Office/Unit/Project Description </strong></p><br> <p>Yemen is experiencing one of the world’s most severe humanitarian crises, shaped by prolonged conflict, political instability, and deep economic decline. These factors have severely undermined state institutions, fragmented governance structures, and reduced fiscal capacity, contributing to widespread poverty, food insecurity, and vulnerability. Social cohesion remains under pressure, particularly in rural areas where access to livelihoods, employment, agricultural resources, and basic services is severely constrained. Environmental fragility and increasing exposure to climate shocks further exacerbate vulnerability, particularly for communities dependent on agriculture. </p><br> <p>Short-term humanitarian interventions, although indispensable for alleviating the immediate impact of the emergencies on vulnerable communities, cannot steer more fundamental recovery nor address the underlying underdevelopment causes of the conflict. Situation analysis reveals critical gaps in transitioning from short-term humanitarian assistance to sustainable development approaches. </p><br> <p>According to a recent UNDP study (2024), the prevailing focus on immediate food assistance has not sufficiently addressed structural vulnerabilities, as there is a weak correlation between the scale of humanitarian aid and improvements in food security. Cash assistance programs provide short-term relief but often contribute to inflation and do not resolve the underlying causes of poverty. Governance deficits, logistical challenges, bureaucratic barriers, and insecurity further limit effective aid delivery, especially in remote and hard-to-reach areas. </p><br> <p>As a result, there is a pressing need to integrate longer-term interventions in the local food systems that promote food security through economic development, enhance productivity and value addition, support private sector growth, and create sustainable livelihoods, while strengthening the supply of goods and services. </p><br> <p>This project responds to these realities by adopting a resilience-oriented approach that integrates the Humanitarian–Development–Peace (HDP) Nexus. The intervention scope focuses on sustainable livelihoods and value chain development through agricultural support (technical innovation, seed distribution, irrigation rehabilitation, livestock care, and crop diversification); agribusiness development (strengthening value chains, institutionalizing climate-resilient practices, and shock protection); strengthening the business enabling environment (collaboration between agribusinesses, private sector, and local authorities); microfinance (microloans, savings groups, and financial literacy); and support for vulnerable groups including IDPs, women, and youth through inclusive, gender-sensitive livelihood opportunities.</p><br> <p>The RESOLVE project is implemented in close synergy with the Local Governance for Area-Based Development (LoGABD) project and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, forming an integrated portfolio under the Area-Based Development (ABD) framework. The Gender Analyst will therefore be expected to ensure gender mainstreaming coherence across this portfolio, working collaboratively with gender focal points and technical teams across all three projects to maximize synergies and avoid duplication.</p><br> <p>Gender equality is a significant objective across all components of this project and engagement, and empowerment of women is key to achieving the aimed results.</p><br> <p><strong>2. Scope of Work </strong></p><br> <p>The primary objective of the position is to provide technical leadership and advisory support to ensure that gender equality, women's empowerment, and social inclusion are effectively mainstreamed across the Integrated Resilience and Governance Programme in Yemen and related portfolio projects (RESOLVE, LoG4ABD, and SANABEL), ensuring that gender-responsive approaches are integrated throughout project design, implementation, monitoring, reporting, and knowledge management.