To deliver large-scale assistance safely, efficiently, and accountably, WFP relies heavily on its Cash-Based Transfer (CBT) and Identity Management (IDM) delivery infrastructure to meet acute food security and nutrition needs. The position is based in the WFP, Yemen country office and reports directly to the National Officer of the CBT Unit under the overall supervision of the Head of the CBT/IDM Unit. The incumbent supports the technical implementation, tracking, reconciliation, and coordination of CBT activities. The role requires strong initiative, technical accountability, and independent judgment to resolve day-to-day operational challenges, coordinate extensively with internal units and external Financial Service Providers (FSPs), and ensure the transparent and timely delivery of digital cash assistance to WFP beneficiaries. JOB PURPOSE To provide end-to-end technical, financial, and operational support for the planning, implementation, and quality assurance of CBT interventions. The incumbent will ensure rigorous data compliance across field distribution lists, manage monthly FSP reconciliation loops, maintain corporate financial tracking systems, and serve as the technical Secretariat for the internal WFP Cash-Based Transfer Working Group (CBT WG) to optimize cash delivery mechanisms across the operation. ACCOUNTABILITIES/RESPONSIBILITIES: Under the direct guidance of the National CBT Officer and the overall supervision of the Head of CBT/IDM, the incumbent will execute the following core accountabilities: CBT Design & Implementation: Support the technical design, deployment, and optimization of CBT interventions at the Country Office level, ensuring absolute alignment with WFP s Interim Country Strategic Plan (ICSP) and programmatic strategies. FSP Reconciliation & Financial Control: Lead the monthly financial reconciliation process immediately following report submissions by active Financial Service Providers (FSPs). Formulate detailed reconciliation reports, flag variances, and coordinate with third-level support to resolve data glitches. Data Quality & Distribution List Control: Analyze monthly distribution plans submitted by Field Offices. Verify and control the quality, formatting, and structural consistency of all beneficiary distribution lists prior to routing them for official Programme clearance. Pipeline Reporting & Information Consistency: Gather, consolidate, and clean monthly CBT distribution data for immediate integration into the centralized Country Office pipeline report. Draft accurate, time-sensitive briefs to enable data-driven decision-making by senior management and external stakeholders. CBT Working Group Secretariat: Serve as the designated Secretariat for the WFP Cash-Based Transfer Working Group (CBT WG) in the Country office. Organize technical sessions, draft meeting minutes, compile action points, and submit strategic recommendations to management.</p><p><strong>Desired Candidate Profile</strong></p><ul><li>Advanced University Degree (master's or equivalent) in International Affairs, Economics, Public Health, Agriculture, Environmental Science, Social Sciences, or another field highly relevant to international humanitarian assistance. Protracted conflict, economic deterioration, climate-related shocks, and constrained access to essential services continue to drive widespread humanitarian needs. In Government of Yemen (GoY) controlled areas, approximately one in two people experience acute food insecurity, as declining household purchasing power, inflation, and disrupted livelihoods leave millions unable to meet their basic food needs. Nearly 5.4 million people are experiencing IPC Phase 3 or above (Crisis or worse) acute food insecurity between June to September 2026, with 1.6 million people experiencing IPC Phase 4 (Emergency). Despite the harvest season, urgent needs are expected to persist from October December 2026, with 5.4 million people in IPC Phase 3 or above and deepening severity. The Head of Field Office will provide strategic leadership and overall management of field office operations, ensuring the effective and efficient use of human, financial, and operational resources to deliver high-quality programme activities aligned with the approved Interim Country Strategic Plan (ICSP and organizational policies. The role places a strong emphasis on fostering and sustaining strategic partnerships with government authorities, United Nations agencies, international non-governmental organizations (INGOs), and WFP cooperating partners within the area of responsibility to strengthen coordination, enhance operational effectiveness, and maximize programme impact. The incumbent will report directly to the Head of operations and will be responsible for the following tasks and responsibilities. Leadership & Management Provide overall management and strategic guidance to the Field Office. Ensure Field office operations are effectively managed in accordance with WFP policies, procedures, and corporate standards. Administration, Budgeting & Compliance Oversee Field Office administrative functions