The National Education Technical Advisor will provide strategic and technical leadership for the Yemen Country Office education portfolio, ensuring that education and education in emergencies programming is contextually grounded, technically strong, inclusive, safe, evidence-based, and aligned with Save the Children standards, the Country Strategic Plan, national education priorities, donor requirements, and global education commitments.</span></p><br><p><span>The role holder will lead the technical direction, quality assurance, programme design, learning agenda, donor engagement, and external representation for the education sector. The position will strengthen national technical leadership and institutional memory within the Country Office, support high-quality delivery through field teams and partners, and contribute to the sustainable nationalisation of senior education advisory functions.</span><span>In the event of a major humanitarian emergency, the role holder may be expected to work outside the normal role profile education programmes are realistic, safe, accountable, and deliver quality outcomes for children.</span></li> <li><span>Represent Save the Children in relevant national education coordination platforms, donor discussions, Ministry of Education engagements, technical working groups, and strategic forums as delegated by senior management.</span></li></ul><p><span>Provide technical oversight and coaching to education programme managers, coordinators, officers, partners, and relevant cross-functional teams.</span></p><br><p><span><strong>KEY AREAS OF ACCOUNTABILITY context in Yemen.</span></li> <li><span>Provide overall technical direction for the education portfolio, including education in emergencies, foundational learning, teacher development, remedial and reading interventions, school leadership, school safety, inclusion, and system resilience.</span></li> <li><span>Ensure education programming is informed by contextual analysis, conflict sensitivity, gender and disability inclusion, safeguarding, child participation, climate and disaster risk, and operational feasibility.</span></li> <li><span>Contribute to country-level strategic planning, annual planning, portfolio reviews, master budgeting, risk management, and prioritisation of education investments.</span></li> <li><span>Support senior management in positioning Save the Children as a credible technical actor in education and education in emergencies in Yemen.</span></li></ul><p><span><strong>Programme Development, Fundraising and Donor Engagement </strong></span></p><br><ul> <li><span>Lead or provide senior technical inputs to the design of education proposals, concept notes, logical frameworks, theories of change, budgets, indicators, results frameworks, risk analyses, and implementation models.</span></li> <li><span>Ensure new programme designs are technically sound, locally relevant, costed realistically, and aligned with donor requirements and Save the Children quality standards.</span></li> <li><span>Identify education funding opportunities and contribute to strategic donor positioning, in coordination with NBD, awards, partnerships, advocacy, operations, finance, and member colleagues.</span></li> <li><span>Provide technical leadership for donor discussions, technical clarifications, proposal revisions, and evidence-based justification of education approaches.</span></li> <li><span>Promote integrated programming with child protection, WASH, health and nutrition, food security and livelihoods, cash assistance, MEAL, advocacy, and safeguarding where this strengthens outcomes for children.</span></li></ul><p><span><strong>Programme Quality and Technical Assurance</strong></span></p><br><ul> <li><span>Provide technical quality assurance across the education portfolio, including review of workplans, implementation tools, training packages, technical guidance notes, procurement specifications, assessment tools, reports, and partner deliverables.</span></li> <li><span>Support field teams and partners to translate technical approaches into practical, sequenced, and feasible implementation plans.</span></li> <li><span>Lead or support technical quality reviews for key education interventions such as teacher professional development, classroom-based support, foundational literacy and numeracy, remedial learning, reading activities, school improvement planning, safe schools, and inclusive learning environments.</span></li> <li><span>Ensure education programmes apply recognised good practice, Save the Children standards, child safeguarding requirements, accountability principles, and safe participation of children.</span></li> <li><span>Undertake regular field visits, where security and access allow, to monitor quality, provide coaching, identify implementation risks, and agree corrective actions with field teams and partners.</span></li> <li><span>Work with operations and humanitarian access colleagues to ensure education implementation models are realistic for Yemen’s access, security, partner capacity, school calendar, and supply chain constraints.</span></li></ul><p><span><strong>MEAL, Evidence, Learning and Accountability</strong></span></p><br><ul> <li><span>Provide technical leadership in the design and review of education results frameworks, logical frameworks, indicators, IPTTs, MEAL plans, assessment tools, data collection approaches, and learning questions.</span></li> <li><span>Ensure education data is used for decision-making, adaptive management, reporting, advocacy, and technical learning across the portfolio.</span></li> <li><span>Work with MEAL teams to strengthen quality monitoring for learning outcomes, teaching practices, attendance/retention, transition, inclusion, school safety, and learning environment indicators.</span></li> <li><span>Lead or support technical review of education assessments, baselines, midlines, endlines, evaluations, learning briefs, case studies, and donor evidence products.</span></li> <li><span>Ensure lessons learned, good practices, and technical evidence from education programming are documented, shared, and used to improve future programme design and delivery.</span></li> <li><span>Promote accountable programming by ensuring children, caregivers, teachers, school leaders, partners, and communities are consulted safely and meaningfully.</span></li></ul><p><span><strong>Capacity Strengthening and Nationalisation</strong></span></p><br><ul> <li><span>Strengthen the technical capacity of national It focuses on institutionalizing training hubs, improving public financial management, completing community-prioritized public works, and operationalizing Local Economic Development Councils and Local Development Funds.</p><br> <p>SANABEL (EU) is a joint FAO-UNDP project focused on climate-resilient agriculture and job creation. It aims to increase crop and livestock productivity through Climate-Smart Agriculture (CSA) and ecosystem-based adaptation (led by FAO) and strengthen climate-resilient agricultural value chains to generate decent jobs, formalized businesses, and inclusive economic growth (led by UNDP).