<p>Organizational Setting FAO's office for Yemen is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Yemen. It develops and maintains relations with the relevant Ministries at country level. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner. Reporting Lines The Project Technical Specialist will work under the overall supervision of the FAO Representative (FAOR) in Yemen and the technical direction of the GEF project technical advisor. Technical Focus The Project Technical Specialist will be hired to support FAO Yemen in implementing the GEF7 project, currently under implementation. Tasks and responsibilities Conduct a comprehensive review of proposed project activities to ensure it align with the project objective. Provide technical expertise to refine project activities in accordance with the project s goals. Ensure the integration of scientific and technical knowledge in the execution of project activities. Ensure smooth partnership and communication between the FAO project team and key partners, including the Ministry of Water and Environment, Environment Protection Authority, and the Ministry of Agriculture and Irrigation. Provide technical support in the preparation of Project Progress Reports (PPR), as well as Projects Implementation Reports (PIR) and final reports and ensuring they reflect accurate and up-to-date information on project activities. resolve any challenges that may arise during the project implementation. Contribute to the annual reporting (PIR) of this project to the GEF, to be able to lead on this once the project gets executed by the EPA. Following the incidents in northern Yemen, the offices were seized and WFP operations in the northern offices were subsequently paused. Consequently, the contracts of Finance staff in the northern offices were terminated on 31 March 2025. The Finance Officer Short-Term Position (STP), one of the core positions in the approved organogram, has also been discontinued in 2026 under Staffing Framework 2.0. This CST II position is intended to fill the gap in work previously performed by the STP during the transition period, until the new position contract type is determined and approved. ACCOUNTABILITIES/RESPONSIBILITIES: Under the supervision of the Head of Finance or the Head of Finance Officer-in-Charge, the incumbent will: Lead and manage the ICSP YE02 closure, including closure of open items and transfer of resources from ICSP YE02 to ICSP YE04. Ensure the regular performance of bank reconciliations, disbursements, clearance of receivables, overall cash management, and yearly, quarterly, and monthly financial closures in accordance with corporate requirements. Support internal and external audit exercises by providing supporting documents and coordinating with spending units to provide explanations and justifications for any queries or observations. Coordinate required budgets, monitor spending and unspent balances, and take the required follow-up actions. Design, implement, monitor, and analyze budgets for new and ongoing projects in accordance with established corporate procedures. Address capacity gaps in the Finance function as required. </p><p><strong>Desired Candidate Profile</strong></p><p>Education: Advanced university degree in Finance, Business Administration, Accounting, or a related field, or a first university degree in the same subject area with additional years of related work experience, plus membership in an internationally recognized professional accountancy body such as the Association of Chartered Certified Accountants (ACCA), Certified Internal Auditor (CIA), Institute of Certified Public Accountants (ICPA), or equivalent.</p><p>Experience Knowledge & Skills: Experience working in finance and project management, preferably in the field and within a humanitarian institution.</p><p>Languages : Fluency in English and Arabic is required.</p>
