Job holders are required to operate with minimal supervision to provide analysis and advice on resource planning and management issues.</p><p>JOB PURPOSE: To deliver budget and resource analysis and programming activities, typically with a lower level of complexity, and/or provide support to Global HQ, partnering with and supporting managers in the application of best practice approaches for the efficient, effective and compliant utilisation of funds.</p><p>Budget Planning and Management</p><p>1. Contribute to the implementation of plans and policies by setting clear goals; coordinate processes for budget and programming activities in compliance with WFP and functional strategies.</p><p>2. Review budgets for accuracy, appropriateness, cost containment/effectiveness and completeness in line with available guidelines, flagging any shortcomings and providing comprehensive feedback to the main stakeholders as needed.</p><p>3. Review and release budgets in WFP s corporate systems ensuring that all budget-supporting documents are available, and address received comments and recommendations before relevant resource data is recorded in internal systems for reference.</p><p>4. Support the preparation of funding proposals through donor trend analysis against operational shortfalls, proposing fund prioritization options by activity and modality as necessary.</p><p>5. Analyze CSPs/RBPs closure activities, ensuring actions are taken for the receiving of resources transfers and the timely start and closures of activities.</p><p>Pipeline Management</p><p>6. Review and analyze commodity pipeline requirements including Advance Financing requests in collaboration with stakeholders at the operational level to ensure timely shortfall coverage and efficient utilization of contributions.</p><p>7. Review monthly pipelines, participate in meetings and provide feedback to the CO/RO teams on resource allocations and corporate stock replenishments to maximize operational effectiveness, escalating based on severity of pipeline shortfalls and using relevant pipeline management tools.</p><p>8. Coordinate and consolidate information for the monthly, cross-functional, pipeline working group, (across Area Offices, Sub Offices and Field Offices as needed), that proactively discusses resource availability and upcoming shortfalls, while recommending timely mitigation measures.</p><p>9. Participate in meetings with internal stakeholders to discuss the utilization of foreseen contributions and support the process of developing funding proposals.</p><p>Funds, Performance Management, and Reporting</p><p>10. Advise spending units on the timely and appropriate programming and utilization of funds, to align with funding proposals and donor conditions, proposing timely recommendations and possible corrective actions that enable reporting in close collaboration with the Partnerships teams.</p><p>11. Monitor fund sub allotments as per available procedures and guidelines, to avail funds to spending units for timely commitment.</p><p>12. Coordinate and consolidate inputs for the CO/RO Resource Management Committee (RMC) which reviews and prioritizes resources against the Country Portfolio Budget (CPB) implementation plans, as per agreed timelines.</p><p>13. Contribute to the preparation of interim, progress and final reports as stipulated in various contribution agreements between WFP and specific donors, particularly for those locally negotiated contributions, in close collaboration with CO and Global HQ counterparts as required.</p><p>Other</p><p>14. Where needed, contribute to the activation/deactivation and management of Global Commodity Management Facility (GCMF) supply lines, participate in knowledge transfer activities in support of the facility and facilitate decision-making for the allocation of corporate stocks.</p><p>15. Supervise, guide a small-sized team, coaching and providing/delivering training to build capacity and increase expected level of operational support, acting as a first escalation point on more complex analysis and queries.</p><p>16. Collate and analyze data and contribute to preparation of accurate and timely reports, to enable informed decision-making and consistency of information presented to senior management and external stakeholders.</p><p>17. Implement proposed developments and improvements of systems, techniques, tools, processes and procedures to better monitor, manage and report on WFP budgets and resources.</p><p>18. Perform other relevant duties as required.</p><p><strong>Desired Candidate Profile</strong></p><p>Experience performing analytics of medium complexity and presenting the information to meet various audience needs. Experience preparing, managing and reporting on operational budgets. Experience in working with large datasets, extracting information from them in an easy to interpret manner. A demonstrated and adequate understanding of information and financial systems and how those support the implementation of operations. Thorough understanding of operational planning and business processes, rules and procedures and applying them consistently in the implementation and support of programme interventions. Adequate knowledge of programme operational requirements and how these translate into resource management requirements, enabling the proposition of recommendations for improvement in a proactive rather than reactive manner. Experience coordinating operational planning and fostering discussions around resource projections and implications on a programme-wide level, integrating trend analyses and ongoing discussions to drive the way forward. Ability to consolidate and share resource management information in a way that supports decision making and emphasizes accuracy and consistency in numbers across teams. Ability to coach, train and mentor a team of staff to deliver at expected levels.