Unique terrestrial and marine ecosystems, including globally significant island biodiversity, extensive coral reefs, diverse highland agro-ecosystems, and culturally important dryland forests, provide essential services that underpin livelihoods, food security, water systems, and cultural identity across the country. </p><br> <br> <p> Yet Yemen faces a complex set of environmental and development challenges. Institutional capacity constraints, limited environmental monitoring, and pressures on public resources have affected the management of natural ecosystems. </p><br> <br> <p> Yemen’s ability to address biodiversity threats is severely hindered by prolonged conflict, economic collapse, and weak governance, which have eroded enforcement capacity and drained resources for environmental management. Fragmented institutions limited technical expertise, and insufficient scientific data further constrain effective planning and monitoring. High community dependence on natural resources for livelihoods, combined with security challenges in some areas, exacerbates habitat degradation, while low public awareness limits grassroots engagement in conservation. </p><br> <br> <p>The Global Environment Facility (GEF) Small Grants Programme (SGP) is implemented by UNDP on behalf of the GEF Partnership. UNDP oversees the Small Grants Programme (SGP) through the Vertical Hub and the Nature Hub of Bureau for Policy and Programme Support (BPPS). Funded by the Global Environment Facility (GEF), the Small Grants Programme efficiently channels direct grants to non-governmental and community-based organizations to help them cope with climate change; conserve biodiversity; protect international waters; reduce the impact of Persistent Organic Pollutants; and prevent land degradation. Helping communities with their initiatives for sustainable livelihoods while generating global environmental benefits is the core inspiration of the Small Grants Programme. </p><br> <br> <p>Launched in 1992 as a corporate programme of the GEF, the GEF Small Grants Programme (GEF SGP) has supported local action for over thirty years to address global environmental concerns. SGP aims to deliver global environmental benefits in the GEF focal areas of biodiversity conservation, climate change mitigation, protection of international waters, prevention of land degradation, and elimination of persistent organic pollutants through community-based approaches. To date, SGP has funded over 29,000 community-based projects covering more than 120 countries. It has gained considerable experiences at the community level, including adapting to climate change while addressing issues of the GEF focal areas. Further information can be found at: <u>https://sgp.undp.org/</u>. </p><br> <br> <p><strong>Scope of Work </strong></p><br> <br> <p> The National Coordinator will report through a matrixed structure to both the Climate Change, Water, Energy and Environment Team Leader and the SGP Regional Programme Specialist. Organizational Context and Scope Under the direct supervision of the Chief of Mission and in close coordination with the Programmes Managers, Heads of Offices, Head, Resources Management, and relevant Heads of Units, the Programme Coordinator (Programme Support Unit (PSU)) will be responsible for coordinating and implementing the Programme Support related activities of the Unit. In close coordination with the relevant units at the Regional Office and Headquarters (HQ), the Programme Coordinator (Programme Support Unit (PSU)) will be responsible and accountable for project development and donor liaison activities through the development, review and submission of project proposals and donor reports, coordinating the project development, donor and institutional reporting in the fields of migration management, emergency response, other programmes in the Country Office (CO), as well as identifying opportunities for developing and promoting International Organization for Migration s (IOM s) strategic objectives through programmes in CO and for developing Strategic Partnership with counterparts in the government, United Nations (UN) agencies and other relevant stakeholders in line with IOM global, regional and country strategies including the Strategic Results Framework (SRF).</p><p>1. Identify project opportunities based on national needs, in close collaboration with relevant Units in the CO, and the Regional Thematic Specialists (RTSs) and the Regional Project Development Officer (RPDO). Keep up to date about funding trends, policies and strategic priorities and budgetary planning cycles of donors and governments. Pro-actively seek funding sources among government and non-government donors, in line with IOM s strategic priorities.</p><p>2. Maintain effective working relationships with donors and potential donors, liaising, as necessary, with Regional Office (RO) and IOM COs with resource mobilization functions.</p><p>3. Coordinate the design and development of new programmes/projects based on solid results framework responding to emerging trends and priorities, in close coordination with the Chief of Mission, Regional Office, Headquarters Programme Managers, as well as with Government counterparts and other relevant public/private sector s partner organizations.</p><p>4. Ensure the review and endorsement of concept notes, proposals and donor reports on IOM s relevant software application, while also ensuring compliance with donor interests and requirements, and IOM s Project Handbook Guidance and results-based management standards.</p><p>5. Maintain up-to-date knowledge of all projects and programmes implemented by IOM Yemen.</p><p>6. Support Project Managers in coordinating the operational, administrative and financial aspects of all ongoing projects, including oversight responsibility of projects implementation, in coordination with the Resource Management units as required. Liaise between IOM Finance colleagues and Programme Managers to ensure that the latter are observant of IOM and Donors financial requirements.</p><p>7. Contribute to the development of IOM Yemen annual consolidated appeal, external reporting on emergency response and engagement with UN Office for Coordination of Humanitarian Affairs (OCHA) on the Humanitarian Needs Overview/Humanitarian Response Plan. Ensure IOM is successfully providing input into and reporting in line with the Grants Management System and the Financial Tracking System and the Online Projects System.</p><p>8. Coordinate with Programme Managers, Chief of Mission and senior management and support the drafting of regular progress reports to be submitted to the donors, partners and IOM Headquarters.</p><p>9. Support Programme Managers in the continuous review of project s implementation strategies as well as provide guidance and suggest corrective measures and actions to be taken as necessary.</p><p>10. Ensure logical/efficient planning and deployment of monitoring staff to achieve established objectives and collect necessary data.</p><p>11. Contribute to the process of raising awareness on issues relevant to IOM s mandate and Yemen, to promote project/programme related activities.