<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>The Logistics Officer will perform the following duties with full effectiveness, transparency, and integrity:</p><p>Ensure that all inbound supplies are as per the contract specifications in terms of quantity, quality, INCOTERMS and Distributed as per the approved distribution plans.</p><p>Provide technical support on specifications, cost implications and logistics arrangements for safe delivery of supplies</p><p>Provide advice and technical support to suppliers, customs clearance agents and office team on required logistics arrangements to facilitate projects implementation and the flow of supplies.</p><p>Ensure that goods and services are provided according to client needs with lead times that meet contracts deadlines</p><p>Ensure that all logistics actions are conducted as required by Our client according to Our client Financial Rules and Regulations and the applicable policies and procedures as well as the highest degree of personal and professional ethics;</p><p>Update Logistics standard operating procedures to ensure best practices that meets operational needs</p><p>Review shipping documents and shipments exemption requests for information consistency prior to communicating with official authorities</p><p>Monitor the progress of shipments for our client and its clients and coordinate the delivery of the same at the client s delivery places</p><p>Assists in planning, designing and implementation of appropriate logistics systems including warehousing and in-country transport capacity, including establishment of Long Term Arrangements and frame agreements for e.g. customs clearance, storage, transport and distribution as might be required.</p><p>Monitor and follow-up timely clearance, delivery and handover of goods and consignments to partners</p><p>Track and monitor the water supply through trucking in response to daily complaints from the community.</p><p>Work closely with the operation engineers and hotline team to address all water trucking needs in response to any complaints or supply issues in the network.</p><p>Prepare daily and weekly reports on water tracking and quality sampling and testing.</p><p>Attend all operational and WASH meetings and contribute to the monitoring of water supply through trucking to NGOs and institutions .</p><p>Liaise with the contractor on the water trucking to all institutions if they are not getting private water supply.</p><p>Coordinate with the contractor on water quality testing</p><p>Ensure that all water suppliers are delivering water from approved wells and according to national standards.</p><p>Update and manage the master list of truck drivers and report any misbehaviors or illegal driving actions to UNICEF and SRAD if needed.</p><p>Support the Project Team in Project planning, implementation and day-to-day activities.</p><p>Support project management activities and monitor project implementation, in line with Our client Project Management Manual and Project Management ERP.</p><p>Support administrative, procurement and financial processes, such as Requests for Proposals announcements/ RFQs, and evaluation processes, communicating different administrative information to Project team, beneficiaries, and administrative monitoring of the grant contracts.</p><p>Manage the duty exemption process at all stages, including import clearances</p><p>Liaise with government authorities regarding the distribution plan</p><p>Liaise with other UN agencies and humanitarian partners on common logistics and supply chain issues</p><p>Develop delivery schedules in collaboration with team member Sub-recipients.</p><p>Develop Standard operating procedures to ensure Good Storage and Distribution practices.</p><p>Develop plan for monitoring of storage and distribution of pharmaceuticals and health</p><p>To Project Manager</p><p>Treats all individuals with respect; These challenges have weakened governance systems, disrupted economic activity, and increased poverty, food insecurity, and vulnerability across the country.<br> While humanitarian assistance remains essential, sustainable recovery requires longer-term investments in livelihoods, economic resilience, local governance, institutional strengthening, and climate-resilient agriculture.</p><br> <p>UNDP is implementing a portfolio of complementary projects to address these interconnected challenges. This includes the Resilient Economies and Sustainable Livelihoods for Empowerment in Yemen (RESOLVE) project funded by the Swiss Agency for Development and Cooperation (SDC) ; the Local Governance for Area-based Development (LoGABD) project funded by the European Union (EU) ; and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, also funded by the EU. These projects are designed with a synergistic, area-based approach to maximize impact and efficiency.</p><br> <p>RESOLVE (SDC) focuses on strengthening the resilience and economic empowerment of vulnerable communities in Marib and Hadramout governorates by promoting sustainable livelihoods through agribusiness development, agricultural value chain strengthening, improved access to finance, and enhanced local economic governance.