Environmental and Social Safeguarding (ESS) & Accountability</strong></span></p><br><ul> <li><span><strong>Risk Management: </strong>Conduct ESS and safeguarding risk assessments / inspection for all targeted schools, training venues, and activity sites.</span></li> <li><span><strong>Sensitization & Orientation: </strong>Facilitate safeguarding and ESS orientations, as well as stakeholder consultations, for project participants, school staff, and community members.</span></li> <li><span><strong>Protection Awareness: </strong>Raise awareness on Child Safeguarding, Prevention of Sexual Exploitation and Abuse (PSEA), Sexual Harassment (SH), and Gender-Based Violence (GBV) across all targeted schools.</span></li> <li><span><strong>Accountability to Affected Populations (AAP): </strong>Disseminate information regarding available complaint channels and hotline numbers to participants and the community. Collect community feedback and safely channel grievances to the MEAL/Accountability team.</span></li> <li><span><strong>Incident Reporting: </strong>Immediately document and report any field-level incidents, accidents, or safeguarding concerns using established reporting lines.</span></li></ul><p><span><strong>2. Textbook (academic, remedial, reading stories) Distribution Verification</strong></span></p><br><ul> <li><span><strong>Field Verification:</strong> Conduct physical field checks to verify that target schools have received the correct allocation of textbooks. Verify that textbooks are equitably and systematically distributed to students.</span></li> <li><span><strong>Discrepancy Reporting:</strong> Formally document the verification process, flagging any discrepancies, shortages, or supply-chain issues.</span><span>[RS1]</span></li></ul><p><span><strong>3. Reading</strong></span><span><strong>[RS2]</strong></span><span><strong> and Remedial Program Monitoring</strong></span></p><br><ul> <li><span><strong>Classroom Observations:</strong> Monitor reading classes and track classes’ activity progress using approved monitoring observation forms.</span></li> <li><span><strong>Qualitative Feedback:</strong> Facilitate Focus Group Discussions (FGDs) with adults (parents/teachers) and children to gauge program impact. Collect qualitative feedback from school staff, community members, fathers and mothers councils, and students on challenges and areas for improvement.</span></li></ul><p><span><strong>4. Data Collection, Reporting, and Documentation</strong></span></p><br><ul> <li><span><strong>Digital Data Collection:</strong> Utilize mobile data collection tools - KOBOToolbox - to conduct site inspections and input monitoring data in real-time. Ensure that all data collected via mobile devices is uploaded promptly and deleted from local storage according to project security protocols.</span></li> <li><span><strong>Informed Consent & Media:</strong> Identify and document project field photos. <strong>Written or recorded Informed Consent must be explicitly obtained</strong> from participants (and signed by parents/guardians in the case of children) prior to capturing any identifiable images or stories, strictly following organizational communication guidelines.</span></li></ul><p><span><strong>Data Protection, Privacy, and Confidentiality</strong></span></p><br><ul> <li><span><strong>Protection of Personally Identifiable Information (PII):</strong> The enumerator must strictly safeguard all PII (including names, locations, contact details, photos, and biometric data) of beneficiaries, school staff, and children. No PII should be stored on personal devices longer than necessary to complete the immediate upload task.</span></li> <li><span><strong>Confidentiality of Child Data:</strong> In alignment with international Child Protection standards, all data concerning minors (such as reading assessment scores or Focus Group Discussion notes) must be strictly confidential. Children's full names or identifying traits must never be linked directly to public reports or shared via unencrypted channels.</span></li> <li><span><strong>Data Sharing Restraints:</strong> The enumerator is strictly prohibited from sharing project data, assessment results, or beneficiary lists with external actors, local authorities, or community members without explicit, written authorization from the SEAL Project Management team. All data sharing must flow through formal organizational channels.</span></li> <li><span><strong>Secure Communications:</strong> Avoid sharing sensitive data or beneficiary lists over unencrypted public communication platforms (e.g., standard WhatsApp groups). S/he will oversee program activities in the targeted areas, register families according to vulnerability and eligibility criteria, will oversee the execution of livelihood activities, S/he will monitor livelihood activities as well as support with reconciliation processing, as necessary. Support beneficiaries to receive their assistance according to agreed timelines and processes. </span></li> <li><span>Ensure local authorities and communities have been sensitized to the project’s objectives, activities, and selection criteria and that these processes have been adhered to during project selection. </span></li> <li><span>Develop project implementation plan with communities, supervise, guide and advise them in the selection of beneficiaries and community projects based on set criteria that are agreed by all stakeholders.</span></li> <li><span>Carryout initial site assessments and feasibility feedback on project options to assist in prioritization processes.</span></li> <li><span>Verify that project activities are developed in consultation with communities and ensure all project activities have considered the needs of children, women, vulnerable groups, and the environment. </span></li> <li><span>Identifying training and capacity-building needs within the target population. Also, monitoring and evaluating the impact of livelihood interventions (Vocational skills training), collecting data, and analyzing trends to inform program adjustments and improvements.</span></li> <li><span>Carry out regular monitoring of field livelihood activities, report findings, and provide recommendations for improvement. </span></li> <li> <p><span>After completion of the livelihood training, organize regular group mentorship sessions with the participants to provide further support on relevant topics (income generation, revolving funds, etc.), monitor their progress, review any challenges faced, and provide them with guidance to address those.