<p><br></p><p>General context of the project While the armed conflict entered its 12th year, Yemen remains one of the largest humanitarian crisis. The country s deteriorating economy, the protracted conflict and crumbling basic services are exacerbating humanitarian needs across the country. Meanwhile, climate shocks, increased regional tensions and chronic underfunding of critical humanitarian sectors are further worsening people s vulnerability and suffering. Four years since the UN- brokered truce, international non-governmental organizations (INGOs) operating in Yemen warn that humanitarian conditions are more fragile than at any point since the peak years of the response. Over 22.2 million people 1 continue to face dire humanitarian conditions, struggling to meet basic needs and access essential services amid protracted crisis, economic deterioration, aid cuts, displacement and climate-related shocks. Furthermore, the escalating conflict in the Middle East and the wider region threatens to exacerbate the dire economic situation and could trigger a resumption of large-scale armed conflict within Yemen. These regional shifts risk disrupting vital humanitarian and commercial supply chains and inflating the cost of essential goods. INTERSOS, in collaboration with local partners, has been providing essential health, nutrition, protection, water and sanitation, as well as livelihoods support for the vulnerable people across Yemen since 2008. While INTERSOS operational presence has been impacted by the signficant funding downsize in the last few years, the integrated programming serving the most vulnerable communities (IDPs, migrants, people at hightened protection risks) continues providing essential lifesaving aid.</p><p>General purpose of the position Support the Head of Mission in the development, definition and management of the mission program in accordance with INTERSOS strategies, plans and policies. Lead the development of new concept notes and project proposals in collaboration with the Regional Programme Coordinator and Senior Management Team. Supervise, coordinate and provide quality support to Project Managers/Program Managers in order to develop and implement the program in the mission.</p><p>Main responsibilities and tasks:</p><p>Country Strategy & Portfolio Development</p><p>Co-Lead the formulation, adaptation, and execution of the INTERSOS Yemen Country Strategy in line with global organizational goals, values, and localized humanitarian needs.</p><p>Active member of the SMT, working alongside the HoM to define organizational vision, set programme targets, and improve operational performance.</p><p>Conduct continuous context analysis (humanitarian needs, socio-economic dynamics, donor trends) to design innovative, integrated programming, and lead assessments for rapid response or portfolio scale-up.</p><p>Lead the design and writing of high-quality proposals and concept notes in close collaboration with Technical Coordinators and Specialists, Finance, HR and Logistics teams.</p><p>Lead the roll-out of the mission s Localization Strategy, ensuring strategic oversight, capacity assessments, and sub-grant compliance for local partners.</p><p>Grants & Fundraising Management</p><p>Alongside the HoM, proactively identify funding opportunities, analyze donor guidelines/priorities, and oversee the mission s grant pipeline to ensure sustainable growth.</p><p>In coordination with Project/Programme Managers, support the preparation and conduct of project kick-off meetings, grant agreement reviews, and partner capacity assessments.</p><p>Take full responsibility, with support from the regional office, for all reporting processes, from programme data to ensuring strict compliance with grant contract provisions and donors guidelines.</p><p>Programme Management</p><p>Oversee the coherence, alignment, and execution of the entire Yemen programme portfolio, ensuring targets, work plans, and quality standards are met.</p><p>Guide and directly support Project/Programme Managers through all phases of Project Cycle Management, including regular field visits and project milestone reviews (kick-off, mid-term, and end-of-project reviews).</p><p>Monitor the level of progress achieved by each project. Supervise, plan, monitor, evaluate and ensure the quality of work and the achievement of high standards in terms of design, implementation and evaluation.</p><p>Together with the HoM, PMs and Country Finance Coordinator, ensure adequate resource provisioning, review monthly financial expenditure reports, and lead budget or programme revisions as required.</p><p>Quality Control & MEAL</p><p>In collaboration with the MEAL Manager, establish quality control mechanisms, oversee indicator tracking, and provide monthly supervision and feedback on the Project Appraisal Tool (PAT).</p><p>Oversee and support continuous improvement of programme quality standards, exploring innovative solutions to maximize impact on the ground.</p><p>Guarantee that internal management software (IMP) sections and grant compliance standards are routinely updated and adhered to across all projects.</p><p>Representation, Partnerships & Advocacy</p><p>Alongside the HoM, represent INTERSOS in high-level donor meetings, national cluster coordination forums, inter-agency working groups, and with relevant authorities.</p><p>Establish and maintain strong, transparent relationships with local partners, authorities, institutional donors, and international stakeholders.</p><p>Contribute to the mission s advocacy strategy and act on behalf of the HoM when required.</p><p>People Management</p><p>Lead, supervise, and mentor all line managed staff and provide them with daily oversight, regular communication, and performance appraisals (IRP).</p><p>Identify training needs, deliver coaching in project management and grant compliance, and promote continuous professional growth within the programme team.</p><p><br></p><p><strong>Desired Candidate Profile</strong></p><p>BA in International Affairs, Development, International Political Economy or other relevant field</p><p>Minimum 5 years experience in humanitarian contexts</p><p>Ability to manage large team</p><p>Strong knowledge of proposal development and financial management</p><p>Experience working with major grants and international donors</p><p>Desirable experience in managing integrated projects</p><p>Essential computer literacy (word, excel and internet)</p><p>Excellent written and spoken English (essential); Arabic language skills (desirable context-specific asset).</p><p>Good organizational and planning skills</p><p>Leadership, team management and cooperation</p><p>Behavioral flexibility</p><p>Negotiation skills and decision-making skills</p><p>Diplomatic, interpersonal and good communication skills</p><p>Ability to take initiative and work independently</p><p>Understanding of humanitarian operations principles, standards and best practices</p><p>Commitment to INTERSOS principles</p>

