To deliver large-scale assistance safely, efficiently, and accountably, WFP relies heavily on its Cash-Based Transfer (CBT) and Identity Management (IDM) delivery infrastructure to meet acute food security and nutrition needs. The position is based in the WFP, Yemen country office and reports directly to the National Officer of the CBT Unit under the overall supervision of the Head of the CBT/IDM Unit. The incumbent supports the technical implementation, tracking, reconciliation, and coordination of CBT activities. The role requires strong initiative, technical accountability, and independent judgment to resolve day-to-day operational challenges, coordinate extensively with internal units and external Financial Service Providers (FSPs), and ensure the transparent and timely delivery of digital cash assistance to WFP beneficiaries. JOB PURPOSE To provide end-to-end technical, financial, and operational support for the planning, implementation, and quality assurance of CBT interventions. Formulate detailed reconciliation reports, flag variances, and coordinate with third-level support to resolve data glitches. Data Quality & Distribution List Control: Analyze monthly distribution plans submitted by Field Offices. Verify and control the quality, formatting, and structural consistency of all beneficiary distribution lists prior to routing them for official Programme clearance. Pipeline Reporting & Information Consistency: Gather, consolidate, and clean monthly CBT distribution data for immediate integration into the centralized Country Office pipeline report. Draft accurate, time-sensitive briefs to enable data-driven decision-making by senior management and external stakeholders. CBT Working Group Secretariat: Serve as the designated Secretariat for the WFP Cash-Based Transfer Working Group (CBT WG) in the Country office. Organize technical sessions, draft meeting minutes, compile action points, and submit strategic recommendations to management.</p><p><strong>Desired Candidate Profile</strong></p><ul><li>Advanced University Degree (master's or equivalent) in International Affairs, Economics, Public Health, Agriculture, Environmental Science, Social Sciences, or another field highly relevant to international humanitarian assistance. Protracted conflict, economic deterioration, climate-related shocks, and constrained access to essential services continue to drive widespread humanitarian needs. In Government of Yemen (GoY) controlled areas, approximately one in two people experience acute food insecurity, as declining household purchasing power, inflation, and disrupted livelihoods leave millions unable to meet their basic food needs. Nearly 5.4 million people are experiencing IPC Phase 3 or above (Crisis or worse) acute food insecurity between June to September 2026, with 1.6 million people experiencing IPC Phase 4 (Emergency). Despite the harvest season, urgent needs are expected to persist from October December 2026, with 5.4 million people in IPC Phase 3 or above and deepening severity. The Head of Field Office will provide strategic leadership and overall management of field office operations, ensuring the effective and efficient use of human, financial, and operational resources to deliver high-quality programme activities aligned with the approved Interim Country Strategic Plan (ICSP and organizational policies. <li>In collaboration with the Country Representative (CR), provide strategic direction for the design of the CP strategic frameworks and plans, including the development of resource mobilization strategies to optimize the impact of programming interventions in line with regional and agency strategic priorities.</li>
<li>Lead high-quality project design incorporating project management standards and MEAL methods, appropriate to scope, context and technical requirements of projects. Support prepositioning, capture planning and pursuit of opportunities for appropriate expansion and growth of programs. </li>
<li>Coordinate planning of activities across various projects from different sectors to ensure integration of program interventions and efficiency in implementation.</li>
<li>In collaboration with CR, develop strategic partnerships with national and international organizations. Ensure strong representation to key stakeholders, including local partners, international organizations, host government, and donors.</li>
<li>In coordination with resource mobilization staff oversee the business development cycle to ensure quality proposals per agency and donor standards. </li>
<li>Oversee the identification, assessment and strengthening of appropriate partnerships and the appropriate application of partnership concepts, tools and approaches.</li>
<li>Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailored individual development plans, and complete performance assessment for direct reports. Contribute to developing staffing plans for projects and to the recruitment process of senior project staff. </li>
<li>Ensure technical assistance and capacity strengthening for project teams and partners in project management standards and related MEAL, business development and operational activities. Identify training opportunities, develop training curriculums, and deliver trainings.</li>
<li>Create and maintain proper conditions for learning. Establish a safe environment for sharing ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Promote accountability, learning and knowledge management overseeing implementation of the MEAL policy, as well as cross-sectoral and cross-department learning.</li>
<li>Coordinate with CP operations leads to ensuring appropriate project budgeting and efficient use and stewardship of project material sources.</li>

<p><br></p> <br> <p> <strong>Basic Qualifications</strong> </p>
<ul>
<li>Bachelor's Degree in International Development, International Relations or relevant field.</li>
<li>Minimum 5-8 years of relevant field-based program management, at least 2 years of senior management experience. </li>
<li>Experience in the development of successful proposals, reports, strategic alliances, project design, project management, and monitoring and evaluation. Experience in partner capacity strengthening, staff development, training, and mentoring, as well as in team building and strategic planning initiatives. </li>
<li>Experience in community development, community mobilization, or similar grassroots, self-help initiatives.</li>
<li>Experience in project management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc., preferably for projects funded by multiple public donors.</li>
<li>Experience with successful business development activities capturing public and/or private donor funding.</li>
