Protracted conflict, severe economic deterioration, currency instability, climate-related shocks, and constrained access to essential services continue to drive widespread humanitarian needs. Within these areas, approximately one in two people experience acute food insecurity, such as declining household purchasing power, high inflation, and heavily disrupted livelihoods leave millions unable to meet their basic food needs. The humanitarian situation remains critical through the end of 2026. Data indicates that 5.4 million people are experiencing IPC Phase 3 or above (Crisis or worse) acute food insecurity between June and September 2026, with 1.6 million individuals pushed into IPC Phase 4 (Emergency). Despite the onset of the harvest season, these urgent needs are projected to persist and deepen in severity from October to December 2026, with the population in IPC Phase 3 or above remaining stuck at a staggering 5.4 million people. To deliver targeted assistance accountably within this intense operational window, the Marib Field Office requires a dedicated Programme Officer to provide operational support, track data compliance, and ensure the efficient execution of WFP's safety nets. Job Purpose: To provide everyday technical, operational, and data verification support for the implementation, tracking, and monitoring of WFP assistance programs within the Marib area of coverage. Reporting directly to the Head of Field Office, the Programme Officer (Consultant Level 1) will act as a key technical resource to ensure field-level food, cash, and nutrition activities are executed smoothly. Local Inter-Agency Liaison: Maintain routine working-level contact with local humanitarian partners, NGOs, and community focal points to share information and prevent duplication of food assistance activities. Operational Reporting Support: Draft initial input notes, updates, and data summaries for the weekly and ad-hoc Field Office progress reports submitted to the Head of Field Office. Partner Guidance: Share approved guidelines with cooperating partner staff regarding record-keeping, ledger maintenance, and reporting templates as stipulated in active FLAs. </p><p><strong>Desired Candidate Profile</strong></p><p>University Degree in international relations, social sciences, business administration, economics, or another relevant academic area.</p><p>Minimum of 3 years of professional work experience in humanitarian operations or project implementation. Experience with field monitoring and data checking is required.</p><p>Proficiency in Microsoft Office (specifically Excel for data verification), familiarity with digital mobile data collection tools, and strong teamwork skills. To support evidence-based programming and strategic decision-making, WFP Yemen's Vulnerability Analysis and Mapping (VAM) unit leads food security monitoring, assessments, and analysis across the country. The unit conducts large-scale food security and livelihood assessments, market monitoring, beneficiary monitoring, and other analytical activities that generate critical information on food security conditions, market trends, household vulnerabilities, and humanitarian needs. These efforts provide the evidence base for Programme design, targeting, operational planning, donor engagement, resource mobilization, and advocacy. The VAM unit manages and analyzes a wide range of datasets and produces regular analytical products, including monthly food security updates, quarterly food security and market monitoring and market functionality assessments. Through rigorous data collection, analysis, and reporting, the unit plays a central role in informing WFP's response and supporting humanitarian decision-making across Yemen. JOB PURPOSE: The VAM Officer (Assessments) will support the planning, design, implementation, and coordination of food security, market functionality, prices, rapid emergency, beneficiary targeting validation, and other quantitative and qualitative assessments conducted by WFP Yemen. It focuses on institutionalizing training hubs, improving public financial management, completing community-prioritized public works, and operationalizing Local Economic Development Councils and Local Development Funds.</p><br> <p>SANABEL (EU) is a joint FAO-UNDP project focused on climate-resilient agriculture and job creation. Description </p><br> <p>Yemen continues to face a severe humanitarian and development crisis driven by prolonged conflict, economic decline, and institutional fragility. These challenges have weakened governance systems, disrupted economic activity, and increased poverty, food insecurity, and vulnerability across the country. </p><br> <p> While humanitarian assistance remains essential, sustainable recovery requires longer-term investments in livelihoods, economic resilience, local governance, institutional strengthening, and climate-resilient agriculture. </p><br> <p> UNDP is implementing a portfolio of complementary projects to address these interconnected challenges. This includes the Resilient Economies and Sustainable Livelihoods for Empowerment in Yemen (RESOLVE) project funded by the Swiss Agency for Development and Cooperation (SDC) ; the Local Governance for Area-based Development (LoGABD) project funded by the European Union (EU) ; and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, also funded by the EU. These projects are designed with a synergistic, area-based approach to maximize impact and efficiency. </p><br> <p> RESOLVE (SDC) focuses on strengthening the resilience and economic empowerment of vulnerable communities in Marib and Hadramout governorates by promoting sustainable livelihoods through agribusiness development, agricultural value chain strengthening, improved access to finance, and enhanced local economic governance. </p><br> <p> LoGABD (EU) aims to strengthen the capacity of local authorities across seven governorates (Aden, Hadramout, Lahj, Marib, Taiz, Al Mahrah, Socotra) to effectively plan, budget, finance, and deliver public services, manage IDP populations, and foster climate resilience. It focuses on institutionalizing training hubs, improving public financial management, completing community-prioritized public works, and operationalizing Local Economic Development Councils and Local Development Funds. </p><br> <p> SANABEL (EU) is a joint FAO-UNDP project focused on climate-resilient agriculture and job creation. These factors have severely undermined state institutions, fragmented governance structures, and reduced fiscal capacity, contributing to widespread poverty, food insecurity, and vulnerability. Social cohesion remains under pressure, particularly in rural areas where access to livelihoods, employment, agricultural resources, and basic services is severely constrained. Environmental fragility and increasing exposure to climate shocks further exacerbate vulnerability, particularly for communities dependent on agriculture. </p><br> <p>Short-term humanitarian interventions, although indispensable for alleviating the immediate impact of the emergencies on vulnerable communities, cannot steer more fundamental recovery nor address the underlying underdevelopment causes of the conflict. Situation analysis reveals critical gaps in transitioning from short-term humanitarian assistance to sustainable development approaches. </p><br> <p>According to a recent UNDP study (2024), the prevailing focus on immediate food assistance has not sufficiently addressed structural vulnerabilities, as there is a weak correlation between the scale of humanitarian aid and improvements in food security. Cash assistance programs provide short-term relief but often contribute to inflation and do not resolve the underlying causes of poverty. Governance deficits, logistical challenges, bureaucratic barriers, and insecurity further limit effective aid delivery, especially in remote and hard-to-reach areas. </p><br> <p>As a result, there is a pressing need to integrate longer-term interventions in the local food systems that promote food security through economic development, enhance productivity and value addition, support private sector growth, and create sustainable livelihoods, while strengthening the supply of goods and services. </p><br> <p>This project responds to these realities by adopting a resilience-oriented approach that integrates the Humanitarian–Development–Peace (HDP) Nexus. The intervention scope focuses on sustainable livelihoods and value chain development through agricultural support (technical innovation, seed distribution, irrigation rehabilitation, livestock care, and crop diversification); agribusiness development (strengthening value chains, institutionalizing climate-resilient practices, and shock protection); strengthening the business enabling environment (collaboration between agribusinesses, private sector, and local authorities); microfinance (microloans, savings groups, and financial literacy); and support for vulnerable groups including IDPs, women, and youth through inclusive, gender-sensitive livelihood opportunities.</p><br> <p>The RESOLVE project is implemented in close synergy with the Local Governance for Area-Based Development (LoGABD) project and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, forming an integrated portfolio under the Area-Based Development (ABD) framework.