</p><br> <p>LoGABD (EU) aims to strengthen the capacity of local authorities across seven governorates (Aden, Hadramout, Lahj, Marib, Taiz, Al Mahrah, Socotra) to effectively plan, budget, finance, and deliver public services, manage IDP populations, and foster climate resilience. It focuses on institutionalizing training hubs, improving public financial management, completing community-prioritized public works, and operationalizing Local Economic Development Councils and Local Development Funds.</p><br> <p>SANABEL (EU) is a joint FAO-UNDP project focused on climate-resilient agriculture and job creation. It aims to increase crop and livestock productivity through Climate-Smart Agriculture (CSA) and ecosystem-based adaptation (led by FAO) and strengthen climate-resilient agricultural value chains to generate decent jobs, formalized businesses, and inclusive economic growth (led by UNDP).<br> </p><br> <p><strong>Position Purpose</strong></p><br> <p>By combining these three projects under one management umbrella, this position will ensure coherent and integrated implementation, maximize synergies, and leverage UNDP's expertise in governance, economic recovery, and resilience-building. Description </p><br> <p>Yemen continues to face a severe humanitarian and development crisis driven by prolonged conflict, economic decline, and institutional fragility. These challenges have weakened governance systems, disrupted economic activity, and increased poverty, food insecurity, and vulnerability across the country. </p><br> <p> While humanitarian assistance remains essential, sustainable recovery requires longer-term investments in livelihoods, economic resilience, local governance, institutional strengthening, and climate-resilient agriculture. </p><br> <p> UNDP is implementing a portfolio of complementary projects to address these interconnected challenges. This includes the Resilient Economies and Sustainable Livelihoods for Empowerment in Yemen (RESOLVE) project funded by the Swiss Agency for Development and Cooperation (SDC) ; the Local Governance for Area-based Development (LoGABD) project funded by the European Union (EU) ; and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, also funded by the EU. These projects are designed with a synergistic, area-based approach to maximize impact and efficiency. </p><br> <p> RESOLVE (SDC) focuses on strengthening the resilience and economic empowerment of vulnerable communities in Marib and Hadramout governorates by promoting sustainable livelihoods through agribusiness development, agricultural value chain strengthening, improved access to finance, and enhanced local economic governance. </p><br> <p> LoGABD (EU) aims to strengthen the capacity of local authorities across seven governorates (Aden, Hadramout, Lahj, Marib, Taiz, Al Mahrah, Socotra) to effectively plan, budget, finance, and deliver public services, manage IDP populations, and foster climate resilience. It focuses on institutionalizing training hubs, improving public financial management, completing community-prioritized public works, and operationalizing Local Economic Development Councils and Local Development Funds. </p><br> <p> SANABEL (EU) is a joint FAO-UNDP project focused on climate-resilient agriculture and job creation. It aims to increase crop and livestock productivity through Climate-Smart Agriculture (CSA) and ecosystem-based adaptation (led by FAO) and strengthen climate-resilient agricultural value chains to generate decent jobs, formalized businesses, and inclusive economic growth (led by UNDP). </p><br> <p>By combining these three projects under one management umbrella, this position will ensure coherent and integrated implementation, maximize synergies, and leverage UNDP's expertise in governance, economic recovery, and resilience building. These challenges have affected the government’s ability to deliver services efficiently, implement reforms, and respond to evolving development priorities.</p><br> <p>Critical public systems—including public administration, statistical systems, public financial management (PFM), human resource management (HRM), and institutional coordination mechanisms—require substantial modernization to improve efficiency, transparency, accountability, and service delivery. Support annual and multi-year operational planning processes for the resilience portfolio, monitoring grant implementation timelines and expenditure trends and ensuring budgets and workplans are aligned with strategic priorities, donor commitments, available resources and disbursement timeframes to maximize resource utilization and delivery of ICSP outcomes. 3. Government Engagement and Institutional Strengthening Lead day-to-day engagement with relevant government ministries, technical departments and local authorities on climate resilience and livelihoods programming. Support the strengthening of institutional capacities, policies, strategies and systems related to community resilience, livelihoods, ecosystem restoration, climate adaptation, financial inclusion, value chain development and other thematic areas as required. Facilitate alignment of WFP-supported interventions with national policies, frameworks and priorities, promoting government ownership, sustainability and systems strengthening. </p><p><strong>Desired Candidate Profile</strong></p><ul><li>Advanced university degree in Agriculture, Natural Resource Management, Environmental Science, Climate Change, Rural Development, Economics, Food Security, Development Studies, International Relations, Social Sciences, or another field relevant to resilience and livelihoods programming.
