Organizational Context and Scope Under the direct supervision of the Chief of Mission and in close coordination with the Programmes Managers, Heads of Offices, Head, Resources Management, and relevant Heads of Units, the Programme Coordinator (Programme Support Unit (PSU)) will be responsible for coordinating and implementing the Programme Support related activities of the Unit. Pro-actively seek funding sources among government and non-government donors, in line with IOM s strategic priorities.</p><p>2. Maintain effective working relationships with donors and potential donors, liaising, as necessary, with Regional Office (RO) and IOM COs with resource mobilization functions.</p><p>3. Coordinate the design and development of new programmes/projects based on solid results framework responding to emerging trends and priorities, in close coordination with the Chief of Mission, Regional Office, Headquarters Programme Managers, as well as with Government counterparts and other relevant public/private sector s partner organizations.</p><p>4. Support Programme Managers in the continuous review of project s implementation strategies as well as provide guidance and suggest corrective measures and actions to be taken as necessary.</p><p>10. Ensure logical/efficient planning and deployment of monitoring staff to achieve established objectives and collect necessary data.</p><p>11. Contribute to the process of raising awareness on issues relevant to IOM s mandate and Yemen, to promote project/programme related activities.</p><p>12. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><span >The Cash Consortium of Yemen The Cash Consortium of Yemen (CCY) was established in 2020 to improve the living conditions of socio-economically vulnerable and conflict-affected individuals in Yemen. The CCY is led by the Danish Refugee Council (DRC) and includes Acted, Norwegian Refugee Council (NRC), Mercy Corps, Solidarities International (SI) as co-partners, as well as the International Organization for Migration (IOM) as a non-funded EU partner. The CCY aims to maximize the effectiveness of cash assistance and support the transition to longer-term resilience programs through referrals. The CCY's response has been implemented across 13 governorates in Yemen, where vulnerability is high, and households are affected by conflict and environmental shocks or identified to be socio-economically vulnerable due to being unable to meet their basic survival needs As the Co-Lead for the National Cash and Market Working Group, CCY collaborates with other cash actors in Yemen to prevent duplication of efforts, ensuring a harmonized approach, and enabling the efficient allocation of resources to areas with high vulnerability.</span></p><p>Overall purpose of the role: This role is split between the Danish Refugee Council country office (75% FTE) and the CCY (25% FTE) Under the supervision of the DRC Country Director, the Advocacy Coordinator will be responsible for the definition and implementation of the DRC Yemen advocacy strategy and to further develop DRC Yemen s advocacy work and outputs. The postholder will take a leading role in ensuring evidence-based advocacy informs and influences key decision makers in accordance with the advocacy strategy, ensuring that the aid response across Yemen supports the most vulnerable population. The Advocacy Advisor works closely with DRC s regional and global advocacy teams as well as being the focal point for DRC Yemen on external communications. Under the CCY, this role will provide targeted advocacy and communication technical support to the consortium management unit and oversee the design and delivery of the consortium s advocacy strategy.</p><p>Duties and Responsibilities:</p><p>Strategic Advocacy</p><ul><li>Develop and update the advocacy strategy, talking points, topline messaging, briefing papers, advocacy reports and other advocacy asks for the local DRC team</li><li>Lead on the implementation of the DRC Yemen advocacy strategy</li><li>Follow up on the implementation of DRC s Communication strategy and communication commitments with support from the Middle East Asia and Europe Hub.</li><li>Participate in and support the relevant working groups of the Yemen based INGO network, including supporting the planning and drafting of relevant inter-agency products such as key messaging, public statements, high profile letters, briefings etc.</li><li>Remain up to date on key issues at the national and regional level, through engagement with relevant stakeholders</li><li>Alert the SMT to relevant policy developments and provide analysis and input for various inter-agency meetings such as the Technical Monitoring Group, the Humanitarian Country Team and others.</li><li>Support the Head of Programmes and Technical Coordinators in coordinating advocacy and programme objectives and develop programme-specific policy work. Unique terrestrial and marine ecosystems, including globally significant island biodiversity, extensive coral reefs, diverse highland agro-ecosystems, and culturally important dryland forests, provide essential services that underpin livelihoods, food security, water systems, and cultural identity across the country. </p><br> <br> <p> Yet Yemen faces a complex set of environmental and development challenges. Institutional capacity constraints, limited environmental monitoring, and pressures on public resources have affected the management of natural ecosystems. </p><br> <br> <p> Yemen’s ability to address biodiversity threats is severely hindered by prolonged conflict, economic collapse, and weak governance, which have eroded enforcement capacity and drained resources for environmental management. Fragmented institutions limited technical expertise, and insufficient scientific data further constrain effective planning and monitoring. High community dependence on natural resources for livelihoods, combined with security challenges in some areas, exacerbates habitat degradation, while low public awareness limits grassroots engagement in conservation. </p><br> <br> <p>The Global Environment Facility (GEF) Small Grants Programme (SGP) is implemented by UNDP on behalf of the GEF Partnership. UNDP oversees the Small Grants Programme (SGP) through the Vertical Hub and the Nature Hub of Bureau for Policy and Programme Support (BPPS). Funded by the Global Environment Facility (GEF), the Small Grants Programme efficiently channels direct grants to non-governmental and community-based organizations to help them cope with climate change; conserve biodiversity; protect international waters; reduce the impact of Persistent Organic Pollutants; and prevent land degradation. <p>Yemen remains one of the world s most severe humanitarian crises, after more than a decade of conflict, economic decline, climate shocks, and political instability. In 2026, over two-thirds of the population require humanitarian assistance, including 9.4 million people identified as most in need of life-saving support.</p>
<p>The health system is under extreme strain, with only 59.3% of health facilities fully operational and 19.3 million people requiring healthcare services, including more than 660,000 pregnant women in need of urgent care. Cholera continues to pose a major public health challenge, adding pressure to an already weakened system.</p>
<p>The operational environment remains highly volatile, marked by security incidents, service disruptions, funding cuts, and economic challenges that regularly affect humanitarian activities.</p>
<p>M decins du Monde operates across northern and southern Yemen, with a coordination office in Sana a and field offices in Aden and Marib. Its interventions focus on two strategic priorities:</p>
