And share all the means of verification (MoVs) of the training with the Data Management Officer.</li> <li>Raise all the required Purchase Requests of the project as per the plan and available budget, ensure tracking of the process, and follow up with them till the stage of the distribution, and paying to the suppliers.</li> <li>Provide technical support to the health workers at the field level, ensure the quality of service provision is in place, and keep improving the health workers throughout the On-the-Job training. Additionally, the officer will follow up on the attendance of the health workers, and collect their attendance sheets to raise the payment of their incentives every month.</li> <li>Ensure all the activities are accomplished as per the detailed implementation plan (DIP), with continuous and regular referral to the line manager for the guidance and support.</li> <li>With Pharmacist officer support, prepare procurement plan for medical items and process it after getting approval from senior managers when required, and this mainly will depend on the consumption reports, and through analyzing the data of programs within the health facilities.</li> <li>Ensure proper management of the provided assets, pharmaceuticals, medical supplies, and nutritional commodities. This will include rational use of medicines, follow-up stock movement through stock cards and consumption rate, and ensuring the quality of warehouse management at the HFs level.</li> <li>Ensure timely and quality implementation of activities in compliance with the defined project and Country Strategy as per the SCI and donor guidelines.</li> <li>Ensure proper communication, coordination, and harmonization of tools with the different stakeholders involved in health /nutrition activities. Ensure minimum standards are maintained in accordance with humanitarian relief and MoPH guidelines. </li> <li>Conduct the Health Key Performance Indicators (KPI) on a monthly basis, and ensure to sharing the assessments and ways of improvement with the Project’s coordinator. All the documents must be archived, and fully documented.</li> <li>Provide technical support to H&N project assistants, partners, and government authorities on the planning, implementation, and management of the Nutrition and Health programs.</li> <li>Attend weekly meetings with Health and Nutrition project staff, to monitor progress in implementation, exchange information, discuss challenges and plan forward. </li> <li>Ensure that staff responsibilities are clearly defined, and understood and objectives are set against work plans and regularly monitored.</li> <li>Ensure that staff at health facilities perform well and are monitored daily to fulfill the required indicators of the program.</li> <li>Maintain and strengthen established links with NGOs and other agencies including government ministries and agencies. And build a good relationship with district health offices by multiple meetings, and inviting them into joint supportive supervision visits.</li> <li>Coordinate with logistics, administration, and finance units to procure all equipment, supplies, and materials required to implement the project activities, ensuring cost efficiency and accountability in compliance with SCI and donor regulations and procedures.</li> <li>Ensure effective and efficient use of all SC resources to keep costs low and ensure safety in the workplace.</li> <li>Provide support and work closely with the MEAL team in carrying out assessments and evaluations, accountability, and information sharing.</li> <li>Comply with SC policies and practices with respect to child protection, code of conduct, child safeguarding, health and safety, equal opportunity, and other relevant policies and procedures.</li> <li>Perform any other tasks as required by the line manager or technical manager that are related to the position, or when there is an urgent situation that requires all team efforts.</li> <li>Embed counter-fraud and ethical controls in all operational processes, ensuring compliance with donor and legal requirements, while collaborating with Finance and Counter-Fraud teams to mitigate risks and conduct assessments for high-value programs</li> <li>Bachelor in Medicine or Public Health and Nutrition/ public health professional or, Bachelor in medical science (pharmacy, Medical Assistance, Nurse, laboratory, Nutrition, etc) with at least 3 years experience in a similar position.</li> <li>At least 3 years experience in implementing emergency health and nutrition programs with NGOs or INGOs (Required).</li> <li>Good writing and speaking English skills (Required).</li> <li>Training courses or experiences in CMAM, IYCF, EMONC, EPI, and IMCI are highly (Preferred). </li> <li>Experience in staff training and capacity building preferred by having a TOT course (Preferred).</li> <li>Skills and experience in project management or getting similar certificates (Preferred).