Keep up to date about funding trends, policies and strategic priorities and budgetary planning cycles of donors and governments. Pro-actively seek funding sources among government and non-government donors, in line with IOM s strategic priorities.</p><p>2. Maintain effective working relationships with donors and potential donors, liaising, as necessary, with Regional Office (RO) and IOM COs with resource mobilization functions.</p><p>3. Coordinate the design and development of new programmes/projects based on solid results framework responding to emerging trends and priorities, in close coordination with the Chief of Mission, Regional Office, Headquarters Programme Managers, as well as with Government counterparts and other relevant public/private sector s partner organizations.</p><p>4. Ensure the review and endorsement of concept notes, proposals and donor reports on IOM s relevant software application, while also ensuring compliance with donor interests and requirements, and IOM s Project Handbook Guidance and results-based management standards.</p><p>5. Maintain up-to-date knowledge of all projects and programmes implemented by IOM Yemen.</p><p>6. Support Project Managers in coordinating the operational, administrative and financial aspects of all ongoing projects, including oversight responsibility of projects implementation, in coordination with the Resource Management units as required. Liaise between IOM Finance colleagues and Programme Managers to ensure that the latter are observant of IOM and Donors financial requirements.</p><p>7. Contribute to the development of IOM Yemen annual consolidated appeal, external reporting on emergency response and engagement with UN Office for Coordination of Humanitarian Affairs (OCHA) on the Humanitarian Needs Overview/Humanitarian Response Plan. Ensure IOM is successfully providing input into and reporting in line with the Grants Management System and the Financial Tracking System and the Online Projects System.</p><p>8. Coordinate with Programme Managers, Chief of Mission and senior management and support the drafting of regular progress reports to be submitted to the donors, partners and IOM Headquarters.</p><p>9. Support Programme Managers in the continuous review of project s implementation strategies as well as provide guidance and suggest corrective measures and actions to be taken as necessary.</p><p>10. Ensure logical/efficient planning and deployment of monitoring staff to achieve established objectives and collect necessary data.</p><p>11. Contribute to the process of raising awareness on issues relevant to IOM s mandate and Yemen, to promote project/programme related activities.</p><p>12. Identify, train and supervise reporting, project development and monitoring and evaluation team members, placing emphasis on the development of new team members and training on humanitarian systems and donor protocols.</p><p>13. Undertake duty travel with the aim of project/programme assessment, liaison with counterparts and donors, problem solving and the development of new initiatives, as required.</p><p>14. Act as IOM Yemen focal point and respond to inquiries from Headquarters and network of IOM regional offices. Chief of Mission Support</p><p>15. In coordination with the Chief of Mission, represent the CO in donor meetings, briefings, conferences, UN Working Group meetings and liaise with donors, governmental partners, project partners, think tanks policy centers at the international and national level.</p><p>16. In Coordination with the Programme Managers and Resource Management Unit, identify areas of projects/programme implementation which require the Chief of Mission intervention.</p><p>17. Represent the Chief of Mission in inter-agency meetings when related to the development and implementation of joint programmes, in coordination with Programme Coordinators/Managers as well as in any other meetings, as requested by the Chief of Mission.</p><p>18. Ensure adequate follow-up with relevant staff in support of the Chief of Mission strategic inputs and key decisions, including oversight of the mission's development of the country programme.</p><p>19. <p>To lead the Country Office CBT operational lifecycle, oversee technical end-to-end data controls, and manage a team of multi-disciplinary national personnel. The incumbent will standardize distribution mechanisms, drive FSP diversification, govern macro-level reconciliation loops, and steer strategic policy coordination with UN counterparts and government authorities regarding Identity Management architectures, data-minimization rules, and national social protection single registries.</p><p><br></p><p><b>KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):</b></p><p><br></p><p>Within delegated authority and under the direct supervision of the Head of CBT/IDM Officer, the National Programme Officer will execute the following core accountabilities:</p><p><br></p><p>1. Operational Controls & Pipeline Assurance</p><p><br></p><p>SOP Standardization: Author, update, and institutionalize comprehensive Standard Operating Procedures (SOPs) for CBT business processes, ensuring they are user-oriented, auditable, and fully compliant with corporate headquarters directives.</p><p><br></p><p>Data Verification & Clearance: Analyze, review, and clear monthly Field Office distribution plans and pipeline requirements. Enforce strict quality control and structural consistency over all beneficiary distribution lists prior to routing them for official Programme clearance.</p><p><br></p><p>Reconciliation & Accountability Control: Oversee the execution of all CBT assurance and compliance tracking frameworks, guaranteeing that end-of-cycle financial reconciliation reports are delivered by FSPs, rigorously verified, and approved without delay.