The position ensures quality services to clients in line with SCI Policies and Procedures.</span></p><br><p><span><strong>SCOPE OF ROLE: </strong></span></p><br><p><span><strong>Reports to:</strong> Director of Finance</span></p><br><p><span><strong>Staff reporting to this post: </strong>N/A</span></p><br><p><span><strong>Dimensions:</strong> Yemen CO is a high complex country, with multi-member interest, and an annual budget of around $25+m, and approximately with 200 staff members.</span></p><br><p><span><strong>KEY AREAS OF ACCOUNTABILITY: </strong></span></p><br><p><span><strong>Financial Accounting, Reporting and Control </strong></span></p><br><ul> <li><span>Review the monthly payroll calculation sheet, process the payroll, prepare staff salary transfer letters, and send them to related banks.</span></li> <li><span>Review staff entitlement documents, verify the calculation, and prepare the check or bank transfer letter.</span></li> <li><span>Maintain the control accounts and ensure the balance is zero before the hard close.</span></li> <li><span>Check the debtor and creditor accounts and reconcile them.</span></li> <li><span>Monitor cash balance KPI and ensure having less than $100k balance at the end of each month. </span></li> <li><span>Responsible to prepare the monthly financial report (MFR), provide any explanation needed for the items in the report, have it signed, and saved on the shared folder for the Global Team.</span></li> <li><span>Work with the Finance Manager and the Director of Finance to adjust any coding errors for posted transactions in the system when and if needed.</span></li> <li><span>Update staff on any new SOFs and DRCs opened or closed in the system through sharing the Data Validation GLOSS sheet on regular basis.</span></li> <li><span>Ensure smooth and proper closeout of CO books on monthly basis and by end of each month.</span></li> <li><span>Responsible for the communication and coordination with the Tax authority regarding our income tax file, answer their queries if any, and submit the audited financial statements.</span></li> <li><span>Answer queries from the RO or/and the Centre related to our finances.</span></li> <li><span>Ability to identify weaknesses and drive continuous improvement.</span></li> <li><span>Ability to coach, mentor, delegate appropriately, and provide developmental guidance to supervised staff where applicable</span></li> <li><span>Assist in other tasks reasonably required by the Director of Finance.</span></li> <li><span><strong>FMS, ER/CAM, TIM and Financial Data Quality </strong></span></li> <li><span>Review and check the financial data in Agresso on regular basis by generating and reviewing the Traffic Lights Report and Data Quality Assessment Report.</span></li> <li><span>Update the monthly exchange rates for specific awards with donor rules for FX when needed.</span></li> <li><span>Being the CO focal point for Agresso and communicate with the Global Team, the Centre, or/and FMS Support any issues we face and can't handle in Agresso.</span></li> <li><span>Being the CO Finance ER Super User.</span></li> <li><span>Run the invalid Timesheet Data Report throughout the month and ensure all employees correct any invalid codes before timesheet submission.</span></li> <li><span>Review the Timesheet Summary Report (TSR01) to identify any incorrect coding for both awards and the shared cost SOF. This review can be done throughout the month on bi-weekly basis, but must be completed before timesheets are approved by line managers and salary allocation process is run on the 5th working day following the end of the month.</span></li> <li><span>Responsible to do the single account reconciliation for the CO accounts on the financial system and follow up if there are mistakes to be adjusted or payments that should be paid.</span></li> <li><span>Process the Salary Allocation to transfer all salary and related employee costs to awards. Before doing this, finance should review the TSR01 report and approve the final coding with confidence. Salary allocation can only be run after salary GLACOS has been posted to the system and transferring timesheet process has been completed successfully. </span></li> <li><span>Generate the EXP02 report, review charges made to shared cost SOF, post corrections in Agresso before hard close on the 8th working day, and notify budget holders/line managers to make employees aware to use correct codes for the following month.</span></li> <li><span>Review charges made to the Premise SOF, post corrections in Agresso before hard close on the 8th working day, and notify budget holders/line managers to make employees aware to use correct codes for the following month.</span></li> <li><span>Recode costs that are unallowable to all awards to the Non-Award Fund (NAF) against DRC XX0001 XTC/NTC Unrecoverable. Services will be delivered through various settings including communities, community centers, and schools, using SCI's MHPSS models such as PM+, adolescents experiencing emotional and behavioral difficulties (EASE), Safe families, Child and Youth Resilience, structured play and recreation, home-based care, individual counselling, group counselling, and others.