It serves as the fundamental pillar for maintaining vaccine quality and safety from the point of receipt to the point of distribution. To ensure integration between the technical, administrative, and operational aspects, our client will implement the training program for the targeted cadres on "Operation and Maintenance of Cold Chain Equipment" and "Vaccine and Cold Chain Management".</p>

<p>The objective of this consultancy is to conduct the Operation and Maintenance Training to enhance the technical staff 's ability to install, operate, and maintain cold rooms, freezers, and associated equipment to ensure continuous operation within required standards.</p>
<p><strong>2.2 Scope and focus of work</strong></p>
<p>The consultant will need to carry out the following:</p>
<p><strong>Preparation of Technical Training Materials:</strong></p>
<ul>
<li>Develop simplified manuals in the local language based on manufacturer manuals, including WHO/UNICEF self-assessment tools.</li>
</ul>
<p>Prepare comprehensive Checklists for:</p>
<ol>
<li>Installation and commissioning</li>
<li>Proper daily operation</li>
<li>Preventive maintenance (weekly, monthly, annual)</li>
<li>Troubleshooting</li>
</ol>
<p>Prepare illustrated guides for Control Panels and alarm systems.</p>
<p>Prepare Fault Finding Charts for diagnosing common mechanical and electrical issues.</p>
<p><strong>Training on Installation and Commissioning:</strong></p>
<ul>
<li>Train technicians on the correct installation of insulation panels and cooling units to prevent thermal leaks.</li>
<li>Practical training on commissioning procedures, including Cool-down time tests, temperature stability monitoring, and alarm verification.</li>
</ul>
<p><strong>Training on Preventive Maintenance and Troubleshooting:</strong></p>
<ul>
<li>Maintenance tasks: Cleaning condensers/evaporators, checking door seals, oil levels, and refrigerant gas levels.</li>
<li>Diagnostic training: Using flowcharts to identify compressor issues, gas shortages, fan failures, or electrical faults.</li>
<li>Defining criteria for reporting complex faults requiring specialized external intervention.</li>
</ul>
<p><strong>Integration with Vaccine Management:</strong></p>
<ul>
<li>Explain the relationship between temperature settings and stored vaccine types (heat vs. freeze sensitivity).</li>
<li>Training on reading and analyzing Data Loggers and linking anomalies to technical faults.</li>
<li>Establishing a clear communication protocol between the technician and storekeeper during alarms.</li>

<p><strong>5. SUPERVISION</strong></p>
<p>The consultant will provide regular updates to our client team, with weekly meetings on progress and challenges faced. The consultant will report to our client Project Manager and Project Management Support Officer.</p>
<p>Our client should be consulted on the training materials to ensure their appropriateness to the project context.</p>
<p><strong>5.1 Additional Information</strong></p>
<p>our client will provide the consultant with all project related documents, names of locations to target, support on the ground with contacts to relevant stakeholders as well as continuous support through weekly status meetings and an induction session</p>
<p>The estimated work period is 20 days.</p>
<p>The consultant will be remunerated on the basis of a daily rate of XX USD or a total of XX USD for the 20 day period.</p>
<p>The potential consultant should have local experience as well as presence in Aden, Yemen.</p>

<p>Technical Experience: Minimum 5 years of practical experience in installing and maintaining complex refrigeration systems (Walk-in Freezers/Cold Rooms - WIF/WIC) and control systems.</p>
<p>Training Experience: Proven experience (min. 3 years) in technical/fi eld training using various methods (theoretical, practical, workshops, simulations).</p>
<p>Standards Knowledge: Full familiarity with WHO and UNICEF standards for cold chain equipment and vaccine storage.</p>
<p>Effective Vaccine Management (EVM) Experience: The consultant must understand that cold rooms are life-saving systems, not just "cooling equipment." Experience in EVM is required to ensure:</p>
<ul>
<li>Vaccines are not exposed to excessive heat due to malfunctions.</li>
<li>Freeze-sensitive vaccines are not exposed to sub-zero temperatures due to poor thermal distribution or settings.</li>
<li>Ability to make rapid technical decisions during breakdowns to prevent stock loss.</li>

<p>Material Familiarity: Preference for trainers who participated in developing the training materials (toolkits, manuals, checklists) to ensure local context relevance.</p><p></p></section>

