Environmental and Social Safeguarding (ESS) & Accountability</b></p><br><ul> <li><b>Risk Management: </b>Conduct ESS and safeguarding risk assessments / inspection for all targeted schools, training venues, and activity sites.</li> <li><b>Sensitization & Orientation: </b>Facilitate safeguarding and ESS orientations, as well as stakeholder consultations, for project participants, school staff, and community members.</li> <li><b>Protection Awareness: </b>Raise awareness on Child Safeguarding, Prevention of Sexual Exploitation and Abuse (PSEA), Sexual Harassment (SH), and Gender-Based Violence (GBV) across all targeted schools.</li> <li><b>Accountability to Affected Populations (AAP): </b>Disseminate information regarding available complaint channels and hotline numbers to participants and the community. Collect community feedback and safely channel grievances to the MEAL/Accountability team.</li> <li><b>Incident Reporting: </b>Immediately document and report any field-level incidents, accidents, or safeguarding concerns using established reporting lines.</li></ul><p><b>2. Textbook (academic, remedial, reading stories) Distribution Verification</b></p><br><ul> <li><b>Field Verification:</b> Conduct physical field checks to verify that target schools have received the correct allocation of textbooks. Verify that textbooks are equitably and systematically distributed to students.</li> <li><b>Discrepancy Reporting:</b> Formally document the verification process, flagging any discrepancies, shortages, or supply-chain issues.[RS1] </li></ul><p><b>3. Reading</b><b>[RS2]</b><b> and Remedial Program Monitoring</b></p><br><ul> <li><b>Classroom Observations:</b> Monitor reading classes and track classes’ activity progress using approved monitoring observation forms.</li> <li><b>Qualitative Feedback:</b> Facilitate Focus Group Discussions (FGDs) with adults (parents/teachers) and children to gauge program impact. Collect qualitative feedback from school staff, community members, fathers and mothers councils, and students on challenges and areas for improvement.</li></ul><p><b>4. Data Collection, Reporting, and Documentation</b></p><br><ul> <li><b>Digital Data Collection:</b> Utilize mobile data collection tools - KOBOToolbox - to conduct site inspections and input monitoring data in real-time. Ensure that all data collected via mobile devices is uploaded promptly and deleted from local storage according to project security protocols.</li> <li><b>Informed Consent & Media:</b> Identify and document project field photos. <b>Written or recorded Informed Consent must be explicitly obtained</b> from participants (and signed by parents/guardians in the case of children) prior to capturing any identifiable images or stories, strictly following organizational communication guidelines.</li></ul><p><b>Data Protection, Privacy, and Confidentiality</b></p><br><ul> <li><b>Protection of Personally Identifiable Information (PII):</b> The enumerator must strictly safeguard all PII (including names, locations, contact details, photos, and biometric data) of beneficiaries, school staff, and children. No PII should be stored on personal devices longer than necessary to complete the immediate upload task.</li> <li><b>Confidentiality of Child Data:</b> In alignment with international Child Protection standards, all data concerning minors (such as reading assessment scores or Focus Group Discussion notes) must be strictly confidential. Children's full names or identifying traits must never be linked directly to public reports or shared via unencrypted channels.</li> <li><b>Data Sharing Restraints:</b> The enumerator is strictly prohibited from sharing project data, assessment results, or beneficiary lists with external actors, local authorities, or community members without explicit, written authorization from the SEAL Project Management team. All data sharing must flow through formal organizational channels.</li> <li><b>Secure Communications:</b> Avoid sharing sensitive data or beneficiary lists over unencrypted public communication platforms (e.g., standard WhatsApp groups). When transmitting sensitive field notes or data files to the project team, approved, secure organizational protocols must be utilized.</li> <li><b>Breach Reporting:</b> The enumerator must immediately report any suspected or actual data breaches (e.g., lost phone/tablet containing KoBo forms, stolen physical logs, or unauthorized access to participant lists) to the project manager within 24 hours.</li></ul><p><b>Competencies and Essential Requirements</b></p><br><ul> <li><b>Residency:</b> Must be a resident of, and physically present in, the specific target area/district.</li> <li><b>Education:</b> Preferred University Degree (Social Sciences, or a related field) or High school graduate.</li> <li><b>Technical Skills:</b> Practical experience using KOBOToolbox or similar platforms is highly desirable.</li> <li><b>Contextual Knowledge:</b> Strong understanding of the community dynamics, and security context.</li> <li><b>Mobility:</b> Must possess the ability to facilitate travel across remote target sites.</li> <li><b>Soft Skills:</b> Strong organizational, time management, and interpersonal communication skills. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>The Logistics Officer will perform the following duties with full effectiveness, transparency, and integrity:</p><p>Ensure that all inbound supplies are as per the contract specifications in terms of quantity, quality, INCOTERMS and Distributed as per the approved distribution plans.</p><p>Provide technical support on specifications, cost implications and logistics arrangements for safe delivery of supplies</p><p>Provide advice and technical support to suppliers, customs clearance agents and office team on required logistics arrangements to facilitate projects implementation and the flow of supplies.