<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><br></p><p>Overall purpose of the role: The Economic Recovery Coordinator provides overall technical leadership, and coordination to DRC s economic recovery programming in Yemen, including food security, decent livelihoods, and financial inclusion, with cross-cutting technical support on CVA, market system development and climate-sensitive natural resource management. The Economic Recovery Coordinator has the overall responsibility for designing, coordinating, supporting, and representing DRC's Economic Recovery program in Yemen in external coordination mechanisms (as well as a member of the Cash Consortium for Yemen) and for providing technical guidance and strategic directions to DRC teams operating across the country.</p><p>Duties and Responsibilities:</p><p>Technical Oversight</p><ul><li>Develop economic recovery program strategy and priorities based on thorough understanding of needs and context, aligned with DRC s mandate and regional/global strategies. Ensure all team members and programme initiatives align with the strategy.</li><li>Lead development, harmonization, trainings, and roll out of SOPs, tools and guidelines with particular attention to setting standards for CVA in Yemen.</li><li>Provide regular technical support and guidance to Project Managers/Team Leaders, Specialists, and other relevant staff in both a structured manner and on a case by case basis.</li><li>Ensure compliance with DRC quality standards and procedures and alignment with global strategy, through regular coordination with colleagues in at Area Offices and Country Office level, proactively identifying risks and mitigation strategies related to economic recovery programming.</li><li>Coordinate with sector colleagues at RO and HQ levels as appropriate about relevant strategic and technical directions.</li><li>Complete regular field visits across the country to ensure technical oversight, capacity building and support, identify needs, and ensure quality programming.</li><li>Ensure that programming is integrated with other DRC sectors by closely working with other sector coordinators and relevant staff in the field, and to design integrated programming at coordination level whenever relevant.</li><li>Ensure strong information management and use of databases for information management and reporting, in coordination with IM and MEAL staff.</li></ul><p>Technical Line Management</p><ul><li>Technical support to the structure of the Economic Recovery (EcRec) team nationally, harmonization of sectoral job descirptions and participation in the recruitment of EcRec staff as required.</li><li>Identify technical gaps and support capacity building for technical staffs, upon checking available ressources at RO and HQ levels</li><li>Mentor and support the Economic Recovery team through regular one-to-one supervision and performance appraisals of technical line reports.</li><li>When necessary, and with approval of his/her line manager, provide stop-gap support in absence of PMs/TLs, in close coordination with senior national colleagues (identified by the PM before his/her absence)</li><li>Ensure the Economic Recovery Specialists provide regular trainings and supervision to activities and field teams to ensure quality project implementation.</li></ul><p>Programme Development, Coordination, and Oversight</p><ul><li>Lead design of project proposals (with associated budget recommendations, and indicators) in coordination with Area Manager, PMs, Specialists, MEAL and Grants unit.</li><li>Oversight and coordination of sectoral and integrated projects, mainly around food security (cash and in-kind assistance), decent livelihoods and financial inclusion, in coordination with Area Managers and PMs, Specialists and other relevant field staff.</li><li>Lead on developing assessments to inform evidence based planning and implementation and ensure that all economic recovery interventions are informed by market conditions.</li><li>Lead on the development of relevant and appropriate standard operating procedures (SOP) including defining beneficiary selection criteria and identification process, and oversee compliance to agreed standards and guidelines.</li><li>Map donor priorities within economic recovery sector and identify new opportunities, including to engage with new donors.</li><li>Provide technical leadership and review of all proposals and reports and other relevant sector-specific donor communications.</li><li>Lead on Economic Recovery program review meetings and contribute to other program review meetings as necessary (Grant Opening, Review, & Close Out Meetings).</li><li>Technical advice on sector related budget budget development and/or realignments, in coordination with PMs, Specialists and Area Managers or Base Managers.</li></ul><p>Quality Assurance</p><ul><li>Oversight of overall program implementation progress and quality; identification, resolution and/or escalation of issues.