</span></p><br><p><span>The CP-MHPSS Officer will provide direct psychological support to children experiencing, or at risk of, mental health and psychological challenges. They will ensure that services are age-appropriate, gender-sensitive, and culturally relevant. This role requires close coordination with colleagues across multiple sectors, including Child Protection, Education, Health, and Nutrition, to ensure an integrated approach to programming. The Officer will also support the development and delivery of contextualized MHPSS messaging for children, caregivers, and communities.</span></p><br><p><strong>KEY AREAS OF field.</span></li> <li><span>Minimum of 3-4 years of professional experience, including at least 1 years in psychosocial support programming in humanitarian settings.</span></li> <li><span>Proven experience working directly with children and/or adolescents, especially in child protection and MHPSS.</span></li> <li><span>Strong experience in training, coaching, and capacity building of staff and Facilitators.</span></li> <li><span>Understanding of MHPSS principles, child development, and psychosocial risk factors.</span></li> <li><span>Familiarity with child protection mechanisms, national systems, and referral pathways.</span></li> <li><span>Proven skills in report writing (weekly, monthly, monitoring reports).</span></li> <li><span>Excellent communication and interpersonal What you will do As the ICLA Specialist , you won't just manage a programme you'll set the strategic direction for NRC's Information, Counselling and Legal Assistance (ICLA) portfolio across the country. You'll lead technical excellence, strengthen programme quality, mentor and develop high-performing teams, and influence national protection responses through coordination with UN agencies, donors, government counterparts, and humanitarian partners. This role offers the opportunity to: • Lead the development and implementation of NRC's national ICLA strategy in Yemen. • Shape humanitarian responses by co-leading the national Housing, Land and Property Working Group and the Legal Aid Technical Working Group alongside UNHCR and representation of NRC in Yemen. • Influence policy and advocacy on critical issues such as housing, land and property rights, civil documentation, and access to justice for internally displaced people and returnees. • Drive programme innovation by integrating ICLA across Shelter, Education, Site Management, and Protection programming. • Strengthen organisational capacity by coaching technical teams, developing guidance and training materials, and embedding best practices across the programme. • Build strategic donor relationships , contribute to resource mobilisation. • Ensure high-quality programme delivery by providing technical support, mentorship, coaching, and induction of ICLA staff and overseeing adherence to NRC policies and donor requirements. What you will bring • Bachelor s degree in law, human rights, international relations, political sciences or equivalent. • Minimum 5 years of experience within protection, legal protection and HLP issues. • Demonstrated understanding of humanitarian principles and minimum protection standards, humanitarian coordination mechanisms, applying protection standards to vulnerable communities. • Knowledge of relevant concepts of international refugee and human rights law and understanding of protection principles. Expertise in HLP rights, IDPs /refugee related programmes. • Experience in coordination and liaison with external actors. • Fluency in English, both written and verbal. The Budget and Programming mission is to support and enable operations by safeguarding resources and efficient management of WFP resources, risk-informed end-to-end planning, budgeting and reporting that enables WFP to deliver its key priorities, strategic objectives and achieve its zero hunger goals. Job holders are required to operate with minimal supervision to provide analysis and advice on resource planning and management issues.</p><p>JOB PURPOSE: To deliver budget and resource analysis and programming activities, typically with a lower level of complexity, and/or provide support to Global HQ, partnering with and supporting managers in the application of best practice approaches for the efficient, effective and compliant utilisation of funds.</p><p>Budget Planning and Management</p><p>1. Contribute to the implementation of plans and policies by setting clear goals; coordinate processes for budget and programming activities in compliance with WFP and functional strategies.</p><p>2. Review budgets for accuracy, appropriateness, cost containment/effectiveness and completeness in line with available guidelines, flagging any shortcomings and providing comprehensive feedback to the main stakeholders as needed.