<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><b>JOB PURPOSE</b>: WFP operations in the Southern Areas of Yemen are conducted in a highly complex, volatile, and high-risk operating environment. Protracted conflict, economic deterioration, climate-related shocks, and constrained access to essential services continue to drive widespread humanitarian needs. In Government of Yemen (GoY) controlled areas, approximately one in two people experience acute food insecurity, as declining household purchasing power, inflation, and disrupted livelihoods leave millions unable to meet their basic food needs. Nearly 5.4 million people are experiencing IPC Phase 3 or above (Crisis or worse) acute food insecurity between June to September 2026, with 1.6 million people experiencing IPC Phase 4 (Emergency). Despite the harvest season, urgent needs are expected to persist from October December 2026, with 5.4 million people in IPC Phase 3 or above and deepening severity. The Head of Field Office will provide strategic leadership and overall management of field office operations, ensuring the effective and efficient use of human, financial, and operational resources to deliver high-quality programme activities aligned with the approved Interim Country Strategic Plan (ICSP and organizational policies. The role places a strong emphasis on fostering and sustaining strategic partnerships with government authorities, United Nations agencies, international non-governmental organizations (INGOs), and WFP cooperating partners within the area of responsibility to strengthen coordination, enhance operational effectiveness, and maximize programme impact. The incumbent will report directly to the Head of operations and will be responsible for the following tasks and responsibilities. Leadership & Management Provide overall management and strategic guidance to the Field Office. Ensure Field office operations are effectively managed in accordance with WFP policies, procedures, and corporate standards. Overall management of human, financial, and administrative resources are efficiently utilized, with strong internal controls and compliance maintained. Ensure timely, high-quality programme implementation within budget and in line with the approved Interim Country Strategic Plan (ICSP), annual work plans, and donor requirements. Lead the Field Office team, ensuring a cohesive working environment and adherence to WFP values. Staff performance is effectively managed through coaching, performance planning, and professional development. Maintain strict oversight of operational risks, fraud mitigation, and compliance. Operational Coordination Oversee day to day Field Office programme activities including: Targeted Emergency Food Assistance (TEFA) Livelihoods/Resilience School feeding Nutrition programmes Logistics and warehouse operations Coordinate field-level emergency responses, assessments, or scale-ups as needed. Monitoring, Accountability & Protection Ensure programmes are delivered according to WFP standards, protection principles, and "Do No Harm" approaches. Ensure high-quality monitoring of activities (onsite/offsite), following WFP RAM standards. Strengthen protection mainstreaming, gender, disability inclusion, and AAP within field operations. Ensure functionality of hotlines, complaint mechanisms, and escalation pathways. Conduct field visits to distribution sites, warehouses, and partner locations. Use operational evidence to improve programme performance and decision-making. Ensure recommendations from monitoring, audits, complaints mechanisms, and evaluations are addressed. Administration, Budgeting & Compliance Oversee Field Office administrative functions including human resources, logistics support, travel, and petty cash. Ensure compliance with WFP rules, regulations, anti-fraud policies, and donor requirements. Ensure timely Field Office reporting (daily sitreps, weekly updates, M&E reports, partner performance). Security Management Act as Security Focal Point for the Field Office. Ensure full compliance with UNDSS and WFP security protocols. Maintain incident reporting, access analysis, and staff movement planning. Maintain accountability for the safety of WFP staff, operations, facilities, and assets, ensuring compliance with established security protocols and active participation in the Area Security Management Team (ASMT). Office/Unit/Project Description </strong></p><br> <p>Yemen is experiencing one of the world’s most severe humanitarian crises, shaped by prolonged conflict, political instability, and deep economic decline. These factors have severely undermined state institutions, fragmented governance structures, and reduced fiscal capacity, contributing to widespread poverty, food insecurity, and vulnerability. Social cohesion remains under pressure, particularly in rural areas where access to