</p><p>Ensure that goods and services are provided according to client needs with lead times that meet contracts deadlines</p><p>Ensure that all logistics actions are conducted as required by Our client according to Our client Financial Rules and Regulations and the applicable policies and procedures as well as the highest degree of personal and professional ethics;</p><p>Update Logistics standard operating procedures to ensure best practices that meets operational needs</p><p>Review shipping documents and shipments exemption requests for information consistency prior to communicating with official authorities</p><p>Monitor the progress of shipments for our client and its clients and coordinate the delivery of the same at the client s delivery places</p><p>Assists in planning, designing and implementation of appropriate logistics systems including warehousing and in-country transport capacity, including establishment of Long Term Arrangements and frame agreements for e.g. customs clearance, storage, transport and distribution as might be required.</p><p>Monitor and follow-up timely clearance, delivery and handover of goods and consignments to partners</p><p>Track and monitor the water supply through trucking in response to daily complaints from the community.</p><p>Work closely with the operation engineers and hotline team to address all water trucking needs in response to any complaints or supply issues in the network.</p><p>Prepare daily and weekly reports on water tracking and quality sampling and testing.</p><p>Attend all operational and WASH meetings and contribute to the monitoring of water supply through trucking to NGOs and institutions .</p><p>Liaise with the contractor on the water trucking to all institutions if they are not getting private water supply.</p><p>Coordinate with the contractor on water quality testing</p><p>Ensure that all water suppliers are delivering water from approved wells and according to national standards.</p><p>Update and manage the master list of truck drivers and report any misbehaviors or illegal driving actions to UNICEF and SRAD if needed.</p><p>Support the Project Team in Project planning, implementation and day-to-day activities.</p><p>Support project management activities and monitor project implementation, in line with Our client Project Management Manual and Project Management ERP.</p><p>Support administrative, procurement and financial processes, such as Requests for Proposals announcements/ RFQs, and evaluation processes, communicating different administrative information to Project team, beneficiaries, and administrative monitoring of the grant contracts.</p><p>Manage the duty exemption process at all stages, including import clearances</p><p>Liaise with government authorities regarding the distribution plan</p><p>Liaise with other UN agencies and humanitarian partners on common logistics and supply chain issues</p><p>Develop delivery schedules in collaboration with team member Sub-recipients.</p><p>Develop Standard operating procedures to ensure Good Storage and Distribution practices.</p><p>Develop plan for monitoring of storage and distribution of pharmaceuticals and health</p><p>To Project Manager</p><p>Treats all individuals with respect; Support timely risk and/or incident escalation and assist CO management to ensure compliance with corporate escalation protocols. Serve as CO management liaison with Officer of Inspector & Investigations for reporting, monitoring and control remediation measures.</p><p>Donor Risk-Sharing. Support engagement with donors and consolidate inputs related to donor risk-sharing arrangements, including risk assessments and mitigation strategies. Provide strategic risk-related documentation and analysis to support senior management decision-making, donor engagement, and resource mobilization efforts.</p><p>Internal Controls and Executive Director s Assurance exercise. Support the completion of the annual Executive Director s Assurance exercise survey, collect and review inputs. Provide technical support and inputs to CO management on complex risk and accountability issues, promote enhancement and/or establish adequate internal control systems with clear accountabilities and maintain an effective internal control environment to support operational efficiency.</p><p><br></p><p><strong>Desired Candidate Profile</strong></p>DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:<br>Knowledge of governance, organizational structures, strategy and major initiatives of international organizations.<br>Experience in programme/project management.<br>Has conducted monitoring and reporting activities, has knowledge of results hierarchy, performance metrics and measurement.<br>Has participated in risk analysis and risk mitigation strategies development and/or implementation.<br>Has participated in conversations with other units on impact, timing or planning initiatives, using analytical, evaluative and problem-solving skills as well as resourcefulness, initiative, good judgement, tact and diplomacy.<br>Has contributed to risk management activities, including assessing and recommending effective internal controls and mitigation actions, preferably in organizations that use modern enterprise risk management frameworks, techniques and systems.<br>STANDARD MINIMUM ACADEMIC QUALIFICATIONS:<br>Education: Advanced University degree in business/public administration, finance, accounting, international development, audit or other relevant field, or First University degree with additional years of relevant work experience and/or training/courses in audit, performance and risk management or other related fields.<br>Experience: Total relevant 7 years of experience including three years of relevant postgraduate professional experience in risk management, audit, monitoring and/or related fields, with a background and interest in international humanitarian development.<br>Language: Fluent in written and oral English and Arabic.