</li> <li>Understanding rights-based approaches and participatory concepts and practical experience in a similar context. </li> <li>Ability to communicate and maintain tactful relations with relevant local authorities in political and militarily sensitive environments. </li> <li>Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties. This individual will supervise program activities in the targeted areas, which include registering families based on vulnerability criteria and overseeing cash distribution activities. Additionally, the project officer will monitor cash distributions, coordinate with financial service providers, and support reconciliation processing as needed. The Project Officer will represent SCI at community meetings, ensuring that robust Monitoring and Evaluation (M&E) systems are established and that results are integrated throughout the project. The Food Security and Livelihoods (FSL) Officer will be responsible for implementing and managing the cash assistance program. Support beneficiaries to receive their cash according to agreed timelines and processes. </span></li> <li><span>Ensure local authorities and communities have been sensitized to the project’s objectives, activities, and selection criteria, and HHs selection processes have been communicated to all groups during beneficiaries’ targeting process. </span></li> <li><span>Develop project implementation plan with communities, supervise, guide and advise them in the selection of beneficiaries and community projects based on the set criteria that are agreed by all stakeholders.</span></li> <li><span>Carry out initial site assessments and feasibility feedback on project options to assist in prioritization processes of HHs selection. </span></li> <li><span>Verify that the project activities are developed in consultation with communities and ensure all project activities have considered the needs of children, women, vulnerable groups, and the environment. </span></li> <li><span>Participate along with the community leaders and community committees in the selection of the appropriate cash distribution site.</span></li> <li><span>Sensitize the targeted HHs on beneficiaries’ selection criteria, project objectives, accountability, and response mechanism.</span></li> <li><span>Manage the cash distribution processes, including coordination with FSP, and ensure that cash is delivered to the beneficiaries in a safe and timely manner.</span></li> <li><span>Ensure that HHs have access to complaints and response mechanisms.</span></li> <li><span>Capacity Building:</span></li> <li><span>Conduct training for the community development committees (CDCs) and FSP on beneficiary selection criteria and SCI ‘s SG policies.</span></li> <li><span>Mentor and coach the FSL project assistant and build their capacity.</span></li></ul><p><span><strong><u>Coordination:</u></strong></span></p><br><ul> <li><span>Coordinate with other project officers to ensure that activities are carried out in line with community needs.</span></li> <li><span>Coordinate with the other NGOs or partners working in the same district to avoid overlapping.</span></li> <li><span>Support the integration with other sectors: WASH and health & nutrition activities where possible. </span></li> <li><span>Participate in field office meetings with management and/or other departments as required.</span></li></ul><p><span><strong><u>Monitoring and Reporting:</u></strong></span></p><br><ul> <li><span>Work with the FSL data management officer to ensure a project database is complete and regularly updated. </span></li> <li><span>Work with the M&E team in creating appropriate monitoring tools for project impact, quality, post-distribution monitoring, and measurement of IPTT indicator tracking. </span></li> <li><span>Conduct regular feedback sessions with the M&E Officer and Accountability Assistants to ensure that all findings are addressed and adjustments are made to the project throughout implementation. </span></li> <li><span>Carry out regular monitoring visits to the project sites.</span></li> <li><span>Monitor the cash assistance program, including tracking beneficiary feedback, complaints, and concerns.</span></li> <li><span>Regularly address and tackle the concerns raised by the HHs and provide feedback. NGOs.</span></li> <li><span>Four years of experience with SCI working in food security and livelihoods activities (e.g., food/commodity vouchers, food/cash distributions, vocational skills training, agricultural/livestock projects, etc.). </span></li> <li><span>Strong ability to verbally communicate complex ideas to rural populations (in Arabic).</span></li> <li><span>Ability to diplomatically and sensitively resolve conflicts within and between communities/stakeholders.</span></li> <li><span>Knowledge and experience of the areas of intervention context (Taiz), specifically Ash Shamayatayn Environmental and Social Safeguarding (ESS) & Accountability</strong></span></p><br><ul> <li><span><strong>Risk Management: </strong>Conduct ESS and safeguarding risk assessments / inspection for all targeted schools, training venues, and activity sites.</span></li> <li><span><strong>Sensitization & Orientation: </strong>Facilitate safeguarding and ESS orientations, as well as stakeholder consultations, for project participants, school staff, and community members.</span></li> <li><span><strong>Protection Awareness: </strong>Raise awareness on Child Safeguarding, Prevention of Sexual Exploitation and Abuse (PSEA), Sexual Harassment (SH), and Gender-Based Violence (GBV) across all targeted schools.</span></li> <li><span><strong>Accountability to Affected Populations (AAP): </strong>Disseminate information regarding available complaint channels and hotline numbers to participants and the community. Collect community feedback and safely channel grievances to the MEAL/Accountability team.</span></li> <li><span><strong>Incident Reporting: </strong>Immediately document and report any field-level incidents, accidents, or safeguarding concerns using established reporting lines.</span></li></ul><p><span><strong>2. Textbook (academic, remedial, reading stories) Distribution Verification</strong></span></p><br><ul> <li><span><strong>Field Verification:</strong> Conduct physical field checks to verify that target schools have received the correct allocation of textbooks. Verify that textbooks are equitably and systematically distributed to students.