</span></p><br> </li></ul><p><span><u>Coordination</u></span></p><br><ul> <li><span>Coordinate with other project officers to ensure that activities are carried out in line with community needs.</span></li> <li><span>Coordinate with the relevant government ministries to ensure compliance and good relations. </span></li> <li><span>Support the integration and communication with CP sector. </span></li> <li><span>Participate in Field Office meetings with management and other departments, as required. </span></li></ul><p><span><strong><u>Monitoring and Evaluation</u></strong></span></p><br><ul> <li><span>Work with the FSL Database Assistant to ensure a project progress database is complete and regularly updated. </span></li> <li><span>Assist the M&E team in creating appropriate monitoring tools for project impact, quality, Post Distribution Monitoring, and measurement of IPTT indicator tracking. The CCY is led by the Danish Refugee Council (DRC) and includes Acted, Norwegian Refugee Council (NRC), Mercy Corps, Solidarities International (SI) as co-partners, as well as the International Organization for Migration (IOM) as a non-funded EU partner. The CCY aims to maximize the effectiveness of cash assistance and support the transition to longer-term resilience programs through referrals. The CCY's response has been implemented across 13 governorates in Yemen, where vulnerability is high, and households are affected by conflict and environmental shocks or identified to be socio-economically vulnerable due to being unable to meet their basic survival needs As the Co-Lead for the National Cash and Market Working Group, CCY collaborates with other cash actors in Yemen to prevent duplication of efforts, ensuring a harmonized approach, and enabling the efficient allocation of resources to areas with high vulnerability.</span></p><p>Overall purpose of the role: This role is split between the Danish Refugee Council country office (75% FTE) and the CCY (25% FTE) Under the supervision of the DRC Country Director, the Advocacy Coordinator will be responsible for the definition and implementation of the DRC Yemen advocacy strategy and to further develop DRC Yemen s advocacy work and outputs. In close coordination with the relevant units at the Regional Office and Headquarters (HQ), the Programme Coordinator (Programme Support Unit (PSU)) will be responsible and accountable for project development and donor liaison activities through the development, review and submission of project proposals and donor reports, coordinating the project development, donor and institutional reporting in the fields of migration management, emergency response, other programmes in the Country Office (CO), as well as identifying opportunities for developing and promoting International Organization for Migration s (IOM s) strategic objectives through programmes in CO and for developing Strategic Partnership with counterparts in the government, United Nations (UN) agencies and other relevant stakeholders in line with IOM global, regional and country strategies including the Strategic Results Framework (SRF).</p><p>1. Over 80 percent of Yemen’s population is estimated to need humanitarian assistance, and more than 2.5 million Yemenis have become IDPs. The ongoing conflict has destroyed much of the institutional ability of key ministries, governorates, and local authorities to deliver essential social services to citizens. Public service restoration is also essential for a smooth transition to recovery, as a political agreement is being negotiated. Combining communities’ own efforts with whatever limited state institutional capacity remains are needed to both curtail further humanitarian deterioration and the political ramifications of total state collapse. Yemen is one of the most food insecure countries in the world. Around 20 million people (70 percent of the population) are facing hunger, a 13 percent increase from 2017. The current conflict has led to a decline in the national economy. Gross Domestic Product was cut in half since 2015, and more than 80 percent of the population living below the poverty line. The fighting around the country’s seaports and the ensuing suspension of commercial imports and supply shortages, the depreciation of the Yemeni riyal, which is now worth barely a third of 2015 level, have combined to push the food prices up. Only half of health facilities are functioning, and many Yemenis in need of critical treatments especially for malnutrition are too poor to access the ones that are open. Beyond those at risk of famine, many millions with only emergency food assistance to survive, face a collapse in their immune systems – especially children and the elderly – increasing their vulnerability to malnutrition, cholera and other diseases. Chronic water shortages exacerbate food insecurity and risk of famine in areas where people depend on agriculture for food and income.</p><br> <p>This heightened crisis is calling for scaled-up support to address the immediate needs while also leveraging and enhancing national capacities and systems for resilience-building for populations in Yemen with increased vulnerabilities that can complement a largely insufficient humanitarian response and at the same time for the need to maintain the existing capacities and mechanisms at local and national level to maintain the foundation for future reconstruction and recovery.</p><br> <p>The World Bank funded projects aim to Improve access to food and, nutritious diets, social protection, economic opportunities, food security and effective management of water sector in Yemen. This is done through several activities including infrastructure rehabilitation, support to improve agriculture production and quality by reducing post-harvest losses and improving climate resilience and access to markets</p><br> <p>While ensuring direct support in a fragile context, UNDP, in partnership with the WB is also strategizing to ensure that short term benefits are translated into longer term development impact.<br> </p><br> <p><strong>Position Purpose</strong></p><br> <p>UNDP is seeking to recruit a Chief Technical Advisor to manage three World Bank funded projects. S/he shall work under guidance of the Deputy Resident Representative for Programme, and shall provide strategic advice and technical oversight for the projects under his/her responsibility to ensure that all outputs are of high quality and consistent with the delivery of results according to the Project Documents and Project Result Frameworks and will provide coordination and technical guidance to projects team consisting for successful implementation of the outputs and activities.
