With Country Offices (COs) reporting directly to the Deputy Executive Director and Chief Operating Officer (DED&COO), the need for a streamlined, coherent, and responsive flow of strategic and operational information is essential to stay ahead of the curve by preparing and responding to current and future emergencies in a changing humanitarian environment. Based in Country Offices, the OIM&PR function is responsible for coordinating, consolidating, and managing information flows to provide WFP leadership with a consistent, evidence-based operational picture, supporting informed decision-making, accountability, effective programme management, and coherent internal and external reporting while enhancing collaboration and information sharing between Country Offices and HQ. ACCOUNTABILITIES/RESPONSIBILITIES: (not all-inclusive, within delegated authority) Lead the production of Operational Information Management (OIM) products in line with established review and approval workflows. Products include but are not limited to situation reports for WFP and external audiences, donor reports, briefs, dashboards, Daily Operational Brief entries, proposals, talking points, among others. Manage other CO OIM staff, providing training, guidance, and other support as needed. Draft clear, concise, and audience-tailored analytical content to inform programme design and adaptation, management decision-making, advocacy, fundraising, and external engagement. Analyze the political, humanitarian and policy landscape pertaining to WFPs current and future responses, including donor policies, trends and preferences, to inform WFPs strategic information provision to key decision-makers. Collect, analyze and synthesize relevant information and data from media and local internal and external sources to build 'Essential Elements of Information', facilitate and maximize the exchange of information and data flows between functional area networks in WFP, to provide operational awareness and understanding of events that may have humanitarian and/or operational impact. Coordinate information flows and reporting processes across relevant Country Office units and Headquarters counterparts, ensuring timely responses to information requests and quality assurance of reporting outputs. Take stock of and implement innovative improvements to OIM products, tools, systems, processes, and workflows to enhance information management, reporting quality, and operational efficiency. Additional Accountabilities that may be requested: Contribute to the Annual Country Report (ACR) for the Annual Reporting Exercise in collaboration with the country office programme, monitoring & evaluation and logistics functions to coordinate and ensure coherence and quality of information. Support donor reporting and proposal development with timely, validated information; Support the maintenance of a central repository of indicators, baselines, targets and achieve results to streamline reporting across grants in coordination with M&E and partnerships units. Collaborate with counterparts in other UN agencies and NGOs to ensure consistency in humanitarian information and to complement WFP analysis and information. Coordinate WFP inputs to monthly and ad-hoc submissions to relevant working groups (e.g., IACWG, Nutrition Cluster, Food Security Cluster) meeting publication deadlines and engage proactively in relevant IM-related meetings. Provide reporting and Information Management guidance to OIM officers at CO level and provide analytical and technical support in streamlining reporting tasks. Contribute to the enhancement of the capacity of WFP staff and partners to effectively manage operational information and performance reporting through assisting in the delivery of the OIM & PR training on core competencies. Contribute to the development and maintenance of knowledge management systems and information repositories, ensuring effective archiving of key programmatic documents, systematic documentation of best practices and lessons learned, and easy access to strategic information products for evidence-based decision-making. Over 80 percent of Yemen’s population is estimated to need humanitarian assistance, and more than 2.5 million Yemenis have become IDPs. The ongoing conflict has destroyed much of the institutional ability of key ministries, governorates, and local authorities to deliver essential social services to citizens. Public service restoration is also essential for a smooth transition to recovery, as a political agreement is being negotiated. Combining communities’ own efforts with whatever limited state institutional capacity remains are needed to both curtail further humanitarian deterioration and the political ramifications of total state collapse. Yemen is one of the most food insecure countries in the world. Around 20 million people (70 percent of the population) are facing hunger, a 13 percent increase from 2017. The current conflict has led to a decline in the national economy. Gross Domestic Product was cut in half since 2015, and more than 80 percent of the population living below the poverty line. The fighting around the country’s seaports and the ensuing suspension of commercial imports and supply shortages, the depreciation of the Yemeni riyal, which is now worth barely a third of 2015 level, have combined to push the food prices up. Only half of health facilities are functioning, and many Yemenis in need of critical treatments especially for malnutrition are too poor to access the ones that are open. Beyond those at risk of famine, many millions with only emergency food assistance to survive, face a collapse in their immune systems – especially children and the elderly – increasing their vulnerability to malnutrition, cholera and other diseases. Chronic water shortages exacerbate food insecurity and risk of famine in areas where people depend on agriculture for food and income.