<p><strong>Overall purpose of the role:</strong></p>
<p>The Technical Field Manager (TFM) has the primary function of providing direct management, training and technical advice to the national staff under his/her responsibility. The purpose of providing this technical advice is to develop the capacity and technical knowledge of the national mine action staff within HDP. The objective of building technical knowledge and capacity within the national staff is to ensure that the correct and safe Mine Action practices are followed, and sustainable supervision and management capacity is developed within the organization.</p>

<p><strong>OPERATIONS:</strong></p>
<p>The TFM is responsible for all operational aspects of his/her assets including the following.</p>
<p><strong>Technical responsibilities and oversight</strong></p>
<ul>
<li>Responsible for daily management and supervision of operational activity, ensuring safety and quality of EOD and MMC operations.</li>
<li>Supports the HDP Operations Manager in the planning and tasking of operational assets.</li>
<li>Manages, mentors and supervises national staff ensuring that they carry out their duties in a responsible manner. Ensure all teams are fully compliant with IMAS, NMAS & DRC HDP SOPs.</li>
<li>Delivers and monitors training to build capacity within the national staff in consultation with the OM.</li>
<li>Regularly conducts internal quality assurance of EOD providing corrective action where necessary.</li>
<li>Daily reporting of all HDP activities to OM and IM unit.</li>
<li>Monitor and analyse productivity and report back with recommendations for improvement</li>
<li>Supports the process of accreditation of DRC HDP in xx country according to legislative requirements, as required.</li>
<li>Assists the OM in the revision of National Standards and DRC HDP SOPs.</li>
<li>Advice, assists and guides other DRC sector staff to mitigate mine and ERW risks when operating in contaminated areas, as required.</li>
<li>Implement security measures in accordance with the security plan and coordinate with the OM.</li>
<li>Support capacity building of national partners through training and mentoring.</li>
<li>Ensure that priorities set by the programme, and NMAA are met, and the requirements of the donors and beneficiaries are taken into consideration</li>
</ul>
<p><strong>Logistics</strong></p>
<p>The TFM is to ensure the logistic requirements for his/her assigned assets are planned for and correctly managed. Specifics are as follows:</p>
<ul>
<li>Ensure the serviceability of equipment for assigned tasks.</li>
<li>Ensure timely replacement of defective equipment for assigned tasks.</li>
<li>Ensure long-term planning for equipment that has expiry restrictions.</li>
<li>Follow up on requisitions to HQ for his/her assigned tasks.</li>
<li>Ensure damage and losses are reported correctly.</li>
<li>Ensure logistic procedures between the field and HQ are being followed.</li>
<li>Be the Logistic focal point to coordinate with the Logistics Manager in HQ for his /her assigned tasks.</li>
<li>Assist the OM and Logistics Manager in developing plans for maintenance and turnover of operational equipment.</li>
</ul>
<p><strong>Administration / Human Resources</strong></p>
<p>The TFM is responsible for monitoring various aspects of admin and HR of his/her operational assets including the following:</p>
<ul>
<li>Discipline and welfare of assigned staff including Code of Conduct, absenteeism and determining the root cause and effect on operations.</li>
<li>Ensure correct staff levels are maintained for tasks.</li>
<li>Identify staff that have potential for advancement and make recommendations to the OM.</li>
<li>Conduct annual appraisal of staff as directed by the OM.</li>
<li>Document staff work and leave records on a monthly basis.</li>
<li>Facilitate the recruitment of field-based staff in your field location.</li>
<li>Finance, the TFM is to monitor the financial aspects of his/her operations with the following responsibilities.</li>
<li>Ensure correct financial procedures are followed at field level.</li>
<li>Verify and sign all field vouchers and payments at field level.</li>
<li>Monitor operational expenditure at field level.</li>
<li>Note: The above financial tasks will also include AVR based operations.</li>

<li>Fluency in written and spoken English and Arabic with excellent writing skills required</li>

