Office/Unit/Project Description </strong></p><br> <p>Yemen is experiencing one of the world’s most severe humanitarian crises, shaped by prolonged conflict, political instability, and deep economic decline. These factors have severely undermined state institutions, fragmented governance structures, and reduced fiscal capacity, contributing to widespread poverty, food insecurity, and vulnerability. Social cohesion remains under pressure, particularly in rural areas where access to livelihoods, employment, agricultural resources, and basic services is severely constrained. Environmental fragility and increasing exposure to climate shocks further exacerbate vulnerability, particularly for communities dependent on agriculture. </p><br> <p>Short-term humanitarian interventions, although indispensable for alleviating the immediate impact of the emergencies on vulnerable communities, cannot steer more fundamental recovery nor address the underlying underdevelopment causes of the conflict. Situation analysis reveals critical gaps in transitioning from short-term humanitarian assistance to sustainable development approaches. </p><br> <p>According to a recent UNDP study (2024), the prevailing focus on immediate food assistance has not sufficiently addressed structural vulnerabilities, as there is a weak correlation between the scale of humanitarian aid and improvements in food security. Cash assistance programs provide short-term relief but often contribute to inflation and do not resolve the underlying causes of poverty. Governance deficits, logistical challenges, bureaucratic barriers, and insecurity further limit effective aid delivery, especially in remote and hard-to-reach areas. </p><br> <p>As a result, there is a pressing need to integrate longer-term interventions in the local food systems that promote food security through economic development, enhance productivity and value addition, support private sector growth, and create sustainable livelihoods, while strengthening the supply of goods and services. </p><br> <p>This project responds to these realities by adopting a resilience-oriented approach that integrates the Humanitarian–Development–Peace (HDP) Nexus. The intervention scope focuses on sustainable livelihoods and value chain development through agricultural support (technical innovation, seed distribution, irrigation rehabilitation, livestock care, and crop diversification); agribusiness development (strengthening value chains, institutionalizing climate-resilient practices, and shock protection); strengthening the business enabling environment (collaboration between agribusinesses, private sector, and local authorities); microfinance (microloans, savings groups, and financial literacy); and support for vulnerable groups including IDPs, women, and youth through inclusive, gender-sensitive livelihood opportunities.</p><br> <p>The RESOLVE project is implemented in close synergy with the Local Governance for Area-Based Development (LoGABD) project and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, forming an integrated portfolio under the Area-Based Development (ABD) framework. The Gender Analyst will therefore be expected to ensure gender mainstreaming coherence across this portfolio, working collaboratively with gender focal points and technical teams across all three projects to maximize synergies and avoid duplication.</p><br> <p>Gender equality is a significant objective across all components of this project and engagement, and empowerment of women is key to achieving the aimed results.</p><br> <p><strong>2. Scope of Work </strong></p><br> <p>The primary objective of the position is to provide technical leadership and advisory support to ensure that gender equality, women's empowerment, and social inclusion are effectively mainstreamed across the Integrated Resilience and Governance Programme in Yemen and related portfolio projects (RESOLVE, LoG4ABD, and SANABEL), ensuring that gender-responsive approaches are integrated throughout project design, implementation, monitoring, reporting, and knowledge management.</p><br> <p><strong>Provides technical leadership and coordination support, focusing on the achievement of the following functions:</strong></p><br> <p><strong>1. Gender Mainstreaming and Technical Advisory</strong></p><br> <ul> <li>Lead the integration of gender equality and women's empowerment across all project components, ensuring interventions are gender-responsive and aligned with UNDP Gender Equality Strategy and corporate policies. </li> <li>Provide technical guidance to project teams, Responsible Parties (RPs), consultants, and implementing partners on gender-sensitive programming across livelihoods, local governance, value chains, MSME development, climate-resilient agriculture, financial inclusion, and private sector engagement. </li> <li>Review project documents, work plans, Terms of Reference, training materials, and implementation tools to ensure effective integration of gender and social inclusion considerations. </li> <li>Identify opportunities to strengthen project interventions through practical and context-specific gender-responsive approaches that address the needs of women, youth, internally displaced persons (IDPs), persons with disabilities, and other vulnerable groups. </li> </ul> <p><strong>2. Institutional Arrangement</strong></p><br> <p>Under the direct supervision of the UNDP Project Manager for Integrated Resilience and Governance Programme in Yemen and in close collaboration with the project team, Responsible Parties (RPs), the LoG4ABD and SANABL project teams, gender focal points across the portfolio and the UNDP Country Office, the Gender Analyst will provide technical leadership to ensure that gender equality and women's empowerment are systematically integrated across all project components and across the broader RESOLVE-LoGABD-SANABEL projects within the portfolio. Moving beyond symbolic inclusion, the analyst will embed gender mainstreaming into the very fabric of operational practice, advising on the design and implementation of interventions—from agricultural support and value chain development to microfinance, local governance strengthening, public financial management, climate-resilient agriculture and private sector engagement—so that they are explicitly responsive to the distinct barriers, needs, and capacities of women, men, youth, IDPs, persons with disabilities and displaced populations. This involves proactively identifying opportunities to strengthen project activities, developing tailored tools and frameworks for partners, and championing realistic, context-sensitive gender strategies that can adapt to Yemen’s fluid operating environment while driving measurable progress toward gender equality outcomes.</p><br> <p><strong>4. Office/Unit/Project Description </strong></p><br> <p>UNDP Yemen operates in one of the world’s most complex and protracted crises, where overlapping challenges of conflict, governance, and climate change create deep vulnerabilities for communities across the country. The Country Office’s Climate Change, Water, Energy, and Environment (CCWEE) portfolio is a core pillar of UNDP’s programming, focused on restoring essential services, strengthening local governance, and improving livelihoods through climate-resilient, inclusive, and sustainable development solutions. The portfolio works closely with national and local partners to implement integrated interventions across water, agriculture, energy, and institutional strengthening to address the interlinked drivers of fragility, inequality, and environmental degradation.</p><br> <p>In this context, the <i>Integrated Water Resources Management for Enhanced Resilience in Yemen (IWRM-ERA)</i> Project, funded by KfW, aims to strengthen climate resilience and improve water resources management in targeted areas of Taiz and Lahj governorates. The project supports sustainable water management, watershed rehabilitation, community engagement, and climate-resilient livelihoods to improve water security and enhance resilience to climate change.</p><br> <p>Furthermore, this position will also provide targeted cross-support to communication and visibility activities for other strategic initiatives under the broader CCWEE portfolio (including GEF, GCF, and other bilateral donors), ensuring unified thematic messaging.</p><br> <p>To enhance project visibility, stakeholder engagement, knowledge sharing, and advocacy, UNDP seeks a Communications Analyst to lead the development and implementation of communications and outreach activities.</p><br> <p>The Communications Analyst reports directly to one of the Project Managers, while maintaining a direct strategic and operational matrix reporting line to the CCWEE Team Leader to facilitate portfolio-wide thematic synergy.</p><br> <p><strong>2.