including human resources, logistics support, travel, and petty cash. Security Management Act as Security Focal Point for the Field Office. Ensure full compliance with UNDSS and WFP security protocols. To deliver targeted assistance accountably within this intense operational window, the Marib Field Office requires a dedicated Programme Officer to provide operational support, track data compliance, and ensure the efficient execution of WFP's safety nets. Job Purpose: To provide everyday technical, operational, and data verification support for the implementation, tracking, and monitoring of WFP assistance programs within the Marib area of coverage. Reporting directly to the Head of Field Office, the Programme Officer (Consultant Level 1) will act as a key technical resource to ensure field-level food, cash, and nutrition activities are executed smoothly. Under the direct supervision of the Project Manager, the incumbent will perform the following duties with professionalism, integrity, and efficiency:</p><h2>Water Supply Monitoring and Coordination</h2><ul><li>Coordinate and monitor water supply through water trucking activities to ensure timely delivery in accordance with project requirements.</li><li>Monitor contractors' performance and verify compliance with contractual obligations, approved schedules, and technical specifications.</li><li>Coordinate with operation engineers, the hotline team, contractors, and relevant stakeholders to address water supply interruptions, complaints, and operational issues.</li><li>Monitor water quality sampling and testing activities and ensure compliance with national standards and project requirements.</li><li>Verify that water suppliers obtain water from approved sources and comply with agreed quality standards.</li><li>Conduct regular field monitoring visits to verify service delivery, identify implementation gaps, and recommend corrective actions.</li><li>Monitor the performance of water trucking operations and prepare recommendations to improve operational efficiency.</li><li>Maintain and regularly update the database of water truck operators, contractors, and service providers while reporting any non-compliance or misconduct.</li></ul><h2>Logistics and Operational Support</h2><ul><li>Coordinate logistics arrangements related to water supply operations, including transportation, delivery schedules, and distribution plans.</li><li>Review shipping and logistics documentation for completeness and compliance before submission to relevant authorities.</li><li>Monitor the movement and delivery of project supplies and ensure timely clearance and handover to beneficiaries and implementing partners.</li><li>Provide technical support during procurement and logistics planning related to WASH interventions.</li><li>Support the preparation of technical specifications and provide inputs during procurement processes where required.</li><li>Contribute to the development and periodic review of logistics and operational Standard Operating Procedures (SOPs).</li></ul><h2>Project Implementation and Monitoring</h2><ul><li>Support the planning, implementation, and monitoring of project activities in accordance with the our client Project Management Manual and organizational procedures.</li><li>Monitor project progress against implementation plans and identify risks, delays, and operational challenges requiring management attention.</li><li>Collect, analyze, and validate field data to support project monitoring, reporting, and evidence-based decision-making.</li><li>Prepare accurate daily, weekly, and monthly monitoring reports, including progress updates, challenges, lessons learned, and recommendations.</li><li>Maintain project records and monitoring databases to ensure complete and accurate documentation.</li></ul><h2>Coordination and Liaison</h2><ul><li>Coordinate with government counterparts, UNICEF, SRAD, implementing partners, contractors, and humanitarian organizations to facilitate effective implementation of project activities.</li><li>Participate in operational, WASH, and coordination meetings and provide technical updates on monitoring activities.</li><li>Support coordination with customs authorities and relevant government entities regarding duty exemption and import clearance processes when required.</li><li>Facilitate communication between project stakeholders to ensure timely resolution of operational issues.</li></ul><h2>Monitoring and Quality Assurance</h2><ul><li>Monitor contractor performance against agreed Key Performance Indicators (KPIs) and contractual deliverables.</li><li>Verify compliance with our client procedures, donor requirements, environmental standards, and applicable national regulations.</li><li>Identify implementation risks and recommend mitigation measures to improve project performance.</li><li>Support quality assurance activities through regular inspections, documentation reviews, and verification of field activities.</li><li>Contribute to lessons learned exercises and recommend improvements to project implementation processes.</li></ul><h2><br></h2><p></p></section>