Over 80 percent of Yemen’s population is estimated to need humanitarian assistance, and more than 2.5 million Yemenis have become IDPs. The ongoing conflict has destroyed much of the institutional ability of key ministries, governorates, and local authorities to deliver essential social services to citizens. Public service restoration is also essential for a smooth transition to recovery, as a political agreement is being negotiated. Combining communities’ own efforts with whatever limited state institutional capacity remains are needed to both curtail further humanitarian deterioration and the political ramifications of total state collapse. Yemen is one of the most food insecure countries in the world. Around 20 million people (70 percent of the population) are facing hunger, a 13 percent increase from 2017. The current conflict has led to a decline in the national economy. Gross Domestic Product was cut in half since 2015, and more than 80 percent of the population living below the poverty line. The fighting around the country’s seaports and the ensuing suspension of commercial imports and supply shortages, the depreciation of the Yemeni riyal, which is now worth barely a third of 2015 level, have combined to push the food prices up. Only half of health facilities are functioning, and many Yemenis in need of critical treatments especially for malnutrition are too poor to access the ones that are open. Beyond those at risk of famine, many millions with only emergency food assistance to survive, face a collapse in their immune systems – especially children and the elderly – increasing their vulnerability to malnutrition, cholera and other diseases. Chronic water shortages exacerbate food insecurity and risk of famine in areas where people depend on agriculture for food and income.</p><br> <p>This heightened crisis is calling for scaled-up support to address the immediate needs while also leveraging and enhancing national capacities and systems for resilience-building for populations in Yemen with increased vulnerabilities that can complement a largely insufficient humanitarian response and at the same time for the need to maintain the existing capacities and mechanisms at local and national level to maintain the foundation for future reconstruction and recovery.</p><br> <p>The World Bank funded projects aim to Improve access to food and, nutritious diets, social protection, economic opportunities, food security and effective management of water sector in Yemen. This is done through several activities including infrastructure rehabilitation, support to improve agriculture production and quality by reducing post-harvest losses and improving climate resilience and access to markets</p><br> <p>While ensuring direct support in a fragile context, UNDP, in partnership with the WB is also strategizing to ensure that short term benefits are translated into longer term development impact.<br> </p><br> <p><strong>Position Purpose</strong></p><br> <p>UNDP is seeking to recruit a Chief Technical Advisor to manage three World Bank funded projects. S/he shall work under guidance of the Deputy Resident Representative for Programme, and shall provide strategic advice and technical oversight for the projects under his/her responsibility to ensure that all outputs are of high quality and consistent with the delivery of results according to the Project Documents and Project Result Frameworks and will provide coordination and technical guidance to projects team consisting for successful implementation of the outputs and activities. He/she shall engage proactively with Yemeni institutions partners and provide guidance on further engagement and programme development.</p><br> <p>The Chief Technical Advisor shall keep abreast of good international practices in the area of projects under responsibility and integrate/build similar practices within the projects, build and manage partnerships, facilitate knowledge management and sharing and support and facilitate the elaboration of other initiatives of UNDP.</p><br> <p>UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. It houses 9 UN agencies, providing office space and accommodation for UN personnel working in Marib, as well as short-term lodging for expatriate International Non-Governmental Organizations (INGO) staff when needed. The International Organization for Migration (IOM) maintains a substantial presence there, with 4 international and approximately 127 national staff members. They implement various activities, including health, WASH, shelter, and protection services for internally displaced persons and other vulnerable populations in Marib and nearby regions.<br>Under the overall supervision of the Chief of Mission and the direct supervision of the Field Coordinator (Liaison, Emergency & Recovery Programmes), the Hub Coordinator will be responsible for the management of the overall Humanitarian Hub in Marib.<br>Responsibilities<br>1. Habitat loss and degradation are already severe: e.g., mangrove cover in parts of the Red Sea and Gulf of Aden has plummeted from approximately 40 km² in the late 1900s to around 19 km² by 2019, driven by logging, coastal construction, and unsustainable development . Overexploitation of marine resources continues unabated, depleting fish, invertebrate, and shark populations, and undermining marine ecosystem health: e.g., fish catches in Yemen have dramatically dropped—from approximately 400,000 tons in 1993 to just 50,000 tons in 2023 . Pollution further intensifies these pressures, including oil spills from tankers and plastic and solid waste accumulation on beaches, in mangroves, and lagoons. Meanwhile, climate change compounds these threats. Warming seas are fueling unprecedented coral bleaching affecting approximately 35% of the coral reefs in the Yemen waters . Additionally, rising sea levels are projected to inundate Yemen’s coastal landscapes, with up to 0.2 m of rise by 2050 and 0.67 m by 2100 in key areas like Aden, threatening mangroves, wetlands, infrastructure, and freshwater supplies . </p><br> <p>Yemen’s ability to address coastal biodiversity threats is severely hindered by prolonged conflict, economic collapse, and weak governance, which have eroded enforcement capacity and drained resources for environmental management. Fragmented institutions, limited technical expertise, and insufficient scientific data further constrain effective planning and monitoring. High community dependence on natural resources for livelihoods, combined with security challenges in some areas, exacerbates habitat degradation, while low public awareness limits grassroots engagement in conservation. There are no Protected Areas established and no ongoing conservation initiatives in the Yemen’s southern coastline spanning Shabwah, Hadramaut, Lahj, and Taiz governorates.</p><br> <p>Without swift action, the region could suffer irreversible loss of species and the collapse of services that buffer communities from climate extremes. This critical situation justifies urgent GBFF investment to safeguard and restore Yemen’s coastal ecosystems. Overexploitation of marine resources continues unabated, depleting fish, invertebrate, and shark populations, and undermining marine ecosystem health: e.g., fish catches in Yemen have dramatically dropped—from approximately 400,000 tons in 1993 to just 50,000 tons in 2023 . Pollution further intensifies these pressures, including oil spills from tankers and plastic and solid waste accumulation on beaches, in mangroves, and lagoons. Meanwhile, climate change compounds these threats. Warming seas are fueling unprecedented coral bleaching affecting approximately 35% of the coral reefs in the Yemen waters . Additionally, rising sea levels are projected to inundate Yemen’s coastal landscapes, with up to 0.2 m of rise by 2050 and 0.67 m by 2100 in key areas like Aden, threatening mangroves, wetlands, infrastructure, and freshwater supplies .</p><br>
<p>Yemen’s ability to address coastal biodiversity threats is severely hindered by prolonged conflict, economic collapse, and weak governance, which have eroded enforcement capacity and drained resources for environmental management. Fragmented institutions, limited technical expertise, and insufficient scientific data further constrain effective planning and monitoring. High community dependence on natural resources for livelihoods, combined with security challenges in some areas, exacerbates habitat degradation, while low public awareness limits grassroots engagement in conservation. There are no Protected Areas established and no ongoing conservation initiatives in the Yemen’s southern coastline spanning Shabwah, Hadramaut, Lahj, and Taiz governorates.</p><br>
<p>Without swift action, the region could suffer irreversible loss of species and the collapse of services that buffer communities from climate extremes. This critical situation justifies urgent GBFF investment to safeguard and restore Yemen’s coastal ecosystems. The proposed initiative is designed as a timely response that aligns with the Kunming–Montreal Global Biodiversity Framework (GBF) Targets: it will promote integrated spatial planning (Target 1) to curb biodiversity loss, drive coastal ecosystem restoration of degraded mangroves, and lagoons (Target 2), expand conserved areas and ecological connectivity along the coast (Target 3) and ensures that conservation is coupled with the sustainable use of biodiversity by IPLCs (Target 5).</p><br>
<p><strong>The GBFF project Objective and Strategies</strong></p><br>
<p>The suggested project Objective is to enhance biodiversity conservation in Yemen’s coastal governorates (Shabwah, Hadramaut, Lahj, and Taiz) by establishing protected area network, restoring critical coastal ecosystems, and empowering local communities. The Objective is going to be achieved through implementation of four project strategies (Components):</p><br>
<p>Component 1: Strengthening coastal and marine ecosystem conservation in Yemen through the establishment of new Protected Areas;</p><br>
<p>Component 2: Restoration of coastal ecosystem having high biodiversity conservation, economic, and adaptation value;</p><br>
<p>Component 3: Blue and green livelihoods for coastal IPLCs contributing to biodiversity conservation and ecosystem restoration; and</p><br>
<p>Component 4: Awareness campaign, knowledge management, and lessons learning.</p><br>
<p>UNDP seeks to recruit an Admin and Finance Associate to support the implementation of the project described above.</p><br>
<p><strong>2- Scope of Work</strong></p><br>
<p>Under the direct supervision of the Project Manager, the Admin & Finance Associate will provide support and services ensuring high quality, accuracy, and consistency of work. He/She will work in close collaboration with the project staff, operations, and programme as required to exchange information and support project delivery. She/he will provide administrative, financial, and programmatic support as guided by the Project Manager.</p><br>

