Office/Unit/Project Description </strong></p><br> <p>Yemen is experiencing one of the world’s most severe humanitarian crises, shaped by prolonged conflict, political instability, and deep economic decline. These factors have severely undermined state institutions, fragmented governance structures, and reduced fiscal capacity, contributing to widespread poverty, food insecurity, and vulnerability. Social cohesion remains under pressure, particularly in rural areas where access to livelihoods, employment, agricultural resources, and basic services is severely constrained. Environmental fragility and increasing exposure to climate shocks further exacerbate vulnerability, particularly for communities dependent on agriculture. </p><br> <p>Short-term humanitarian interventions, although indispensable for alleviating the immediate impact of the emergencies on vulnerable communities, cannot steer more fundamental recovery nor address the underlying underdevelopment causes of the conflict. Situation analysis reveals critical gaps in transitioning from short-term humanitarian assistance to sustainable development approaches. </p><br> <p>According to a recent UNDP study (2024), the prevailing focus on immediate food assistance has not sufficiently addressed structural vulnerabilities, as there is a weak correlation between the scale of humanitarian aid and improvements in food security. Cash assistance programs provide short-term relief but often contribute to inflation and do not resolve the underlying causes of poverty. Governance deficits, logistical challenges, bureaucratic barriers, and insecurity further limit effective aid delivery, especially in remote and hard-to-reach areas. </p><br> <p>As a result, there is a pressing need to integrate longer-term interventions in the local food systems that promote food security through economic development, enhance productivity and value addition, support private sector growth, and create sustainable livelihoods, while strengthening the supply of goods and services. </p><br> <p>This project responds to these realities by adopting a resilience-oriented approach that integrates the Humanitarian–Development–Peace (HDP) Nexus. The intervention scope focuses on sustainable livelihoods and value chain development through agricultural support (technical innovation, seed distribution, irrigation rehabilitation, livestock care, and crop diversification); agribusiness development (strengthening value chains, institutionalizing climate-resilient practices, and shock protection); strengthening the business enabling environment (collaboration between agribusinesses, private sector, and local authorities); microfinance (microloans, savings groups, and financial literacy); and support for vulnerable groups including IDPs, women, and youth through inclusive, gender-sensitive livelihood opportunities.</p><br> <p>The RESOLVE project is implemented in close synergy with the Local Governance for Area-Based Development (LoGABD) project and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, forming an integrated portfolio under the Area-Based Development (ABD) framework. The Gender Analyst will therefore be expected to ensure gender mainstreaming coherence across this portfolio, working collaboratively with gender focal points and technical teams across all three projects to maximize synergies and avoid duplication.</p><br> <p>Gender equality is a significant objective across all components of this project and engagement, and empowerment of women is key to achieving the aimed results.</p><br> <p><strong>2. <p>Yemen remains one of the world s most severe humanitarian crises, after more than a decade of conflict, economic decline, climate shocks, and political instability. In 2026, over two-thirds of the population require humanitarian assistance, including 9.4 million people identified as most in need of life-saving support.</p>
<p>The health system is under extreme strain, with only 59.3% of health facilities fully operational and 19.3 million people requiring healthcare services, including more than 660,000 pregnant women in need of urgent care. Cholera continues to pose a major public health challenge, adding pressure to an already weakened system.</p>
<p>The operational environment remains highly volatile, marked by security incidents, service disruptions, funding cuts, and economic challenges that regularly affect humanitarian activities.</p>
<p>M decins du Monde operates across northern and southern Yemen, with a coordination office in Sana a and field offices in Aden and Marib. Its interventions focus on two strategic priorities:</p>

<p>As MHPSS coordinator you will be in charge of overseeing all MdM s MHPSS programming for the Yemen mission. You will contribute to proposal writing and development of new projects or concepts as per MdM s mandate. You will also take part in the country strategy elaboration for the MHPSS sector, led by the general coordinator. </p>

<p>The United Nations World Food Programme (WFP) is the world's largest humanitarian organization, working to save lives and combat hunger globally. In Yemen, one of the world's most severe humanitarian crises continues to drive widespread food insecurity and vulnerability. According to the 2026 Humanitarian Needs and Response Plan (HNRP), an estimated 22.3 million people require humanitarian assistance, including 18.3 million people in need of food security and livelihood support. WFP's response focuses on saving lives, protecting livelihoods, and improving food consumption among the most vulnerable populations through life-saving food assistance and nutrition interventions. To support evidence-based programming and strategic decision-making, WFP Yemen's Vulnerability Analysis and Mapping (VAM) unit leads food security monitoring, assessments, and analysis across the country. The unit conducts large-scale food security and livelihood assessments, market monitoring, beneficiary monitoring, and other analytical activities that generate critical information on food security conditions, market trends, household vulnerabilities, and humanitarian needs.
