<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>Our client is undertaking a project that aims to restore access to critical urban service in selected cities within the Republic of Yemen under Yemen Integrated Urban Services Emergency Project Phase two (YIUSEP-II) . One of these services is Energy services. Our client will be responsible for the design and implementation works of PV solar systems and diesel gensets that will increase the targeted facilities reliability and service capacity. All of that to be done ensuring highest standards in design, and respect of state of the art requirements for aesthetics, safety and sustainability. To hire professional Consultant Engineer able to provide a variety of engineering services required by the Our client under instructions and directions of the Project Manager, Renewable Energy Specialist and City Engineer. The engineering services desired include, but are not limited to: Role objectives The scope is to prepare technical designs, Bill of Quantities (BOQ), and tender documents of solar system and/or genset system solutions to target facilities in accordance with Our client guidelines and standards. This will include but not limited to: Carry out field visits to target facilities - which may include traveling to various governates- to: a. Inspect and verify the actual needs; b. Consult with the facility s management and administration about the expected needs. c. Cooperate with electrical engineer to identify the required space for system required components such as Solar PV panels, distribution and control boards, batteries, Diesel generators and fuel tanks. d. Cooperate with the electrical engineer to Identify possible cable routs and any possible obstacles. e. Instruments. The engineer shall be familiar with measurement instruments and apparatus required for such assignment including Surveying Equipment such as TOTAL STATIONS. Prepare appropriate civil and steek structural designs for target facilities based on proposed energy system either solar or gensets - and according to site suitability. This will include the following: a. A full description of the target facility including its location (with GIS coordinates), existing capacity, functionality, provide photograph for the available areas for the required civil and steel structure either rooftop or on ground. b. AutoCAD drawings for the available areas presenting the south direction and azimuth, illustrating the proposed location and details for the panels, steel structure(s), Battey or Generator rooms. c. The design shall consider HSSE and aesthetic concerns. Provide technical and administrative support throughout all stages of designing processes and respond for any inquiries and modification requests from design review team through Our client energy specialist until getting final approval and design certificate. Working in coordination with Our client Renewable Energy Coordinator, City Engineers and Social Safeguard Officer. The consultant will prepare and deliver the required documents in a professional way within specified working period which will include but not limited to: - Technical assessment report. - High quality digital photographs. - AutoCAD detailed design using approved layout templates. - Sizing Calculation sheets. - Bill of Quantities (BOQ), including detailed specifications and cost estimation. All team s members shall working side by side and perform all tasks assigned cooperatively. Protecting the confidentiality of work. Any additional duties required as needed within the scope of the project. Project Supervising: The minimum criteria in regard to the duties responsibilities and expectations of the supervising during the implementation phase of the hybrid solar system project in accordance with Our client guidelines and standards. This will include but not limited to: Responsible for all QC activity on site, performing QC Assessments of work by Technicians. Conduct on- site observations to assure conformance with the contract documents regarding work, materials and equipment. Arrange and attend field observations where issues of conformity with approved design and specifications arise. Make sure that the contractor is adhering the minimum safety and quality policies and procedures. Review shop drawings and advise of any significant changes required. Issue field instructions for correction of any work that does not conform to the approved contract documents, and if needed, Request change orders when required for review, discussion and approval. Review the project file maintained on the site by the Supplier/contractor to ensure that the necessary tests have been performed and the results were satisfactory, issue remedial instructions if the test results were found unsatisfactory. Review the project file maintained at the site by the Supplier/contractor to ensure that all the necessary documents, such as, but not limited to, warranties, guarantees, test results, shop drawings, field instructions, reports and change orders, etc. Are filed and kept at a place. Review the implementation progress against the most current implementation progress schedule with the Supplier/contractor, evaluate its suggestions and submit recommendations. Review the payment requisitions presented by the Supplier/contractor and certify consistency with the implementation progress. Conduct an inspection of the development, or a portion of it, on request from the Supplier/contractor for issuance of a substantial completion certificate and develop a punch-list of incomplete items. Conduct an inspection of the development for the completion of the punch-list items. Inspect the material storage for their conformance with the contract requirements and general suitability, issue written recommendations, if necessary. Education University degree in Civil engineering.