</p><br> <p>This heightened crisis is calling for scaled-up support to address the immediate needs while also leveraging and enhancing national capacities and systems for resilience-building for populations in Yemen with increased vulnerabilities that can complement a largely insufficient humanitarian response and at the same time for the need to maintain the existing capacities and mechanisms at local and national level to maintain the foundation for future reconstruction and recovery.</p><br> <p>The World Bank funded projects aim to Improve access to food and, nutritious diets, social protection, economic opportunities, food security and effective management of water sector in Yemen. This is done through several activities including infrastructure rehabilitation, support to improve agriculture production and quality by reducing post-harvest losses and improving climate resilience and access to markets</p><br> <p>While ensuring direct support in a fragile context, UNDP, in partnership with the WB is also strategizing to ensure that short term benefits are translated into longer term development impact.<br> </p><br> <p><strong>Position Purpose</strong></p><br> <p>UNDP is seeking to recruit a Chief Technical Advisor to manage three World Bank funded projects. S/he shall work under guidance of the Deputy Resident Representative for Programme, and shall provide strategic advice and technical oversight for the projects under his/her responsibility to ensure that all outputs are of high quality and consistent with the delivery of results according to the Project Documents and Project Result Frameworks and will provide coordination and technical guidance to projects team consisting for successful implementation of the outputs and activities. He/she shall engage proactively with Yemeni institutions partners and provide guidance on further engagement and programme development.</p><br> <p>The Chief Technical Advisor shall keep abreast of good international practices in the area of projects under responsibility and integrate/build similar practices within the projects, build and manage partnerships, facilitate knowledge management and sharing and support and facilitate the elaboration of other initiatives of UNDP.</p><br> <p>UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. This is a recognition of interconnected nature of development risks & crises that the world is facing and that call for assembling of multidisciplinary teams for an integrated & systemic response. Therefore, UNDP personnel are expected to work across issues, units, functions, teams and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.</p><br> <p>UNDP is an implementing partner for the World Bank for a number of projects. This CTA will work as a senior advisor to management and all project managers on partnership with World Band and will be responsible for the management of three WB Projects:</p><br> <ol> <li><strong>Yemen Food Security Response and Resilience Project which aims</strong> at improving the availability of and access to food and nutritious diets, both in the short and medium term, for targeted households Yemen’s capacity to respond to food insecurity. UNDP is responsible for implementing component 1 of the project on Improving agricultural production infrastructure and building climate resilience</li> <li><strong>Yemen Emergency Social Protection Enhancement and COVID 19 Response Project which aims at</strong> providing immediate relief to food insecurity and malnutrition while also increasing resilience to food insecurity and malnutrition in the future, through providing cash assistance and much-needed services for vulnerable households that are most at risk of malnutrition (Cash for Nutrition), creating employment opportunities for vulnerable populations, improve productivity, strengthen social cohesion, and respond to the anticipated effects of climate change (Cash for Work), and building valuable socio-economic assets for local communities that help improve access to key services and small infrastructure.</li> <li><strong>Yemen Improved Water Management and Irrigation for Sustainability and Efficiency in Yemen aiming</strong> at strengthening climate resilience and water security for people in selected water basins in Yemen through enhancing resilience of beneficiaries to climate risks ,and provide them with water, sanitation, and/or hygiene, that is safely managed </li> </ol> <p><strong>Duties and Accountabilities</strong></p><br> <p><strong>1.) Lead Results-based project management, implementation, monitoring and evaluation, and reporting. </strong></p><br> <p> • Establish the work plans, activities, targets, budgets, standards for measuring progress and results and determine the processes, tools and methodologies to be used to ensure effective and efficient project implementation and operations; <br> • Ensure the achievement of outputs in line with the approved Annual Work Plans through the day to-day planning, management and implementation of activities; <br> • Lead and provide support to the project teams and the Responsible Parties on the achievement of specific results of the project as per the AWPs; <br> • Prepare regular and timely progress and impact reports as per agreement with the WB for the projects; <br> • Participate in all internal and external (coordination) meetings representing the projects; <br> • Manage and monitor identified project risks and issues and update the risk status and issue in Quantum; <br> • Plan and prioritize work activities to meet organizational goals; and organize and oversee work processes efficiently to achieve quality results; <br> • Ensure proper monitoring and evaluation procedures are instituted and ensure proper monitoring of projects’ progress against annual and quarterly work plans and budgets; <br> • Supervise and guide the Third-Party Monitoring Agent to undertake monitoring visits;<br> • Facilitate proper monitoring of project inventory, attendance records, filing system; <br> • Ensure timely management and recruitment of project staff in accordance with UNDP guidelines; <br> • Ensure both projects are implemented according to UNDP and WB Safeguards standards and policies and according