KEY AREAS OF ACCOUNTABILITY :  A. Monitoring: <ul> <li>Implement Monitoring Checklist of project activities. Translate it into local language, if required.</li> <li>Collaborate with program staffs on project related monitoring and accountability routine activities; PRIME reporting and indicator performance tracking.</li> <li>Organize frequent field visit to monitor project Quality Benchmarks and observations and reports to concerned project management team based on quality and accountability findings and incorporate inputs from project team in action agreed plan.</li> <li>Support project staff to strengthen joint planning and monitoring with stakeholders.</li> <li>Contribute to the quality of project design – reviewing log-frames, results frameworks, project plan, strategic plans, MEAL Plan, etc.</li> <li>Technical support in collecting quality data and analysis against the performance indicators and targets on periodic basis</li> <li>Ensure the quality of reporting data and verify those data and information from sources periodically on sample basis.</li> <li>Carry out follow-up monitoring visits to materialize agreed action in the action plan; also maintain Monitoring-Action Plan Tracker' at field level.</li> <li>Maintain close coordination with MEAL Coordinator on Quality and Accountability issues. Evaluation: </li> <li>Assist the MEAL team in all formative, operational, and contextual assessments and situation analysis reviews.</li> <li>Assist the MEAL team in preparing and conducting profile studies.</li> <li> C. Accountability: </li> <li>Establish an effective functional system for complaints/feedback handling and response mechanisms at community level in the support of the MEAL Assistant.</li> <li>Ensure the Feedback Response Mechanisms are functional and accessible to beneficiaries.</li> <li>Develop regular accountability trend analysis of feedback at organizational level and share it with program team as per protocols.</li> <li>To assist MEAL Coordinator  in carrying out preliminary first verification report in case of serious nature of complaints filed by beneficiaries/communities and support for investigation of that types of complaints as per FRM protocol.</li> <li>On quality and accountability issues, share all information (monitoring reports, preliminary verification reports, etc)</li> <li>Share MEAL findings & FRM issues in each monthly meeting as defined in the protocol.</li></ul>D. Learning: <ul> <li>Assist the MEAL team in developing quality reports and findings.</li> <li>Ensure the key learning's are incorporated in upcoming plan and interventions.</li></ul>E. <section>Job DescriptionRoles & Responsibilities<div class="paragraph">FAO's office in Yemen is responsible for developing, promoting, overseeing and implementing strategies and programmes that address food security, agriculture, fisheries, forestry, and rural development priorities throughout the country. The FAO Representation works closely with government institutions, development partners, and other stakeholders to support sustainable development and humanitarian response efforts. The Administrative Assistant position is based in Sana'a, Yemen, and provides administrative, logistics, and operational support to ensure the efficient functioning of the office and compliance with FAO administrative procedures and corporate requirements. Under the overall guidance of the FAO Representative (FAOR) and Administrative Specialist, and the direct supervision of the Assistant FAOR Administration, the incumbent will work closely with all FAO units and support the delivery of administrative and operational services. ROLE PURPOSE: The Finance Assistant (FA) is responsible for supporting the daily financial operations of Save the Children International Yemen – WB SEAL team, in line with the SCI-Y Country Office Finance Manual, World Bank compliance requirements, internal controls, and applicable laws and regulations. The role supports payment review, transaction registration, beneficiary payment documentation review, bank and financial service provider follow-up, query resolution, and proper financial filing and archiving. The Finance Assistant will also support field offices by coordinating financial archive readiness, following up on required supporting documents, conducting sample checks for payment and beneficiary documentation, and ensuring preparedness during internal audits, external audits, donor reviews, and spot checks. The role requires close coordination with finance staff and focal points in field offices to ensure samples are complete, properly organized, easily retrievable, and aligned with SCI and World Bank standards & requirements. The Finance Assistant is expected to maintain effective working relationships with staff, suppliers, banks, service providers, partners, and other external stakeholders, while providing extended support to field offices whenever needed. SCOPE OF ROLE: Reports to: Finance Coordinator (FC) Key internal contacts: Finance, Programme, Supply Chain, Awards and Field teams. Key external contacts: Banks, financial service providers, suppliers, vendors and partners as relevant. Location: Aden/Lahj (1), Ad Dalea (1), Hayes,  AlHodeidah (1), Shabwah (1). KEY AREAS OF ACCOUNTABILITY: 1. Financial Operations, Payment Processing and Control: • Assist the Finance Coordinator and Finance Officer in maintaining complete and accurate financial records in line with the SCI-Yemen Country Office Finance Manual, World Bank requirements, internal controls and applicable laws and regulations. • Support the preparation, review, registration and processing of bank and cash payments in line with the valid Scheme of Delegation, SCI-Yemen procedures, World bank compliance requirements and official regulatory requirements. • Ensure that all payments are supported by complete documentation, correct coding, proper budget availability checks and full authorisation from the respective Budget Holder before processing. • Review invoices, programme payment requests, procurement supporting documents, contracts and other financial documentation to ensure accuracy, completeness and compliance before payment processing. • Support the review and processing of advances, settlements, reimbursements, supplier payments, programme payments and other routine financial transactions. • Ensure all cheques, cash payments, bank transfers and payment vouchers are properly stamped, cancelled, filed and documented after payment completion. • Assist the Finance Coordinator and Finance Officer in the submission of internal and external financial reports by collecting documents, updating trackers and providing required supporting information to ensure a smooth flow of payments. 2. Audit Preparedness, Compliance and Documentation Support • Support preparedness for internal audits, external audits, donor-specific audits and authorised third-party reviews by coordinating document retrieval, sample preparation, archive review and evidence collection from Aden and field offices. • Assist the Finance Coordinator, Finance Officer and Area Finance team during internal audits, external audits, donor specific audits and any authorised third-party review of financial records. • Support audit preparation by retrieving documents, organising samples, responding to document requests and ensuring a clear, complete and well-documented audit trail. • Follow up on audit sample requirements with field offices and relevant departments to ensure requested documents are submitted on time and in good order. • Support the review of audit samples before submission to ensure completeness, consistency, proper authorisation, correct coding and compliance with SCI and World Bank requirements. • Escalate any missing documents, weak supporting evidence, repeated filing gaps or compliance concerns to the Finance Coordinator or Finance Officer for timely action. 3. Coordination, Query Resolution and Cross functional Support • Coordinate with Finance, Programme, Supply Chain, Awards and field teams on payment processing, document completion, coding corrections, beneficiary payment issues and required supporting evidence. • Review official emails daily, respond to queries from suppliers, banks, service providers and colleagues in a timely and appropriate manner, and raise critical issues with the line manager at the earliest opportunity. • Maintain effective working relationships with staff, suppliers, banks, financial service providers, partners and other external stakeholders to support smooth financial implementation. • Support field offices when needed through remote follow up, document review, sample checking, archiving support and coordination of finance requirements. • Attend world bank finance and project coordination meetings when required and provide updates on payment status, pending documents, archive readiness, sample tracking and follow up issues. Office/Unit/Project Description   Yemen’s biodiversity is exceptional at both regional and global levels. Unique terrestrial and marine ecosystems, including globally significant island biodiversity, extensive coral reefs, diverse highland agro-ecosystems, and culturally important dryland forests, provide essential services that underpin livelihoods, food security, water systems, and cultural identity across the country.    Yet Yemen faces a complex set of environmental and development challenges. Institutional capacity constraints, limited environmental monitoring, and pressures on public resources have affected the management of natural ecosystems.    Yemen’s ability to address biodiversity threats is severely hindered by prolonged conflict, economic collapse, and weak governance, which have eroded enforcement capacity and drained resources for environmental management. Fragmented institutions limited technical expertise, and insufficient scientific data further constrain effective planning and monitoring. High community dependence on natural resources for livelihoods, combined with security challenges in some areas, exacerbates habitat degradation, while low public awareness limits grassroots engagement in conservation.   