<p>Support logistics contracting day-to-day activities following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries. Work closely with other logistics functions to understand the scope of the services required before issuing Request for Quotations (RFQs) Collect and analyze data related to the transport sector and undertake comprehensive logistics services market assessments in the country to recommend actions to the supervisor to improve performance of local logistics contracting operations. Conduct verification and validation of received data which also includes (site) visits to the transporters/logistics service providers yards/garages/offices. Carry out due diligence of the current WFP shortlisted/contracted and/or new logistics service providers. Liaise with internal and external stakeholders and consolidate preliminary data analysis and prepare accurate and timely reports as and when required. Issue Request for Quotations (RFQ) as and when necessary to shortlisted companies, analyze offers and in conjunction with the relevant Logistics Officer, Head of Contracting and relevant parties. Submit contracting proposals to the Logistics Contract Committee (LCC) and prepare well drafted and explained minutes. Compile the quarterly Committee on Supply Chain (CSC) reports and in conjunction with the relevant Logistics Officer and Head of Contracting to have the reports submitted/cleared in a timely manner. Maintain a tally of contracting cases which will require submission to the CSC. In conjunction with the Operations Section of the Logistics Unit, ensure clear periodic allocation plans for any tariff system contracts are put in place. Similarly, periodic reports detailing any deviation from the initial allocation plan are completed. Establish and maintain good working relations with all shortlisted/contracted logistics service providers. Build service providers understanding of their contractual obligations (RFQ terms and conditions) and how WFP business process works. Analyze logistics service provider performance, in coordination with relevant logistics functions, against contractual terms, tariffs, allocation plans, capacity commitments, and escalate concerns to the Head of Contracting with proposed corrective actions Guide support staff, acting as a point of referral and supporting them with analysis and queries. Follow emergency logistics preparedness practices to ensure WFP are able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.</p><p><strong>Desired Candidate Profile</strong></p><p><strong>STANDARD MINIMUM ACADEMIC QUALIFICATIONS:</strong> Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses. These challenges have weakened governance systems, disrupted economic activity, and increased poverty, food insecurity, and vulnerability across the country.<br> While humanitarian assistance remains essential, sustainable recovery requires longer-term investments in livelihoods, economic resilience, local governance, institutional strengthening, and climate-resilient agriculture.</p><br> <p>UNDP is implementing a portfolio of complementary projects to address these interconnected challenges. This includes the Resilient Economies and Sustainable Livelihoods for Empowerment in Yemen (RESOLVE) project funded by the Swiss Agency for Development and Cooperation (SDC) ; the Local Governance for Area-based Development (LoGABD) project funded by the European Union (EU) ; and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, also funded by the EU. These projects are designed with a synergistic, area-based approach to maximize impact and efficiency.</p><br> <p>RESOLVE (SDC) focuses on strengthening the resilience and economic empowerment of vulnerable communities in Marib and Hadramout governorates by promoting sustainable livelihoods through agribusiness development, agricultural value chain strengthening, improved access to finance, and enhanced local economic governance.</p><br> <p>LoGABD (EU) aims to strengthen the capacity of local authorities across seven governorates (Aden, Hadramout, Lahj, Marib, Taiz, Al Mahrah, Socotra) to effectively plan, budget, finance, and deliver public services, manage IDP populations, and foster climate resilience. It focuses on institutionalizing training hubs, improving public financial management, completing community-prioritized public works, and operationalizing Local Economic Development Councils and Local Development Funds.</p><br> <p>SANABEL (EU) is a joint FAO-UNDP project focused on climate-resilient agriculture and job creation. It aims to increase crop and livestock productivity through Climate-Smart Agriculture (CSA) and ecosystem-based adaptation (led by FAO) and strengthen climate-resilient agricultural value chains to generate decent jobs, formalized businesses, and inclusive economic growth (led by UNDP).<br> </p><br> <p><strong>Position Purpose</strong></p><br> <p>By combining these three projects under one management umbrella, this position will ensure coherent and integrated implementation, maximize synergies, and leverage UNDP's expertise in governance, economic recovery, and resilience-building. This portfolio approach aligns with the Area-Based Development (ABD) framework, ensuring that local priorities, as articulated in Governorate Economic and Social Development Plans, are effectively addressed.<br> The incumbent will report to the UNDP Team Leader -- Governance & Peacebuilding Portfolio and will provide strategic leadership and day-to-day management to the combined project team.