This coastal zone lies at the confluence of the Red Sea and the western Indian Ocean, forming part of a globally significant marine ecosystem renowned for its rich mosaic of habitats, high species diversity, and many endemic species . Its waters sustain vibrant coral reefs, extensive seagrass beds, and scattered mangrove forests, which collectively harbor extraordinary biodiversity. More than 300 species of reef-building corals and 1,300+ species of fish inhabit the Red Sea–Gulf of Aden region, alongside ~170 bird species, 20 species of marine mammals, and countless invertebrates . Yemen’s shores provide critical nesting and feeding grounds for endangered five sea turtle species as well as vital stopover sites for seabirds and habitat for charismatic species like dolphins and reef sharks. Such natural wealth underpins the global conservation value of Yemen’s southern coast, marking it as an ecological hotspot that contributes significantly to the planet’s marine and coastal biodiversity heritage .</p><br> <p>Equally important is the role of these coastal and marine ecosystems in bolstering climate resilience and sustainable development for the region. Fringing coral reefs and mangrove-lined bays serve as natural storm barriers, protecting coastal communities from erosion and extreme weather by dissipating wave energy. In addition, healthy wetlands and coral reefs stabilize coastal line and sustain water quality, while extensive seagrass beds and coral nurseries support fisheries that are the lifeblood of local livelihoods. Indeed, Indigenous Peoples and Local Communities (IPLCs) along this coastline have for generations depended on artisanal fisheries (supporting ~1.7 million people and employing 20% of coastal population) and mangrove wood harvesting for their sustenance and economic well-being. Many coastal villages derive their primary income and food security from the sea, meaning that intact ecosystems are directly tied to community resilience and cultural heritage . Moreover, community-led ecotourism initiatives are increasingly offering alternative livelihood opportunities that both generate income and reinforce economic importance of coastal and marine ecosystems.</p><br> <p>Yemen’s coastal ecosystems, despite their high conservation, economic and adaptation value, face escalating threats requiring urgent, targeted interventions. Habitat loss and degradation are already severe: e.g., mangrove cover in parts of the Red Sea and Gulf of Aden has plummeted from approximately 40 km² in the late 1900s to around 19 km² by 2019, driven by logging, coastal construction, and unsustainable development . Overexploitation of marine resources continues unabated, depleting fish, invertebrate, and shark populations, and undermining marine ecosystem health: e.g., fish catches in Yemen have dramatically dropped—from approximately 400,000 tons in 1993 to just 50,000 tons in 2023 . Pollution further intensifies these pressures, including oil spills from tankers and plastic and solid waste accumulation on beaches, in mangroves, and lagoons. Meanwhile, climate change compounds these threats. Warming seas are fueling unprecedented coral bleaching affecting approximately 35% of the coral reefs in the Yemen waters . Additionally, rising sea levels are projected to inundate Yemen’s coastal landscapes, with up to 0.2 m of rise by 2050 and 0.67 m by 2100 in key areas like Aden, threatening mangroves, wetlands, infrastructure, and freshwater supplies . </p><br> <p>Yemen’s ability to address coastal biodiversity threats is severely hindered by prolonged conflict, economic collapse, and weak governance, which have eroded enforcement capacity and drained resources for environmental management. Fragmented institutions, limited technical expertise, and insufficient scientific data further constrain effective planning and monitoring. High community dependence on natural resources for livelihoods, combined with security challenges in some areas, exacerbates habitat degradation, while low public awareness limits grassroots engagement in conservation. There are no Protected Areas established and no ongoing conservation initiatives in the Yemen’s southern coastline spanning Shabwah, Hadramaut, Lahj, and Taiz governorates.</p><br> <p>Without swift action, the region could suffer irreversible loss of species and the collapse of services that buffer communities from climate extremes. This critical situation justifies urgent GBFF investment to safeguard and restore Yemen’s coastal ecosystems. The proposed initiative is designed as a timely response that aligns with the Kunming–Montreal Global Biodiversity Framework (GBF) Targets: it will promote integrated spatial planning (Target 1) to curb biodiversity loss, drive coastal ecosystem restoration of degraded mangroves, and lagoons (Target 2), expand conserved areas and ecological connectivity along the coast (Target 3) and ensures that conservation is coupled with the sustainable use of biodiversity by IPLCs (Target 5).