In light of the reduced or even absent provision of public services, communities have adopted various coping strategies, including using alternate water and energy sources, relying on alternate service providers, and community-based service delivery initiatives to address the shortfall. Physical damage to infrastructure and the lack of functionality in one sector often spills over into other sectors with significant consequences on both the access to, and quality of services, which are often interrelated. Given the above continued needs, our client is therefore undertaking a project with the following scope: Role objectives The project is financed by BMZ through the KfW Development Bank to strengthen the operational capacity of the supported health storage warehouses at the national (central) and sub-national (governorate) levels through rehabilitation works of the warehouses infrastructure and provisions of equipment and capacity building training. This entails direct support to improve the operational sustainability of the selected storage warehouses in terms of reliable access to electricity, enhancing their structural integrity and safety, and providing needed equipment and training that will support the overall capacity of the cold supply chain and dry storage in close consultation and collaboration with UNICEF, WHO, and MoPHP. Project Components: 1. Technical assessments and stakeholder engagements 2. Rehabilitation works 3. Procurement of furniture and equipment 4. Staff training 5. Third-party monitoring Project Outcomes: 1. It is envisaged that the Project will contribute to the following outcomes: 2. Vaccine Supply Chain and Logistics are enhanced and improved. 3. The storage capacity, including the cold supply chain for COVID-19 vaccines, is increased and enhanced. 4. Effective synergy and collaboration among UN agencies are further enhanced in the health sector. 5. Relevant stakeholders are engaged in planning and redressing grievances through the Grievance Redress Mechanism (GRM) and Stakeholder Engagement Plan (SEP). 2. Purpose - Assignment specific 2.1 Objective Training on cold chain management and maintenance is critical to ensuring the effectiveness of the Expanded Programme on Immunization (EPI). It serves as the fundamental pillar for maintaining vaccine quality and safety from the point of receipt to the point of distribution. To ensure integration between the technical, administrative, and operational aspects, UNOPS will implement the training program for the targeted cadres on "Operation and Maintenance of Cold Chain Equipment" and "Vaccine and Cold Chain Management".: Training / Activity#: Vaccine Management Training Training Location: Aden/ Mukalla Number of Days : 3/ 3 Number of Trainees: 31/ 23 The objective of this consultancy is to conduct the Vaccine and Cold Chain Management Training to ensure that administrative and technical staff can manage inventory and maintain vaccine quality through sound cold chain practices. 2.2 Scope and focus of work The consultant will need to carry out the following: Preparation of Technical Training Materials: Develop manuals on Inventory Management (Receipt, storage, distribution, balance). Space Planning within cold rooms for optimal air flow. Alarm Response Protocols and Logistical Emergency Plans (vaccine transfer, cold box usage, total system failure procedures). Standardized templates for daily temperature logs and vaccine handling records. Guide for the Shake Test and reading VVM indicators. Inventory and Quality Management Training: Vaccine classifi cation (Categories A to F) and arrangement to avoid "unsafe zones" (e.g., keeping freeze-sensitive vaccines away from cold air outlets). Analyzing Data Logger records to ensure storage quality. Correct receiving procedures (VVM check, temperature verifi cation, visual inspection). Temperature Monitoring and Alarm Response: Training on digital/analog monitoring devices. Developing an alarm response protocol: defi ning responsibilities and determining "critical" temperatures requiring technical intervention. Emergency packing techniques using Cold Boxes and Ice Packs during total system failure. 2.3 Requested outputs and deliverables Integrated technical training package (PowerPoint, simplifi ed manuals, checklists, fault-fi nding charts). Materials must align with manufacturer specs and WHO/UNICEF standards. Ideal Load Layout diagrams for vaccines based on sensitivity. Record of commissioning protocols performed during practical sessions. Trainees must pass theoretical and practical evaluations with a minimum score of 80%. Final technical report including trainee performance evaluation and equipment sustainability recommendations. Given the Project s very limited scope and time, the total estimated work period is 4 weeks. 4. TYPE OF CONTRACT AND DURATION OF THE ASSIGNMENT The expert consultant will be engaged to lead the assignment. The consultant must be a local expert with demonstrated experience and presence in Aden, Yemen. Upon appointment, s/he will have to prepare and submit a simplified proposal - including a budget to conduct the training. The proposal should include: 1. Implementation proposal: A proposal outlining the consultant's approach to implementing the assignment, as described in these Terms of Reference (TOR). 2. Financial Proposal: A breakdown of costs, aligned with the activities outlined in the implementation proposal. 5. SUPERVISION The consultant will provide regular updates to our client team, with weekly meetings on progress and challenges faced. The consultant will report to our client's Project Manager and Project Management Support Officer. Office/Unit/Project Description

