<p>Organizational Setting FAO's office for Yemen is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Yemen. It develops and maintains relations with the relevant Ministries at country level. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner. Reporting Lines The Project Technical Specialist will work under the overall supervision of the FAO Representative (FAOR) in Yemen and the technical direction of the GEF project technical advisor. Technical Focus The Project Technical Specialist will be hired to support FAO Yemen in implementing the GEF7 project, currently under implementation. Tasks and responsibilities Conduct a comprehensive review of proposed project activities to ensure it align with the project objective. Provide technical expertise to refine project activities in accordance with the project s goals. Ensure the integration of scientific and technical knowledge in the execution of project activities. Ensure smooth partnership and communication between the FAO project team and key partners, including the Ministry of Water and Environment, Environment Protection Authority, and the Ministry of Agriculture and Irrigation. Provide technical support in the preparation of Project Progress Reports (PPR), as well as Projects Implementation Reports (PIR) and final reports and ensuring they reflect accurate and up-to-date information on project activities. resolve any challenges that may arise during the project implementation. Address stakeholder concerns and incorporate their feedback into project planning and execution. Prepare the OPIM action plan highlighting how the EPA seeks to address HACT assessment weaknesses, and where additional EPA capacity development needed, through the GEF project. Attend monthly meetings with FAO operations and project management colleagues working on this GEF7 project. Contribute to the annual reporting (PIR) of this project to the GEF, to be able to lead on this once the project gets executed by the EPA. Contribute to review Terms of Reference of implementation partners including government institutions developed and provide inputs. Organize and attend all meetings of the project steering committee. Together with the project manager, review produced quality of technical deliverables.</p><p><strong>Desired Candidate Profile</strong></p><p>Minimum Requirements Advanced university degree in natural resources management, climate change, and policy (or closely related field). At least five years of relevant experience in natural resources management, climate change adaptation. Working knowledge of English and Arabic, both written and spoken is required. National of Yemen or resident of the country with valid work permit FAO Core Competencies Results Focus Teamwork Communication Building Effective Relationships Knowledge Sharing and Continuous Improvement Technical/Functional Skills Technical background in policymaking and or providing guidance on environment and climate change mitigation to policymakers. <p><b>About the job</b></p><p><br></p><p>Overall purpose of the role:</p><p><br></p><p>The Deputy Chief of Party (Programmes) will provide strategic leadership and oversight of the implementation of the Cash Consortium of Yemen (CCY) programme, ensuring the effective, efficient and harmonised delivery of Multi-Purpose Cash Assistance (MPCA) and livelihoods interventions across Yemen. <p>To lead the Country Office CBT operational lifecycle, oversee technical end-to-end data controls, and manage a team of multi-disciplinary national personnel. In Yemen, one of the world's most severe humanitarian crises continues to drive widespread food insecurity and vulnerability. According to the 2026 Humanitarian Needs and Response Plan (HNRP), an estimated 22.3 million people require humanitarian assistance, including 18.3 million people in need of food security and livelihood support. WFP's response focuses on saving lives, protecting livelihoods, and improving food consumption among the most vulnerable populations through life-saving food assistance and nutrition interventions. To support evidence-based programming and strategic decision-making, WFP Yemen's Vulnerability Analysis and Mapping (VAM) unit leads food security monitoring, assessments, and analysis across the country. The unit conducts large-scale food security and livelihood assessments, market monitoring, beneficiary monitoring, and other analytical activities that generate critical information on food security conditions, market trends, household vulnerabilities, and humanitarian needs. These efforts provide the evidence base for Programme design, targeting, operational planning, donor engagement, resource mobilization, and advocacy. The position is responsible for conducting statistical analyses and modeling, developing sampling methodologies, managing survey datasets, and producing evidence-based findings to inform food security monitoring, Programme implementation, and humanitarian response.
