The Climate Change, Water, Environment and Energy (CCEE) Unit leads the design and implementation of a growing portfolio of projects funded by the Global Environment Facility (GEF), the Green Climate Fund (GCF), bilateral and multilateral partners, focusing on climate change, biodiversity conservation, sustainable natural resource management, and sustainable energy.</p><br> <p>The Climate Change, Water, Energy & Environment Unit works to support achievement of UNDP strategic objectives to create a world where people and planet thrive together, and to help the Country Office act with both ambition and scale to address urgent problems facing the country, as well as the deteriorating global climate conditions. Programme unit staff assist the Country Office in formulating and implementing programme strategies that go beyond solving immediate development challenges to create future smart and integrated systemic changes in resilience and capacity building within the country. The CCEE portfolio includes upstream policy support (e.g. NAP, NBSAP, LT-LEDS), project development pipelines (GEF/LDCF/GBFF/GCF), and downstream implementation of complex, multi-sectoral interventions across Yemen. Operating in a high-risk context, the unit integrates UNDP Social and Environmental Standards (SES), gender equality, stakeholder engagement, and conflict-sensitive approaches across all programming.</p><br> <p>To support the expanding portfolio, UNDP Yemen is recruiting a Programme Analyst (NOB). Reporting directly to the Team Leader, the Programme Analyst will provide high-level analytical, programmatic, and operational support, ensuring the effective delivery of the portfolio and maintaining strong coordination with national partners, including the Ministry of Water and Environment.</p><br> <p>Under the overall guidance of the CCEE Team Leader, the Programme Analyst provides substantive technical and analytical support to the implementation, monitoring, and management of the CCEE portfolio.</p><br> <p>The Programme Analyst contributes to the effective delivery of projects by supporting programme implementation, strengthening monitoring and evaluation processes, and ensuring the quality and consistency of reporting in line with UNDP corporate standards and donor requirements. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><br></p><p>Overall purpose of the role: The Economic Recovery Coordinator provides overall technical leadership, and coordination to DRC s economic recovery programming in Yemen, including food security, decent livelihoods, and financial inclusion, with cross-cutting technical support on CVA, market system development and climate-sensitive natural resource management. The Economic Recovery Coordinator has the overall responsibility for designing, coordinating, supporting, and representing DRC's Economic Recovery program in Yemen in external coordination mechanisms (as well as a member of the Cash Consortium for Yemen) and for providing technical guidance and strategic directions to DRC teams operating across the country.</p><p>Duties and Responsibilities:</p><p>Technical Oversight</p><ul><li>Develop economic recovery program strategy and priorities based on thorough understanding of needs and context, aligned with DRC s mandate and regional/global strategies. <p>Mercy Corps has developed a Crisis Analysis function to support our programming in the most complex contexts, including Syria, Lebanon, Palestine, Ukraine, and others. The Crisis Analysis supports Mercy Corps in-country programming as well as the wider humanitarian response in the region through the provision of quality, timely and relevant analytical products. This analysis is grounded in Mercy Corps position as an operational NGO, keeping our products constructive and relevant for humanitarian, early recovery, and development responders and donors within a given crisis.</p><p>The Lead Analyst will provide strategic analytical leadership for Mercy Corps Crisis Analysis work in Yemen. Social cohesion remains under pressure, particularly in rural areas where access to livelihoods, employment, agricultural resources, and basic services is severely constrained. Environmental fragility and increasing exposure to climate shocks further exacerbate vulnerability, particularly for communities dependent on agriculture. </p><br> <p>Short-term humanitarian interventions, although indispensable for alleviating the immediate impact of the emergencies on vulnerable communities, cannot steer more fundamental recovery nor address the underlying underdevelopment causes of the conflict. Situation analysis reveals critical gaps in transitioning from short-term humanitarian assistance to sustainable development approaches. </p><br> <p>According to a recent UNDP study (2024), the prevailing focus on immediate food assistance has not sufficiently addressed structural vulnerabilities, as there is a weak correlation between the scale of humanitarian aid and improvements in food security. Cash assistance programs provide short-term relief but often contribute to inflation and do not resolve the underlying causes of poverty. Governance deficits, logistical challenges, bureaucratic barriers, and insecurity further limit effective aid delivery, especially in remote and hard-to-reach areas. </p><br> <p>As a result, there is a pressing need to integrate longer-term interventions in the local food systems that promote food security through economic development, enhance