Yemen is experiencing one of the world’s most severe humanitarian crises, shaped by prolonged conflict, political instability, and deep economic decline. These factors have severely undermined state institutions, fragmented governance structures, and reduced fiscal capacity, contributing to widespread poverty, food insecurity, and vulnerability. Social cohesion remains under pressure, particularly in rural areas where access to livelihoods, employment, agricultural resources, and basic services is severely constrained. Environmental fragility and increasing exposure to climate shocks further exacerbate vulnerability, particularly for communities dependent on agriculture.

Short-term humanitarian interventions, although indispensable for alleviating the immediate impact of the emergencies on vulnerable communities, cannot steer more fundamental recovery nor address the underlying underdevelopment causes of the conflict. Situation analysis reveals critical gaps in transitioning from short-term humanitarian assistance to sustainable development approaches.

According to a recent UNDP study (2024), the prevailing focus on immediate food assistance has not sufficiently addressed structural vulnerabilities, as there is a weak correlation between the scale of humanitarian aid and improvements in food security. Cash assistance programs provide short-term relief but often contribute to inflation and do not resolve the underlying causes of poverty. Governance deficits, logistical challenges, bureaucratic barriers, and insecurity further limit effective aid delivery, especially in remote and hard-to-reach areas.

As a result, there is a pressing need to integrate longer-term interventions in the local food systems that promote food security through economic development, enhance productivity and value addition, support private sector growth, and create sustainable livelihoods, while strengthening the supply of goods and services.

This project responds to these realities by adopting a resilience-oriented approach that integrates the Humanitarian–Development–Peace (HDP) Nexus. The intervention scope focuses on sustainable livelihoods and value chain development through agricultural support (technical innovation, seed distribution, irrigation rehabilitation, livestock care, and crop diversification); agribusiness development (strengthening value chains, institutionalizing climate-resilient practices, and shock protection); strengthening the business enabling environment (collaboration between agribusinesses, private sector, and local authorities); microfinance (microloans, savings groups, and financial literacy); and support for vulnerable groups including IDPs, women, and youth through inclusive, gender-sensitive livelihood opportunities.

The RESOLVE project is implemented in close synergy with the Local Governance for Area-Based Development (LoGABD) project and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, forming an integrated portfolio under the Area-Based Development (ABD) framework. The Gender Analyst will therefore be expected to ensure gender mainstreaming coherence across this portfolio, working collaboratively with gender focal points and technical teams across all three projects to maximize synergies and avoid duplication.

Gender equality is a significant objective across all components of this project and engagement, and empowerment of women is key to achieving the aimed results.

2. Scope of Work

The primary objective of the position is to provide technical leadership and advisory support to ensure that gender equality, women's empowerment, and social inclusion are effectively mainstreamed across the Integrated Resilience and Governance Programme in Yemen and related portfolio projects (RESOLVE, LoG4ABD, and SANABEL), ensuring that gender-responsive approaches are integrated throughout project design, implementation, monitoring, reporting, and knowledge management.

Provides technical leadership and coordination support, focusing on the achievement of the following functions:

1. Gender Mainstreaming and Technical Advisory

Lead the integration of gender equality and women's empowerment across all project components, ensuring interventions are gender-responsive and aligned with UNDP Gender Equality Strategy and corporate policies.

