Norwegian Refugee Council (NRC) Yemen is offering a unique opportunity to shape one of its programmes in the country.</span></span></p><br><p><span><span><strong>What you will do</strong></span></span></p><br><p><span><span>As the <strong>ICLA Specialist</strong>, you won't just manage a programme—you'll set the strategic direction for NRC's Information, Counselling and Legal Assistance (ICLA) portfolio across the country. You'll lead technical excellence, strengthen programme quality, mentor and develop high-performing teams, and influence national protection responses through coordination with UN agencies, donors, government counterparts, and humanitarian partners.</span></span></p><br><p><span><span>This role offers the opportunity to:</span></span></p><br><ul><li><p><span><span>Lead the <strong>development and implementation of NRC's national ICLA strategy</strong> in Yemen.</span></span></p><br></li><li><p><span><span><strong>Shape humanitarian responses</strong> by co-leading the national Housing, Land and Property Working Group and the Legal Aid Technical Working Group alongside UNHCR and representation of NRC in Yemen.</span></span></p><br></li><li><p><span><span><strong>Influence policy</strong> and <strong>advocacy</strong> on critical issues such as housing, land and property rights, civil documentation, and access to justice for internally displaced people and returnees.</span></span></p><br></li><li><p><span><span><strong>Drive programme innovation</strong> by integrating ICLA across Shelter, Education, Site Management, and Protection programming.</span></span></p><br></li><li><p><span><span><strong>Strengthen organisational capacity</strong> by coaching technical teams, developing guidance and training materials, and embedding best practices across the programme.</span></span></p><br></li><li><p><span><span><strong>Build strategic donor relationships</strong>, contribute to resource mobilisation.</span></span></p><br></li><li><p><span><span>Ensure <strong>high-quality programme delivery</strong> by providing technical support, mentorship, coaching, and induction of ICLA staff and overseeing adherence to NRC policies and donor requirements.</span><span><strong>Top of Form</strong></span></span></p><br></li></ul><p><span><span><strong>What you will bring </strong></span></span></p><br><ul><li><p><span><span>Bachelor’s degree in law, human rights, international relations, political sciences or equivalent.</span></span></p><br></li><li><p><span><span>Minimum 5 years of experience within protection, legal protection and HLP issues.</span></span></p><br></li><li><p><span><span>Demonstrated understanding of humanitarian principles and minimum protection standards, humanitarian coordination mechanisms, applying protection standards to vulnerable communities.</span></span></p><br></li><li><p><span><span>Knowledge of relevant concepts of international refugee and human rights law and understanding of protection principles. Expertise in HLP rights, IDPs /refugee related programmes.</span></span></p><br></li><li><p><span><span>Experience in coordination and liaison with external actors.</span></span></p><br></li><li><p><span><span>Fluency in English, both written and verbal. It will strengthen coordination between Communications, Programmes, M&E, Field Offices, Security, Partnerships and leadership, ensuring that communications are integrated into programme delivery from the outset.</span></div><div><span ><br></span></div><div><span >The role will contribute to field-level dissemination, community feedback and engagement, media and social media monitoring, visibility and storytelling, donor-facing communications, and internal alignment. Experience in community engagement, field-level communications and/or accountability to affected populations, including the development of clear, accessible messages for communities. Experience producing visibility and storytelling content across formats, including written materials, photos, videos, social media content, donor visibility products and human-interest stories. Experience monitoring traditional and social media, identifying reputational risks, misinformation or emerging narratives, and supporting appropriate communications responses. Experience working across functions and with senior stakeholders, including programmes, M&E, field teams, partnerships, security, leadership, media and external partners, to ensure coherent and evidence-based communications. Experience providing guidance, coaching or capacity-building support to staff, partners, focal points or small teams on communications, visibility, branding, storytelling or media engagement.</p><p></p></section>