productivity and value addition, support private sector growth, and create sustainable livelihoods, while strengthening the supply of goods and services. </p><br> <p>This project responds to these realities by adopting a resilience-oriented approach that integrates the Humanitarian–Development–Peace (HDP) Nexus. <p><br></p><p>Brief about the Project</p><p>The THRIVE Project has been developed alongside the DG MENA-WASL Project to strengthen climate-resilient livelihoods and inclusive agriculture systems in Taiz Governorate through an integrated watershed management approach. The program adopts an area-based strategy that recognizes the interdependence between natural resources, agriculture production, local institutions and market systems. The project is implemented by a consortium of international and national partners under the leadership of SI, alongside BCFHD and Al Tawasul. Under the SDC-funded component, the project directly supports efforts to improve local market resilience, agriculture production and gender equity.</p><p>The THRIVE Project requires an implementation-oriented assessment to better understand the opportunities, barriers, and enabling conditions for women's economic empowerment within the target districts.</p><p>Objectives of the Consultancy Assignment</p><p>The overall objective of this assignment is to conduct a comprehensive Women's Economic Empowerment, Agency and Enterprise Ecosystem Assessment that generates the evidence required to strengthen women's economic inclusion and inform the THRIVE Project's implementation. Over 80 percent of Yemen’s population is estimated to need humanitarian assistance, and more than 2.5 million Yemenis have become IDPs. The ongoing conflict has destroyed much of the institutional ability of key ministries, governorates, and local authorities to deliver essential social services to citizens. Public service restoration is also essential for a smooth transition to recovery, as a political agreement is being negotiated. Combining communities’ own efforts with whatever limited state institutional capacity remains are needed to both curtail further humanitarian deterioration and the political ramifications of total state collapse. Yemen is one of the most food insecure countries in the world. Around 20 million people (70 percent of the population) are facing hunger, a 13 percent increase from 2017. The current conflict has led to a decline in the national economy. Gross Domestic Product was cut in half since 2015, and more than 80 percent of the population living below the poverty line. The fighting around the country’s seaports and the ensuing suspension of commercial imports and supply shortages, the depreciation of the Yemeni riyal, which is now worth barely a third of 2015 level, have combined to push the food prices up. Only half of health facilities are functioning, and many Yemenis in need of critical treatments especially for malnutrition are too poor to access the ones that are open. Beyond those at risk of famine, many millions with only emergency food assistance to survive, face a collapse in their immune systems – especially children and the elderly – increasing their vulnerability to malnutrition, cholera and other diseases. Chronic water shortages exacerbate food insecurity and risk of famine in areas where people depend on agriculture for food and income.</p><br> <p>This heightened crisis is calling for scaled-up support to address the immediate needs while also leveraging and enhancing national capacities and systems for resilience-building for populations in Yemen with increased vulnerabilities that can complement a largely insufficient humanitarian response and at the same time for the need to maintain the existing capacities and mechanisms at local and national level to maintain the foundation for future reconstruction and recovery.</p><br> <p>The World Bank funded projects aim to Improve access to food and, nutritious diets, social protection, economic opportunities, food security and effective management of water sector in Yemen. This is done through several activities including infrastructure rehabilitation, support to improve agriculture production and quality by reducing post-harvest losses and improving climate resilience and access to markets</p><br> <p>While ensuring direct support in a fragile context, UNDP, in partnership with the WB is also strategizing to ensure that short term benefits are translated into longer term development impact.<br> </p><br> <p><strong>Position Purpose</strong></p><br> <p>UNDP is seeking to recruit a Chief Technical Advisor to manage three World Bank funded projects. S/he shall work under guidance of the Deputy Resident Representative for Programme, and shall provide strategic advice and technical oversight for the projects under his/her responsibility to ensure that all outputs are of high quality and consistent with the delivery of results according to the Project Documents and Project Result Frameworks and will provide coordination and technical guidance to projects team consisting for successful implementation of the outputs and activities. Protracted conflict, economic deterioration, climate-related shocks, and constrained access to essential services continue to drive widespread humanitarian needs. In Government of Yemen (GoY) controlled areas, approximately one in two people experience acute food insecurity, as declining household purchasing power, inflation, and disrupted