</p><p>3. Review and release budgets in WFP s corporate systems ensuring that all budget-supporting documents are available, and address received comments and recommendations before relevant resource data is recorded in internal systems for reference.</p><p>4. Support the preparation of funding proposals through donor trend analysis against operational shortfalls, proposing fund prioritization options by activity and modality as necessary.</p><p>5. Analyze CSPs/RBPs closure activities, ensuring actions are taken for the receiving of resources transfers and the timely start and closures of activities.</p><p>Pipeline Management</p><p>6. Review and analyze commodity pipeline requirements including Advance Financing requests in collaboration with stakeholders at the operational level to ensure timely shortfall coverage and efficient utilization of contributions.</p><p>7. Review monthly pipelines, participate in meetings and provide feedback to the CO/RO teams on resource allocations and corporate stock replenishments to maximize operational effectiveness, escalating based on severity of pipeline shortfalls and using relevant pipeline management tools.</p><p>8. Coordinate and consolidate information for the monthly, cross-functional, pipeline working group, (across Area Offices, Sub Offices and Field Offices as needed), that proactively discusses resource availability and upcoming shortfalls, while recommending timely mitigation measures.</p><p>9. Participate in meetings with internal stakeholders to discuss the utilization of foreseen contributions and support the process of developing funding proposals.</p><p>Funds, Performance Management, and Reporting</p><p>10. Advise spending units on the timely and appropriate programming and utilization of funds, to align with funding proposals and donor conditions, proposing timely recommendations and possible corrective actions that enable reporting in close collaboration with the Partnerships teams.</p><p>11. Monitor fund sub allotments as per available procedures and guidelines, to avail funds to spending units for timely commitment.</p><p>12. Coordinate and consolidate inputs for the CO/RO Resource Management Committee (RMC) which reviews and prioritizes resources against the Country Portfolio Budget (CPB) implementation plans, as per agreed timelines.</p><p>13. Contribute to the preparation of interim, progress and final reports as stipulated in various contribution agreements between WFP and specific donors, particularly for those locally negotiated contributions, in close collaboration with CO and Global HQ counterparts as required.</p><p>Other</p><p>14. Where needed, contribute to the activation/deactivation and management of Global Commodity Management Facility (GCMF) supply lines, participate in knowledge transfer activities in support of the facility and facilitate decision-making for the allocation of corporate stocks.</p><p>15. Supervise, guide a small-sized team, coaching and providing/delivering training to build capacity and increase expected level of operational support, acting as a first escalation point on more complex analysis and queries.</p><p>16. Perform other relevant duties as required.</p><p><strong>Desired Candidate Profile</strong></p><p>Experience performing analytics of medium complexity and presenting the information to meet various audience needs. Experience preparing, managing and reporting on operational budgets. Experience in working with large datasets, extracting information from them in an easy to interpret manner. A demonstrated and adequate understanding of information and financial systems and how those support the implementation of operations. Thorough understanding of operational planning and business processes, rules and procedures and applying them consistently in the implementation and support of programme interventions. Adequate knowledge of programme operational requirements and how these translate into resource management requirements, enabling the proposition of recommendations for improvement in a proactive rather than reactive manner. Experience coordinating operational planning and fostering discussions around resource projections and implications on a programme-wide level, integrating trend analyses and ongoing discussions to drive the way forward. Ability to consolidate and share resource management information in a way that supports decision making and emphasizes accuracy and consistency in numbers across teams. Ability to coach, train and mentor a team of staff to deliver at expected levels.</p><p>Education: Advanced university degree in Business Administration, Statistics, Finance, Economics or any other relevant field. Additional professional trainings in project management, statistical analysis and/or operational planning and management are desirable.</p><p>Experience: At least 7 years of post-graduate experience including 3 years of professional experience related to Budget and Programming, humanitarian/development programme management and capacity building.</p><p>Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).