</p><br> <p><strong>Provides technical leadership and coordination support, focusing on the achievement of the following functions:</strong></p><br> <p><strong>1. Gender Mainstreaming and Technical Advisory</strong></p><br> <ul> <li>Lead the integration of gender equality and women's empowerment across all project components, ensuring interventions are gender-responsive and aligned with UNDP Gender Equality Strategy and corporate policies. </li> <li>Provide technical guidance to project teams, Responsible Parties (RPs), consultants, and implementing partners on gender-sensitive programming across livelihoods, local governance, value chains, MSME development, climate-resilient agriculture, financial inclusion, and private sector engagement. </li> <li>Review project documents, work plans, Terms of Reference, training materials, and implementation tools to ensure effective integration of gender and social inclusion considerations. </li> <li>Identify opportunities to strengthen project interventions through practical and context-specific gender-responsive approaches that address the needs of women, youth, internally displaced persons (IDPs), persons with disabilities, and other vulnerable groups. </li> </ul> <p><strong>2. Gender Analysis, Monitoring, Evaluation, and Reporting</strong></p><br> <ul> <li>Lead the development and implementation of systems to collect, analyze, and report sex-, age-, and disability-disaggregated data across all project interventions.</li> <li>Integrate gender indicators into Results-Based Management (RBM), monitoring and evaluation frameworks, and project reporting systems. </li> <li>Conduct periodic gender analyses, assessments, and audits to evaluate the effectiveness of project interventions and recommend corrective measures where required. </li> <li>Ensure all internal and external reports adequately reflect gender-related achievements, lessons learned, challenges, and recommendations in compliance with UNDP corporate requirements. </li> </ul> <p><strong>3. Capacity Development and Institutional Strengthening</strong></p><br> <ul> <li>Design and deliver capacity-building programmes, training workshops, coaching sessions, and awareness activities for project staff, Responsible Parties, government counterparts, contractors, local authorities, and other stakeholders on gender mainstreaming and social inclusion. </li> <li>Develop practical tools, guidance notes, and gender mainstreaming resources to strengthen institutional capacity and support the integration of gender-responsive approaches throughout project implementation. </li> <li>Support partners in institutionalizing gender-sensitive planning, implementation, monitoring, and reporting mechanisms. </li> </ul> <p><strong>4. Partnerships, Coordination, and Advocacy</strong></p><br> <ul> <li>Establish and maintain strategic partnerships with government institutions, women's organizations, civil society organizations, research institutions, private sector partners, and development agencies to promote gender equality and inclusive development. </li> <li>Coordinate closely with UNDP gender focal points, project teams, and implementing partners to ensure harmonized implementation of gender-related activities across the portfolio. </li> <li>Promote advocacy initiatives and facilitate dialogue to strengthen awareness and commitment to gender equality and women's economic empowerment among project stakeholders. </li> </ul> <p><strong>5. Knowledge Management and Communications</strong></p><br> <ul> <li>Identify, document, and disseminate lessons learned, best practices, success stories, and innovative approaches related to gender-responsive programming. </li> <li>Prepare knowledge products, publications, communication materials, and case studies highlighting project achievements and impacts. </li> <li>Promote knowledge sharing across the RESOLVE, LoG4ABD, and SANABEL projects and contribute to UNDP corporate knowledge platforms and communities of practice. </li> </ul> <p><strong>6. Institutional Arrangement</strong></p><br> <p>Under the direct supervision of the UNDP Project Manager for Integrated Resilience and Governance Programme in Yemen and in close collaboration with the project team, Responsible Parties (RPs), the LoG4ABD and SANABL project teams, gender focal points across the portfolio and the UNDP Country Office, the Gender Analyst will provide technical leadership to ensure that gender equality and women's empowerment are systematically integrated across all project components and across the broader RESOLVE-LoGABD-SANABEL projects within the portfolio. Moving beyond symbolic inclusion, the analyst will embed gender mainstreaming into the very fabric of operational practice, advising on the design and implementation of interventions—from agricultural support and value chain development to microfinance, local governance strengthening, public financial management, climate-resilient agriculture and private sector engagement—so that they are explicitly responsive to the distinct barriers, needs, and capacities of women, men, youth, IDPs, persons with disabilities and displaced populations. This involves proactively identifying opportunities to strengthen project activities, developing tailored tools and frameworks for partners, and championing realistic, context-sensitive gender strategies that can adapt to Yemen’s fluid operating environment while driving measurable progress toward gender equality outcomes.