livelihoods, employment, agricultural resources, and basic services is severely constrained. Environmental fragility and increasing exposure to climate shocks further exacerbate vulnerability, particularly for communities dependent on agriculture. </p><br> <p>Short-term humanitarian interventions, although indispensable for alleviating the immediate impact of the emergencies on vulnerable communities, cannot steer more fundamental recovery nor address the underlying underdevelopment causes of the conflict. Situation analysis reveals critical gaps in transitioning from short-term humanitarian assistance to sustainable development approaches. </p><br> <p>According to a recent UNDP study (2024), the prevailing focus on immediate food assistance has not sufficiently addressed structural vulnerabilities, as there is a weak correlation between the scale of humanitarian aid and improvements in food security. Cash assistance programs provide short-term relief but often contribute to inflation and do not resolve the underlying causes of poverty. Governance deficits, logistical challenges, bureaucratic barriers, and insecurity further limit effective aid delivery, especially in remote and hard-to-reach areas. </p><br> <p>As a result, there is a pressing need to integrate longer-term interventions in the local food systems that promote food security through economic development, enhance productivity and value addition, support private sector growth, and create sustainable livelihoods, while strengthening the supply of goods and services. </p><br> <p>This project responds to these realities by adopting a resilience-oriented approach that integrates the Humanitarian–Development–Peace (HDP) Nexus. The intervention scope focuses on sustainable livelihoods and value chain development through agricultural support (technical innovation, seed distribution, irrigation rehabilitation, livestock care, and crop diversification); agribusiness development (strengthening value chains, institutionalizing climate-resilient practices, and shock protection); strengthening the business enabling environment (collaboration between agribusinesses, private sector, and local authorities); microfinance (microloans, savings groups, and financial literacy); and support for vulnerable groups including IDPs, women, and youth through inclusive, gender-sensitive livelihood opportunities.</p><br> <p>The RESOLVE project is implemented in close synergy with the Local Governance for Area-Based Development (LoGABD) project and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, forming an integrated portfolio under the Area-Based Development (ABD) framework. The Gender Analyst will therefore be expected to ensure gender mainstreaming coherence across this portfolio, working collaboratively with gender focal points and technical teams across all three projects to maximize synergies and avoid duplication.</p><br> <p>Gender equality is a significant objective across all components of this project and engagement, and empowerment of women is key to achieving the aimed results.</p><br> <p><strong>2. Scope of Work </strong></p><br> <p>The primary objective of the position is to provide technical leadership and advisory support to ensure that gender equality, women's empowerment, and social inclusion are effectively mainstreamed across the Integrated Resilience and Governance Programme in Yemen and related portfolio projects (RESOLVE, LoG4ABD, and SANABEL), ensuring that gender-responsive approaches are integrated throughout project design, implementation, monitoring, reporting, and knowledge management.</p><br> <p><strong>Provides technical leadership and coordination support, focusing on the achievement of the following functions:</strong></p><br> <p><strong>1. Under the direct supervision of the Chief of Mission (COM) and under the technical supervision of the Office of Staff Security (OSS) as represented by the Regional Security Officer (RSO) based in the Regional Office in Cairo, the Field Security Officer will be responsible and accountable for providing expert support to enable IOM s activities in the Country Office with all aspects of security risk management. The Field Security Officer will be expected to implement appropriate safety and security management procedures that will effectively address issues that could and have impact on the security of IOM personnel, premises, assets, and operational activities.</p><p>1. Provide security briefings for IOM personnel deployed to and travelling within Yemen and coordinate all travel security requirements for the Country Office relating to all IOM operations, including assessments of road, air and river transport networks, medical evacuations and international staff travel within and from/to Yemen.