</span></li> <li><span><strong>Discrepancy Reporting:</strong> Formally document the verification process, flagging any discrepancies, shortages, or supply-chain issues.</span><span>[RS1]</span></li></ul><p><span><strong>3. Reading</strong></span><span><strong>[RS2]</strong></span><span><strong> and Remedial Program Monitoring</strong></span></p><br><ul> <li><span><strong>Classroom Observations:</strong> Monitor reading classes and track classes’ activity progress using approved monitoring observation forms.</span></li> <li><span><strong>Qualitative Feedback:</strong> Facilitate Focus Group Discussions (FGDs) with adults (parents/teachers) and children to gauge program impact. Collect qualitative feedback from school staff, community members, fathers and mothers councils, and students on challenges and areas for improvement.</span></li></ul><p><span><strong>4. Data Collection, Reporting, and Documentation</strong></span></p><br><ul> <li><span><strong>Digital Data Collection:</strong> Utilize mobile data collection tools - KOBOToolbox - to conduct site inspections and input monitoring data in real-time. Ensure that all data collected via mobile devices is uploaded promptly and deleted from local storage according to project security protocols.</span></li> <li><span><strong>Informed Consent & Media:</strong> Identify and document project field photos. <strong>Written or recorded Informed Consent must be explicitly obtained</strong> from participants (and signed by parents/guardians in the case of children) prior to capturing any identifiable images or stories, strictly following organizational communication guidelines.</span></li></ul><p><span><strong>Data Protection, Privacy, and Confidentiality</strong></span></p><br><ul> <li><span><strong>Protection of Personally Identifiable Information (PII):</strong> The enumerator must strictly safeguard all PII (including names, locations, contact details, photos, and biometric data) of beneficiaries, school staff, and children. No PII should be stored on personal devices longer than necessary to complete the immediate upload task.</span></li> <li><span><strong>Confidentiality of Child Data:</strong> In alignment with international Child Protection standards, all data concerning minors (such as reading assessment scores or Focus Group Discussion notes) must be strictly confidential. Children's full names or identifying traits must never be linked directly to public reports or shared via unencrypted channels.</span></li> <li><span><strong>Data Sharing Restraints:</strong> The enumerator is strictly prohibited from sharing project data, assessment results, or beneficiary lists with external actors, local authorities, or community members without explicit, written authorization from the SEAL Project Management team. All data sharing must flow through formal organizational channels.</span></li> <li><span><strong>Secure Communications:</strong> Avoid sharing sensitive data or beneficiary lists over unencrypted public communication platforms (e.g., standard WhatsApp groups). These challenges have weakened governance systems, disrupted economic activity, and increased poverty, food insecurity, and vulnerability across the country.<br> While humanitarian assistance remains essential, sustainable recovery requires longer-term investments in livelihoods, economic resilience, local governance, institutional strengthening, and climate-resilient agriculture.</p><br> <p>UNDP is implementing a portfolio of complementary projects to address these interconnected challenges. This includes the Resilient Economies and Sustainable Livelihoods for Empowerment in Yemen (RESOLVE) project funded by the Swiss Agency for Development and Cooperation (SDC) ; the Local Governance for Area-based Development (LoGABD) project funded by the European Union (EU) ; and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, also funded by the EU. These projects are designed with a synergistic, area-based approach to maximize impact and efficiency.</p><br> <p>RESOLVE (SDC) focuses on strengthening the resilience and economic empowerment of vulnerable communities in Marib and Hadramout governorates by promoting sustainable livelihoods through agribusiness development, agricultural value chain strengthening, improved access to finance, and enhanced local economic governance.</p><br> <p>LoGABD (EU) aims to strengthen the capacity of local authorities across seven governorates (Aden, Hadramout, Lahj, Marib, Taiz, Al Mahrah, Socotra) to effectively plan, budget, finance, and deliver public services, manage IDP populations, and foster climate resilience. It focuses on institutionalizing training hubs, improving public financial management, completing community-prioritized public works, and operationalizing Local Economic Development Councils and Local Development Funds.</p><br> <p>SANABEL (EU) is a joint FAO-UNDP project focused on climate-resilient agriculture and job creation. It aims to increase crop and livestock productivity through Climate-Smart Agriculture (CSA) and ecosystem-based adaptation (led by FAO) and strengthen climate-resilient agricultural value chains to generate decent jobs, formalized businesses, and inclusive economic growth (led by UNDP).