</li><li>Work with MEAL to develop harmonized tools and databases to monitor and track efficiency and quality of programming and improve information management within the sector focal points.</li><li>Work closely with MEAL in design, implementation, and evaluation of sector-level programming.</li><li>Coordinate with MEAL to ensure accountability mechanisms are established for programming.</li><li>Capture best practices and lessons learned from the monitoring and evaluation results and analysis, and use them to enhance programme quality, effectiveness, and efficiency.</li></ul><p>Coordination and Donor Engagement</p><ul><li>Lead participation at Clusters, including direct participation at the national level and coordination of representation at the sub-national level. Since 2015, the country has experienced severe economic contraction, institutional fragmentation, and declining public sector capacity, further exacerbating vulnerabilities across key sectors.</p><br> <p>Public institutions under the Internationally Recognized Government (IRG) continue to face major challenges, including weakened governance systems, limited institutional capacity, fragmented administrative structures, and increasing fiscal pressures. These challenges have affected the government’s ability to deliver services efficiently, implement reforms, and respond to evolving development priorities.</p><br> <p>Critical public systems—including public administration, statistical systems, public financial management (PFM), human resource management (HRM), and institutional coordination mechanisms—require substantial modernization to improve efficiency, transparency, accountability, and service delivery. Existing systems remain fragmented, largely manual, and constrained by outdated processes, weak infrastructure, and limited technical capacity.</p><br> <p>In response to these challenges, UNDP is implementing the project “Modernizing Public Institutions and Systems in Yemen (MPISY)” to support institutional strengthening and systems modernization across key government functions. The CCY is led by the Danish Refugee Council (DRC) and includes Acted, Norwegian Refugee Council (NRC), Mercy Corps, Solidarities International (SI) as co-partners, as well as the International Organization for Migration (IOM) as a non-funded EU partner. The CCY aims to maximize the effectiveness of cash assistance and support the transition to longer-term resilience programs through referrals. Over 80 percent of Yemen’s population is estimated to need humanitarian assistance, and more than 2.5 million Yemenis have become IDPs. The ongoing conflict has destroyed much of the institutional ability of key ministries, governorates, and local authorities to deliver essential social services to citizens. Public service restoration is also essential for a smooth transition to recovery, as a political agreement is being negotiated. Combining communities’ own efforts with whatever limited state institutional capacity remains are needed to both curtail further humanitarian deterioration and the political ramifications of total state collapse. Yemen is one of the most food insecure countries in the world. Around 20 million people (70 percent of the population) are facing hunger, a 13 percent increase from 2017. The current conflict has led to a decline in the national economy. Gross Domestic Product was cut in half since 2015, and more than 80 percent of the population living below the poverty line. The fighting around the country’s seaports and the ensuing suspension of commercial imports and supply shortages, the depreciation of the Yemeni riyal, which is now worth barely a third of 2015 level, have combined to push the food prices up. Only half of health facilities are functioning, and many Yemenis in need of critical treatments especially for malnutrition are too poor to access the ones that are open. Beyond those at risk of famine, many millions with only emergency food assistance to survive, face a collapse in their immune systems – especially children and the elderly – increasing their vulnerability to malnutrition, cholera and other diseases. Chronic water shortages exacerbate food insecurity and risk of famine in areas where people depend on agriculture for food and income.</p><br> <p>This heightened crisis is calling for scaled-up support to address the immediate needs while also leveraging and enhancing national capacities and systems for resilience-building for populations in Yemen with increased vulnerabilities that can complement a largely insufficient humanitarian response and at the same time for the need to maintain the existing capacities and mechanisms at local and national level to maintain the foundation for future reconstruction and recovery.