</p><br> <p><strong>4. Since 2015, the country has experienced severe economic contraction, institutional fragmentation, and declining public sector capacity, further exacerbating vulnerabilities across key sectors.</p><br> <p>Public institutions under the Internationally Recognized Government (IRG) continue to face major challenges, including weakened governance systems, limited institutional capacity, fragmented administrative structures, and increasing fiscal pressures. These challenges have affected the government’s ability to deliver services efficiently, implement reforms, and respond to evolving development priorities.</p><br> <p>Critical public systems—including public administration, statistical systems, public financial management (PFM), human resource management (HRM), and institutional coordination mechanisms—require substantial modernization to improve efficiency, transparency, accountability, and service delivery. Existing systems remain fragmented, largely manual, and constrained by outdated processes, weak infrastructure, and limited technical capacity.</p><br> <p>In response to these challenges, UNDP is implementing the project “Modernizing Public Institutions and Systems in Yemen (MPISY)” to support institutional strengthening and systems modernization across key government functions. The project aims to enhance institutional effectiveness, improve governance systems, strengthen public sector performance, and support sustainable capacity development toward increased national ownership and resilience.</p><br> <p>The project contributes to strengthening public institutions and enabling more effective, accountable, and responsive governance in Yemen.</p><br> <p><strong>Position Purpose</strong></p><br> <p>The Project Manager will lead the overall implementation, management, and coordination of the project “Modernizing Public Institutions and Systems in Yemen (MPISY).”The incumbent will report directly to the UNDP Programme Manager / Governance Team Leader and will be responsible for providing strategic, technical, and operational leadership to ensure successful project delivery.</p><br> <p>The Project Manager will work closely with government institutions, implementing partners, development partners, and relevant stakeholders to ensure coordinated implementation of project activities. This includes engagement with key ministries, public institutions, technical counterparts, and development partners supporting governance and institutional reform in Yemen.</p><br> <p>The Project Manager will oversee project personnel, consultants, and technical experts and ensure effective coordination across all project components, including institutional strengthening, systems modernization, capacity development, and governance reforms.</p><br> <p>The role requires strong leadership, stakeholder engagement, and adaptive management to deliver results in a complex and fragile operating environment.</p><br> <p>UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms. About the mission SI opened its mission in Yemen in 2017, establishing its coordination in Aden. Since then, SI expanded the geographical scope of its intervention, and established offices in Al Mokha, Taizz and Marib, and operational presence in Hodeidah, Lahj, Dahle, Abyan, Shabwah, and Hadramout Governorates. The mission has a forecasted budget of about 21M Euros for the year 2024. <p>Yemen’s southern coastline (spanning Shabwah, Hadramaut, Lahj, and Taiz governorates) is of immense global and regional ecological importance. This coastal zone lies at the confluence of the Red Sea and the western Indian Ocean, forming part of a globally significant marine ecosystem renowned for its rich mosaic of habitats, high species diversity, and many endemic species . Its waters sustain vibrant coral reefs, extensive seagrass beds, and scattered mangrove forests, which collectively harbor extraordinary biodiversity. More than 300 species of reef-building corals and 1,300+ species of fish inhabit the Red Sea–Gulf of Aden region, alongside ~170 bird species, 20 species of marine mammals, and countless invertebrates . Yemen’s shores provide critical nesting and feeding grounds for endangered five sea turtle species as well as vital stopover sites for seabirds and habitat for charismatic species like dolphins and reef sharks. Such natural wealth underpins the global conservation value of Yemen’s southern coast, marking it as an ecological hotspot that contributes significantly to the planet’s marine and coastal biodiversity heritage .</p><br>