<br>6. In coordination with the RSO, regularly review and monitor compliance on the UN Security Risk Management Measures (SRMM) and Residential Security Measures (RSM). This includes proactively participating in the Security Cell Meetings and actively providing guidance to the COM/HoO on issues raised in the Security Management Team (SMT), ensuring that IOM-specific operational requirements are considered for implementation of security measures and that a people-centred approach is mainstreamed in security risk management.<br>7. Acquire comprehensive operational understanding of IOM programmes in the Yemen and provide recommendation, including Security Risk assessments in areas where IOM works or is planning to deploy its teams.<br>8. <br><b>About the mission</b><br>SI opened its mission in Yemen in 2017, establishing its coordination in Aden. Since then, SI expanded the geographical scope of its intervention, and established offices in Al Mokha, Taizz and Marib, and operational presence in Hodeidah, Lahj, Dahle, Abyan, Shabwah, and Hadramout Governorates. The mission has a forecasted budget of about 21M Euros for the year 2024. It operates from Aden, where the coordination is based, and 4 operational field bases located in Taiz, Marib and Al Mokha with Emergency team also stationed in Aden. The mission is composed of approx. 20 expatriates and about 150 national staffs. Objectives for the mission for 2024 is to build on its Emergency Response capacity to expand in hard-to-reach areas and develop qualitative interventions responding to emergency and protracted needs, while enhancing resilience. SI is currently undertaking 11 different projects in Yemen, financed respectively by the ECHO, BHA, UN-OCHA, CDCS, SDC, DUTCH MOFA, CIAA and DG INTPA. SI implements emergency and resilience WASH programs with activities of water trucking, rehabilitation of water network, construction of emergency latrines and showers, distribution of hygiene kits, hygiene promotion, and cleaning campaigns. Under its FSL portfolio, SI distributes unconditional, multi-purpose cash to IDPs and host communities, support the livelihood component by supporting in Income Generating activities. SI has been one of the first humanitarian actors to access the West Coast and remains as of today positioned in hard-to-reach areas close to the frontline of Marib, Hodeidah and Maqbanah. Build on the partnerships' strategy of the Mission and support the reinforcement of SI's partnerships in Yemen both with national and INGOs<br>The main challenges:<br>The Yemen Mission has been working on an increased diversified resource mobilisation stratgey and is expected to potentailly have 5-6 new grants (CDCS Taiz, SDRPY Taiz, DG MENA Marib, DG MENA Taiz, FCDO, FRDL, SDC - Taiz) as well increasing new local partnerships (5-6), and two new consortia set ups, with SI being the lead.. Donors are not present in-Country and representation takes place remotely or through visits in Amman or other locations. Humanitarian funding is expected to decrease, while development donors have increasingly expressed interest to continue to support (e.g. EU, SDC). The push for cost-effectiveness pushes all INGOs towards consortia while the kicking in of the localization agenda imposes the development of local partnerships.<br>Priorities for the 2/3 first months:<br>1) Steer the Partnership strategy with a decisive step towards implementation of new integrated approaches an consortia over 2026/27<br>2) Facilitate the development of key propositional concept notes to forward the mission strategy in particular towards development donors<br>3) Work on the development of a more sustainable Grants department (so far relying on international staff only)<br>Security constraints:<br>The security situation in Aden remains unstable and volatile notwithstanding the distance from frontlines. Risks related to high proliferation of weapons, radicalization and potential jihadi attacks remain significant. Due to the above, movements for international staff remain highly constrained, with a limited number of public places (some cafes, restaurants and supermarket) validated for movements during daytime. High community dependence on natural resources for livelihoods, combined with security challenges in some areas, exacerbates habitat degradation, while low public awareness limits grassroots engagement in conservation. </p><br> <br> <p>The Global Environment Facility (GEF) Small Grants Programme (SGP) is implemented by UNDP on behalf of the GEF Partnership. UNDP oversees the Small Grants Programme (SGP) through the Vertical Hub and the Nature Hub of Bureau for Policy and Programme Support (BPPS). Funded by the Global Environment Facility (GEF), the Small Grants Programme efficiently channels direct grants to non-governmental and community-based organizations to help them cope with climate change; conserve biodiversity; protect international waters; reduce the impact of Persistent Organic Pollutants; and prevent land degradation.