</p><br> <p>The World Bank funded projects aim to Improve access to food and, nutritious diets, social protection, economic opportunities, food security and effective management of water sector in Yemen. This is done through several activities including infrastructure rehabilitation, support to improve agriculture production and quality by reducing post-harvest losses and improving climate resilience and access to markets</p><br> <p>While ensuring direct support in a fragile context, UNDP, in partnership with the WB is also strategizing to ensure that short term benefits are translated into longer term development impact.<br> </p><br> <p><strong>Position Purpose</strong></p><br> <p>UNDP is seeking to recruit a Chief Technical Advisor to manage three World Bank funded projects. S/he shall work under guidance of the Deputy Resident Representative for Programme, and shall provide strategic advice and technical oversight for the projects under his/her responsibility to ensure that all outputs are of high quality and consistent with the delivery of results according to the Project Documents and Project Result Frameworks and will provide coordination and technical guidance to projects team consisting for successful implementation of the outputs and activities. Description </p><br> <p>Yemen continues to face a severe humanitarian and development crisis driven by prolonged conflict, economic decline, and institutional fragility. These challenges have weakened governance systems, disrupted economic activity, and increased poverty, food insecurity, and vulnerability across the country. </p><br> <p> While humanitarian assistance remains essential, sustainable recovery requires longer-term investments in livelihoods, economic resilience, local governance, institutional strengthening, and climate-resilient agriculture. </p><br> <p> UNDP is implementing a portfolio of complementary projects to address these interconnected challenges. This includes the Resilient Economies and Sustainable Livelihoods for Empowerment in Yemen (RESOLVE) project funded by the Swiss Agency for Development and Cooperation (SDC) ; the Local Governance for Area-based Development (LoGABD) project funded by the European Union (EU) ; and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, also funded by the EU. These projects are designed with a synergistic, area-based approach to maximize impact and efficiency. </p><br> <p> RESOLVE (SDC) focuses on strengthening the resilience and economic empowerment of vulnerable communities in Marib and Hadramout governorates by promoting sustainable livelihoods through agribusiness development, agricultural value chain strengthening, improved access to finance, and enhanced local economic governance. </p><br> <p> LoGABD (EU) aims to strengthen the capacity of local authorities across seven governorates (Aden, Hadramout, Lahj, Marib, Taiz, Al Mahrah, Socotra) to effectively plan, budget, finance, and deliver public services, manage IDP populations, and foster climate resilience. It focuses on institutionalizing training hubs, improving public financial management, completing community-prioritized public works, and operationalizing Local Economic Development Councils and Local Development Funds. </p><br> <p> SANABEL (EU) is a joint FAO-UNDP project focused on climate-resilient agriculture and job creation. It aims to increase crop and livestock productivity through Climate-Smart Agriculture (CSA) and ecosystem-based adaptation (led by FAO) and strengthen climate-resilient agricultural value chains to generate decent jobs, formalized businesses, and inclusive economic growth (led by UNDP). </p><br> <p>By combining these three projects under one management umbrella, this position will ensure coherent and integrated implementation, maximize synergies, and leverage UNDP's expertise in governance, economic recovery, and resilience building. This portfolio approach aligns with the Area-Based Development (ABD) framework, ensuring that local priorities, as articulated in Governorate Economic and Social Development Plans, are effectively addressed. Scope of Work </strong></p><br> <p> Under the direct supervision of the Project Manager, the National Project Specialist will play a critical leadership role in the successful implementation of the integrated project portfolio. The incumbent will provide strategic coordination and management support, ensuring that project activities are delivered on time, within budget, and to the highest quality standards, aligned with UNDP rules and regulations and the donors’ operational requirements for this high-risk, Fragility, Conflict, and Violence (FCV) context. </p><br> <p>The primary objective of the position is to support the Project Manager in overseeing the day-to-day implementation and coordination of the three projects, with a particular focus on the governance and institutional strengthening components of the LoGABD project, with a particular focus on stakeholder engagement, strategic planning, and ensuring the achievement of project outcomes. </p><br> <p>3.