<p>Equally important is the role of these coastal and marine ecosystems in bolstering climate resilience and sustainable development for the region. Fringing coral reefs and mangrove-lined bays serve as natural storm barriers, protecting coastal communities from erosion and extreme weather by dissipating wave energy. In addition, healthy wetlands and coral reefs stabilize coastal line and sustain water quality, while extensive seagrass beds and coral nurseries support fisheries that are the lifeblood of local livelihoods. Indeed, Indigenous Peoples and Local Communities (IPLCs) along this coastline have for generations depended on artisanal fisheries (supporting ~1.7 million people and employing 20% of coastal population) and mangrove wood harvesting for their sustenance and economic well-being. Many coastal villages derive their primary income and food security from the sea, meaning that intact ecosystems are directly tied to community resilience and cultural heritage . Moreover, community-led ecotourism initiatives are increasingly offering alternative livelihood opportunities that both generate income and reinforce economic importance of coastal and marine ecosystems.</p><br>
<p>Yemen’s coastal ecosystems, despite their high conservation, economic and adaptation value, face escalating threats requiring urgent, targeted interventions. Habitat loss and degradation are already severe: e.g., mangrove cover in parts of the Red Sea and Gulf of Aden has plummeted from approximately 40 km² in the late 1900s to around 19 km² by 2019, driven by logging, coastal construction, and unsustainable development . Overexploitation of marine resources continues unabated, depleting fish, invertebrate, and shark populations, and undermining marine ecosystem health: e.g., fish catches in Yemen have dramatically dropped—from approximately 400,000 tons in 1993 to just 50,000 tons in 2023 . Pollution further intensifies these pressures, including oil spills from tankers and plastic and solid waste accumulation on beaches, in mangroves, and lagoons. Meanwhile, climate change compounds these threats. Warming seas are fueling unprecedented coral bleaching affecting approximately 35% of the coral reefs in the Yemen waters . Additionally, rising sea levels are projected to inundate Yemen’s coastal landscapes, with up to 0.2 m of rise by 2050 and 0.67 m by 2100 in key areas like Aden, threatening mangroves, wetlands, infrastructure, and freshwater supplies .</p><br>
<p>Yemen’s ability to address coastal biodiversity threats is severely hindered by prolonged conflict, economic collapse, and weak governance, which have eroded enforcement capacity and drained resources for environmental management. Fragmented institutions, limited technical expertise, and insufficient scientific data further constrain effective planning and monitoring. High community dependence on natural resources for livelihoods, combined with security challenges in some areas, exacerbates habitat degradation, while low public awareness limits grassroots engagement in conservation. There are no Protected Areas established and no ongoing conservation initiatives in the Yemen’s southern coastline spanning Shabwah, Hadramaut, Lahj, and Taiz governorates.</p><br>
<p>Without swift action, the region could suffer irreversible loss of species and the collapse of services that buffer communities from climate extremes. This critical situation justifies urgent GBFF investment to safeguard and restore Yemen’s coastal ecosystems. The proposed initiative is designed as a timely response that aligns with the Kunming–Montreal Global Biodiversity Framework (GBF) Targets: it will promote integrated spatial planning (Target 1) to curb biodiversity loss, drive coastal ecosystem restoration of degraded mangroves, and lagoons (Target 2), expand conserved areas and ecological connectivity along the coast (Target 3) and ensures that conservation is coupled with the sustainable use of biodiversity by IPLCs (Target 5).</p><br>
<p><strong>The GBFF project Objective and Strategies</strong></p><br>
<p>The suggested project Objective is to enhance biodiversity conservation in Yemen’s coastal governorates (Shabwah, Hadramaut, Lahj, and Taiz) by establishing protected area network, restoring critical coastal ecosystems, and empowering local communities. The Objective is going to be achieved through implementation of four project strategies (Components):</p><br>
<p>Component 1: Strengthening coastal and marine ecosystem conservation in Yemen through the establishment of new Protected Areas;</p><br>
<p>Component 2: Restoration of coastal ecosystem having high biodiversity conservation, economic, and adaptation value;</p><br>
<p>Component 3: Blue and green livelihoods for coastal IPLCs contributing to biodiversity conservation and ecosystem restoration; and</p><br>