In this highly fragile context, WFP is currently implementing its Interim Country Strategic Plan (ICSP), which entails one of the organization s largest emergency portfolios globally. This massive operation is structured around an unconditional targeted food assistance intervention, and the Rapid Response Mechanism (RRM) to address sudden-onset shocks, all complemented by preventive and targeted nutrition supplementation; local frontline capacity strengthening and linkages with social protection and resilience agenda to reduce humanitarian needs. To ensure the effective management of these critical safety nets, the WFP Yemen Country Office is seeking an International Consultant to lead its Emergency Food Assistance team and operations. The incumbent will serve as the designated Activity Manager (URT1) currently based in Aden, driving day-to-day operational excellence, supervising technical field teams, leading and coordinating complex retargeting exercises. JOB PURPOSE To provide strategic leadership, operational oversight, and technical direction for WFP s Targeted Emergency Food Assistance operations in Yemen. The incumbent will manage resource pipelines, oversee cooperating partners, lead a multi-disciplinary program team, support Field Offices and steer modality shifts toward digital cash transfers. The mechanism prepositions and distributes emergency lifesaving commodities to populations affected by new crisis within 72 hours of trigger. Office/Unit/Project Description </strong></p><br> <p>Yemen is experiencing one of the world’s most severe humanitarian crises, shaped by prolonged conflict, political instability, and deep economic decline. These factors have severely undermined state institutions, fragmented governance structures, and reduced fiscal capacity, contributing to widespread poverty, food insecurity, and vulnerability. Social cohesion remains under pressure, particularly in rural areas where access to livelihoods, employment, agricultural resources, and basic services is severely constrained. Environmental fragility and increasing exposure to climate shocks further exacerbate vulnerability, particularly for communities dependent on agriculture. </p><br> <p>Short-term humanitarian interventions, although indispensable for alleviating the immediate impact of the emergencies on vulnerable communities, cannot steer more fundamental recovery nor address the underlying underdevelopment causes of the conflict. Situation analysis reveals critical gaps in transitioning from short-term humanitarian assistance to sustainable development approaches. </p><br> <p>According to a recent UNDP study (2024), the prevailing focus on immediate food assistance has not sufficiently addressed structural vulnerabilities, as there is a weak correlation between the scale of humanitarian aid and improvements in food security. Cash assistance programs provide short-term relief but often contribute to inflation and do not resolve the underlying causes of poverty. Governance deficits, logistical challenges, bureaucratic barriers, and insecurity further limit effective aid delivery, especially in remote and hard-to-reach areas. </p><br> <p>As a result, there is a pressing need to integrate longer-term interventions in the local food systems that promote food security through economic development, enhance productivity and value addition, support private sector growth, and create sustainable livelihoods, while strengthening the supply of goods and services. </p><br> <p>This project responds to these realities by adopting a resilience-oriented approach that integrates the Humanitarian–Development–Peace (HDP) Nexus. The intervention scope focuses on sustainable livelihoods and value chain development through agricultural support (technical innovation, seed distribution, irrigation rehabilitation, livestock care, and crop diversification); agribusiness development (strengthening value chains, institutionalizing climate-resilient practices, and shock protection); strengthening the business enabling environment (collaboration between agribusinesses, private sector, and local authorities); microfinance (microloans, savings groups, and financial literacy); and support for vulnerable groups including IDPs, women, and youth through inclusive, gender-sensitive livelihood opportunities.</p><br> <p>The RESOLVE project is implemented in close synergy with the Local Governance for Area-Based Development (LoGABD) project and the Climate-Resilient Agriculture and Job Opportunities in Yemen (SANABEL) project, forming an integrated portfolio under the Area-Based Development (ABD) framework. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><span >The Cash Consortium of Yemen The Cash Consortium of Yemen (CCY) was established in 2020 to improve the living conditions of socio-economically vulnerable and conflict-affected individuals in Yemen. The CCY is led by the Danish Refugee Council (DRC) and includes Acted, Norwegian Refugee Council (NRC), Mercy Corps, Solidarities International (SI) as co-partners, as well as the International Organization for Migration (IOM) as a non-funded EU partner. The CCY aims to maximize the effectiveness of cash assistance and support the transition to longer-term resilience programs through referrals. The CCY's response has been implemented across 13 governorates in Yemen, where vulnerability is high, and households are affected by conflict and environmental shocks or identified to be socio-economically vulnerable due to being unable to meet their basic survival needs As the Co-Lead for the National Cash and Market Working Group, CCY collaborates with other cash actors in Yemen to prevent duplication of efforts, ensuring a harmonized approach, and enabling the efficient allocation of resources to areas with high vulnerability.</span></p><p>Overall purpose of the role: This role is split between the Danish Refugee Council country office (75% FTE) and the CCY (25% FTE) Under the supervision of the DRC Country Director, the Advocacy Coordinator will be responsible for the definition and implementation of the DRC Yemen advocacy strategy and to further develop DRC Yemen s advocacy work and outputs. Keep up to date about funding trends, policies and strategic priorities and budgetary planning cycles of donors and governments. Pro-actively seek funding sources among government and non-government donors, in line with IOM s strategic priorities.</p><p>2. Maintain effective working relationships with donors and potential donors, liaising, as necessary, with Regional Office (RO) and IOM COs with resource mobilization functions.</p><p>3.