</p><br> <p><strong>The GBFF project Objective and Strategies</strong></p><br> <p>The suggested project Objective is <i>to enhance biodiversity conservation in Yemen’s coastal governorates (Shabwah, Hadramaut, Lahj, and Taiz) by establishing protected area network, restoring critical coastal ecosystems, and empowering local communities. </i>The Objective is going to be achieved through implementation of four project strategies (Components):</p><br> <ul> <li><strong>Component 1:</strong> <i>Strengthening coastal and marine ecosystem conservation in Yemen through the establishment of new Protected Areas; </i></li> <li><strong>Component 2: </strong><i>Restoration of coastal ecosystem having high biodiversity conservation, economic, and adaptation value</i>;</li> <li><strong>Component 3:</strong> <i>Blue and green livelihoods for coastal IPLCs contributing to biodiversity conservation and ecosystem restoration</i>; and</li> <li><strong>Component 4: </strong><i>Awareness campaign, knowledge management, and lessons learning</i>. </li> </ul> <p>UNDP seeks to recruit an Admin and Finance Associate to support the implementation of the project described above. </p><br> <p><strong>2- Scope of Work </strong></p><br> <p>Under the direct supervision of the Project Manager, the Admin & Finance Associate will provide support and services ensuring high quality, accuracy, and consistency of work. He/She will work in close collaboration with the project staff, operations, and programme as required to exchange information and support project delivery. She/he will provide administrative, financial, and programmatic support as guided by the Project Manager.</p><br> <p><strong>Summary of Key Functions:</strong></p><br> <p>1. Over 80 percent of Yemen’s population is estimated to need humanitarian assistance, and more than 2.5 million Yemenis have become IDPs. The ongoing conflict has destroyed much of the institutional ability of key ministries, governorates, and local authorities to deliver essential social services to citizens. Public service restoration is also essential for a smooth transition to recovery, as a political agreement is being negotiated. Combining communities’ own efforts with whatever limited state institutional capacity remains are needed to both curtail further humanitarian deterioration and the political ramifications of total state collapse. Yemen is one of the most food insecure countries in the world. Around 20 million people (70 percent of the population) are facing hunger, a 13 percent increase from 2017. The current conflict has led to a decline in the national economy. Gross Domestic Product was cut in half since 2015, and more than 80 percent of the population living below the poverty line. The fighting around the country’s seaports and the ensuing suspension of commercial imports and supply shortages, the depreciation of the Yemeni riyal, which is now worth barely a third of 2015 level, have combined to push the food prices up. Only half of health facilities are functioning, and many Yemenis in need of critical treatments especially for malnutrition are too poor to access the ones that are open. Beyond those at risk of famine, many millions with only emergency food assistance to survive, face a collapse in their immune systems – especially children and the elderly – increasing their vulnerability to malnutrition, cholera and other diseases. Chronic water shortages exacerbate food insecurity and risk of famine in areas where people depend on agriculture for food and income.</p><br> <p>This heightened crisis is calling for scaled-up support to address the immediate needs while also leveraging and enhancing national capacities and systems for resilience-building for populations in Yemen with increased vulnerabilities that can complement a largely insufficient humanitarian response and at the same time for the need to maintain the existing capacities and mechanisms at local and national level to maintain the foundation for future reconstruction and recovery.</p><br> <p>The World Bank funded projects aim to Improve access to food and, nutritious diets, social protection, economic opportunities, food security and effective management of water sector in Yemen. This is done through several activities including infrastructure rehabilitation, support to improve agriculture production and quality by reducing post-harvest losses and improving climate resilience and access to markets</p><br> <p>While ensuring direct support in a fragile context, UNDP, in partnership with the WB is also strategizing to ensure that short term benefits are translated into longer term development impact.