livelihoods leave millions unable to meet their basic food needs. Nearly 5.4 million people are experiencing IPC Phase 3 or above (Crisis or worse) acute food insecurity between June to September 2026, with 1.6 million people experiencing IPC Phase 4 (Emergency). Despite the harvest season, urgent needs are expected to persist from October December 2026, with 5.4 million people in IPC Phase 3 or above and deepening severity. The Head of Field Office will provide strategic leadership and overall management of field office operations, ensuring the effective and efficient use of human, financial, and operational resources to deliver high-quality programme activities aligned with the approved Interim Country Strategic Plan (ICSP and organizational policies. The position will also support the application of innovative statistical techniques including Artificial Intelligence and Machine Learning approaches and strengthen the quality and credibility of evidence generated by the VAM unit.</p><strong>Key Accountabilities (not all-inclusive)</strong><ul><li>Support the design and implementation of food security, market prices and market functionality, beneficiary targeting, and ad hoc assessments by applying appropriate statistical methods and ensuring methodological rigor throughout the assessment cycle.</li><li>Develop sampling methodologies, sample frames, and sample size calculations for household surveys, market assessments, monitoring activities, and other evidence-generation exercises conducted by WFP Yemen.</li><li>Lead data processing activities, including data cleaning, validation, weighting, imputation, and preparation of analysis-ready datasets, ensuring accuracy, consistency, and adherence to established quality standards.</li><li>Conduct statistical analyses of food security, livelihoods, market, beneficiary, and vulnerability datasets using WFP corporate techniques of quantitative and qualitative data analysis.</li><li>Support the development, calculation, and validation of key food security, market, targeting, and outcome indicators used in WFP monitoring and assessment systems.</li><li>Ensure quality assurance of data collection processes through development of validation rules, consistency checks, field monitoring tools, and data quality assessment procedures.</li><li>Contribute to the design, testing, and refinement of questionnaires, survey instruments, and digital data collection tools to improve data quality and operational efficiency.</li><li>Develop and maintain statistical code, automated scripts, and reproducible analytical workflows using relevant statistical software and programming languages to improve efficiency and standardization of analyses.</li><li>Support advanced quantitative analyses, including trend analysis, predictive modelling, small-area estimation, targeting analysis, and other analytical techniques required for food security monitoring and humanitarian response.</li><li>Prepare statistical tables, analytical datasets, metadata, technical documentation, and methodological notes to support reporting and ensure transparency and reproducibility of analytical outputs.</li><li>Support the production of periodic analytical products by providing robust statistical evidence, indicator calculations, and quantitative findings for reports, dashboards, briefs, and other information products.</li><li>Contributes to the integration and harmonization of diverse datasets, including household, market, targeting, operational, geographic, and secondary data sources, to strengthen analytical capacity within the VAM unit.</li><li>Provide technical guidance and training to VAM staff, field teams, cooperating partners, and government counterparts on survey implementation, sampling methodologies, data quality management, and statistical analysis techniques.</li><li>Support emergency assessments and rapid response analytical efforts by conducting timely statistical analysis and ensuring the availability of reliable evidence during crises and sudden-onset emergencies.</li><li>Maintain statistical standards, documentation, and archiving systems to ensure compliance with WFP policies, best practices, and data protection requirements.</li><li>Provide GIS and geospatial data-analysis and management support, including geocoding, spatial joins, administrative boundaries, vulnerability layers, operational locations and map production, where applicable.</li><li>Develop and maintain dashboards and automated reporting products for food security, market prices, assessment results, rM&E/mVAM and other priority VAM indicators.</li></ul><p><strong>Desired Candidate Profile</strong></p><p>University degree in Statistics, Applied Statistics, Mathematics, Econometrics, Data Science, or a related quantitative discipline, with strong training in survey methodology, sampling, statistical modelling, and quantitative analysis.</p><p>Total relevant 5 years of experience including 1 year of Professional experience in statistics, quantitative/qualitative analysis, survey methodology, data management, monitoring and evaluation, food security analysis, economics, or a related field.</p><p>Experience in survey design, sampling methodologies, statistical analysis, data quality assurance, and management of large datasets is highly desirable.</p><p>Experience working with humanitarian, development, or socio-economic data and proficiency in statistical software packages like R, STATA, SPSS, Python would be necessary.</p>
