO accounts on the financial system and follow up if there are mistakes to be adjusted or payments that should be paid.</span></li> <li><span>Process the Salary Allocation to transfer all salary and related employee costs to awards. Before doing this, finance should review the TSR01 report and approve the final coding with confidence. Salary allocation can only be run after salary GLACOS has been posted to the system and transferring timesheet process has been completed successfully. </span></li> <li><span>Generate the EXP02 report, review charges made to shared cost SOF, post corrections in Agresso before hard close on the 8th working day, and notify budget holders/line managers to make employees aware to use correct codes for the following month.</span></li> <li><span>Review charges made to the Premise SOF, post corrections in Agresso before hard close on the 8th working day, and notify budget holders/line managers to make employees aware to use correct codes for the following month.</span></li> <li><span>Recode costs that are unallowable to all awards to the Non-Award Fund (NAF) against DRC XX0001 XTC/NTC Unrecoverable.