<br> </p><br> <p><strong>Position Purpose</strong></p><br> <p>By combining these three projects under one management umbrella, this position will ensure coherent and integrated implementation, maximize synergies, and leverage UNDP's expertise in governance, economic recovery, and resilience-building. Over 80 percent of Yemen’s population is estimated to need humanitarian assistance, and more than 2.5 million Yemenis have become IDPs. The ongoing conflict has destroyed much of the institutional ability of key ministries, governorates, and local authorities to deliver essential social services to citizens. Public service restoration is also essential for a smooth transition to recovery, as a political agreement is being negotiated. Combining communities’ own efforts with whatever limited state institutional capacity remains are needed to both curtail further humanitarian deterioration and the political ramifications of total state collapse. Yemen is one of the most food insecure countries in the world. Around 20 million people (70 percent of the population) are facing hunger, a 13 percent increase from 2017. The current conflict has led to a decline in the national economy. Gross Domestic Product was cut in half since 2015, and more than 80 percent of the population living below the poverty line. The fighting around the country’s seaports and the ensuing suspension of commercial imports and supply shortages, the depreciation of the Yemeni riyal, which is now worth barely a third of 2015 level, have combined to push the food prices up. Only half of health facilities are functioning, and many Yemenis in need of critical treatments especially for malnutrition are too poor to access the ones that are open. Beyond those at risk of famine, many millions with only emergency food assistance to survive, face a collapse in their immune systems – especially children and the elderly – increasing their vulnerability to malnutrition, cholera and other diseases. Chronic water shortages exacerbate food insecurity and risk of famine in areas where people depend on agriculture for food and income.</p><br> <p>This heightened crisis is calling for scaled-up support to address the immediate needs while also leveraging and enhancing national capacities and systems for resilience-building for populations in Yemen with increased vulnerabilities that can complement a largely insufficient humanitarian response and at the same time for the need to maintain the existing capacities and mechanisms at local and national level to maintain the foundation for future reconstruction and recovery.</p><br> <p>The World Bank funded projects aim to Improve access to food and, nutritious diets, social protection, economic opportunities, food security and effective management of water sector in Yemen. This is done through several activities including infrastructure rehabilitation, support to improve agriculture production and quality by reducing post-harvest losses and improving climate resilience and access to markets</p><br> <p>While ensuring direct support in a fragile context, UNDP, in partnership with the WB is also strategizing to ensure that short term benefits are translated into longer term development impact.<br> </p><br> <p><strong>Position Purpose</strong></p><br> <p>UNDP is seeking to recruit a Chief Technical Advisor to manage three World Bank funded projects. S/he shall work under guidance of the Deputy Resident Representative for Programme, and shall provide strategic advice and technical oversight for the projects under his/her responsibility to ensure that all outputs are of high quality and consistent with the delivery of results according to the Project Documents and Project Result Frameworks and will provide coordination and technical guidance to projects team consisting for successful implementation of the outputs and activities. He/she shall engage proactively with Yemeni institutions partners and provide guidance on further engagement and programme development.</p><br> <p>The Chief Technical Advisor shall keep abreast of good international practices in the area of projects under responsibility and integrate/build similar practices within the projects, build and manage partnerships, facilitate knowledge management and sharing and support and facilitate the elaboration of other initiatives of UNDP.</p><br> <p>UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. This CTA will work as a senior advisor to management and all project managers on partnership with World Band and will be responsible for the management of three WB Projects:</p><br> <ol> <li><strong>Yemen Food Security Response and Resilience Project which aims</strong> at improving the availability of and access to food and nutritious diets, both in the short and medium term, for targeted households Yemen’s capacity to respond to food insecurity. UNDP is responsible for implementing component 1 of the project on Improving agricultural production infrastructure and building climate resilience</li> <li><strong>Yemen Emergency Social Protection Enhancement and COVID 19 Response Project which aims at</strong> providing immediate relief to food insecurity and malnutrition while also increasing resilience to food insecurity and malnutrition in the future, through providing cash assistance and much-needed services for vulnerable households that are most at risk of malnutrition (Cash for Nutrition), creating employment opportunities for vulnerable populations, improve productivity, strengthen social cohesion, and respond to the anticipated effects of climate change (Cash for Work), and building valuable socio-economic assets for local communities that help improve access to key services and small infrastructure.</li> <li><strong>Yemen Improved Water Management and Irrigation for Sustainability and Efficiency in Yemen aiming</strong> at strengthening climate resilience and water security for people in selected water basins in Yemen through enhancing resilience of beneficiaries to climate risks ,and provide them with water, sanitation, and/or hygiene, that is safely managed </li> </ol> <p><strong>Duties and Accountabilities</strong></p><br> <p><strong>1.)