to the project Environment and Social Mgt Framework (ESMF) and related actions agreed with the WB; <br> • Ensure grievances and incidents related to the UNDP Safeguards standards and policies are followed up in terms of timely investigations and reports. <br> • Undertake any other duties as may be required by counterparts and UNDP. </p><br> <p><br><strong>2.) Ensure effective financial management and reporting </strong></p><br> <p>• Ensure accountability for, and efficient use of project funds; <br> • Manage and monitor requests for financial resources and ensure accuracy and reliability of financial reports; <br> • Supervise requisitions, purchase orders and payment and ensure monthly delivery updates to the Programme Officer on financial delivery performance; <br> • Provide leadership in overseeing effective provision of services to counterparts including fair and transparent procurement process, efficient logistics and sound financial management; <br> • Liaise with the Responsible Parties and other UNDP project staff on financial management of the project activities, including monitoring project financial expenditures and transactions; <br> • Ensure the integrity of financial system and overseeing the administrative, financial and budgetary aspects of the project activities; <br> • Ensure smooth audit of national partner institutions; <br> • Ensure integrity of financial systems and consistent application of UNDP Internal Control <br> • Framework (ICF), rules and regulations </p><br> <p><br><strong>3.) Promote Strategic Partnerships and Resources Mobilization </strong></p><br> <p>• Engage in a constructive dialogue with partners in Yemen, the World Bank, and other stakeholders, especially to maximize consistency and synergy between the various support components, as informed by the priorities of the project document. <br> • Establish and maintain dialogue with government counterparts, both local and national, civil society, partners, donors and communities to provide knowledge and understanding while ensuring accurate interpretation of the project objectives <br> • Promote linkages, synergistic, relationships, networking and teamwork between counterparts, donor community and UN system; <br> • Create tools and communications materials to promote project objectives, establish contact as a focal person for project in support to the UNDP CO cooperation with the World Bank and other donors; <br> • Maintain relationships between the project and the WB through the review meetings and Project Steering Committees and present a clear analysis of how their financial support has contributed to the results they requested and promote the institutional development efforts to new donors. </p><br> <p><br><strong>4.) Protracted conflict, severe economic deterioration, currency instability, climate-related shocks, and constrained access to essential services continue to drive widespread humanitarian needs. Within these areas, approximately one in two people experience acute food insecurity, such as declining household purchasing power, high inflation, and heavily disrupted livelihoods leave millions unable to meet their basic food needs. The humanitarian situation remains critical through the end of 2026. Data indicates that 5.4 million people are experiencing IPC Phase 3 or above (Crisis or worse) acute food insecurity between June and September 2026, with 1.6 million individuals pushed into IPC Phase 4 (Emergency). Despite the onset of the harvest season, these urgent needs are projected to persist and deepen in severity from October to December 2026, with the population in IPC Phase 3 or above remaining stuck at a staggering 5.4 million people. To deliver targeted assistance accountably within this intense operational window, the Marib Field Office requires a dedicated Programme Officer to provide operational support, track data compliance, and ensure the efficient execution of WFP's safety nets. Job Purpose: To provide everyday technical, operational, and data verification support for the implementation, tracking, and monitoring of WFP assistance programs within the Marib area of coverage. Reporting directly to the Head of Field Office, the Programme Officer (Consultant Level 1) will act as a key technical resource to ensure field-level food, cash, and nutrition activities are executed smoothly. The incumbent will focus on tracking cooperating partner data, monitoring distribution sites, resolving field bottlenecks, and supporting beneficiary registration and retargeting workflows to guarantee that life-saving assistance is delivered in strict alignment with the approved Country Strategic Plan and corporate compliance guidelines. <p><b>About the job</b></p><p><br></p><p>Overall purpose of the role:</p><p><br></p><p>The Deputy Chief of Party (Programmes) will provide strategic leadership and oversight of the implementation of the Cash Consortium of Yemen (CCY) programme, ensuring the effective, efficient and harmonised delivery of Multi-Purpose Cash Assistance (MPCA) and livelihoods interventions across Yemen. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><span >The Cash Consortium of Yemen The Cash Consortium of Yemen (CCY) was established in 2020 to improve the living conditions of socio-economically vulnerable and conflict-affected individuals in Yemen. The CCY is led by the Danish Refugee Council (DRC) and includes Acted, Norwegian Refugee Council (NRC), Mercy Corps, Solidarities International (SI) as co-partners, as well as the International Organization for Migration (IOM) as a non-funded EU partner. The CCY aims to maximize the effectiveness of cash assistance and support the transition to longer-term resilience programs through referrals. The CCY's response has been implemented across 13 governorates in Yemen, where vulnerability is high, and households are affected by conflict and environmental shocks or identified to be socio-economically vulnerable due to being unable to meet their basic survival needs As the Co-Lead for the National Cash and Market Working Group, CCY collaborates with other cash actors in Yemen to prevent duplication of efforts, ensuring a harmonized approach, and enabling the efficient allocation of resources to areas with high vulnerability.