<p>Yemen remains one of the world s most severe humanitarian crises, after more than a decade of conflict, economic decline, climate shocks, and political instability. In 2026, over two-thirds of the population require humanitarian assistance, including 9.4 million people identified as most in need of life-saving support.</p>
<p>The health system is under extreme strain, with only 59.3% of health facilities fully operational and 19.3 million people requiring healthcare services, including more than 660,000 pregnant women in need of urgent care. Cholera continues to pose a major public health challenge, adding pressure to an already weakened system.</p>
<p>The operational environment remains highly volatile, marked by security incidents, service disruptions, funding cuts, and economic challenges that regularly affect humanitarian activities.</p>
<p>M decins du Monde operates across northern and southern Yemen, with a coordination office in Sana a and field offices in Aden and Marib. Its interventions focus on two strategic priorities:</p>

<li>Supporting 29 health facilities to deliver primary healthcare services, including outpatient care, vaccination, nutrition, and reproductive health.</li>
<li>Providing mental health and psychosocial support (MHPSS) through healthcare facilities and community-based networks trained in identification, referral, and awareness-raising activities.</li>

<p> <strong>About the role</strong> </p>
<p>As MHPSS coordinator you will be in charge of overseeing all MdM s MHPSS programming for the Yemen mission. You will contribute to proposal writing and development of new projects or concepts as per MdM s mandate. You will also take part in the country strategy elaboration for the MHPSS sector, led by the general coordinator. </p>

<p>Under the supervision of the general coordinator and in close collaboration with the mental health advisor, you will provide technical leadership and functional management to the MHPSS Officers based in Sana a, Aden and Marib.</p>
<p>Working closely with other MdM departments, local NGO partners and focal points within the Ministry of Public Health and Population (MoPHP), you will support the implementation, coordination and monitoring of activities aimed at integrating Mental Health and Psychosocial Support (MHPSS) components across MdM programmes.</p>

Institutional capacity constraints, limited environmental monitoring, and pressures on public resources have affected the management of natural ecosystems. </p><br> <br> <p> Yemen’s ability to address biodiversity threats is severely hindered by prolonged conflict, economic collapse, and weak governance, which have eroded enforcement capacity and drained resources for environmental management. Fragmented institutions limited technical expertise, and insufficient scientific data further constrain effective planning and monitoring. High community dependence on natural resources for livelihoods, combined with security challenges in some areas, exacerbates habitat degradation, while low public awareness limits grassroots engagement in conservation. </p><br> <br> <p>The Global Environment Facility (GEF) Small Grants Programme (SGP) is implemented by UNDP on behalf of the GEF Partnership. Combining communities’ own efforts with whatever limited state institutional capacity remains are needed to both curtail further humanitarian deterioration and the political ramifications of total state collapse. Yemen is one of the most food insecure countries in the world. Around 20 million people (70 percent of the population) are facing hunger, a 13 percent increase from 2017. The current conflict has led to a decline in the national economy. Gross Domestic Product was cut in half since 2015, and more than 80 percent of the population living below the poverty line. The fighting around the country’s seaports and the ensuing suspension of commercial imports and supply shortages, the depreciation of the Yemeni riyal, which is now worth barely a third of 2015 level, have combined to push the food prices up. Only half of health facilities are functioning, and many Yemenis in need of critical treatments especially for malnutrition are too poor to access the ones that are open. Beyond those at risk of famine, many millions with only emergency food assistance to survive, face a collapse in their immune systems – especially children and the elderly – increasing their vulnerability to malnutrition, cholera and other diseases. Chronic water shortages exacerbate food insecurity and risk of famine in areas where people depend on agriculture for food and income.</p><br> <p>This heightened crisis is calling for scaled-up support to address the immediate needs while also leveraging and enhancing national capacities and systems for resilience-building for populations in Yemen with increased vulnerabilities that can complement a largely insufficient humanitarian response and at the same time for the need to maintain the existing capacities and mechanisms at local and national level to maintain the foundation for future reconstruction and recovery.</p><br> <p>The World Bank funded projects aim to Improve access to food and, nutritious diets, social protection, economic opportunities, food security and effective management of water sector in Yemen. <p><br></p><p>General context of the project While the armed conflict entered its 12th year, Yemen remains one of the largest humanitarian crisis. The country s deteriorating economy, the protracted conflict and crumbling basic services are exacerbating humanitarian needs across the country. Meanwhile, climate shocks, increased regional tensions and chronic underfunding of critical humanitarian sectors are further worsening people s vulnerability and suffering. Four years since the UN- brokered truce, international non-governmental organizations (INGOs) operating in Yemen warn that humanitarian conditions are more fragile than at any point since the peak years of the response. Over 22.2 million people 1 continue to face dire humanitarian conditions, struggling to meet basic needs and access essential services amid protracted crisis, economic deterioration, aid cuts, displacement and climate-related shocks. Furthermore, the escalating conflict in the Middle East and the wider region threatens to exacerbate the dire economic situation and could trigger a resumption of large-scale armed conflict within Yemen. These regional shifts risk disrupting vital humanitarian and commercial supply chains and inflating the cost of essential goods. INTERSOS, in collaboration with local partners, has been providing essential health, nutrition, protection, water and sanitation, as well as livelihoods support for the vulnerable people across Yemen since 2008. While INTERSOS operational presence has been impacted by the signficant funding downsize in the last few years, the integrated programming serving the most vulnerable communities (IDPs, migrants, people at hightened protection risks) continues providing essential lifesaving aid.</p><p>General purpose of the position Support the Head of Mission in the development, definition and management of the mission program in accordance with INTERSOS strategies, plans and policies. Lead the development of new concept notes and project proposals in collaboration with the Regional Programme Coordinator and Senior Management Team.
