Over 80 percent of Yemen’s population is estimated to need humanitarian assistance, and more than 2.5 million Yemenis have become IDPs. The ongoing conflict has destroyed much of the institutional ability of key ministries, governorates, and local authorities to deliver essential social services to citizens. Public service restoration is also essential for a smooth transition to recovery, as a political agreement is being negotiated. Combining communities’ own efforts with whatever limited state institutional capacity remains are needed to both curtail further humanitarian deterioration and the political ramifications of total state collapse. Yemen is one of the most food insecure countries in the world. Around 20 million people (70 percent of the population) are facing hunger, a 13 percent increase from 2017. The current conflict has led to a decline in the national economy. Gross Domestic Product was cut in half since 2015, and more than 80 percent of the population living below the poverty line. The fighting around the country’s seaports and the ensuing suspension of commercial imports and supply shortages, the depreciation of the Yemeni riyal, which is now worth barely a third of 2015 level, have combined to push the food prices up. Only half of health facilities are functioning, and many Yemenis in need of critical treatments especially for malnutrition are too poor to access the ones that are open. Beyond those at risk of famine, many millions with only emergency food assistance to survive, face a collapse in their immune systems – especially children and the elderly – increasing their vulnerability to malnutrition, cholera and other diseases. Chronic water shortages exacerbate food insecurity and risk of famine in areas where people depend on agriculture for food and income.</p><br> <p>This heightened crisis is calling for scaled-up support to address the immediate needs while also leveraging and enhancing national capacities and systems for resilience-building for populations in Yemen with increased vulnerabilities that can complement a largely insufficient humanitarian response and at the same time for the need to maintain the existing capacities and mechanisms at local and national level to maintain the foundation for future reconstruction and recovery.</p><br> <p>The World Bank funded projects aim to Improve access to food and, nutritious diets, social protection, economic opportunities, food security and effective management of water sector in Yemen. This is done through several activities including infrastructure rehabilitation, support to improve agriculture production and quality by reducing post-harvest losses and improving climate resilience and access to markets</p><br> <p>While ensuring direct support in a fragile context, UNDP, in partnership with the WB is also strategizing to ensure that short term benefits are translated into longer term development impact.<br> </p><br> <p><strong>Position Purpose</strong></p><br> <p>UNDP is seeking to recruit a Chief Technical Advisor to manage three World Bank funded projects. S/he shall work under guidance of the Deputy Resident Representative for Programme, and shall provide strategic advice and technical oversight for the projects under his/her responsibility to ensure that all outputs are of high quality and consistent with the delivery of results according to the Project Documents and Project Result Frameworks and will provide coordination and technical guidance to projects team consisting for successful implementation of the outputs and activities. He/she shall engage proactively with Yemeni institutions partners and provide guidance on further engagement and programme development.</p><br> <p>The Chief Technical Advisor shall keep abreast of good international practices in the area of projects under responsibility and integrate/build similar practices within the projects, build and manage partnerships, facilitate knowledge management and sharing and support and facilitate the elaboration of other initiatives of UNDP.</p><br> <p>UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. The CCY is led by the Danish Refugee Council (DRC) and includes Acted, Norwegian Refugee Council (NRC), Mercy Corps, Solidarities International (SI) as co-partners, as well as the International Organization for Migration (IOM) as a non-funded EU partner. The CCY aims to maximize the effectiveness of cash assistance and support the transition to longer-term resilience programs through referrals. The CCY's response has been implemented across 13 governorates in Yemen, where vulnerability is high, and households are affected by conflict and environmental shocks or identified to be socio-economically vulnerable due to being unable to meet their basic survival needs As the Co-Lead for the National Cash and Market Working Group, CCY collaborates with other cash actors in Yemen to prevent duplication of efforts, ensuring a harmonized approach, and enabling the efficient allocation of resources to areas with high vulnerability.