The Global Environment Facility (GEF) Small Grants Programme (SGP) is implemented by UNDP on behalf of the GEF Partnership. UNDP oversees the Small Grants Programme (SGP) through the Vertical Hub and the Nature Hub of Bureau for Policy and Programme Support (BPPS). Funded by the Global Environment Facility (GEF), the Small Grants Programme efficiently channels direct grants to non-governmental and community-based organizations to help them cope with climate change; conserve biodiversity; protect international waters; reduce the impact of Persistent Organic Pollutants; and prevent land degradation. Helping communities with their initiatives for sustainable livelihoods while generating global environmental benefits is the core inspiration of the Small Grants Programme.  Launched in 1992 as a corporate programme of the GEF, the GEF Small Grants Programme (GEF SGP) has supported local action for over thirty years to address global environmental concerns.  SGP aims to deliver global environmental benefits in the GEF focal areas of biodiversity conservation, climate change mitigation, protection of international waters, prevention of land degradation, and elimination of persistent organic pollutants through community-based approaches. To date, SGP has funded over 29,000 community-based projects covering more than 120 countries. It has gained considerable experiences at the community level, including adapting to climate change while addressing issues of the GEF focal areas.  Further information can be found at: https://sgp.undp.org/.  Scope of Work   The National Coordinator will report through a matrixed structure to both the Climate Change, Water, Energy and Environment Team Leader and the SGP Regional Programme Specialist. About the role Your responsibilities include defining, adapting, planning, and overseeing the implementation of the mission s human resources framework, including internal procedures and policies, compensation and benefits, talent management, staff discipline, career development and learning, as well as team building, while ensuring alignment with the local context, applicable legislation, and MdM policies and values. The Community Feedback Mechanism is a key component of NRC s commitment to Accountability to Affected Populations (AAP), ensuring that communities can safely provide feedback, ask questions, and raise concerns about NRC programmes and services. Through accessible and trusted communication channels, the CFM supports transparent dialogue between NRC and communities, strengthens programme quality, and promotes safeguarding and ethical conduct. The CFM Technical Assistant supports the implementation of these mechanisms by facilitating the safe collection, documentation, and follow-up of feedback, while helping ensure that community voices inform programme improvements and organisational learning The following are examples and can be adapted (i.e. irrelevant ones may be removed and others can be added). The role oversees contextually appropriate feedback channels, such as phone hotlines, ensuring that community feedback is collected, recorded, and forwarded safely and ethically in line with the global CFM Handbook guidelines. The Assistant also supports community awareness-raising and reporting, playing a key role in ensuring NRC s feedback system is safe, accessible, trusted, and responsive to the needs of affected people. The position will focus on implementing the position responsibilities for NRC s cash programmes. <div> Generic Responsibilities </div> <ol> <li> Receive, record, process and respond to community feedback received through NRC s channels (hotlines, boxes, helpdesks, digital systems). </li> <li> Enter, maintain and clean feedback data in NRC s CFM data management system. </li> <li> Ensure confidentiality, accuracy, and ethical handling of feedback, especially sensitive feedback, per NRC CFM Handbook guidelines. </li> <li> Provide accurate and timely information to project participants about NRC s services, as well as responses to other frequently asked questions, as available. </li> <li> Support referrals and follow-up with relevant programme or support staff both within NRC and externally. </li> <li> Monitor and track feedback to ensure timely closure, document all actions taken, and follow up with the feedback provider as needed. </li> <li> Support filing, archiving, and preparation of CFM reports. </li> <li> Support awareness sessions with communities and staff on NRC s CFM approach , service mapping and NRC representation in relevant external CEA coordination forums. </li> <li> Compliance and adherence to NRC policies, guidance, and procedures, and a specific responsibility for the CFM policies (CEA, Safeguarding, Speak-Up), CFM Handbook, and procedures. ROLE PURPOSE: The Food Security & Livelihoods (FSL) Project Officer will implement activities in an effort to address food insecurity and poor nutrition levels in the governorate. S/he will oversee program activities in the targeted areas, register families according to vulnerability and eligibility criteria, will oversee the execution of livelihood activities, S/he will monitor livelihood activities  as well as support with reconciliation processing, as necessary. In addition, the Project Officer will represent SCI during community meetings and will ensure that strong M&E systems are in place and results are integrated throughout the project.