The unit conducts large-scale food security and livelihood assessments, market monitoring, beneficiary monitoring, and other analytical activities that generate critical information on food security conditions, market trends, household vulnerabilities, and humanitarian needs. These efforts provide the evidence base for Programme design, targeting, operational planning, donor engagement, resource mobilization, and advocacy. The VAM unit manages and analyzes a wide range of datasets and produces regular analytical products, including monthly food security updates, quarterly food security and market monitoring and market functionality assessments. Through rigorous data collection, analysis, and reporting, the unit plays a central role in informing WFP's response and supporting humanitarian decision-making across Yemen. JOB PURPOSE: The VAM Officer (Assessments) will support the planning, design, implementation, and coordination of food security, market functionality, prices, rapid emergency, beneficiary targeting validation, and other quantitative and qualitative assessments conducted by WFP Yemen. The position is responsible for ensuring the collection and analysis of high-quality data to generate timely and reliable evidence on food security, humanitarian needs, market functionality, population vulnerabilities, and the effectiveness of targeting approaches and WFP interventions. The incumbent will coordinate all stages of assessments, from methodology and questionnaire design through data collection, analysis, validation, and reporting, ensuring adherence to WFP standards and best practices. The role will contribute to the production of evidence and assessment findings that inform Programme design, targeting, emergency response, and strategic decision-making, while promoting innovative assessment methodologies and data collection approaches to strengthen the quality and credibility of evidence generated by the VAM unit. Over 80 percent of Yemen’s population is estimated to need humanitarian assistance, and more than 2.5 million Yemenis have become IDPs. The ongoing conflict has destroyed much of the institutional ability of key ministries, governorates, and local authorities to deliver essential social services to citizens. Public service restoration is also essential for a smooth transition to recovery, as a political agreement is being negotiated. Combining communities’ own efforts with whatever limited state institutional capacity remains are needed to both curtail further humanitarian deterioration and the political ramifications of total state collapse. Yemen is one of the most food insecure countries in the world. Around 20 million people (70 percent of the population) are facing hunger, a 13 percent increase from 2017. The current conflict has led to a decline in the national economy. Gross Domestic Product was cut in half since 2015, and more than 80 percent of the population living below the poverty line. The fighting around the country’s seaports and the ensuing suspension of commercial imports and supply shortages, the depreciation of the Yemeni riyal, which is now worth barely a third of 2015 level, have combined to push the food prices up. Only half of health facilities are functioning, and many Yemenis in need of critical treatments especially for malnutrition are too poor to access the ones that are open. Beyond those at risk of famine, many millions with only emergency food assistance to survive, face a collapse in their immune systems – especially children and the elderly – increasing their vulnerability to malnutrition, cholera and other diseases. Chronic water shortages exacerbate food insecurity and risk of famine in areas where people depend on agriculture for food and income.</p><br> <p>This heightened crisis is calling for scaled-up support to address the immediate needs while also leveraging and enhancing national capacities and systems for resilience-building for populations in Yemen with increased vulnerabilities that can complement a largely insufficient humanitarian response and at the same time for the need to maintain the existing capacities and mechanisms at local and national level to maintain the foundation for future reconstruction and recovery.</p><br> <p>The World Bank funded projects aim to Improve access to food and, nutritious diets, social protection, economic opportunities, food security and effective management of water sector in Yemen. This is done through several activities including infrastructure rehabilitation, support to improve agriculture production and quality by reducing post-harvest losses and improving climate resilience and access to markets</p><br> <p>While ensuring direct support in a fragile context, UNDP, in partnership with the WB is also strategizing to ensure that short term benefits are translated into longer term development impact.<br> </p><br> <p><strong>Position Purpose</strong></p><br> <p>UNDP is seeking to recruit a Chief Technical Advisor to manage three World Bank funded projects.