</p><p>12. Identify, train and supervise reporting, project development and monitoring and evaluation team members, placing emphasis on the development of new team members and training on humanitarian systems and donor protocols.</p><p>13. Undertake duty travel with the aim of project/programme assessment, liaison with counterparts and donors, problem solving and the development of new initiatives, as required.</p><p>14. In this context, the development, modernization, and effective implementation of e-transactions legislation have become a critical priority for governments worldwide to ensure legal certainty, trust, and security in digital environments. Across the Arab region, several countries have made notable progress in establishing legal frameworks governing e-transactions, trust services, data protection, cybersecurity, and related areas. Nevertheless, the continuous emergence of new digital applications such as cloud computing, mobile platforms, digital identity systems, and artificial intelligence (AI) has requested countries to continuously upgrade those laws to align with the best international practices and the evolving requirements of the digital age. At the global level, the UN continues to promote the responsible, inclusive, and trustworthy use of emerging technologies in support of sustainable development. In September 2024, during the Summit of the Future, world leaders adopted the Pact for the Future, together with its annexes the Global Digital Compact (GDC) and the Declaration on Future Generations. The GDC underscores the importance of digital trust, secure and interoperable digital systems, and effective digital governance. These objectives depend fundamentally on robust e-transactions legislation that provides legal recognition to e-communications, signatures, trust services, and contracts mechanisms, thereby enabling safe participation in the digital economy. The UN ESCWA has a long-standing engagement in supporting its member States in the field of cyber legislation. In 2007, UN ESCWA published the study Models for Cyber Legislation in UN ESCWA Member Countries , which reviewed regional and international legal developments and introduced practical templates for assessing and reforming national cyber laws. The objective of those templates is to support Arab countries in drafting and harmonizing national cyber laws. Through its technical cooperation program, UN ESCWA remains committed to assisting member States in strengthening legal and institutional capacities related to the digital and emerging technologies. Recently, the Ministry of Telecom and Information Tech (MTIT) in Yemen requested UN ESCWA s advisory services to develop e-transactions and trust services law aligned with international standards and regional best practices. In response, UN ESCWA is engaging a qualified legal consultant to provide specialized expertise in the area of e-transactions and trust services, with a particular focus on the Yemeni legal and institutional context. The consultant shall use as primary reference frameworks the ESCWA Cyber legislation directives, UNCITRAL Model Law on Electronic Commerce (1996), the UNCITRAL Model Law on Electronic Signatures (2001), and the UNCITRAL Model Law on Electronic Transferable Records (2017), supplementing these with the EU eIDAS Regulation and relevant Arab country implementations. For the purposes of this consultancy, 'trust services' include: qualified electronic signatures and seals, electronic timestamps, electronic registered delivery services, website authentication certificates, and preservation services for electronic signatures, consistent with the eIDAS framework or its functional equivalent. This consultancy is part of a coordinated package of three inter-related legal instruments being developed simultaneously for Yemen: Access to Information Law, Personal Data Protection Law, and an e-Transactions and Trust Services Law. The consultant shall be aware of this broader legislative package and shall flag, in the drafting notes annex, any provisions in the assigned law that intersect with or depend upon the other instruments, to ensure coherence across the three laws. The provision of this advisory service, including the scope of work and expected outputs, is outlined in these Terms of Reference III. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the report on e-transaction law. To produce the draft report, the consultant is requested to conduct, among others, the main following tasks: 1. Benchmarking and Best Practices Review current national laws related to digital and emerging technologies in Yemen; Review best regional and international practices in e-Transaction and trust services law (at least 2 selected regional and 2 international cases) and justification for case selection provided in the report; 2. Our client's areas of expertise cover infrastructure, procurement, project management, financial management, and human resources. 1. BACKGROUND Country-specific: Our client in Yemen. The ongoing conflict in Yemen has caused significant disruptions to the supply chain and to the overall availability of services. In light of the reduced or even absent provision of public services, communities have adopted various coping strategies, including using alternate water and energy sources, relying on alternate service providers, and community-based service delivery initiatives to address the shortfall. Physical damage to infrastructure and the lack of functionality in one sector often spills over into other sectors with significant consequences on both the access to, and quality of services, which are often interrelated. Given the above continued needs, our client is therefore undertaking a project with the following scope: Role objectives The project is financed by BMZ through the KfW Development Bank to strengthen the operational capacity of the supported health storage warehouses at the national (central) and sub-national (governorate) levels through rehabilitation works of the warehouses infrastructure and provisions of equipment and capacity building training. This entails direct support to improve the operational sustainability of the selected storage warehouses in terms of reliable access to electricity, enhancing their structural integrity and safety, and providing needed equipment and training that will support the overall capacity of the cold supply chain and dry storage in close consultation and collaboration with UNICEF, WHO, and MoPHP. Space Planning within cold rooms for optimal air flow. Alarm Response Protocols and Logistical Emergency Plans (vaccine transfer, cold box usage, total system failure procedures). Standardized templates for daily temperature logs and vaccine handling records. Guide for the Shake Test and reading VVM indicators. TYPE OF CONTRACT AND DURATION OF THE ASSIGNMENT The expert consultant will be engaged to lead the assignment. The consultant must be a local expert with demonstrated experience and presence in Aden, Yemen. Upon appointment, s/he will have to prepare and submit a simplified proposal - including a budget to conduct the training. The proposal should include: 1.