</p><p>b. Work Experience More than 6 years working experience in project assessment, design supervising and management experience in civil and steel structural design and implementation is essential. Experience in the usage of computers and software packages (Structural design software, Autodesk AutoCAD, Microsoft office). Very Good Knowledge in written and oral of English and Arabic languages is required.</p><p>c. Key Competencies Excellent oral and written communication skills. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms. About the mission SI opened its mission in Yemen in 2017, establishing its coordination in Aden. Since then, SI expanded the geographical scope of its intervention, and established offices in Al Mokha, Taizz and Marib, and operational presence in Hodeidah, Lahj, Dahle, Abyan, Shabwah, and Hadramout Governorates. The mission has a forecasted budget of about 21M Euros for the year 2024. It operates from Aden, where the coordination is based, and 4 operational field bases located in Taiz, Marib and Al Mokha with Emergency team also stationed in Aden. At the global level, the UN continues to promote the responsible, inclusive, and trustworthy use of emerging technologies in support of sustainable development. In September 2024, during the Summit of the Future, world leaders adopted the Pact for the Future, together with its annexes the Global Digital Compact (GDC) and the Declaration on Future Generations. The GDC underscores the importance of digital trust, secure and interoperable digital systems, and effective digital governance. These objectives depend fundamentally on robust e-transactions legislation that provides legal recognition to e-communications, signatures, trust services, and contracts mechanisms, thereby enabling safe participation in the digital economy. The UN ESCWA has a long-standing engagement in supporting its member States in the field of cyber legislation. In 2007, UN ESCWA published the study Models for Cyber Legislation in UN ESCWA Member Countries , which reviewed regional and international legal developments and introduced practical templates for assessing and reforming national cyber laws. The objective of those templates is to support Arab countries in drafting and harmonizing national cyber laws. Through its technical cooperation program, UN ESCWA remains committed to assisting member States in strengthening legal and institutional capacities related to the digital and emerging technologies. Recently, the Ministry of Telecom and Information Tech (MTIT) in Yemen requested UN ESCWA s advisory services to develop e-transactions and trust services law aligned with international standards and regional best practices. In response, UN ESCWA is engaging a qualified legal consultant to provide specialized expertise in the area of e-transactions and trust services, with a particular focus on the Yemeni legal and institutional context. The consultant shall use as primary reference frameworks the ESCWA Cyber legislation directives, UNCITRAL Model Law on Electronic Commerce (1996), the UNCITRAL Model Law on Electronic Signatures (2001), and the UNCITRAL Model Law on Electronic Transferable Records (2017), supplementing these with the EU eIDAS Regulation and relevant Arab country implementations. For the purposes of this consultancy, 'trust services' include: qualified electronic signatures and seals, electronic timestamps, electronic registered delivery services, website authentication certificates, and preservation services for electronic signatures, consistent with the eIDAS framework or its functional equivalent. This consultancy is part of a coordinated package of three inter-related legal instruments being developed simultaneously for Yemen: Access to Information Law, Personal Data Protection Law, and an e-Transactions and Trust Services Law. The consultant shall be aware of this broader legislative package and shall flag, in the drafting notes annex, any provisions in the assigned law that intersect with or depend upon the other instruments, to ensure coherence across the three laws. The provision of this advisory service, including the scope of work and expected outputs, is outlined in these Terms of Reference III. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the report on e-transaction law. To produce the draft report, the consultant is requested to conduct, among others, the main following tasks: 1. Benchmarking and Best Practices Review current national laws related to digital and emerging technologies in Yemen; Review best regional and international practices in e-Transaction and trust services law (at least 2 selected regional and 2 international cases) and justification for case selection provided in the report; 2. Stakeholder Engagement Identify main national stakeholders, hold, in coordination with MTIT, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals; Contribute to sectoral workshops to discuss needs and priorities, if needed; Discuss priorities and needs with MTIT and ESCWA; Document findings, priorities, and challenges. 3. Situational analysis Analyze existing legislation, and regulatory frameworks; Conduct a comprehensive gap analysis; 4. Law Development Draft a suggested law based on national needs, gap analysis, international/ regional best practices, and ESCWA template for cyber legislations. </p></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><p>An advanced university degree in law or a related field is required. A Ph.D. degree is desirable. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. At least 5 years of demonstrated experience in the drafting or advisory assessment of e-transactions legislation, electronic signature law, or trust service regulation is required. Familiarity with PKI (Public Key Infrastructure) frameworks and certification authority regulatory models is desirable. Familiarity with the Yemeni legal system or civil law systems in the Arab region is an asset. Previous experience in the delivery of research papers is desirable.</p><p></p></section>
