TEAM PURPOSE : The Yemen WASH Consortium (Oxfam, NRC, and YFCA) aims to deliver high-impact WASH programming to conflict-affected communities, ensuring timely, safe, and equitable access to water, sanitation, and hygiene services JOB PURPOSE: To serve as the primary leader of the Consortium Management Unit (CMU) and the secretariat for the Consortium Steering Committee (CSC). This role ensures strategic alignment, effective coordination between partners, and successful delivery of the ECHO HIP 2026 project deliverables and other potential funding Background Yemen continues to face one of the world's largest humanitarian crises after more than a decade of conflict. Damage to and disruption of water, sanitation, and hygiene (WASH) services have increased the risk of waterborne diseases, including cholera and acute watery diarrhoea (AWD), as well as malnutrition, particularly among children under five and other vulnerable populations. To address these challenges, the Yemen WASH Consortium (YWC), composed of Oxfam, NRC, and YFCA, is planning to implement an integrated WASH interventions in eight districts across Hajjah, Al Hudaydah, Ibb, and Marib governorates. Building on the partners' extensive humanitarian experience and long-standing presence in Yemen, the consortium works to improve access to safe water, sanitation, and hygiene services for crisis-affected internally displaced persons (IDPs) and host communities. The programme aims to reduce morbidity and mortality associated with waterborne diseases and malnutrition through sustainable, climate-resilient, and shock-responsive WASH interventions. It seeks to ensure equitable access to quality WASH services while strengthening community resilience to future emergencies and climate-related shocks. ROLE REPORTS TO Deputy Country Director - Programs (Oxfam) with a strategic accountability line to the Consortium Steering Committee (CSC) ROLES REPORTING TO THIS POST Health and Nutrition Specialist; MEAL Coordinator, Finance Assistant BUDGET RESPONSIBILITY Yes KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management) Strategic Management • Secretariat for the Consortium Steering Committee (CSC): Lead the secretariat functions for the CSC, including logistical arrangements, setting agendas with Country Directors, and documenting formal minutes and decision-logs. • Governance Protocol Oversight: Ensure adherence to the CSC ToR decision-making processes, including the facilitation of consensus-building and the management of "casting vote" protocols for the Chair in the event of a tie. • Strategic Access Unblocking: Lead the development and endorsement of the Consortium Access Strategy and Workplan (CSC ToR III.2). Leverage collective organizational influence to navigate major access constraints with authorities. • Phase 2 Strategic Positioning: Positioning the partnership as a nationally recognized, full-scale consortium. Lead the development of a Consortium Fundraising Plan to secure additional donor support beyond ECHO, Engage with local authorities, MoW, national and international WASH actors, universities, donors, communities... • Coordination: lead the coordination with other consortium including CCY, brightly, YJR, YDR, other consortiums and national WASH cluster, as well as relevant Health and Nutrition coordination mechanisms where appropriate, while and operationalizing strategic decisions, ensuring aligned implementation across partners, and monitoring progress, budgets, and results to achieve programme objectives. • Learning and Evidence generation: Supporting the Consortium Management Unit (CMU) in drafting and implementing the Learning Plan, which focuses on evidence generation for integrated WASH programming and identify the long-term transformative objectives • Advocacy and Transformative objectives: based on the evidence generated by the consortium and the long-term transformative objectives identified, develop proper Advocacy Plan to achieve these objectives jointly with the Advocacy & Media department. • Risk Monitoring: Supporting the CSC in assessing and monitoring external risks, including political, security, and reputational challenges, and helping define mitigation measures. Technical & Coordination • Secretariat for the Program Development & Funding TWG: Lead the proposal co-design process, including the Theory of Change, Logical Framework, and implementation strategy. • Consolidation & Quality Assurance: Serve as the primary writer and consolidator of the ECHO HIP 2026 narrative, ensuring technical excellence and compliance with ECHO HIP requirements and Oxfam s quality standards. • Donor Intelligence: Monitor donor funding trends and conduct opportunity analysis to inform long-term sustainability and the Phase 2 roadmap. This coastal zone lies at the confluence of the Red Sea and the western Indian Ocean, forming part of a globally significant marine ecosystem renowned for its rich mosaic of habitats, high species diversity, and many endemic species . Its waters sustain vibrant coral reefs, extensive seagrass beds, and scattered mangrove forests, which collectively harbor extraordinary biodiversity. More than 300 species of reef-building corals and 1,300+ species of fish inhabit the Red Sea–Gulf of Aden region, alongside ~170 bird species, 20 species of marine mammals, and countless invertebrates . Yemen’s shores provide critical nesting and feeding grounds for endangered five sea turtle species as well as vital stopover sites for seabirds and habitat for charismatic species like dolphins and reef sharks. Such natural wealth underpins the global conservation value of Yemen’s southern coast, marking it as an ecological hotspot that contributes significantly to the planet’s marine and coastal biodiversity heritage .</p><br> <p>Equally important is the role of these coastal and marine ecosystems in bolstering climate resilience and sustainable development for the region. Fringing coral reefs and mangrove-lined bays serve as natural storm barriers, protecting coastal communities from erosion and extreme weather by dissipating wave energy. In addition, healthy wetlands and coral reefs stabilize coastal line and sustain water quality, while extensive seagrass beds and coral nurseries support fisheries that are the lifeblood of local livelihoods. Indeed, Indigenous Peoples and Local Communities (IPLCs) along this coastline have for generations depended on artisanal fisheries (supporting ~1.7 million people and employing 20% of coastal population) and mangrove wood harvesting for their sustenance and economic well-being. Many coastal villages derive their primary income and food security from the sea, meaning that intact ecosystems are directly tied to community resilience and cultural heritage . Moreover, community-led ecotourism initiatives are increasingly offering alternative livelihood opportunities that both generate income and reinforce economic importance of coastal and marine ecosystems.