<br> </p><br> <p><strong>Position Purpose</strong></p><br> <p>UNDP is seeking to recruit a Chief Technical Advisor to manage three World Bank funded projects. S/he shall work under guidance of the Deputy Resident Representative for Programme, and shall provide strategic advice and technical oversight for the projects under his/her responsibility to ensure that all outputs are of high quality and consistent with the delivery of results according to the Project Documents and Project Result Frameworks and will provide coordination and technical guidance to projects team consisting for successful implementation of the outputs and activities. He/she shall engage proactively with Yemeni institutions partners and provide guidance on further engagement and programme development.</p><br> <p>The Chief Technical Advisor shall keep abreast of good international practices in the area of projects under responsibility and integrate/build similar practices within the projects, build and manage partnerships, facilitate knowledge management and sharing and support and facilitate the elaboration of other initiatives of UNDP.</p><br> <p>UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. This is a recognition of interconnected nature of development risks & crises that the world is facing and that call for assembling of multidisciplinary teams for an integrated & systemic response. <p><strong>Project Description</strong></p><br>
<p>Yemen’s southern coastline (spanning Shabwah, Hadramaut, Lahj, and Taiz governorates) is of immense global and regional ecological importance. This coastal zone lies at the confluence of the Red Sea and the western Indian Ocean, forming part of a globally significant marine ecosystem renowned for its rich mosaic of habitats, high species diversity, and many endemic species . Its waters sustain vibrant coral reefs, extensive seagrass beds, and scattered mangrove forests, which collectively harbor extraordinary biodiversity. More than 300 species of reef-building corals and 1,300+ species of fish inhabit the Red Sea–Gulf of Aden region, alongside ~170 bird species, 20 species of marine mammals, and countless invertebrates . Yemen’s shores provide critical nesting and feeding grounds for endangered five sea turtle species as well as vital stopover sites for seabirds and habitat for charismatic species like dolphins and reef sharks. Such natural wealth underpins the global conservation value of Yemen’s southern coast, marking it as an ecological hotspot that contributes significantly to the planet’s marine and coastal biodiversity heritage .</p><br>
<p>Equally important is the role of these coastal and marine ecosystems in bolstering climate resilience and sustainable development for the region. Fringing coral reefs and mangrove-lined bays serve as natural storm barriers, protecting coastal communities from erosion and extreme weather by dissipating wave energy. In addition, healthy wetlands and coral reefs stabilize coastal line and sustain water quality, while extensive seagrass beds and coral nurseries support fisheries that are the lifeblood of local livelihoods. Indeed, Indigenous Peoples and Local Communities (IPLCs) along this coastline have for generations depended on artisanal fisheries (supporting ~1.7 million people and employing 20% of coastal population) and mangrove wood harvesting for their sustenance and economic well-being. Many coastal villages derive their primary income and food security from the sea, meaning that intact ecosystems are directly tied to community resilience and cultural heritage . Moreover, community-led ecotourism initiatives are increasingly offering alternative livelihood opportunities that both generate income and reinforce economic importance of coastal and marine ecosystems.</p><br>
<p>Yemen’s coastal ecosystems, despite their high conservation, economic and adaptation value, face escalating threats requiring urgent, targeted interventions. Habitat loss and degradation are already severe: e.g., mangrove cover in parts of the Red Sea and Gulf of Aden has plummeted from approximately 40 km² in the late 1900s to around 19 km² by 2019, driven by logging, coastal construction, and unsustainable development . Overexploitation of marine resources continues unabated, depleting fish, invertebrate, and shark populations, and undermining marine ecosystem health: e.g., fish catches in Yemen have dramatically dropped—from approximately 400,000 tons in 1993 to just 50,000 tons in 2023 . Pollution further intensifies these pressures, including oil spills from tankers and plastic and solid waste accumulation on beaches, in mangroves, and lagoons. Meanwhile, climate change compounds these threats. Warming seas are fueling unprecedented coral bleaching affecting approximately 35% of the coral reefs in the Yemen waters . Additionally, rising sea levels are projected to inundate Yemen’s coastal landscapes, with up to 0.2 m of rise by 2050 and 0.67 m by 2100 in key areas like Aden, threatening mangroves, wetlands, infrastructure, and freshwater supplies .</p><br>
