<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>About us Desired start date: 15/07/2026 Duration of the mission: 6 months Location: Aden SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms. About the mission SI opened its mission in Yemen in 2017, establishing its coordination in Aden. Since then, SI expanded the geographical scope of its intervention, and established offices in Al Mokha, Taizz and Marib, and operational presence in Hodeidah, Lahj, Dahle, Abyan, Shabwah, and Hadramout Governorates. The mission has a forecasted budget of about 21M Euros for the year 2024. It operates from Aden, where the coordination is based, and 4 operational field bases located in Taiz, Marib and Al Mokha with Emergency team also stationed in Aden. The mission is composed of approx. 20 expatriates and about 150 national staffs. Objectives for the mission for 2024 is to build on its Emergency Response capacity to expand in hard-to-reach areas and develop qualitative interventions responding to emergency and protracted needs, while enhancing resilience. SI is currently undertaking 11 different projects in Yemen, financed respectively by the ECHO, BHA, UN-OCHA, CDCS, SDC, DUTCH MOFA, CIAA and DG INTPA. SI implements emergency and resilience WASH programs with activities of water trucking, rehabilitation of water network, construction of emergency latrines and showers, distribution of hygiene kits, hygiene promotion, and cleaning campaigns. Under its FSL portfolio, SI distributes unconditional, multi-purpose cash to IDPs and host communities, support the livelihood component by supporting in Income Generating activities. SI has been one of the first humanitarian actors to access the West Coast and remains as of today positioned in hard-to-reach areas close to the frontline of Marib, Hodeidah and Maqbanah. SI aims at maintaining this positioning and further expanding its presence. About the job General objective: The Grants and Partnership Manager will ensure the follow-up of the grants for the country office and ensure the compliance with the Donor Regulations. The role will be also to support the CO in the external communication for various audiences. Ensure the mission produces high quality and timely reports, including assessments, proposals and any other documents shared externally. The main challenges: The Yemen Mission will grow in 2026/2027 towards a diversified donor and grants portfolio, including 'traditional institutional donors' ECHO, EU - DG MENA, YHF, CDCS, SDC among others as well as new donors (private, Gulf Donors, Foundations). Donors are not present in-Country and representation takes place in Amman or other locations (Riyadh, Beirut). Humanitarian funding is expected to decrease, while development donors are still globally risk-avert, but increasingly investing into Yemen.. The push for cost-effectiveness pushes all INGOs towards consortia while the kicking in of the localization agenda imposes the development of local partnerships. Enhanced donors' intelligence, representation and influencing is key to ensure Mission's sustainability Priorities for the 2/3 first months: 1) Facilitate Mission's business development through the writing of key propositional concept notes to forward the mission strategy in particular towards development donors and enhancing donors' intelligence and influencing, in particular towards longer-term funding opportunities 2) Ensure detailed management of grants management cycle, with specific focus on Kick of and Inception Phases for all new Grants/ Projects (4-5 new projects and 8 ongoing) 2) Steer the Partnership strategy and support the Consortium Manager when need with a decisive step towards implementation of new integrated approaches an consortia over 2024/25 3) Work on the development of a more sustainable Grants department (so far relying on international staff only) Security constraints: The security situation in Aden (where the staff is expected to spend 50 to 70% of her/his time) remains unstable and volatile no twithstanding the distance from frontlines. Risks related to high proliferation of weapons, abduction attempts, and terrorist attacks are high. Due to the above, movements for international staff remain highly constrained, with a limited number of public places (some cafes, restaurants and supermarkets) validated for movements. SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment. Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every two months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked. Since 2015, the country has experienced severe economic contraction, institutional fragmentation, and declining public sector capacity, further exacerbating vulnerabilities across key sectors.</p><br> <p>Public institutions under the Internationally Recognized Government (IRG) continue to face major challenges, including weakened governance systems, limited institutional capacity, fragmented administrative structures, and increasing fiscal pressures. These challenges have affected the government’s ability to deliver services efficiently, implement reforms, and respond to evolving development priorities.</p><br> <p>Critical public systems—including public administration, statistical systems, public financial management (PFM), human resource management (HRM), and institutional coordination mechanisms—require substantial modernization to improve efficiency, transparency, accountability, and service delivery. Existing systems remain fragmented, largely manual, and constrained by outdated processes, weak infrastructure, and limited technical capacity.</p><br> <p>In response to these challenges, UNDP is implementing the project “Modernizing Public Institutions and Systems in Yemen (MPISY)” to support institutional strengthening and systems modernization across key government functions.