<p>Component 4: Awareness campaign, knowledge management, and lessons learning.</p><br>
<p>UNDP seeks to recruit an Admin and Finance Associate to support the implementation of the project described above.</p><br>
<p><strong>2- Scope of Work</strong></p><br>
<p>Under the direct supervision of the Project Manager, the Admin & Finance Associate will provide support and services ensuring high quality, accuracy, and consistency of work. He/She will work in close collaboration with the project staff, operations, and programme as required to exchange information and support project delivery. She/he will provide administrative, financial, and programmatic support as guided by the Project Manager.</p><br>
<p><strong>Summary of Key Functions:</strong></p><br>

<p><strong>1-Financial Management and Implementation of Operational Strategies:</strong></p><br>
<ul>
<li>Ensure full compliance with UN/UNDP rules, regulations, and policies of financial activities, financial recording/reporting system, and follow-up on audit recommendations; implementation of effective internal controls, and proper functioning of a client-oriented financial resources management system.</li>
<li>Support the CO administrative business processes mapping and elaboration of the internal standard operating procedures (SOPs).</li>
<li>Ensure control of the supporting documents for payments, prepare documents for vendors in Quantum; assistance in managing the project management and payments.</li>
<li>Maintain the internal expenditure control system, which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Quantum and that travel claims and other entitlements are duly processed.</li>
<li>Take timely corrective actions on un-posted vouchers, including vouchers with budget check errors.</li>
<li>Oversee the overall financial management of the project.</li>
<li>Maintain a complete set of books of account according to the principle of accounting and update it daily. Ensure the accuracy of supporting documents.</li>
<li>Monitor budget implementation and determine/recommend reallocation of funds when and where necessary.</li>
<li>Follow up on activities and monitor advances balances and verify availability of funds for project activities.</li>
<li>Verify the accuracy of Combined Delivery Reports.</li>
<li>Prepare monthly shadow budget for tracking the delivery of the project.</li>
<li>Serve as audit focal person. Manage annual audit exercise, prepare necessary documents, prepare audit follow-up action plans, and ensure that the action plan is implemented.</li>
<li>Prepare timely and accurate Quarterly Expenditure Reports to be attached to Progress Reports.</li>
<li>Provide support in preparing annual and quarterly work plans and budgets in consultation with the Project Manager.</li>
<li>Enter accurately the Annual Work Plan (AWP) and subsequent budget revisions along with Multi-Year Budgets in Quantum for endorsement by the Country Office.</li>
<li>Prepare and modify budgets for the project.</li>
<li>Support in implementing of harmonized approach to cash transfer (HACT) with Responsible Parties to implement project activities.</li>
<li>Analyze budget and expenditure and suggest measures to improve delivery, as required.</li>
<li>Undertake physical verification of all assets and update records.</li>
<li>Assist in undertaking all tasks related to ensure proper documentation for timely audit of the project.</li>
<li>Maintain accurate financial and personnel records of the project as required by the project.</li>
<li>Manage all correspondence related to finance-related matters.</li>

<p><strong>2- Provide administrative, travel and logistical support:</strong></p><br>

<li>Manage procurement processes, including but not limited to drawing up specifications for the equipment as per project requirements; maintain and update an inventory and ensure proper operation, maintenance.</li>

<li>Arrange travel and hotel reservations, preparation of travel authorizations.</li>
<li>Prepare and handle the routine correspondence related to general administration, procurement, security and personnel matters, faxes, memoranda and reports in accordance with UNDP rules and procedures.</li>
<li>Management of project documentation.</li>
<li>Collect and review financial reports and any supporting documents submitted by responsible parties of the UNDP component.</li>
<li>Manage document/ filing control procedures (both hard copy and electronic filing) for all reports, project narrative and financial documents, knowledge products.</li>
<li>Compile, copy and file all project reports.</li>
<li>Perform other duties related to personnel, administrative and financial issues of project as required.</li>