<p><strong>1-Financial Management and Implementation of Operational Strategies:</strong></p><br>

<li>Ensure full compliance with UN/UNDP rules, regulations, and policies of financial activities, financial recording/reporting system, and follow-up on audit recommendations; implementation of effective internal controls, and proper functioning of a client-oriented financial resources management system.</li>
<li>Support the CO administrative business processes mapping and elaboration of the internal standard operating procedures (SOPs).</li>
<li>Ensure control of the supporting documents for payments, prepare documents for vendors in Quantum; assistance in managing the project management and payments.</li>
<li>Maintain the internal expenditure control system, which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Quantum and that travel claims and other entitlements are duly processed.</li>
<li>Take timely corrective actions on un-posted vouchers, including vouchers with budget check errors.</li>
<li>Oversee the overall financial management of the project.</li>
<li>Maintain a complete set of books of account according to the principle of accounting and update it daily. Ensure the accuracy of supporting documents.</li>
<li>Monitor budget implementation and determine/recommend reallocation of funds when and where necessary.</li>
<li>Follow up on activities and monitor advances balances and verify availability of funds for project activities.</li>
<li>Verify the accuracy of Combined Delivery Reports.</li>
<li>Prepare monthly shadow budget for tracking the delivery of the project.</li>

<li>Prepare timely and accurate Quarterly Expenditure Reports to be attached to Progress Reports.</li>
<li>Provide support in preparing annual and quarterly work plans and budgets in consultation with the Project Manager.</li>
<li>Enter accurately the Annual Work Plan (AWP) and subsequent budget revisions along with Multi-Year Budgets in Quantum for endorsement by the Country Office.</li>

<li>Support in implementing of harmonized approach to cash transfer (HACT) with Responsible Parties to implement project activities.</li>
