<li>In collaboration with the Country Representative (CR), provide strategic direction for the design of the CP strategic frameworks and plans, including the development of resource mobilization strategies to optimize the impact of programming interventions in line with regional and agency strategic priorities.</li>
<li>Lead high-quality project design incorporating project management standards and MEAL methods, appropriate to scope, context and technical requirements of projects. Support prepositioning, capture planning and pursuit of opportunities for appropriate expansion and growth of programs. </li>
<li>Coordinate planning of activities across various projects from different sectors to ensure integration of program interventions and efficiency in implementation.</li>
<li>In collaboration with CR, develop strategic partnerships with national and international organizations. Ensure strong representation to key stakeholders, including local partners, international organizations, host government, and donors.</li>
<li>In coordination with resource mobilization staff oversee the business development cycle to ensure quality proposals per agency and donor standards. </li>
<li>Oversee the identification, assessment and strengthening of appropriate partnerships and the appropriate application of partnership concepts, tools and approaches.</li>
<li>Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailored individual development plans, and complete performance assessment for direct reports. <p><strong>Project Description</strong></p><br>
<p>Yemen’s southern coastline (spanning Shabwah, Hadramaut, Lahj, and Taiz governorates) is of immense global and regional ecological importance. This coastal zone lies at the confluence of the Red Sea and the western Indian Ocean, forming part of a globally significant marine ecosystem renowned for its rich mosaic of habitats, high species diversity, and many endemic species . Its waters sustain vibrant coral reefs, extensive seagrass beds, and scattered mangrove forests, which collectively harbor extraordinary biodiversity. More than 300 species of reef-building corals and 1,300+ species of fish inhabit the Red Sea–Gulf of Aden region, alongside ~170 bird species, 20 species of marine mammals, and countless invertebrates . Yemen’s shores provide critical nesting and feeding grounds for endangered five sea turtle species as well as vital stopover sites for seabirds and habitat for charismatic species like dolphins and reef sharks. Such natural wealth underpins the global conservation value of Yemen’s southern coast, marking it as an ecological hotspot that contributes significantly to the planet’s marine and coastal biodiversity heritage .</p><br>
<p>Equally important is the role of these coastal and marine ecosystems in bolstering climate resilience and sustainable development for the region. Fringing coral reefs and mangrove-lined bays serve as natural storm barriers, protecting coastal communities from erosion and extreme weather by dissipating wave energy. In addition, healthy wetlands and coral reefs stabilize coastal line and sustain water quality, while extensive seagrass beds and coral nurseries support fisheries that are the lifeblood of local livelihoods. Indeed, Indigenous Peoples and Local Communities (IPLCs) along this coastline have for generations depended on artisanal fisheries (supporting ~1.7 million people and employing 20% of coastal population) and mangrove wood harvesting for their sustenance and economic well-being. Many coastal villages derive their primary income and food security from the sea, meaning that intact ecosystems are directly tied to community resilience and cultural heritage . Moreover, community-led ecotourism initiatives are increasingly offering alternative livelihood opportunities that both generate income and reinforce economic importance of coastal and marine ecosystems.</p><br>
<p>Yemen’s coastal ecosystems, despite their high conservation, economic and adaptation value, face escalating threats requiring urgent, targeted interventions. Habitat loss and degradation are already severe: e.g., mangrove cover in parts of the Red Sea and Gulf of Aden has plummeted from approximately 40 km² in the late 1900s to around 19 km² by 2019, driven by logging, coastal construction, and unsustainable development . Overexploitation of marine resources continues unabated, depleting fish, invertebrate, and shark populations, and undermining marine ecosystem health: e.g., fish catches in Yemen have dramatically dropped—from approximately 400,000 tons in 1993 to just 50,000 tons in 2023 . Pollution further intensifies these pressures, including oil spills from tankers and plastic and solid waste accumulation on beaches, in mangroves, and lagoons. Meanwhile, climate change compounds these threats. Warming seas are fueling unprecedented coral bleaching affecting approximately 35% of the coral reefs in the Yemen waters . Additionally, rising sea levels are projected to inundate Yemen’s coastal landscapes, with up to 0.2 m of rise by 2050 and 0.67 m by 2100 in key areas like Aden, threatening mangroves, wetlands, infrastructure, and freshwater supplies .</p><br>
<p>Yemen’s ability to address coastal biodiversity threats is severely hindered by prolonged conflict, economic collapse, and weak governance, which have eroded enforcement capacity and drained resources for environmental management. Fragmented institutions, limited technical expertise, and insufficient scientific data further constrain effective planning and monitoring. High community dependence on natural resources for livelihoods, combined with security challenges in some areas, exacerbates habitat degradation, while low public awareness limits grassroots engagement in conservation. There are no Protected Areas established and no ongoing conservation initiatives in the Yemen’s southern coastline spanning Shabwah, Hadramaut, Lahj, and Taiz governorates.</p><br>
<p>Without swift action, the region could suffer irreversible loss of species and the collapse of services that buffer communities from climate extremes. This critical situation justifies urgent GBFF investment to safeguard and restore Yemen’s coastal ecosystems. The proposed initiative is designed as a timely response that aligns with the Kunming–Montreal Global Biodiversity Framework (GBF) Targets: it will promote integrated spatial planning (Target 1) to curb biodiversity loss, drive coastal ecosystem restoration of degraded mangroves, and lagoons (Target 2), expand conserved areas and ecological connectivity along the coast (Target 3) and ensures that conservation is coupled with the sustainable use of biodiversity by IPLCs (Target 5).</p><br>