<br> The role requires exceptional leadership, strategic coordination, and stakeholder management skills, and the ability to deliver results across multiple complex and fragile environments.</p><br> <p>UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. The ongoing conflict in Yemen has caused significant disruptions to the supply chain and to the overall availability of services. In light of the reduced or even absent provision of public services, communities have adopted various coping strategies, including using alternate water and energy sources, relying on alternate service providers, and community-based service delivery initiatives to address the shortfall. Physical damage to infrastructure and the lack of functionality in one sector often spills over into other sectors with significant consequences on both the access to, and quality of services, which are often interrelated. Given the above continued needs, our client is therefore undertaking a project with the following scope: Role objectives The project is financed by BMZ through the KfW Development Bank to strengthen the operational capacity of the supported health storage warehouses at the national (central) and sub-national (governorate) levels through rehabilitation works of the warehouses infrastructure and provisions of equipment and capacity building training. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.</p> <p> <br> </p> <p> <strong>Reporting Lines</strong> </p> <p>The incumbent reports to the Head, Livestock Sector and will work in close collaboration with project managers/CTAs, technical and operation teams in the country.</p> <p> <br> </p> <p> <strong>Technical Focus</strong> </p> <p>Plan and support the implementation of animal diseases surveillance systems in Yemen, livestock Vaccination and treatment Campaign, Pre and Post vaccination Evaluation.</p> <p> <br> </p> <p> <strong>Tasks and responsibilities</strong> </p> <p> <i>Surveillance and vaccination campaign</i> </p> <p> Assist the preparation and implementation of disease surveillance systems, vaccination campaign, the Pre and Post Vaccination Evaluation (PVE).<br> Assist in providing technical support to the General Directorate of Animal Health and Veterinary Quarantine (GDAHVQ )in laboratory analysis of the serum samples collected and report writing.<br> Follow up with the GDAHVQ and agriculture offices on the technical and financial report and prepare the payments for the LoAs.</p> <p> </p> <p> <i>Capacity building to GDAHVQ</i> </p> <p> Assist in the preparation and facilitation of a 5-days training course on animal disease diagnostics, lab quality assurance and surveillance system for 10 lab technicians from the Central Veterinary Laboratory (CVL) (one in CVL-Sana'a and one in CVL- Aden)<br> Assist in the preparation and facilitation of a 4-days training course on transboundary animal diseases (TADs) Surveillance, Control and Outbreak investigation for 30 surveillance officers from the centre and governorates (one in Sana'a and one in Aden)<br> Assist in supporting planning and implementation of capacity building of the veterinary extension staff at GDAHVQ on TADs surveillance.</p> <p> </p> <p> <i>Animal Health Strategy</i> </p> <p> Support the planning, coordination and organization of meetings with GDAHVQ, stakeholders from the private sector, representatives of Veterinary Statutory Body (VSB), laboratories, veterinary education establishments, etc.<br> Assist in collecting and reviewing the available data related to the concept of One Health and AMR in the northern governorates.</p> <p> </p> <p> <strong>CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING</strong> </p> <p> <br> <strong>Minimum Requirements </strong> </p> <p> Advanced degree in veterinary medicine, veterinary epidemiology and related field.<br> a minimum of 5 years directly applicable experience in managing animal health programme or related experiences.<br> Working knowledge of English and Arabic<br> National of Yemen or resident of the country with valid work permit</p> <p> <br> <strong>FAO Core Competencies</strong> </p> <p> Results Focus<br> Teamwork<br> Communication<br> Building Effective Relationships<br> Knowledge Sharing and Continuous Improvement</p> <p> <br> <strong>Technical/Functional Skills</strong> </p> <p> Ability to plan, organize, implement, and report on project interventions.<br> Excellent communication skills in English, both orally and in writing, and ability to draft technical reports in English.<br> Work experience in more than one location or area of work.<br> Extent and relevance of experience in projects implementation<br> Extent and relevance of experience working with government, NGOs and/or UN agencies.<br> Excellent technical skills in planning, implementing, and reporting on animal health interventions.<br> Teamwork and strong soft skills including interpersonal, ethical, listening and communication skills, proactive, problem solving, self-organizing, planning, organizing, setting priorities and efficient use of time.<br> Computer literacy in MS office, familiarity with agricultural commodity exchange online system and animal identification and traceability systems.<br> In-depth knowledge of programme and project implementation is considered a strong asset.<br> Extent and relevant experience in implementation of projects and planning and monitoring, and reporting.<br> Relevant work experience in emergency context.</p></div></section>
