Environmental and Social Safeguarding (ESS) & Accountability</b></p><br><ul> <li><b>Risk Management: </b>Conduct ESS and safeguarding risk assessments / inspection for all targeted schools, training venues, and activity sites.</li> <li><b>Sensitization & Orientation: </b>Facilitate safeguarding and ESS orientations, as well as stakeholder consultations, for project participants, school staff, and community members.</li> <li><b>Protection Awareness: </b>Raise awareness on Child Safeguarding, Prevention of Sexual Exploitation and Abuse (PSEA), Sexual Harassment (SH), and Gender-Based Violence (GBV) across all targeted schools.</li> <li><b>Accountability to Affected Populations (AAP): </b>Disseminate information regarding available complaint channels and hotline numbers to participants and the community. Collect community feedback and safely channel grievances to the MEAL/Accountability team.</li> <li><b>Incident Reporting: </b>Immediately document and report any field-level incidents, accidents, or safeguarding concerns using established reporting lines.</li></ul><p><b>2. Textbook (academic, remedial, reading stories) Distribution Verification</b></p><br><ul> <li><b>Field Verification:</b> Conduct physical field checks to verify that target schools have received the correct allocation of textbooks. Verify that textbooks are equitably and systematically distributed to students.</li> <li><b>Discrepancy Reporting:</b> Formally document the verification process, flagging any discrepancies, shortages, or supply-chain issues.[RS1] </li></ul><p><b>3. Reading</b><b>[RS2]</b><b> and Remedial Program Monitoring</b></p><br><ul> <li><b>Classroom Observations:</b> Monitor reading classes and track classes’ activity progress using approved monitoring observation forms.</li> <li><b>Qualitative Feedback:</b> Facilitate Focus Group Discussions (FGDs) with adults (parents/teachers) and children to gauge program impact. Collect qualitative feedback from school staff, community members, fathers and mothers councils, and students on challenges and areas for improvement.</li></ul><p><b>4. Data Collection, Reporting, and Documentation</b></p><br><ul> <li><b>Digital Data Collection:</b> Utilize mobile data collection tools - KOBOToolbox - to conduct site inspections and input monitoring data in real-time. Ensure that all data collected via mobile devices is uploaded promptly and deleted from local storage according to project security protocols.</li> <li><b>Informed Consent & Media:</b> Identify and document project field photos. <b>Written or recorded Informed Consent must be explicitly obtained</b> from participants (and signed by parents/guardians in the case of children) prior to capturing any identifiable images or stories, strictly following organizational communication guidelines.</li></ul><p><b>Data Protection, Privacy, and Confidentiality</b></p><br><ul> <li><b>Protection of Personally Identifiable Information (PII):</b> The enumerator must strictly safeguard all PII (including names, locations, contact details, photos, and biometric data) of beneficiaries, school staff, and children. No PII should be stored on personal devices longer than necessary to complete the immediate upload task.</li> <li><b>Confidentiality of Child Data:</b> In alignment with international Child Protection standards, all data concerning minors (such as reading assessment scores or Focus Group Discussion notes) must be strictly confidential. Children's full names or identifying traits must never be linked directly to public reports or shared via unencrypted channels.</li> <li><b>Data Sharing Restraints:</b> The enumerator is strictly prohibited from sharing project data, assessment results, or beneficiary lists with external actors, local authorities, or community members without explicit, written authorization from the SEAL Project Management team. All data sharing must flow through formal organizational channels.</li> <li><b>Secure Communications:</b> Avoid sharing sensitive data or beneficiary lists over unencrypted public communication platforms (e.g., standard WhatsApp groups). S/he will oversee program activities in the targeted areas, register families according to vulnerability and eligibility criteria, will oversee the execution of livelihood activities, S/he will monitor livelihood activities as well as support with reconciliation processing, as necessary. Support beneficiaries to receive their assistance according to agreed timelines and processes. </span></li> <li><span>Ensure local authorities and communities have been sensitized to the project’s objectives, activities, and selection criteria and that these processes have been adhered to during project selection. </span></li> <li><span>Develop project implementation plan with communities, supervise, guide and advise them in the selection of beneficiaries and community projects based on set criteria that are agreed by all stakeholders.</span></li> <li><span>Carryout initial site assessments and feasibility feedback on project options to assist in prioritization processes.</span></li> <li><span>Verify that project activities are developed in consultation with communities and ensure all project activities have considered the needs of children, women, vulnerable groups, and the environment. </span></li> <li><span>Identifying training and capacity-building needs within the target population. Also, monitoring and evaluating the impact of livelihood interventions (Vocational skills training), collecting data, and analyzing trends to inform program adjustments and improvements.</span></li> <li><span>Carry out regular monitoring of field livelihood activities, report findings, and provide recommendations for improvement. </span></li> <li> <p><span>After completion of the livelihood training, organize regular group mentorship sessions with the participants to provide further support on relevant topics (income generation, revolving funds, etc.), monitor their progress, review any challenges faced, and provide them with guidance to address those.