<br> </p><br> <p><strong>Position Purpose</strong></p><br> <p>By combining these three projects under one management umbrella, this position will ensure coherent and integrated implementation, maximize synergies, and leverage UNDP's expertise in governance, economic recovery, and resilience-building. It focuses on institutionalizing training hubs, improving public financial management, completing community-prioritized public works, and operationalizing Local Economic Development Councils and Local Development Funds. </p><br> <p> SANABEL (EU) is a joint FAO-UNDP project focused on climate-resilient agriculture and job creation. The Budget and Programming mission is to support and enable operations by safeguarding resources and efficient management of WFP resources, risk-informed end-to-end planning, budgeting and reporting that enables WFP to deliver its key priorities, strategic objectives and achieve its zero hunger goals. Job holders are required to operate with minimal supervision to provide analysis and advice on resource planning and management issues.</p><p>JOB PURPOSE: To deliver budget and resource analysis and programming activities, typically with a lower level of complexity, and/or provide support to Global HQ, partnering with and supporting managers in the application of best practice approaches for the efficient, effective and compliant utilisation of funds.</p><p>Budget Planning and Management</p><p>1. Contribute to the implementation of plans and policies by setting clear goals; coordinate processes for budget and programming activities in compliance with WFP and functional strategies.</p><p>2. Review budgets for accuracy, appropriateness, cost containment/effectiveness and completeness in line with available guidelines, flagging any shortcomings and providing comprehensive feedback to the main stakeholders as needed.</p><p>3. Review and release budgets in WFP s corporate systems ensuring that all budget-supporting documents are available, and address received comments and recommendations before relevant resource data is recorded in internal systems for reference.</p><p>4. Support the preparation of funding proposals through donor trend analysis against operational shortfalls, proposing fund prioritization options by activity and modality as necessary.</p><p>5. Analyze CSPs/RBPs closure activities, ensuring actions are taken for the receiving of resources transfers and the timely start and closures of activities.</p><p>Pipeline Management</p><p>6. Review and analyze commodity pipeline requirements including Advance Financing requests in collaboration with stakeholders at the operational level to ensure timely shortfall coverage and efficient utilization of contributions.</p><p>7. Review monthly pipelines, participate in meetings and provide feedback to the CO/RO teams on resource allocations and corporate stock replenishments to maximize operational effectiveness, escalating based on severity of pipeline shortfalls and using relevant pipeline management tools.</p><p>8. Coordinate and consolidate information for the monthly, cross-functional, pipeline working group, (across Area Offices, Sub Offices and Field Offices as needed), that proactively discusses resource availability and upcoming shortfalls, while recommending timely mitigation measures.</p><p>9. Participate in meetings with internal stakeholders to discuss the utilization of foreseen contributions and support the process of developing funding proposals.</p><p>Funds, Performance Management, and Reporting</p><p>10. Advise spending units on the timely and appropriate programming and utilization of funds, to align with funding proposals and donor conditions, proposing timely recommendations and possible corrective actions that enable reporting in close collaboration with the Partnerships teams.</p><p>11. Monitor fund sub allotments as per available procedures and guidelines, to avail funds to spending units for timely commitment.</p><p>12. Coordinate and consolidate inputs for the CO/RO Resource Management Committee (RMC) which reviews and prioritizes resources against the Country Portfolio Budget (CPB) implementation plans, as per agreed timelines.</p><p>13. Contribute to the preparation of interim, progress and final reports as stipulated in various contribution agreements between WFP and specific donors, particularly for those locally negotiated contributions, in close collaboration with CO and Global HQ counterparts as required.</p><p>Other</p><p>14. Where needed, contribute to the activation/deactivation and management of Global Commodity Management Facility (GCMF) supply lines, participate in knowledge transfer activities in support of the facility and facilitate decision-making for the allocation of corporate stocks.</p><p>15. Supervise, guide a small-sized team, coaching and providing/delivering training to build capacity and increase expected level of operational support, acting as a first escalation point on more complex analysis and queries.</p><p>16. Collate and analyze data and contribute to preparation of accurate and timely reports, to enable informed decision-making and consistency of information presented to senior management and external stakeholders.</p><p>17. Implement proposed developments and improvements of systems, techniques, tools, processes and procedures to better monitor, manage and report on WFP budgets and resources.</p><p>18. Experience preparing, managing and reporting on operational budgets. Experience in working with large datasets, extracting information from them in an easy to interpret manner. A demonstrated and adequate understanding of information and financial systems and how those support the implementation of operations. Thorough understanding of operational planning and business processes, rules and procedures and applying them consistently in the implementation and support of programme interventions. Adequate knowledge of programme operational requirements and how these translate into resource management requirements, enabling the proposition of recommendations for improvement in a proactive rather than reactive manner. Experience coordinating operational planning and fostering discussions around resource projections and implications on a programme-wide level, integrating trend analyses and ongoing discussions to drive the way forward. Ability to consolidate and share resource management information in a way that supports decision making and emphasizes accuracy and consistency in numbers across teams. Ability to coach, train and mentor a team of staff to deliver at expected levels.</p><p>Education: Advanced university degree in Business Administration, Statistics, Finance, Economics or any other relevant field. Additional professional trainings in project management, statistical analysis and/or operational planning and management are desirable.</p><p>Experience: At least 7 years of post-graduate experience including 3 years of professional experience related to Budget and Programming, humanitarian/development programme management and capacity building.</p><p>Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).