<p>Yemen’s ability to address coastal biodiversity threats is severely hindered by prolonged conflict, economic collapse, and weak governance, which have eroded enforcement capacity and drained resources for environmental management. Fragmented institutions, limited technical expertise, and insufficient scientific data further constrain effective planning and monitoring. High community dependence on natural resources for livelihoods, combined with security challenges in some areas, exacerbates habitat degradation, while low public awareness limits grassroots engagement in conservation. There are no Protected Areas established and no ongoing conservation initiatives in the Yemen’s southern coastline spanning Shabwah, Hadramaut, Lahj, and Taiz governorates.</p><br>
<p>Without swift action, the region could suffer irreversible loss of species and the collapse of services that buffer communities from climate extremes. This critical situation justifies urgent GBFF investment to safeguard and restore Yemen’s coastal ecosystems. The proposed initiative is designed as a timely response that aligns with the Kunming–Montreal Global Biodiversity Framework (GBF) Targets: it will promote integrated spatial planning (Target 1) to curb biodiversity loss, drive coastal ecosystem restoration of degraded mangroves, and lagoons (Target 2), expand conserved areas and ecological connectivity along the coast (Target 3) and ensures that conservation is coupled with the sustainable use of biodiversity by IPLCs (Target 5).</p><br>
<p><strong>The GBFF project Objective and Strategies</strong></p><br>
<p>The suggested project Objective is to enhance biodiversity conservation in Yemen’s coastal governorates (Shabwah, Hadramaut, Lahj, and Taiz) by establishing protected area network, restoring critical coastal ecosystems, and empowering local communities. The Objective is going to be achieved through implementation of four project strategies (Components):</p><br>
<p>Component 1: Strengthening coastal and marine ecosystem conservation in Yemen through the establishment of new Protected Areas;</p><br>
<p>Component 2: Restoration of coastal ecosystem having high biodiversity conservation, economic, and adaptation value;</p><br>
<p>Component 3: Blue and green livelihoods for coastal IPLCs contributing to biodiversity conservation and ecosystem restoration; and</p><br>
<p>Component 4: Awareness campaign, knowledge management, and lessons learning.</p><br>

The CCY is led by the Danish Refugee Council (DRC) and includes Acted, Norwegian Refugee Council (NRC), Mercy Corps, Solidarities International (SI) as co-partners, as well as the International Organization for Migration (IOM) as a non-funded EU partner. <li>Currently pursuing or recently completed a Master’s degree in Supply Chain Management, Logistics, Business Management, or a related field.</li>
<li>Previous experience in Supply Chain through an internship or similar role is a strong advantage.</li>
<li>Strong interest in the FMCG industry, with exposure to or enthusiasm for New Product Introduction (NPI), manufacturing, and product innovation.</li>
<li>Proficiency in Microsoft Office Suite, particularly Excel; knowledge of SAP is a strong advantage.</li>

Working closely with Marketing, Commercial, and Finance teams, you will provide financial support and insights that help maximize brand performance and deliver sustainable business results. You will be responsible for monitoring sales and financial performance, managing the brand’s Profit & Loss statement, evaluating the effectiveness of marketing investments, and ensuring optimal resource allocation. </p><br>

<li>Analyze brand, category, and market performance to identify growth drivers, monitor market share trends, assess profitability, and benchmark performance against competitors.</li>
<li>Monitor and optimize investment effectiveness by tracking marketing ROI, portfolio performance at category and SKU level, and recommending actions to maximize profitable growth.</li>
<li>Ensure financial governance and compliance, maintaining adherence to accounting policies, internal controls, audit requirements, and corrective action plans when needed.</li>

<li>3–5 years of experience in Finance or Commercial Controlling, preferably within a fast-paced FMCG or Pharmaceutical industry. </li>
<li>Strong financial and commercial acumen, with solid knowledge of financial planning, analysis, and accounting principles.</li>
<li>Advanced Excel skills and experience with financial systems; knowledge of Power BI and SAP is considered an advantage.</li>