</span></p><p>Overall purpose of the role: This role is split between the Danish Refugee Council country office (75% FTE) and the CCY (25% FTE) Under the supervision of the DRC Country Director, the Advocacy Coordinator will be responsible for the definition and implementation of the DRC Yemen advocacy strategy and to further develop DRC Yemen s advocacy work and outputs. Under the CCY, this role will provide targeted advocacy and communication technical support to the consortium management unit and oversee the design and delivery of the consortium s advocacy strategy.</p><p>Duties and Responsibilities:</p><p>Strategic Advocacy</p><ul><li>Develop and update the advocacy strategy, talking points, topline messaging, briefing papers, advocacy reports and other advocacy asks for the local DRC team</li><li>Lead on the implementation of the DRC Yemen advocacy strategy</li><li>Follow up on the implementation of DRC s Communication strategy and communication commitments with support from the Middle East Asia and Europe Hub.</li><li>Participate in and support the relevant working groups of the Yemen based INGO network, including supporting the planning and drafting of relevant inter-agency products such as key messaging, public statements, high profile letters, briefings etc.</li><li>Remain up to date on key issues at the national and regional level, through engagement with relevant stakeholders</li><li>Alert the SMT to relevant policy developments and provide analysis and input for various inter-agency meetings such as the Technical Monitoring Group, the Humanitarian Country Team and others.</li><li>Support the Head of Programmes and Technical Coordinators in coordinating advocacy and programme objectives and develop programme-specific policy work. In addition, work with Sector Managers, Technical Coordinators and Area managers on key issues within clusters, working groups and area specific forums.</li><li>Contribute to the DRC s global and regional advocacy strategies and initiatives, ensuring that the DRC Yemen specificities are reflected and captured.</li><li>As part of DRC s commitment to localisation, ensure DRC works in equitable partnerships with Yemeni civil society for advocacy, and work with relevant programme staff to ensure advocacy efforts are locally led.</li><li>Participate in and conduct research to prepare for global advocacy joint calls on Yemen and provide information and advocacy messages relating to the Yemen humanitarian crisis.</li></ul><p>Representation & Communication</p><ul><li>Liaise with key UN, NGO and other interlocutors in country to ensure DRC has up to date information on the humanitarian situation and response in the region.</li><li>Represent DRC in key forums, including the Advocacy Working Group for Yemen, and other groups as delegated by the CD.</li><li>Represent DRC in external meetings with a variety of stakeholders, including but not limited to diplomatic staff within embassies, donor governments, UN leadership, think-tanks. To deliver large-scale assistance safely, efficiently, and accountably, WFP relies heavily on its Cash-Based Transfer (CBT) and Identity Management (IDM) delivery infrastructure to meet acute food security and nutrition needs. The position is based in the WFP, Yemen country office and reports directly to the National Officer of the CBT Unit under the overall supervision of the Head of the CBT/IDM Unit. The incumbent supports the technical implementation, tracking, reconciliation, and coordination of CBT activities. The role requires strong initiative, technical accountability, and independent judgment to resolve day-to-day operational challenges, coordinate extensively with internal units and external Financial Service Providers (FSPs), and ensure the transparent and timely delivery of digital cash assistance to WFP beneficiaries. JOB PURPOSE To provide end-to-end technical, financial, and operational support for the planning, implementation, and quality assurance of CBT interventions. The incumbent will ensure rigorous data compliance across field distribution lists, manage monthly FSP reconciliation loops, maintain corporate financial tracking systems, and serve as the technical Secretariat for the internal WFP Cash-Based Transfer Working Group (CBT WG) to optimize cash delivery mechanisms across the operation. Alternatively, a First University Degree (Bachelor's) combined with a minimum of two (2) additional years of directly related professional work experience.</li><li>Total relevant 5 years of experience in humanitarian sector including 1 year of Professional experience, specifically dedicated to the planning, design, technical implementation, and evaluation of Cash-Based Transfer (CBT) programs.</li><li>Direct experience working at the country or implementation level in developing countries or fragile states.</li><li>Desirable: Proven experience establishing standard operating procedures (SOPs) with private banks or Financial Service Providers (FSPs) within a humanitarian context.</li><li>Strong technical mastery of project lifecycle management, humanitarian principles, and cash/voucher transfer modalities.</li><li>Advanced analytical capabilities with a demonstrated ability to reconcile complex financial datasets, verify spreadsheets, and utilize enterprise resource planning (ERP) software (such as WINGS/SAP).</li><li>Excellent planning and organizational skills, with the ability to independently monitor own work plan and manage multiple deadlocked deadlines.</li><li>Proven diplomatic and communication skills (both verbal and written) to clearly explain project requirements to field counterparts, cooperating partners, and local authorities.</li><li>Resilience and high flexibility to regularly undertake field travel to remote, complex, or high-risk environments.</li><li>Fluent in written and oral English and Arabic.</li></ul>