</p><p><br></p><p>Pipeline Data Consolidation: Coordinate the systematic gathering, consolidation, and cleaning of monthly transfer data to feed into the centralized Country Office pipeline report, ensuring data integrity and information consistency for senior leadership decision-making.</p><p><br></p><p>3. FSP Planning, Innovation & Interoperability</p><p><br></p><p>FSP Strategic Planning: Formulate and execute a comprehensive FSP diversification strategy to mitigate institutional risks, evaluate market readiness, and pioneer the integration of multi-channel digital payment networks (e.g., PlugPay and blockchain-linked building blocks).</p><p><br></p><p>Inter-Agency Social Protection Interoperability: Coordinate technical actions and legal clauses required to formalize high-level Memorandums of Understanding (MoUs) with UN sister agencies to enable WFP data contribution toward Yemen's future unified Social Protection Single Registry.</p><p><br></p><p>4. Identity Management (IDM) & Data Governance</p><p><br></p><p>IDM Policy Coordination: Coordinate operational and cross-cutting policy decisions with relevant units regarding beneficiary identity management, data minimization principles, and the contextual, safe deployment of biometric verification platforms.</p><p><br></p><p>Data Protection & Maturity: Formulate operational guidance notes on identity management, establish clear parameters for data collection, secure processing loops, and beneficiary information protection across all active Programme activities.</p><p><br></p><p>Architecture Alignment: Evaluate and align localized digital systems currently supporting cash, value voucher, in-kind, and commodity voucher tracking against corporately endorsed software modules under WFP’s global IDM Target Architecture.</p><p><br></p><p><strong>Desired Candidate Profile</strong></p><p>Advanced University Degree (master s or equivalent) in International Affairs, Economics, Public Health, Agriculture, Environmental Science, Social Sciences, or another field relevant to international humanitarian/development assistance. Alternatively, a First University Degree (Bachelor's) combined with a minimum of three (3) additional years of directly related progressive professional work experience.</p><p>Total relevant 7 years of experience including 3 years of professional experience specifically focused on strategic design, field implementation, and technical evaluation of cash-based assistance programs. Direct experience planning and implementing safety net or emergency response operations at the implementation level in developing countries or complex emergency settings.</p><p><strong>Desirable:</strong> Proven experience establishing corporate standard operating procedures with Financial Service Providers (FSPs) or managing identity management database transfers.</p><p><strong>Knowledge & Skills:</strong> Strong technical mastery across the design, delivery, and compliance tracking of multi-modality cash and voucher programs. Deep technical understanding of food security, livelihoods, and social protection safety net models within fragile states. Comprehensive understanding of UN and WFP programming requirements, with practical knowledge of Emergency Preparedness and Response (EPR), data assurance protocols, and funds management. This CST II position is intended to fill the gap in work previously performed by the STP during the transition period, until the new position contract type is determined and approved. ACCOUNTABILITIES/RESPONSIBILITIES: Under the supervision of the Head of Finance or the Head of Finance Officer-in-Charge, the incumbent will: Lead and manage the ICSP YE02 closure, including closure of open items and transfer of resources from ICSP YE02 to ICSP YE04. <p><br></p><p>General context of the project While the armed conflict entered its 12th year, Yemen remains one of the largest humanitarian crisis. The country s deteriorating economy, the protracted conflict and crumbling basic services are exacerbating humanitarian needs across the country. Meanwhile, climate shocks, increased regional tensions and chronic underfunding of critical humanitarian sectors are further worsening people s vulnerability and suffering. Four years since the UN- brokered truce, international non-governmental organizations (INGOs) operating in Yemen warn that humanitarian conditions are more fragile than at any point since the peak years of the response. Over 22.2 million people 1 continue to face dire humanitarian conditions, struggling to meet basic needs and access essential services amid protracted crisis, economic deterioration, aid cuts, displacement and climate-related shocks. Furthermore, the escalating conflict in the Middle East and the wider region threatens to exacerbate the dire economic situation and could trigger a resumption of large-scale armed conflict within Yemen. These regional shifts risk disrupting vital humanitarian and commercial supply chains and inflating the cost of essential goods. INTERSOS, in collaboration with local partners, has been providing essential health, nutrition, protection, water and sanitation, as well as livelihoods support for the vulnerable people across Yemen since 2008. While INTERSOS operational presence has been impacted by the signficant funding downsize in the last few years, the integrated programming serving the most vulnerable communities (IDPs, migrants, people at hightened protection risks) continues providing essential lifesaving aid.</p><p>General purpose of the position Support the Head of Mission in the development, definition and management of the mission program in accordance with INTERSOS strategies, plans and policies. Lead the development of new concept notes and project proposals in collaboration with the Regional Programme Coordinator and Senior Management Team. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><span >The Cash Consortium of Yemen The Cash Consortium of Yemen (CCY) was established in 2020 to improve the living conditions of socio-economically vulnerable and conflict-affected individuals in Yemen. The CCY is led by the Danish Refugee Council (DRC) and includes Acted, Norwegian Refugee Council (NRC), Mercy Corps, Solidarities International (SI) as co-partners, as well as the International Organization for Migration (IOM) as a non-funded EU partner. The CCY aims to maximize the effectiveness of cash assistance and support the transition to longer-term resilience programs through referrals. The CCY's response has been implemented across 13 governorates in Yemen, where vulnerability is high, and households are affected by conflict and environmental shocks or identified to be socio-economically vulnerable due to being unable to meet their basic survival needs As the Co-Lead for the National Cash and Market Working Group, CCY collaborates with other cash actors in Yemen to prevent duplication of efforts, ensuring a harmonized approach, and enabling the efficient allocation of resources to areas with high vulnerability.</span></p><p>Overall purpose of the role: This role is split between the Danish Refugee Council country office (75% FTE) and the CCY (25% FTE) Under the supervision of the DRC Country Director, the Advocacy Coordinator will be responsible for the definition and implementation of the DRC Yemen advocacy strategy and to further develop DRC Yemen s advocacy work and outputs. <p>BACKGROUND AND PURPOSE OF THE ASSIGNMENT:</p><p><br></p><p>Reporting to the Head of the OIM&PR unit at the country office, the incumbent will support all Operational Information Management and Performance Reporting (OIM & PR) activities and contribute to the establishment and presentation of standard operating picture of WFP programme portfolio and associated results that facilitate informed and timely decision-making at all levels throughout the organization.</p><p><br></p><p>KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):</p><p><br></p><p>Support staff in assigned area to ensure that standard OIM & PR procedures and templates are followed to drive the quality, consistency and standardization of information management and performance reporting across WFP.</p><p><br></p><p>Collate relevant information and data from media and local internal and external sources to facilitate and maximize the exchange of information and data flow between functional area networks in WFP, to provide operational awareness and understanding of events that may have humanitarian and/or operational impact.</p><p><br></p><p>Support the collation and dissemination of political and humanitarian analysis pertaining to WFP current or future responses and donor policies, trends and preferences to ensure country specific input to WFP’s operational reporting.</p><p><br></p><p>Support the collation, analysis and communication of the ‘Essential Elements of Information’, pertaining to the operational environment and available human, financial and physical assets in order to facilitate access to timely and accurate information used at country and corporate level.</p><p><br></p><p>Support the preparation of Annual Corporate Report (ACR) for the Annual Reporting Exercise in collaboration with the country office programme, monitoring & evaluation, logistics and resource management functions by coordinating to ensure coherence and quality of performance information</p><p><br></p><p>Collaborate with counterparts internally to ensure consistency in humanitarian information and to complement WFP analysis and information.</p><p><br></p><p>Support the enhancement of the capacity of WFP staff and partners to effectively manage operational information and performance reporting, for example through scheduling the delivery of the OIM & PR training on core competencies.</p><p><br></p><p>Support COs or ROs in emergencies by preparing, organizing and providing secretarial support to Operational Task Forces (OTFs).</p><p><br></p><p>Provide feedback on activities associated with the Corporate Performance Reporting Improvements.</p><p><br></p><p>Support the initiatives for developing improved, streamlined, and harmonized OIM & PR including drafting of OIM & PR related normative guidance, as required.</p><p><br></p><p>Support the assurance of defined quality standards in all processes and products.</p><p><br></p><p>STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE:</p><p><br></p><p>Education:</p><p><br></p><p>Advanced University degree in Political Science, Economics, Statistics, Information Management or Journalism, Business Management, Social Sciences or other relevant field, or First University degree with additional years of related work experience and/or training/courses.</p><p><br></p><p>Experience:</p><p><br></p><p>Total relevant 5 years of experience including 1 year of professional experience in international humanitarian development.</p><p><br></p><p>Knowledge & Skills:</p><p><br></p><p>General knowledge of information management best practices, techniques and processes with some understanding of the basic theoretical background.</p><p><br></p><p>Strong English-language written and oral communication skills, including substantive analysis and report writing skills.</p><p><br></p><p>Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.</p><p><br></p><p>Language:</p><p><br></p><p>Fluent in written and oral English and Arabic.</p><p><br></p><p><strong>Desired Candidate Profile</strong></p><p><br></p>