</p><p>Education: Advanced university degree in Business Administration, Statistics, Finance, Economics or any other relevant field. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><span >The Cash Consortium of Yemen The Cash Consortium of Yemen (CCY) was established in 2020 to improve the living conditions of socio-economically vulnerable and conflict-affected individuals in Yemen. The CCY is led by the Danish Refugee Council (DRC) and includes Acted, Norwegian Refugee Council (NRC), Mercy Corps, Solidarities International (SI) as co-partners, as well as the International Organization for Migration (IOM) as a non-funded EU partner. The CCY aims to maximize the effectiveness of cash assistance and support the transition to longer-term resilience programs through referrals. The CCY's response has been implemented across 13 governorates in Yemen, where vulnerability is high, and households are affected by conflict and environmental shocks or identified to be socio-economically vulnerable due to being unable to meet their basic survival needs As the Co-Lead for the National Cash and Market Working Group, CCY collaborates with other cash actors in Yemen to prevent duplication of efforts, ensuring a harmonized approach, and enabling the efficient allocation of resources to areas with high vulnerability.</span></p><p>Overall purpose of the role: This role is split between the Danish Refugee Council country office (75% FTE) and the CCY (25% FTE) Under the supervision of the DRC Country Director, the Advocacy Coordinator will be responsible for the definition and implementation of the DRC Yemen advocacy strategy and to further develop DRC Yemen s advocacy work and outputs. The postholder will take a leading role in ensuring evidence-based advocacy informs and influences key decision makers in accordance with the advocacy strategy, ensuring that the aid response across Yemen supports the most vulnerable population. The Advocacy Advisor works closely with DRC s regional and global advocacy teams as well as being the focal point for DRC Yemen on external communications. <p>Mercy Corps has developed a Crisis Analysis function to support our programming in the most complex contexts, including Syria, Lebanon, Palestine, Ukraine, and others. The Crisis Analysis supports Mercy Corps in-country programming as well as the wider humanitarian response in the region through the provision of quality, timely and relevant analytical products. This analysis is grounded in Mercy Corps position as an operational NGO, keeping our products constructive and relevant for humanitarian, early recovery, and development responders and donors within a given crisis.</p><p>The Lead Analyst will provide strategic analytical leadership for Mercy Corps Crisis Analysis work in Yemen. Description </p><br> <p>Yemen continues to face a severe humanitarian and development crisis driven by prolonged conflict, economic decline, and institutional fragility. These challenges have weakened governance systems, disrupted economic activity, and increased poverty, food insecurity, and vulnerability across the country. </p><br> <p> While humanitarian assistance remains essential, sustainable recovery requires longer-term investments in livelihoods, economic resilience, local governance, institutional strengthening, and climate-resilient agriculture. </p><br> <p> UNDP is implementing a portfolio of complementary projects to address these interconnected challenges. This includes the Resilient Economies and Sustainable Livelihoods for Empowerment in Yemen (RESOLVE) project funded by the Swiss Agency for Development and Cooperation (SDC) ; the Local Governance for Area-based Development (LoGABD) project funded by the European Union (EU) ; and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, also funded by the EU. These projects are designed with a synergistic, area-based approach to maximize impact and efficiency. </p><br> <p> RESOLVE (SDC) focuses on strengthening the resilience and economic empowerment of vulnerable communities in Marib and Hadramout governorates by promoting sustainable livelihoods through agribusiness development, agricultural value chain strengthening, improved access to finance, and enhanced local economic governance. </p><br> <p> LoGABD (EU) aims to strengthen the capacity of local authorities across seven governorates (Aden, Hadramout, Lahj, Marib, Taiz, Al Mahrah, Socotra) to effectively plan, budget, finance, and deliver public services, manage IDP populations, and foster climate resilience. It focuses on institutionalizing training hubs, improving public financial management, completing community-prioritized public works, and operationalizing Local Economic Development Councils and Local Development Funds. </p><br> <p> SANABEL (EU) is a joint FAO-UNDP project focused on climate-resilient agriculture and job creation.