</span></p><p>Overall purpose of the role: This role is split between the Danish Refugee Council country office (75% FTE) and the CCY (25% FTE) Under the supervision of the DRC Country Director, the Advocacy Coordinator will be responsible for the definition and implementation of the DRC Yemen advocacy strategy and to further develop DRC Yemen s advocacy work and outputs. We value our people and offer a meaningful and rewarding career, along with a collaborative and inclusive workplace where ambition, creativity, and integrity are highly valued. </p><br><p>We need to keep children safe so our selection process, which includes rigorous background checks, reflects our commitment to the protection of children from abuse.</p><br><p>Save the Children International seeks to always be a child-safe organization by fulfilling its obligations to the community and through programme implementation carried out by the organization for safeguarding children and improve their living standards of the child.</p><br><p><span><strong>ROLE PURPOSE:</strong> </span></p><br><p><span>The CP MHPSS Assistant will be responsible for Support MHPSS officer in providing and/or ensuring provision of MHPSS and PM+ services to vulnerable and at risk children, their families and communities in the community, CFSs, community centres and schools using any of the SCI MHPSS models including child and youth resilience, HEART, PM+, structured play and recreation, home-based care, individual counselling, group counselling, among others. </span></p><br><p><span><strong>SCOPE OF ROLE:</strong></span></p><br><p><span><strong>Reports to: </strong>CP MHPSS Officer</span></p><br><p><span><strong>Staff reporting to this post: </strong>MHPSS Facilitators.</span></p><br><p><span><strong>LOCATION: Lahj, Aldhalea, Taiz</strong></span></p><br><p><span><strong>KEY AREAS OF ACCOUNTABILITY:</strong></span></p><br><p><span><strong>Program Implementation:</strong></span></p><br><ul> <li><span>Facilitate the planning and rollout of SCI MHPSS models, including child and youth resilience programs, HEART, PM+, structured play and recreation, home-based care, individual and group counselling, ensuring adherence while ensuring MHPSS and child protection principles and standards are followed and complied with.</span></li> <li><span>Enhance the capacity of MOSAL MHPSS facilitators and key stakeholders by training them on MHPSS integration into their daily work with vulnerable and at-risk children, caregivers, and their communities.</span></li> <li><span>Collaborate with the CP/MHPSS officer to conduct assessments, understand the MHPSS needs of children, caregivers, teachers, and community members, and use the findings to develop appropriate MHPSS prevention and response interventions. </span></li> <li><span>Work closely with the CP/MHPSS officer to create and implement tools for MHPSS interventions, as well as measure the impact of SCI and partner MHPSS initiatives.</span></li> <li><span>Conduct a mapping of MHPSS services across different locations and maintain relationships with MHPSS service providers for to facilitate cross-referrals. </span></li> <li><span>Ensures that case management staff are appropriately reflecting MHPSS support in their daily work with children and caregivers.</span></li> <li><span>Provide appropriate tailored/focused counselling support for cases with mental and psychological support that may require such support.</span></li> <li><span>In coordination with appropriate CP and other sectoral staffs participate in the monitoring and evaluation of MHPSS interventions/services.</span></li> <li><span>Conduct regular visits to project sites to support MHPSS interventions and conduct counselling sessions for children, caregivers, and other stakeholders. </span></li> <li><span>Compile the weekly and periodic data, as appropriate, of cases supported with MHPSS services and provide high quality periodic reports as may be required from time to time.</span></li> <li><span>Carryout other duties as assigned by the line manager.</span></li> <li><span>Deliver results in line with the current proposals and Save the Children’s strategy </span></li> <li><span>Comply with Save the Children policies and practice with respect to safeguarding policy and code of conduct, MHPSS and child protection principles and standards </span></li> <li><span>Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.</span></li></ul><p><span><strong>General:</strong></span></p><br><p><span>Perform such other responsibilities as agreed with line management.</span></p><br><p><span><strong>BEHAVIOURS (Values in Practice</strong>)</span></p><br><p><span><strong>Accountability:</strong></span></p><br><ul> <li><span>holds self-accountable for making decisions, managing resources efficiently, achieving and role modelling Save the Children values</span></li> <li><span>holds the team and partners accountable to deliver on their responsibilities -