<p><strong>The GBFF project Objective and Strategies</strong></p><br>
<p>The suggested project Objective is to enhance biodiversity conservation in Yemen’s coastal governorates (Shabwah, Hadramaut, Lahj, and Taiz) by establishing protected area network, restoring critical coastal ecosystems, and empowering local communities. The Objective is going to be achieved through implementation of four project strategies (Components):</p><br>
<p>Component 1: Strengthening coastal and marine ecosystem conservation in Yemen through the establishment of new Protected Areas;</p><br>
<p>Component 2: Restoration of coastal ecosystem having high biodiversity conservation, economic, and adaptation value;</p><br>
<p>Component 3: Blue and green livelihoods for coastal IPLCs contributing to biodiversity conservation and ecosystem restoration; and</p><br>
<p>Component 4: Awareness campaign, knowledge management, and lessons learning.</p><br>
<p>UNDP seeks to recruit an Admin and Finance Associate to support the implementation of the project described above.</p><br>
<p><strong>2- Scope of Work</strong></p><br>
<p>Under the direct supervision of the Project Manager, the Admin & Finance Associate will provide support and services ensuring high quality, accuracy, and consistency of work. He/She will work in close collaboration with the project staff, operations, and programme as required to exchange information and support project delivery. She/he will provide administrative, financial, and programmatic support as guided by the Project Manager.</p><br>

<p><strong>1-Financial Management and Implementation of Operational Strategies:</strong></p><br>

<li>Ensure full compliance with UN/UNDP rules, regulations, and policies of financial activities, financial recording/reporting system, and follow-up on audit recommendations; implementation of effective internal controls, and proper functioning of a client-oriented financial resources management system.</li>

GENERAL SCOPE The widespread adoption of information and communications technologies (ICTs) across public and private institutions has made the establishment of comprehensive cyber and data related legislation imperative. In the Arab region, many countries have made progress in developing cyber laws; however, the rapid evolution of digital services such as cloud computing, artificial intelligence (AI), platform economies, and cross border data flows continues to outpace existing legal frameworks. To fully harness the benefits of digital transformation while addressing risks related to privacy, security, and misuse of data, Arab countries are encouraged to develop and modernize their legislative frameworks to meet the demands of the digital age. At the global level, the UN promotes responsible, inclusive, and trustworthy use of digital and emerging technologies in support of sustainable development. In September 2024, world leaders adopted the Pact for the Future during the Summit of the Future, together with its annexes: the Global Digital Compact (GDC) and the Declaration on Future Generations. The GDC places strong emphasis on digital trust, effective digital governance, and the protection of human rights in the digital environment. Central to these objectives is the protection of personal data, which the GDC recognizes as a cornerstone of trust in digital systems and a prerequisite for people s safe and meaningful participation in the digital economy. The UN ESCWA has a long standing role in supporting its member States in the development and reform of cyber legislation. In 2007, UN ESCWA published Models for Cyber Legislation in UN ESCWA Member Countries, which reviewed regional and international legal developments and proposed practical templates to assist countries in assessing and harmonizing national cyber laws. Through its technical cooperation program, UN ESCWA continues to support member States in strengthening legal, institutional, and regulatory capacities related to digital and emerging technologies, including data protection and regulatory oversight. Recently, the Ministry of Telecommunications and Information Technology (MTIT) in Yemen has requested UN ESCWA s advisory services to support the development of a personal data protection law aligned with international standards and regional best practices. Such a law would contribute to strengthening trust in digital services, protecting individuals rights, and supporting Yemen s broader digital transformation efforts in line with global developments, including the principles set out in the GDC. In response, UN ESCWA is engaging a qualified legal consultant to provide specialized expertise in personal data protection, with specific attention to the Yemeni legal and institutional context. Yemen's ongoing conflict and fragile institutional environment require that the draft law include a realistic implementation sequencing recommendation, identifying which provisions can be operationalized in the near term and which require institutional prerequisites, such as the establishment of a data protection authority. The consultant shall draw on established international frameworks including the EU General Data Protection Regulation (GDPR), the OECD Guidelines on the Protection of Privacy and Transborder Flows of Personal Data (2013 revision), the Council of Europe Convention 108+, and the Arab League's draft model data protection law, selecting and adapting provisions appropriate to Yemen's legal, institutional, and developmental context. This consultancy is part of a coordinated package of three inter-related legal instruments being developed simultaneously for Yemen: Access to Information Law, Personal Data Protection Law, and an e-Transactions and Trust Services Law. The consultant shall be aware of this broader legislative package and shall flag, in the drafting notes annex, any provisions in the assigned law that intersect with or depend upon the other instruments, to ensure coherence across the three laws. The advisory services, including the scope of work and expected outputs, are detailed in these Terms of Reference. III. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the report on personal data protection law. To produce the draft report, the consultant is requested to conduct, among others, the main following tasks: 1. Benchmarking and Best Practices Review current national laws related to digital and emerging technologies in Yemen; Review best regional and international practices in personal data protection law covering at least 2 regional cases and 2 international cases, with justification for case selection provided in the report; 2. Stakeholder Engagement Identify main national stakeholders, hold, in coordination with MTIT, interviews and meetings with the main national stakeholders and preparing minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals; Contribute to sectoral workshops to discuss needs and priorities, if needed; Discuss priorities and needs with MTIT and ESCWA; Document findings, priorities, and challenges. 3. Situational analysis Analyze existing legislation, and regulatory frameworks, including data-related provisions currently embedded in Yemen's telecommunications law, e-government frameworks, and sector-specific regulations, mapping these against international PDPL standards; Conduct a comprehensive gap analysis to identify gaps, overlaps, and contradictions with international PDPL standards 4. Law Development Draft a suggested law based on national needs, gap analysis, international/regional best practices, and ESCWA template for cyber legislations. The draft Personal Data Protection Law (PDPL) shall include, at a minimum: o Preamble, objectives, and guiding principles (including lawfulness, fairness, transparency, purpose limitation, data minimisation, accuracy, storage limitation, integrity, and confidentiality); o Definitions and material/territorial scope of application (including extraterritorial reach, where applicable); o Legal bases for processing personal data, including consent, contractual necessity, legal obligation, vital interests, public interest, and legitimate interests, with specific conditions for validity of consent; o Special categories of personal data (sensitive data) and rules governing their processing, including additional safeguards; </p></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><p>An advanced university degree in law or a related field is required. One of these services is Energy services. Our client will be responsible for the design and implementation works of PV solar systems and diesel gensets that will increase the targeted facilities reliability and service capacity. All of that to be done ensuring highest standards in design, and respect of state of the art requirements for aesthetics, safety and sustainability. To hire professional Consultant Engineer able to provide a variety of engineering services required by the Our client under instructions and directions of the Project Manager, Renewable Energy Specialist and City Engineer. The engineering services desired include, but are not limited to:</p><p>Role objectives The scope is to prepare technical designs, Bill of Quantities (BOQ), and tender documents of solar system and/or genset system solutions to target facilities in accordance with UNOPS guidelines and standards. Over 80 percent of Yemen’s population is estimated to need humanitarian assistance, and more than 2.5 million Yemenis have become IDPs. The ongoing conflict has destroyed much of the institutional ability of key ministries, governorates, and local authorities to deliver essential social services to citizens. Public service restoration is also essential for a smooth transition to recovery, as a political agreement is being negotiated. Combining communities’ own efforts with whatever limited state institutional capacity remains are needed to both curtail further humanitarian deterioration and the political ramifications of total state collapse. Yemen is one of the most food insecure countries in the world. Around 20 million people (70 percent of the population) are facing hunger, a 13 percent increase from 2017. The current conflict has led to a decline in the national economy. Gross Domestic Product was cut in half since 2015, and more than 80 percent of the population living below the poverty line. The fighting around the country’s seaports and the ensuing suspension of commercial imports and supply shortages, the depreciation of the Yemeni riyal, which is now worth barely a third of 2015 level, have combined to push the food prices up. Only half of health facilities are functioning, and many Yemenis in need of critical treatments especially for malnutrition are too poor to access the ones that are open. Beyond those at risk of famine, many millions with only emergency food assistance to survive, face a collapse in their immune systems – especially children and the elderly – increasing their vulnerability to malnutrition, cholera and other diseases. Chronic water shortages exacerbate food insecurity and risk of famine in areas where people depend on agriculture for food and income.</p><br> <p>This heightened crisis is calling for scaled-up support to address the immediate needs while also leveraging and enhancing national capacities and systems for resilience-building for populations in Yemen with increased vulnerabilities that can complement a largely insufficient humanitarian response and at the same time for the need to maintain the existing capacities and mechanisms at local and national level to maintain the foundation for future reconstruction and recovery.</p><br> <p>The World Bank funded projects aim to Improve access to food and, nutritious diets, social protection, economic opportunities, food security and effective management of water sector in Yemen. This is done through several activities including infrastructure rehabilitation, support to improve agriculture production and quality by reducing post-harvest losses and improving climate resilience and access to markets</p><br> <p>While ensuring direct support in a fragile context, UNDP, in partnership with the WB is also strategizing to ensure that short term benefits are translated into longer term development impact.<br> </p><br> <p><strong>Position Purpose</strong></p><br> <p>UNDP is seeking to recruit a Chief Technical Advisor to manage three World Bank funded projects. S/he shall work under guidance of the Deputy Resident Representative for Programme, and shall provide strategic advice and technical oversight for the projects under his/her responsibility to ensure that all outputs are of high quality and consistent with the delivery of results according to the Project Documents and Project Result Frameworks and will provide coordination and technical guidance to projects team consisting for successful implementation of the outputs and activities.