</span></p><br> </li></ul><p><span><u>Coordination</u></span></p><br><ul> <li><span>Coordinate with other project officers to ensure that activities are carried out in line with community needs.</span></li> <li><span>Coordinate with the relevant government ministries to ensure compliance and good relations. </span></li> <li><span>Support the integration and communication with CP sector. </span></li> <li><span>Participate in Field Office meetings with management and other departments, as required. </span></li></ul><p><span><strong><u>Monitoring and Evaluation</u></strong></span></p><br><ul> <li><span>Work with the FSL Database Assistant to ensure a project progress database is complete and regularly updated. </span></li> <li><span>Assist the M&E team in creating appropriate monitoring tools for project impact, quality, Post Distribution Monitoring, and measurement of IPTT indicator tracking. Office/Unit/Project Description </strong></p><br> <p>Yemen is experiencing one of the world’s most severe humanitarian crises, shaped by prolonged conflict, political instability, and deep economic decline. These factors have severely undermined state institutions, fragmented governance structures, and reduced fiscal capacity, contributing to widespread poverty, food insecurity, and vulnerability. Social cohesion remains under pressure, particularly in rural areas where access to livelihoods, employment, agricultural resources, and basic services is severely constrained. Environmental fragility and increasing exposure to climate shocks further exacerbate vulnerability, particularly for communities dependent on agriculture. </p><br> <p>Short-term humanitarian interventions, although indispensable for alleviating the immediate impact of the emergencies on vulnerable communities, cannot steer more fundamental recovery nor address the underlying underdevelopment causes of the conflict. Situation analysis reveals critical gaps in transitioning from short-term humanitarian assistance to sustainable development approaches. </p><br> <p>According to a recent UNDP study (2024), the prevailing focus on immediate food assistance has not sufficiently addressed structural vulnerabilities, as there is a weak correlation between the scale of humanitarian aid and improvements in food security. Cash assistance programs provide short-term relief but often contribute to inflation and do not resolve the underlying causes of poverty. Governance deficits, logistical challenges, bureaucratic barriers, and insecurity further limit effective aid delivery, especially in remote and hard-to-reach areas. </p><br> <p>As a result, there is a pressing need to integrate longer-term interventions in the local food systems that promote food security through economic development, enhance productivity and value addition, support private sector growth, and create sustainable livelihoods, while strengthening the supply of goods and services. </p><br> <p>This project responds to these realities by adopting a resilience-oriented approach that integrates the Humanitarian–Development–Peace (HDP) Nexus. FSP Reconciliation & Financial Control: Lead the monthly financial reconciliation process immediately following report submissions by active Financial Service Providers (FSPs). Formulate detailed reconciliation reports, flag variances, and coordinate with third-level support to resolve data glitches. Data Quality & Distribution List Control: Analyze monthly distribution plans submitted by Field Offices. Verify and control the quality, formatting, and structural consistency of all beneficiary distribution lists prior to routing them for official Programme clearance. Pipeline Reporting & Information Consistency: Gather, consolidate, and clean monthly CBT distribution data for immediate integration into the centralized Country Office pipeline report. Draft accurate, time-sensitive briefs to enable data-driven decision-making by senior management and external stakeholders. CBT Working Group Secretariat: Serve as the designated Secretariat for the WFP Cash-Based Transfer Working Group (CBT WG) in the Country office. Organize technical sessions, draft meeting minutes, compile action points, and submit strategic recommendations to management.</p><p><strong>Desired Candidate Profile</strong></p><ul><li>Advanced University Degree (master's or equivalent) in International Affairs, Economics, Public Health, Agriculture, Environmental Science, Social Sciences, or another field highly relevant to international humanitarian assistance. Alternatively, a First University Degree (Bachelor's) combined with a minimum of two (2) additional years of directly related professional work experience.</li><li>Total relevant 5 years of experience in humanitarian sector including 1 year of Professional experience, specifically dedicated to the planning, design, technical implementation, and evaluation of Cash-Based Transfer (CBT) programs.</li><li>Direct experience working at the country or implementation level in developing countries or fragile states.</li><li>Desirable: Proven experience establishing standard operating procedures (SOPs) with private banks or Financial Service Providers (FSPs) within a humanitarian context.</li><li>Strong technical mastery of project lifecycle management, humanitarian principles, and cash/voucher transfer modalities.</li><li>Advanced analytical capabilities with a demonstrated ability to reconcile complex financial datasets, verify spreadsheets, and utilize enterprise resource planning (ERP) software (such as WINGS/SAP).</li><li>Excellent planning and organizational skills, with the ability to independently monitor own work plan and manage multiple deadlocked deadlines.</li><li>Proven diplomatic and communication skills (both verbal and written) to clearly explain project requirements to field counterparts, cooperating partners, and local authorities.</li><li>Resilience and high flexibility to regularly undertake field travel to remote, complex, or high-risk environments.</li><li>Fluent in written and oral English and Arabic.</li></ul>