</p><br> <p>Yemen’s coastal ecosystems, despite their high conservation, economic and adaptation value, face escalating threats requiring urgent, targeted interventions. Habitat loss and degradation are already severe: e.g., mangrove cover in parts of the Red Sea and Gulf of Aden has plummeted from approximately 40 km² in the late 1900s to around 19 km² by 2019, driven by logging, coastal construction, and unsustainable development . Overexploitation of marine resources continues unabated, depleting fish, invertebrate, and shark populations, and undermining marine ecosystem health: e.g., fish catches in Yemen have dramatically dropped—from approximately 400,000 tons in 1993 to just 50,000 tons in 2023 . Pollution further intensifies these pressures, including oil spills from tankers and plastic and solid waste accumulation on beaches, in mangroves, and lagoons. Meanwhile, climate change compounds these threats. Warming seas are fueling unprecedented coral bleaching affecting approximately 35% of the coral reefs in the Yemen waters . Additionally, rising sea levels are projected to inundate Yemen’s coastal landscapes, with up to 0.2 m of rise by 2050 and 0.67 m by 2100 in key areas like Aden, threatening mangroves, wetlands, infrastructure, and freshwater supplies . </p><br> <p>Yemen’s ability to address coastal biodiversity threats is severely hindered by prolonged conflict, economic collapse, and weak governance, which have eroded enforcement capacity and drained resources for environmental management. Fragmented institutions, limited technical expertise, and insufficient scientific data further constrain effective planning and monitoring. High community dependence on natural resources for livelihoods, combined with security challenges in some areas, exacerbates habitat degradation, while low public awareness limits grassroots engagement in conservation. There are no Protected Areas established and no ongoing conservation initiatives in the Yemen’s southern coastline spanning Shabwah, Hadramaut, Lahj, and Taiz governorates.</p><br> <p>Without swift action, the region could suffer irreversible loss of species and the collapse of services that buffer communities from climate extremes. This critical situation justifies urgent GBFF investment to safeguard and restore Yemen’s coastal ecosystems. The role places a strong emphasis on fostering and sustaining strategic partnerships with government authorities, United Nations agencies, international non-governmental organizations (INGOs), and WFP cooperating partners within the area of responsibility to strengthen coordination, enhance operational effectiveness, and maximize programme impact. The incumbent will report directly to the Head of operations and will be responsible for the following tasks and responsibilities. Leadership & Management Provide overall management and strategic guidance to the Field Office. Ensure Field office operations are effectively managed in accordance with WFP policies, procedures, and corporate standards. Overall management of human, financial, and administrative resources are efficiently utilized, with strong internal controls and compliance maintained. Ensure timely, high-quality programme implementation within budget and in line with the approved Interim Country Strategic Plan (ICSP), annual work plans, and donor requirements. Lead the Field Office team, ensuring a cohesive working environment and adherence to WFP values. Staff performance is effectively managed through coaching, performance planning, and professional development. Maintain strict oversight of operational risks, fraud mitigation, and compliance. Operational Coordination Oversee day to day Field Office programme activities including: Targeted Emergency Food Assistance (TEFA) Livelihoods/Resilience School feeding Nutrition programmes Logistics and warehouse operations Coordinate field-level emergency responses, assessments, or scale-ups as needed. Monitoring, Accountability & Protection Ensure programmes are delivered according to WFP standards, protection principles, and "Do No Harm" approaches. Ensure high-quality monitoring of activities (onsite/offsite), following WFP RAM standards. Strengthen protection mainstreaming, gender, disability inclusion, and AAP within field operations. Ensure functionality of hotlines, complaint mechanisms, and escalation pathways. Conduct field visits to distribution sites, warehouses, and partner locations. Use operational evidence to improve programme performance and decision-making. Ensure recommendations from monitoring, audits, complaints mechanisms, and evaluations are addressed. Administration, Budgeting & Compliance Oversee Field Office administrative functions including human resources, logistics support, travel, and petty cash. Ensure compliance with WFP rules, regulations, anti-fraud policies, and donor requirements. Ensure timely Field Office reporting (daily sitreps, weekly updates, M&E reports, partner performance). Security Management Act as Security Focal Point for the Field Office. Ensure full compliance with UNDSS and WFP security protocols. Maintain incident reporting, access analysis, and staff movement planning. Maintain accountability for the safety of WFP staff, operations, facilities, and assets, ensuring compliance with established security protocols and active participation in the Area Security Management Team (ASMT). External Relations & Representation Represent WFP at the local level with: Authorities and Donors Cooperating Partners Community leaders UN agencies and humanitarian clusters Security and local coordination bodies Facilitate negotiation and access discussions in line with WFP principles and humanitarian standards. Actively contributes to inter-agency coordination forums. Deliverables: Timely and efficient delivery of food assistance programs as per WFP guidelines. Comprehensive financial reports demonstrating transparent use of resources. Regular monitoring and evaluation reports for operational planning and decision-making. Weekly operational reports to Head of Field operations. Capacity-building training for WFP staff, partners, and local authorities on programme related issues such as targeting, registration etc. Desired Skills Strong leadership and negotiation skills. Excellent interpersonal and communication skills. Ability to operate in high-risk, complex environments. Experience with WFP in-kind and CBT transfer modalities. SCOPE registrations, AAP, protection, and gender in operations. Education: Advanced University degree in Economics, business administration, social science, public health or other relevant fields. Experience: At least 5 years and above of experience in Managing an office, implementation of emergency response, Field operations management, Programme implementation and staff supervision. Languages: Fluency (level C) in English language.