Provide technical guidance to project teams, Responsible Parties (RPs), consultants, and implementing partners on gender-sensitive programming across livelihoods, local governance, value chains, MSME development, climate-resilient agriculture, financial inclusion, and private sector engagement.

Review project documents, work plans, Terms of Reference, training materials, and implementation tools to ensure effective integration of gender and social inclusion considerations.

Identify opportunities to strengthen project interventions through practical and context-specific gender-responsive approaches that address the needs of women, youth, internally displaced persons (IDPs), persons with disabilities, and other vulnerable groups.

2. Gender Analysis, Monitoring, Evaluation, and Reporting

Lead the development and implementation of systems to collect, analyze, and report sex-, age-, and disability-disaggregated data across all project interventions.

Integrate gender indicators into Results-Based Management (RBM), monitoring and evaluation frameworks, and project reporting systems.

Conduct periodic gender analyses, assessments, and audits to evaluate the effectiveness of project interventions and recommend corrective measures where required.

Ensure all internal and external reports adequately reflect gender-related achievements, lessons learned, challenges, and recommendations in compliance with UNDP corporate requirements.

3. Capacity Development and Institutional Strengthening

Design and deliver capacity-building programmes, training workshops, coaching sessions, and awareness activities for project staff, Responsible Parties, government counterparts, contractors, local authorities, and other stakeholders on gender mainstreaming and social inclusion.

Develop practical tools, guidance notes, and gender mainstreaming resources to strengthen institutional capacity and support the integration of gender-responsive approaches throughout project implementation.

Support partners in institutionalizing gender-sensitive planning, implementation, monitoring, and reporting mechanisms.

4. Partnerships, Coordination, and Advocacy

Establish and maintain strategic partnerships with government institutions, women's organizations, civil society organizations, research institutions, private sector partners, and development agencies to promote gender equality and inclusive development.

Coordinate closely with UNDP gender focal points, project teams, and implementing partners to ensure harmonized implementation of gender-related activities across the portfolio.

Promote advocacy initiatives and facilitate dialogue to strengthen awareness and commitment to gender equality and women's economic empowerment among project stakeholders.

5. Knowledge Management and Communications

Identify, document, and disseminate lessons learned, best practices, success stories, and innovative approaches related to gender-responsive programming.

Prepare knowledge products, publications, communication materials, and case studies highlighting project achievements and impacts.

Promote knowledge sharing across the RESOLVE, LoG4ABD, and SANABEL projects and contribute to UNDP corporate knowledge platforms and communities of practice.

6. Gender Equality, Social Inclusion, and Safeguards

Ensure gender equality, human rights, and Leave No One Behind (LNOB) principles are integrated throughout project planning, implementation, monitoring, and reporting.

Promote inclusive participation and equitable access to project benefits for women, youth, IDPs, persons with disabilities, and other marginalized groups.

Ensure project activities comply with UNDP's Gender Equality Strategy, Social and Environmental Standards (SES), and other relevant corporate policies and safeguard requirements.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

3. Institutional Arrangement

Under the direct supervision of the UNDP Project Manager for Integrated Resilience and Governance Programme in Yemen and in close collaboration with the project team, Responsible Parties (RPs), the LoG4ABD and SANABL project teams, gender focal points across the portfolio and the UNDP Country Office, the Gender Analyst will provide technical leadership to ensure that gender equality and women's empowerment are systematically integrated across all project components and across the broader RESOLVE-LoGABD-SANABEL projects within the portfolio. Moving beyond symbolic inclusion, the analyst will embed gender mainstreaming into the very fabric of operational practice, advising on the design and implementation of interventions—from agricultural support and value chain development to microfinance, local governance strengthening, public financial management, climate-resilient agriculture and private sector engagement—so that they are explicitly responsive to the distinct barriers, needs, and capacities of women, men, youth, IDPs, persons with disabilities and displaced populations. This involves proactively identifying opportunities to strengthen project activities, developing tailored tools and frameworks for partners, and championing realistic, context-sensitive gender strategies that can adapt to Yemen’s fluid operating environment while driving measurable progress toward gender equality outcomes.

4.
