<p><br></p><p>Brief about the Project</p><p>The THRIVE Project has been developed alongside the DG MENA-WASL Project to strengthen climate-resilient livelihoods and inclusive agriculture systems in Taiz Governorate through an integrated watershed management approach. The program adopts an area-based strategy that recognizes the interdependence between natural resources, agriculture production, local institutions and market systems. The project is implemented by a consortium of international and national partners under the leadership of SI, alongside BCFHD and Al Tawasul. Under the SDC-funded component, the project directly supports efforts to improve local market resilience, agriculture production and gender equity.</p><p>The THRIVE Project requires an implementation-oriented assessment to better understand the opportunities, barriers, and enabling conditions for women's economic empowerment within the target districts.</p><p>Objectives of the Consultancy Assignment</p><p>The overall objective of this assignment is to conduct a comprehensive Women's Economic Empowerment, Agency and Enterprise Ecosystem Assessment that generates the evidence required to strengthen women's economic inclusion and inform the THRIVE Project's implementation. Specifically, the assessment aims to:</p><ul><li>Assess women's roles, participation, leadership, agency, bargaining power, and decision-making across relevant agricultural and livestock activities, value-chain functions, post-harvest activities, value addition and enterprise development with a focus on the priority value chains selected through the program process.</li><li>Assess women's access to and control over productive assets, natural resources, agricultural inputs, technologies, extension services, information, financial services, VSLAs, enterprise financing, and digital financial ecosystems, and identify barriers to their economic participation, financial inclusion, and resilience.</li><li>Analyse the social, institutional, cultural, household and gender-related factors influencing women's economic empowerment, including gender norms, mobility restrictions, unpaid care responsibilities, literacy and digital literacy, intra-household decision-making, control over resources and income.</li><li>Identify the specific constraints, risks, vulnerabilities, and economic opportunities affecting women from different social groups, including female-headed households, young women, women with disabilities, IDPs, Muhamasheen communities, and women breadwinners.</li><li>Assess safeguarding, economic violence, exploitation, indebtedness, exclusion, elite capture, and other risks affecting women's safe participation in livelihoods, enterprise development, financial inclusion, and market systems.</li><li>Assess and map the gender-relevant enterprise and financial ecosystem influencing women's economic empowerment, identifying practical opportunities for sustainable market engagement and partnership.</li><li>Identify evidence-based pathways for beneficiary targeting, sequencing, graduation, financial inclusion, market integration, institutional coordination and adaptive program implementation.</li></ul><p>Key Responsibilities of the Consultant (Methodology, Scope of Service, Tasks)</p><p>Methodology: The assessment shall apply an integrated women's economic empowerment and market-systems analytical framework that distinguishes: (i) access to, use of and control over resources and services; (ii) participation, influence, leadership and collective voice; (iii) entrepreneurial interest, readiness and commercial feasibility; and (iv) immediate constraints and their underlying household, institutional and market-system causes. <p>Yemen remains one of the world s most severe humanitarian crises, after more than a decade of conflict, economic decline, climate shocks, and political instability. In 2026, over two-thirds of the population require humanitarian assistance, including 9.4 million people identified as most in need of life-saving support.</p>
<p>The health system is under extreme strain, with only 59.3% of health facilities fully operational and 19.3 million people requiring healthcare services, including more than 660,000 pregnant women in need of urgent care. Cholera continues to pose a major public health challenge, adding pressure to an already weakened system.</p>
<p>The operational environment remains highly volatile, marked by security incidents, service disruptions, funding cuts, and economic challenges that regularly affect humanitarian activities.</p>
<p>M decins du Monde operates across northern and southern Yemen, with a coordination office in Sana a and field offices in Aden and Marib. Its interventions focus on two strategic priorities:</p>

<p> <strong>About the role</strong> </p>
<p>As MHPSS coordinator you will be in charge of overseeing all MdM s MHPSS programming for the Yemen mission. You will contribute to proposal writing and development of new projects or concepts as per MdM s mandate. The portfolio works closely with national and local partners to implement integrated interventions across water, agriculture, energy, and institutional strengthening to address the interlinked drivers of fragility, inequality, and environmental degradation.</p><br> <p>In this context, the <i>Integrated Water Resources Management for Enhanced Resilience in Yemen (IWRM-ERA)</i> Project, funded by KfW, aims to strengthen climate resilience and improve water resources management in targeted areas of Taiz and Lahj governorates. <br><b>About the mission</b><br>SI opened its mission in Yemen in 2017, establishing its coordination in Aden. Since then, SI expanded the geographical scope of its intervention, and established offices in Al Mokha, Taizz and Marib, and operational presence in Hodeidah, Lahj, Dahle, Abyan, Shabwah, and Hadramout Governorates. The mission has a forecasted budget of about 21M Euros for the year 2024. It operates from Aden, where the coordination is based, and 4 operational field bases located in Taiz, Marib and Al Mokha with Emergency team also stationed in Aden. The mission is composed of approx. 20 expatriates and about 150 national staffs. Objectives for the mission for 2024 is to build on its Emergency Response capacity to expand in hard-to-reach areas and develop qualitative interventions responding to emergency and protracted needs, while enhancing resilience. SI is currently undertaking 11 different projects in Yemen, financed respectively by the ECHO, BHA, UN-OCHA, CDCS, SDC, DUTCH MOFA, CIAA and DG INTPA. SI implements emergency and resilience WASH programs with activities of water trucking, rehabilitation of water network, construction of emergency latrines and showers, distribution of hygiene kits, hygiene promotion, and cleaning campaigns. Under its FSL portfolio, SI distributes unconditional, multi-purpose cash to IDPs and host communities, support the livelihood component by supporting in Income Generating activities. <p><br></p><p>General context of the project While the armed conflict entered its 12th year, Yemen remains one of the largest humanitarian crisis. The country s deteriorating economy, the protracted conflict and crumbling basic services are exacerbating humanitarian needs across the country. Meanwhile, climate shocks, increased regional tensions and chronic underfunding of critical humanitarian sectors are further worsening people s vulnerability and suffering. Four years since the UN- brokered truce, international non-governmental organizations (INGOs) operating in Yemen warn that humanitarian conditions are more fragile than at any point since the peak years of the response. Over 22.2 million people 1 continue to face dire humanitarian conditions, struggling to meet basic needs and access essential services amid protracted crisis, economic deterioration, aid cuts, displacement and climate-related shocks. Furthermore, the escalating conflict in the Middle East and the wider region threatens to exacerbate the dire economic situation and could trigger a resumption of large-scale armed conflict within Yemen. These regional shifts risk disrupting vital humanitarian and commercial supply chains and inflating the cost of essential goods. INTERSOS, in collaboration with local partners, has been providing essential health, nutrition, protection, water and sanitation, as well as livelihoods support for the vulnerable people across Yemen since 2008. While INTERSOS operational presence has been impacted by the signficant funding downsize in the last few years, the integrated programming serving the most vulnerable communities (IDPs, migrants, people at hightened protection risks) continues providing essential lifesaving aid.</p><p>General purpose of the position Support the Head of Mission in the development, definition and management of the mission program in accordance with INTERSOS strategies, plans and policies. Lead the development of new concept notes and project proposals in collaboration with the Regional Programme Coordinator and Senior Management Team.
