GENERAL INFORMATION JOB TITLE: Finance Officer TYPE OF CONTRACT/LEVEL: Consultancy Contract CSTII SUPERVISOR: Head of Finance UNIT/DIVISION: Finance DUTY STATION (City, Country): Aden CO, Yemen DURATION: 06 Months (Renewable) ORGANIZATIONAL CONTEXT: Finance operations for the Yemen Country Office had been centralized in Sana a. Following the incidents in northern Yemen, the offices were seized and WFP operations in the northern offices were subsequently paused. Consequently, the contracts of Finance staff in the northern offices were terminated on 31 March 2025. The Finance Officer Short-Term Position (STP), one of the core positions in the approved organogram, has also been discontinued in 2026 under Staffing Framework 2.0. This CST II position is intended to fill the gap in work previously performed by the STP during the transition period, until the new position contract type is determined and approved. ACCOUNTABILITIES/RESPONSIBILITIES: Under the supervision of the Head of Finance or the Head of Finance Officer-in-Charge, the incumbent will: Lead and manage the ICSP YE02 closure, including closure of open items and transfer of resources from ICSP YE02 to ICSP YE04. Ensure the regular performance of bank reconciliations, disbursements, clearance of receivables, overall cash management, and yearly, quarterly, and monthly financial closures in accordance with corporate requirements. Support internal and external audit exercises by providing supporting documents and coordinating with spending units to provide explanations and justifications for any queries or observations. Coordinate required budgets, monitor spending and unspent balances, and take the required follow-up actions. Design, implement, monitor, and analyze budgets for new and ongoing projects in accordance with established corporate procedures. Ensure hands-on knowledge transfer on budget management for associated costs, including staff, premises, UN common services, cost recovery projects, and other related costs. Lead accurate financial reporting and analysis in line with IPSAS, ensuring timely delivery, accuracy, and compliance with accounting processes and corporate governance requirements. Train finance staff to develop required financial reports, such as extrabudgetary resources versus non-ICSP resources monitoring reports for the Yemen Country Office, in Tableau or any other WFP application. Ensure knowledge transfer on contribution management, grant closure, and optimization of contribution spending, ensuring effective and efficient resource utilization in alignment with donor requirements and relevant terms and conditions. Develop a Standard Operating Procedure for the ICT/ETC Cost Recovery Project. Develop a Standard Operating Procedure for grant-related contribution management. Address capacity gaps in the Finance function as required. </p><p><strong>Desired Candidate Profile</strong></p><p>Education: Advanced university degree in Finance, Business Administration, Accounting, or a related field, or a first university degree in the same subject area with additional years of related work experience, plus membership in an internationally recognized professional accountancy body such as the Association of Chartered Certified Accountants (ACCA), Certified Internal Auditor (CIA), Institute of Certified Public Accountants (ICPA), or equivalent.</p><p>Experience Knowledge & Skills: Experience working in finance and project management, preferably in the field and within a humanitarian institution.</p><p>Languages : Fluency in English and Arabic is required.</p>

Review due diligence, capacity assessment, and Protection from Sexual Exploitation and Abuse (PSEA) documentation, identify risks and gaps, and ensure quality assurance and completeness of CPC packages and onboarding requirements. Manage the contracting process, budget review, FLA amendment, extension, suspension, and closure of Field Level Agreements (FLAs) across all programme activities, ensuring compliance with corporate and donor requirements, and provide regular progress updates, identifying bottlenecks and recommending corrective actions to management. Support the rollout and adoption of Partner Connect digital modules and provide technical guidance and user support to partners and staff to enhance partnership management efficiency and compliance. 2. Cooperating Partner Performance Evaluation Lead the planning and implementation of annual and periodic CP performance evaluations in coordination with Field Offices and cross functional units. With Country Offices (COs) reporting directly to the Deputy Executive Director and Chief Operating Officer (DED&COO), the need for a streamlined, coherent, and responsive flow of strategic and operational information is essential to stay ahead of the curve by preparing and responding to current and future emergencies in a changing humanitarian environment. Based in Country Offices, the OIM&PR function is responsible for coordinating, consolidating, and managing information flows to provide WFP leadership with a consistent, evidence-based operational picture, supporting informed decision-making, accountability, effective programme management, and coherent internal and external reporting while enhancing collaboration and information sharing between Country Offices and HQ. ACCOUNTABILITIES/RESPONSIBILITIES: (not all-inclusive, within delegated authority) Lead the production of Operational Information Management (OIM) products in line with established review and approval workflows. Products include but are not limited to situation reports for WFP and external audiences, donor reports, briefs, dashboards, Daily Operational Brief entries, proposals, talking points, among others. Manage other CO OIM staff, providing training, guidance, and other support as needed. Draft clear, concise, and audience-tailored analytical content to inform programme design and adaptation, management decision-making, advocacy, fundraising, and external engagement. Analyze the political, humanitarian and policy landscape pertaining to WFPs current and future responses, including donor policies, trends and preferences, to inform WFPs strategic information provision to key decision-makers. Collect, analyze and synthesize relevant information and data from media and local internal and external sources to build 'Essential Elements of Information', facilitate and maximize the exchange of information and data flows between functional area networks in WFP, to provide operational awareness and understanding of events that may have humanitarian and/or operational impact. Coordinate information flows and reporting processes across relevant Country Office units and Headquarters counterparts, ensuring timely responses to information requests and quality assurance of reporting outputs. Take stock of and implement innovative improvements to OIM products, tools, systems, processes, and workflows to enhance information management, reporting quality, and operational efficiency. Within these areas, approximately one in two people experience acute food insecurity, such as declining household purchasing power, high inflation, and heavily disrupted livelihoods leave millions unable to meet their basic food needs. The humanitarian situation remains critical through the end of 2026. Data indicates that 5.4 million people are experiencing IPC Phase 3 or above (Crisis or worse) acute food insecurity between June and September 2026, with 1.6 million individuals pushed into IPC Phase 4 (Emergency). Despite the onset of the harvest season, these urgent needs are projected to persist and deepen in severity from October to December 2026, with the population in IPC Phase 3 or above remaining stuck at a staggering 5.4 million people. To deliver targeted assistance accountably within this intense operational window, the Marib Field Office requires a dedicated Programme Officer to provide operational support, track data compliance, and ensure the efficient execution of WFP's safety nets. Job Purpose: To provide everyday technical, operational, and data verification support for the implementation, tracking, and monitoring of WFP assistance programs within the Marib area of coverage.
